Abstract

GIS technology applies geographic science with tools for understanding and collaboration. It helps people reach a common goal: to gain actionable intelligence from all types of data. GIS integrates many different kinds of data layers using spatial location. Most data has a geographic component. GIS data includes imagery, features, and basemaps linked to spreadsheets and tables. Spatial analysis lets you evaluate suitability and capability, estimate and predict, interpret and understand, and much more, lending new perspectives to your insight and decision-making.

Abstract

The specific objective research to detect changes in land for the detection of critical areas and its effect on coastal areas with spatial approach. Determining the change detection of critical areas and coastal areas with Landsat image analysis. The approach used in this study based spatial modeling and then conducted a field survey/matching analysis results with physical characteristics of the land, so that will be obtained data is detection of critical land area and its impact coastal areas. The approach will be analyzed aerial photographs image interpretation and processing of spatial data using geographic information system (GIS). The results of the study are (1) changes in critical land area is 1990 to 240.824 ha or equal 8.384%, in 2005 to 306.202 ha or at 10.661%, in 2015 to 1114.189 ha or by 38.791% and in 2016 with 1211.084 ha or equivalent to 42.164% of the total area of ​​2872.299 ha. and (2) physical Condition Texture critical land and soil structure to be damaged by coal mining and (3) influence coastal areas their physical shape changes occur in the vast river, meanders and estuaries Bengkulu River watershed are caused by the erosion and deposition rate as a result of coal mining upstream part of the river and waste coal mining activities along the riverbanks.

Abstract

In the information systems field, the fit between the components of information systems is a topic that has attracted the attention of many researchers. Various concepts of the fit such as Task-Technology Fit (TTF), Fit between Individuals, Tasks, and Technology (FITT), and Human Organization Technology Fit (HOT-Fit) are proposed and studied in various studies. In those various concept, the fit is one of the keys to the successful implementation and acceptance of information systems. Through a study of relevant literature, this study proposes a model consisting of human, organization, and technology characteristics, and adds the Perceived User Technology Organization Fit (PUTOF) variable as the initiated variable that influences the intention to use. In subsequent research, this model can be tested quantitatively with case studies of the information system implementation in an organization.

Abstract

The journal is known as one of the relevant serial literature that can support a researcher in doing his research. In its development journal has two formats that can be accessed by library users namely: printed format and digital format. Then from the number of published journals, not accompanied by the growing amount of information and knowledge that can be retrieved from these documents. The TF-IDF method is one of the fastest and most efficient text mining methods to extract useful words as the value of information from a document. This method combines two concepts of weight calculation that is the frequency of word appearance on a particular document and the inverse frequency of documents containing the word. Furthermore, data analysis of journal title is done by Nave Bayes Classifier method. The purpose of the research is to build a website-based information retrieval system that can help to classify and define trends from Indonesian journal titles. This research produces a system that can be used to classify journal titles in Indonesian language, with system accuracy in determining the classification of 90,6% and 9,4% error rate. The highest percentage result that became the trend of title classification was decision support system category which was 24.7%.

