Abstract

Objective:  Iraqi Public universities confront a wide range of difficulties as a result of the complex interactions between budgetary quality and slack in the higher education sector, and in the context of public higher education institutions this article explores the complex issues related to budget participation, budget quality, budgetary slack, government expenditure transparency, and information sharing. Method: The analytical method used in this research is structural equation modeling (SEM) to determine the causal relationship between latent variables contained in structural equations, with the analysis tool Smart PLS, using quantitative methods through data collection by distributing questionnaires to teachers, of which 150 were returned and 148 were usable. Result: Based on the results of data analysis, it is concluded that there is a significant relationship between budget participation, information sharing and budget quality, and in addition there is a significant relationship between budget quality and budgetary slack, while government budget transparency does not show a clear link with budget quality in service rotation; furthermore, problems arise in universities when faculty and staff are not actively engaged in budgeting, as hierarchical structures tend to disregard faculty needs, resulting in wasted time and energy, even though budgeting itself reflects how institutions collaborate to make systems fit together. Novelty: Beyond these findings, the study provides recommendations and frontline insights for public higher education cohorts facing these issues daily, positioning Participatory Budgeting (PB) as a pathway toward more inclusive decision-making, fostering transparency in government spending, and strengthening community authority in managing resources for better outcomes in public interests.

Abstract

This study examines how Information Quality and Para-Social Interaction influence Green Product Purchase Intention in live-streaming e-commerce using the Elaboration Likelihood Model (ELM). Driven by rising sustainable consumption trends, it explores their impact through Subjective Product Knowledge as a mediator, extending ELM by integrating cognitive and affective cues in Indonesia’s growing digital market. Data were collected from 140 young consumers (aged 17–37) in Semarang, Indonesia, who engage in live-streaming e-commerce. The analysis tested hypotheses, revealing that Information Quality enhances Subjective Product Knowledge, which drives purchase intention, while Para-Social Interaction directly and indirectly affects both. Subjective Product Knowledge mediates these relationships. This offers a novel application of ELM in sustainable consumer behavior in de-veloping countries. Practically, businesses can use high-quality information and trusted streamers to boost green product sales in global markets.

Abstract

This study aims to determine the direct and indirect relationships between competency, work experience, and information technology mastery on employee performance through work motivation as an intervening variable at the Regional Secretariat of Batam City. The population can provide useful information or data for a study. The population in this study consisted of 144 civil servants working at the Regional Secretariat of the Batam City Government. In this study, the sampling technique used is nonprobability sampling, specifically saturated sampling (census). The sample used in this study is the entire population of 144 civil servants at the Regional Secretariat of the Batam City Government. Data were collected via questionnaires and analyzed using validity and reliability tests, classical assumption tests, multiple regression analysis, and path analysis.The results of the study indicate that there is a direct and indirect influence between the variables of competence, work experience, and information technology mastery on employee performance through work motivation as an intervening variable at the Regional Secretariat of the Batam City Government.

Abstract

Modern developments that drive advancements in technology and the internet have had a positive impact on society. People can easily access everything available on electronic media. However, the development of internet-based electronic media can also have negative impacts, such as the emergence of new social problems, namely the emergence of online gambling cases. Online gambling is a form of betting between players using money as the wager determined by the player and the online gambler, conducted on electronic media connected to the internet. Online gambling is illegal and violates existing societal values ​​and norms. The type of research used in this journal is normative juridical legal research, which emphasizes efforts to find and analyze legal rules, legal principles, and legal doctrines, including the objectives of law and applicable values ​​of justice. The analytical method applied uses a deductive reasoning approach, by collecting information and data through the study of relevant legal literature. What are the legal provisions for criminal acts of gambling via the internet according to Law Number 11 of 2008 concerning Information and Electronic Transactions? What is the criminal responsibility for online gambling using the internet according to Law Number 11 of 2008 concerning Information and Electronic Transactions. Therefore, there is a need for strict criminal sanctions imposed on online gambling perpetrators. Abstract

Article 27 paragraph (1) of Law Number 1 of 2024 concerning Electronic Information and Transactions remains a subject of debate due to the ambiguity in defining the term “decency,” which opens room for multiple interpretations and potentially hampers digital freedom of expression guaranteed under Article 28E paragraph (3) of the 1945 Constitution of the Republic of Indonesia. This normative tension becomes more evident through cases of digital expression that are classified as violations of decency, even when they take the form of satire or political criticism. This research aims to analyze the application of Article 27 paragraph (1) in Indonesian legal practice, assess its consistency with the principle of freedom of expression, and compare it with the regulation of decency norms in digital law in Malaysia and Turkey. The research employs a normative juridical method with statutory, conceptual, case, and comparative approaches, using primary data in the form of legislation and legal cases, as well as secondary data from literature and expert opinions. The findings show that the application of Article 27 paragraph (1) tends to be subjective, creates a chilling effect, and is disproportionate to the objective of protecting public morality. A comparison with Malaysia and Turkey demonstrates that decency norms can be formulated more clearly with strict limitations on obscene content without criminalizing political expression. These findings indicate the need for a reformulation of decency norms in the Electronic Information and Transactions Law to align with the principles of proportionality and the protection of digital freedom of expression.

