Abstract

The World Information Order otherwise known as the New World Information Order (NWIO) can also be referred to or viewed as the New World Information and Communication Order (NWICO). The term or concept describes the aspirations and yearnings of the Global South for the establishing of a world where there is democratisation of the international communication system and a rebalancing of the global information flow channels. This conceptual study sought to reassess the concept in light of the development and advancement in technologies including social media – where information flow has been liberalised in diverse ways. The discourse is built around and/or aligned to a democratic liberal approach in respect of the use of social media in the digitally evolving world. The researchers argued that social media reinvigorated the quest by the Global South to ensure information flow worldwide and that is an indication of a fight for democratisation of the communication system. The study concluded that though the traditional media circle gradually tilts to all-encompassing communication and information in the world, the pace is slow and that gap created is now (in some dimension) bridged by social media platforms – Facebook, Instagram, Twitter (now X) and many more.

Abstract

This study aims to design and develop a web-based information system for incoming and outgoing letter management at the Baloi Permai Subdistrict Office to enhance administrative efficiency and service transparency. A need analysis was conducted to identify key system requirements, including data collection, processing, and functional and non-functional design. The data were collected through documentation and interviews with primary stakeholders, such as the subdistrict head and administrative staff. The findings indicate that the current manual system has several drawbacks, including the absence of an integrated system, delays in document processing, and limited public accessibility. The system was developed by using the Laravel framework employing PHP and MySQL to ensure efficient development and maintenance. Unified Modeling Language (UML) was applied, incorporating Use Case, Activity, Sequence, and Class diagrams to illustrate user interactions. Black-box testing was conducted to assess system functionality, confirming its ability to streamline correspondence management with key features, such as user management, document tracking, and report generation. The system implementation is expected to improve record accuracy, accelerate document processing, and enhance public accessibility. Additionally, it is potential to be adopted by other government institutions as a digital solution for administrative management.

Abstract

The integration of technology into library management plays a crucial role in improving operational efficiency and resource accessibility. This study presents the development of an SMS gateway-based library information system to digitalize book borrowing and returning processes. The system was developed using the System Development Life Cycle (SDLC) methodology, incorporating Requirement Planning, System Design, and Implementation phases. The implementation of the system was evaluated by using Black Box Testing to ensure functional correctness. The results indicate that the system effectively streamlines library operations by providing automated notifications for due dates, optimizing inventory tracking, and reducing manual record-keeping errors. Additionally, the integration of an SMS Gateway enhances user engagement and minimizes overdue returns. This study highlights the potential of digital solutions in modernizing library management and serves as a model for other educational institutions aiming to enhance their library systems through technology.

Abstract

Background: Information literacy plays a vital role in supporting education, research, and informed decision-making in the digital era. In the context of ASEAN countries, the development and dissemination of research on information literacy contribute to regional knowledge-sharing and capacity building. However, comprehensive mapping of scholarly output on this subject in ASEAN remains limited, especially those indexed in global academic databases. Objective: This research aims to map and analyze scientific publications on the subject of information literacy in ASEAN countries indexed by the Lens database. The analysis focuses on co-occurrence and co-authorship networks using VOSviewer, as well as determining author productivity, publication trends, and institutional and national contributions to the development of information literacy scholarship. Methods: A bibliometric analysis approach was applied using data extracted from the Lens database. Microsoft Excel and VOSviewer software were utilized to clean the data and generate visualizations. Co-occurrence analysis was used to identify thematic trends, while co-authorship analysis revealed collaboration networks. The study also examined publication growth by country and institutional affiliation from 1998 to 2023.Results: A total of 504 articles related to information literacy were initially retrieved from the Lens database. After data cleaning, 469 relevant articles remained. Among the 10 ASEAN countries, only 6—Indonesia, Malaysia, Singapore, the Philippines, Thailand, and Vietnam—have publications on this subject indexed in the Lens database. Key emerging topics in recent years include data collection techniques, information needs, documentation, public observation, communication, and human resources. Shaheen Majid emerged as both the most productive author and the one with the strongest collaboration network. The study shows a general upward trend in publication numbers over the 1998–2023 period. Conclusion: Scientific publications on information literacy in ASEAN countries have shown significant growth over the past two decades. Collaborative research networks among authors play an important role in enhancing productivity. These findings highlight the need for greater collaboration and capacity building across ASEAN member states to strengthen regional contributions to the field of information literacy.