Abstract

Public Information Disclosure Act (UU KIP) is valid since 2010, and public bodies throughout Indonesia are required to implement it in accordance with established provisions. In essence, UU KIP is a manifestation of human rights in obtaining information which one of its aims is to encourage public participation in the process of public policy making. The United Nations (UN) states, to achieve community participation is required three stages, and information disclosure is the initial stage and for Indonesia it is identical with the implementation of UU KIP. This research will answer how far the performance of public bodies in implementing KIP Law. With the mixed method, that is quantitative (survey and content analysis) and qualitative (interview and observation), this research uses Sekuensial Eksplanatoris strategy. The results of the study mention the performance of public bodies are categorized as being. Information on public budgets is still very low, public bodies are better vertical than other public bodies. In general, public bodies have not been able to properly implement public information disclosure due to resource and commitment factors. In addition, the emergence of regulatory disharmonization among policy makers contributed to weakening the implementation performance of UU KIP. Keywords: Openness, Freedom of Information Law, Public Agencies    Undang Undang Keterbukaan Informasi Publik (UU KIP) berlaku sejak tahun 2010, dan badan publik di seluruh Indonesia wajib mengimplementasikannya sesuai dengan ketentuan yang telah dibuat. Secara hakiki, UU KIP merupakan perwujudan hak asasi manusia dalam memperoleh informasi yang salah satu tujuannya adalah mendorong partisipasi masyarakat dalam proses pengambilan kebijakan publik. Perserikatan Bangsa Bangsa (PBB) menyebutkan, untuk mewujudkan partisipasi masyarakat tersebut diperlukan tiga tahapan, dan keterbukaan informasi merupakan tahap awal dan bagi Indonesia hal ini identik dengan implementasi UU KIP. Penelitian ini akan menjawab sejauhmana kinerja badan publik dalam  mengimplementasikan UU KIP. Dengan metode campuran, yaitu kuantitatif  (survey dan analisis isi) dan kualitatif (wawancara dan observasi), penelitian ini menggunakan strategi Eksplanatoris Sekuensial. Hasil penelitian menyebutkan kinerja badan publik dikategorikan sedang. Informasi mengenai anggaran publik masih sangat rendah, badan publik vertikal lebih baik dibanding badan publik lainnya. Secara umum badan publik belum mampu mengimplementasikan keterbukaan informasi publik secara baik karena faktor sumber daya dan komitmen. Selain itu, munculnya disharmonisasi regulasi di antara pengambil kebijakan ikut memperlemah kinerja implementasi UU KIP.   Kata kunci: Keterbukaan, UU KIP, Badan Publik

Abstract

Current information abstraction into the general community needs. Information about good government, policy, program and the rules, especially the field of communication and information technology is important information to be known to the public. However, the problems facing Indonesia's vast territory requires the right strategy to disseminate information in order to come to the community. Besides, many people consider unimportant information on government. The purpose of the study is to get an overview of search access and dissemination of information on government field Kominfo by people in South Sulawesi (Makassar, Gowa, and North Toraja). The study used survei method with quantitative approach with 156 respondents. The study concluded that respondents were not too many take advantage of the government's official media Kominfo (central and local) to find information. Nevertheless some information topics of concern among respondents about the negative charge internet sites, public disclosure, the migration of analogue to digital TV, and UU ITE. Internet and social media are used by very few respondents in mengkases information while television and outdoor media (banner / billboard) became the most widely used. The majority of respondents also had forwarded the information obtained to family members and friends with a direct communication as well as via email, social media, and instant messanging. Keywords: information retrieval, dissemination of information, government information.  Abstrak Saat ini informasi menjadi kebutuhan masyarakat umum. Informasi tentang pemerintah misalnya kebijakan, program maupun aturan khususnya bidang komunikasi dan informatika (kominfo)  merupakan informasi penting  diketahui masyarakat. Namun, masalah wilayah Indonesia yang luas membutuhkan strategi tepat untuk menyebarkan informasi agar sampai pada masyarakat. Disamping itu banyak masyarakat menganggap informasi tentang pemerintah tidak penting. Tujuan penelitian adalah untuk mendapatkan gambaran tentang akses pencarian dan penyebaran informasi tentang pemerintah bidang kominfo oleh masyarakat di Sulawesi Selatan (Makassar, Gowa, dan Toraja Utara). Penelitian menggunakan metode survei pendekatan kuantitatif dengan 156 responden. Hasil penelitian menyimpulkan bahwa responden tidak terlalu banyak memanfaatkan media resmi pemerintah bidang kominfo (pusat dan daerah) dalam mencari informasi. Meski demikian beberapa topik informasi yang menjadi perhatian responden diantaranya soal situs internet muatan negatif, keterbukaan informasi publik, migrasi TV analog ke digital, dan  UU ITE. Internet dan media sosial sangat sedikit digunakan oleh responden dalam mengakses informasi sedangkan televisi dan media luar ruang (spanduk/baliho) menjadi media yang paling banyak digunakan. Mayoritas responden juga pernah meneruskan informasi yang diperoleh ke anggota keluarga  dan teman dengan komunikasi langsung serta melalui email, media sosial, dan instant messanging.     Kata Kunci: pencarian informasi, penyebaran informasi, informasi pemerintah