Abstract

Ensuring everyone can see and understand how government services work is crucial. Thanks to new technology, the immigration office in Batam City has begun using a new computer system called SIMKIM to assist with passport services. This study examines how SIMKIM regulations were created, how it is used, and the challenges and solutions. The study discusses how the law supports SIMKIM, how workers and the public use it, and the challenges they face, such as a lack of computers or a lack of familiarity with digital devices. Overall, SIMKIM helps speed up, improve, and simplify the passport application process. The study suggests that to improve services, they need to improve regulations, provide more training to workers, build better computer systems, and teach more people how to use digital technology.

Abstract

This study aims to analyze the level of usability in the Industrial Practice Information System (SIPI) using the System Usability Scale (SUS) method in the Informatics and Computer Engineering Department, UNM. This research is a type of quantitative descriptive research, the data collection techniques used are questionnaires, interviews and documentation. The subjects of this study were students of the Informatics and Computer Engineering Department, class of 2021, who were taken using nonprobability sampling using the saturated sampling method totaling 60 people. The difference between this study and several previous studies is in the method used and the determination of the SUS score, which is not only from 3 aspects, namely acceptability, grade scale, adjective rating, but also with percentile rank and analysis of respondent responses. From the results of the analysis, it was found that the level of usability in the Industrial Practice Information System (SIPI) using the System Usability Scale (SUS) method, namely the SUS score of 60 with a percentile rank value of 29%, with a grade scale that falls into the category "D", for the adjective rating is in the category "Ok" which means that the usability of SIPI is quite decent. Furthermore, the acceptability ranges aspect is in the category "Marginal" which means that SIPI can be marginally accepted/can be accepted with conditions by users. From the results of the analysis of user responses to the SUS questionnaire, it is known that the usability aspects that still have a low percentage value are the memorability and learnability aspects. Thus, SIPI can be accepted by users however, improvements or developments are still needed to optimize the use of the system, especially in the usability aspect which has a low percentage value, namely memorability and learnability.

Abstract

Drug stockouts remain a significant challenge in healthcare systems, particularly in hospital pharmacy installations, directly impacting patient treatment and satisfaction. Efficient drug inventory management is crucial to mitigating these incidents. The adoption of Hospital Management Information System (SIMRS) technology presents a potential solution to optimize inventory control and enhance service quality. This research analyzes the relationship between drug stockout incidents and the use of Hospital Management Information Systems (SIMRS) technology with patient satisfaction at the Pharmacy Installation of Bogor City Hospital. Drug stockouts significantly affect patient treatment and satisfaction, necessitating efficient drug inventory management. The research employs a cross-sectional analytical approach, collecting data from pharmacy personnel and patients through surveys. The findings indicate that drug stockouts occur frequently, influenced by factors such as delayed deliveries and payment issues. Conversely, the effective implementation of SIMRS technology enhances drug management efficiency and improves patient satisfaction. Statistical analysis reveals a significant correlation between the incidence of drug stockouts and patient satisfaction, as well as a strong positive impact of SIMRS usage on reducing stockouts. The study highlights the importance of optimizing SIMRS to ensure drug availability, thereby enhancing the quality of healthcare services.

Abstract

On the other hand, the system currently running at PT. Transvision, especially in the inventory section, in data processing errors often occur delays in goods orders due to monitoring of stock items that are still done manually with the number of items available. Even if the goods that consumers are looking for are in empty stock because the delay in stock input of goods can cause sales to decline, the goods that should be able to be sold cannot be sold. The author makes a problem limitation only on the Inventory Information System at PT. Transvision Banda Aceh using Visual BASIC.NET application, which is the purpose of writing, namely to identify and design the Inventory Information System at PT. Transvision Banda Aceh. There are two methods that the author uses to collect data, namely field studies and library studies. From the results of research and observations that have been made at PT. Transvision Banda Aceh, it can be concluded that the existence of this Inventory Information System Program Information system at PT. Transvision Banda Aceh becomes precise, and accurate, especially in the inventory section. And obtain information about the inventory of these goods becomes easier and this information system is able to solve problems that often occur at PT. Transvision Banda Aceh is difficult in controlling and supervising the inventory of goods and planning the procurement of goods. This procurement information system can avoid excess inventory and overcome the scarcity of goods which is of course highly expected by business actors so that an information system program is created in order to obtain quality information.

Abstract

The Tengku Diujung restaurant is one of the tourist destinations that is frequently visited by tourists because the restaurant has a mainstay menu that is in demand by many visitors, one of which is lobster noodles. However, each sales report still records data manually, sometimes experiencing errors due to inaccuracies in recording data. The formulations in this study are; how to manage all data on reports of receipts, orders, and sales or expenditures of goods, and whether employees are easy to find data, and how to manage data on receipts, orders, and sales or expenditures of goods. To complete the data needed in the preparation of this study, the authors use writing sources, namely; Library Research, Field Research, and Interviews and Observatories. From the results of the discussion on "Inventory Information System at the Tengku Diujung Restaurant (Simeulue Regency)" the author can conclude that the use of a manual system has limitations in selling goods. This information system, makes it easier for the restaurant to present information about revenue, ordering, and sales data to its customers. Although it requires a lot of money, it is worth the ease with which it is obtained, and designing this application will speed up the production of receipts, orders, and sales reports. The results of this study are the development of an Inventory Information System application with 9 (nine) inputs in the form of; data on goods, suppliers, customers, receipts, expenses, stocks, transactions, and application users. There are 6 (six) output designs consisting of; goods data, suppliers, customers, receipts, expenses, and stock reports.