Abstract

This research was conducted in May 2016. Fishermen society still be the first goverment priority because even they live in the coast which far from cities and no transportation, modernity and without communication with outside, but fishermen has promising in earnings salary from life-coast take part in the country's economy. Survey method was chosen by the writer with incidental determining sample method which every people who meet the writer would be chosen as the representatives as long as the representatives are reasonable to give valid information. The traditional communication is still used by the fishermen in this era. The fishermen should meet the people who wants to talk with and doing a face to face communication is the problem in communication side. Fishing communities have not completely utilized information technology because the Information Technology skill and utility have been not applied in this life-coast. Information Technology should be utilized by the fishermen society to keep in touch with others and improving the knowledges and income about sea.Keywords: Patterns, Communication, Fishermen Society, Information TechnologyPenelitian ini, dilakukan pada Mei 2016, masyarakat nelayan masih menjadi prioritas utama karena disamping kehidupannya dipesisir pantai yang jauh dari jangkauan transportasi dan komunikasi namun sebetulnya memiliki penghasilan yang sangat menjajikan dari hasil kelautan ikut andil dalam perekonomian negara. Penelitian menggunakan metode survei dengan  teknik penarikan sampel berdasarkan accidental kebetulan, yaitu siapa saja yang bertemu dengan peneliti dapat digunakan sebagai sampel, bila dipandang orang yang kebetulan ditemui cocok sebagai sumber data. Permasalahan bagaimana pola komunikasi masyarakat nelayan di era teknologi informasi, pola komunikasi masyarakat nelayan masih menggunakan komunikasi tradisional berkomunikasi secara langsung bertatap muka (face to face). Abstract

The development of technology and information brings the impact of the entry of Western culture and create changes in patterns of behavior of people who tend to westernization. Globalization which is followed by the rapid development of information and communication technology is also a major trigger of Western cultural acculturation to Indigenous cultures. Cyberspace has entered the era of Second Media Age where the number of growth of internet users in the world is increasing sharply as well as in Indonesia. In Indonesia the number of smartphone users reached 41.3 million users which means the number of internet users is also high. The effect of the development of information and communication access is the occurrence of cultural globalization which has eliminated boundaries and legitimacy through an ideology of progress. The loss of legitimacy of this boundary will ultimately be a major threat to the local culture against the onslaught of Western culture, so the most likely option is to become a Global Homogeneity or even grow local cultural Maturity. Resistance to values that are not in accordance with our local culture will be directly rejected or filtered by our local culture. The key to the success of this filtering is how strongly our local culture, norms or customs are and how strong they are as our ideologies in everyday life. If our culture, norms or customs do not stick strongly as the ideologies we hold on a daily basis it is very likely the loss of our local culture and transform into Global Homogeneity, and if our culture is firmly established as an ideology we hold on a daily basis then westernisation will not Can damage our local culture so that what happens is our local cultural maturity. Keywords: globalization, technology development, local culture, westernization  Perkembangan teknologi dan informasi membawa dampak masuknya budaya Barat dan menciptaka perubahan pola perilaku masyarakat yang condong ke westernisasi. Globalisasi yang diikuti dengan perkembangan teknologi informasi dan komunikasi yang semakin cepat juga menjadi pemicu utama akulturasi budaya Barat terhadap budaya Pribumi. Cyberspace telah memasuki masa Second Media Age dimana jumlah pertumbuhan pengguna internet di dunia semakin meningkat tajam begitu juga di Indonesia. Di Indonesia jumlah pengguna smartphone mencapai 41,3 juta pengguna yang ini berarti jumlah pengguna internet juga tinggi. Efek yang ditimbulkan dari perkembangan akses informasi dan komunikasi adalah terjadinya globalisasi budaya dimana telah menghilangkan batas serta legitimasi melalui sebuah ideologi kemajuan. Hilangnya legitimasi batas ini pada akhirnya akan menjadi ancaman utama bagi budaya lokal terhadap gempuran budaya Barat, sehingga pilihan yang mungin terjadi adalah menjadi Homogenitas Global atau malah tumbuh Kedewasaan budaya lokal. Resistensi terhadap nilai-nilai yang tidak sesuai dengan budaya lokal kita maka secara langsung akan ditolak atau dilakukan filtering oleh budaya lokal kita. Kunci utama dari keberhasilan dari filterisasi ini adalah seberapa kuat budaya, norma ataupun adat lokal yang kita miliki dan seberapa kuat budaya tersebut menancap sebagai ideologi kita di kehidupan sehari-hari. Jika budaya, norma atau adat kita tidak menancap kuat sebagai ideologi yang kita pegang teguh setiap hari maka sangat mungkin hilangnya budaya lokal kita dan berubah menjadi Homogenitas Global, dan begitupun jika budaya kita menancap kuat sebagai ideologi yang kita pegang teguh setiap hari maka westernisasi tidak akan bisa merusak budaya lokal kita sehingga yang terjadi adalah kedewasaan budaya lokal kita. Abstract

Librarian communication strategy in the implementation of information literacy on students and lecturers is very important in using e-resources. In the era of information as now the internet is perceived as a solution to existing problems. For fast and accurate information that is scattered on the internet. Students and lecturers as information seekers need a search strategy using a suitable search strategy for additional information needed, ie through information literacy. The problem that develops now is the knowledge in literacy by students and lecturers to search for e-resources. Such information literacy products as a basis in searching e-resources through search engines on the internet or portals provided by universities. Access to the very cheap e-resources collection in subscribing to online databases will not be in vain with its optimal use of this collection as a reference resource in college. The purpose of this study is to determine the strategies implemented by librarians in mengiplementasikan literasi information on universities in the use of e-resources that have been subscribed by universities. The results obtained in the implementation of information literacy utilization of e-resources in universities is the academic community of students and lecturers now more understand and understand in using and memnafaatkan e-resources optimally. Keywords: communication strategies, information literacy, e-resources. Strategi komunikasi pustakawan dalam implementasi literasi informasi terhadap mahasiswa dan dosen sangat penting dalam menggunakan e-resources. Di era informasi seperti sekarang internet dianggap sebagai solusi permasalahan yang ada. Untuk mendapatkan informasi yang cepat dan tepat/benar yang berserakan di internet. Mahasiswa dan dosen sebagai pencari informasi memerlukan skill penelusuran dengan menggunakan strategi pencarian yang sesuai untuk mengevaluasi informasi sehingga diperoleh kebenaran informasi yang dibutuhkan, yaitu melalui literasi informasi.  Masalah yang dihadapi sekarang adalah kurangnya pengetahuan dalam literasi oleh mahasiswa dan dosen untuk penelusuran e-resources. Keterampilan literasi informasi tersebut sebagai dasar dalam penelusuran e-resources melalui mesin pencari di internet atau portal yang disediakan oleh perguruan tinggi. Akses terhadap koleksi e-resources adalah Investasi yang mahal dalam melanggan database online tidak akan sia-sia dengan optimal nya kebermanfaatan koleksi tersebut sebagai sumber referensi di perguruan tinggi. Tujuan dari penelitian ini adalah untuk mengetahui strategi yang diterapkan oleh pustakawan dalam mengiplementasikan literasi informasi pada perguruan tingg dalam menggunakan e-resources yang sudah dilanggan oleh perguruan tinggi. Hasil yang diperoleh dalam implementasi literasi informasi pemanfaatan e-resources di perguruan tinggi adalah civitas akademika mahasiswa dan dosen sekarang lebih mengerti dan memahami dalam menggunakan dan memnafaatkan e-resources secara optimal. Kata kunci: strategi komunikasi, literasi informasi, e-resources.
