Abstract

The agricultural and plantation sectors play a key part in Indonesia's economic development. This is because the majority of Indonesians continue to rely on this industry for their lives, particularly as a provider of basics. Farmers in Marga Agung Village, Jati Agung District, South Lampung are one example. Currently, farmers purchase and sell agricultural products through agents, wholesalers, re­tailers, and consumers who rely on the conventional marketing system, resulting in a number of issues, such as the difficulty of selling suitable agricultural products. These agricultural products are getting more expensive in Indonesia, both in the eyes of customers and due to farmers' meager profit margins. Consequently, a WEB-based marketing system was developed utilizing a design methodology that em­ploys the UML Tool. The objective and benefits of building this website are to promote agricultural and plantation products, to facilitate the purchase and sale of agricultural and plantation products by farmers, and to facilitate the acquisition of agricultural and plantation products by consumers.

Abstract

Dharma Wacana is the first tertiary institution in computer science in the Metro Indonesia area. The registration system is done by coming directly to the campus and has not used the website media. In development, research is carried out using the Waterfall model by building a system. Besides that, data collection is carried out using the method of observation and literature study. The implementation of the Waterfall model is explained using mapping diagrams, context diagrams, DFD, database table structures, relations between tables, and input-output design. This website-based information system aims to improve services to the public in the form of information and new student registration that can access online. And it is hoped that it will enhance Campus management to take advantage of this online registration data as a basis for Promotion.

Abstract

Digital transformation in schools has become a strategic necessity to improve the quality of learning services, governance, and competitiveness of educational institutions. This study aims to analyze appropriate Information and Communication Technology (ICT) management strategies to support the acceleration of digital transformation at SMP Negeri 1 Bolaang. The research method uses a literature review by analyzing empirical findings and current theories regarding ICT management, digital transformation, technology governance, and digital leadership. The results of the study indicate that the success of digital transformation in schools is largely determined by strategic ICT planning aligned with the school's vision, strengthening digital infrastructure, improving the digital competence of teachers and education personnel, implementing good digital governance, and participatory change management. This study confirms that a structured and holistic ICT management approach can improve administrative efficiency, learning quality, and data-driven decision-making at SMP Negeri 1 Bolaang. Research recommendations include increasing human resource capacity, establishing a school digital transformation unit, and utilizing a collaborative ecosystem to accelerate digitalization.

Abstract

This study aims to develop an interactive web-based video learning module for the Information Systems course in the Information and Communication Technology Education (PTIK) Study Program at Manado State University. The research seeks to address the need for innovative, flexible, and engaging learning resources that support independent learning and improve students’ understanding of Information Systems concepts. Specifically, the study focuses on producing a valid, practical, and effective multimedia-based learning module that integrates web technology and interactive video features.The research adopts a Research and Development (R&D) methodology using the ADDIE model, which consists of the stages of Analysis, Design, Development, Implementation, and Evaluation. At the analysis stage, learning needs, curriculum demands, and student characteristics were assessed. The design stage involved planning the module structure, interactive video storyboard, and interface. The development stage produced the web-based module and interactive videos, which were then validated by media and material experts. Implementation was carried out through limited trials with students, while evaluation assessed feasibility, usability, and effectiveness.The results indicate that both media experts and material experts rated the module as “Very Good,” with overall validity scores exceeding 90%. Students reported increased motivation, engagement, and improved conceptual understanding when using the module. The interactive elements—such as quizzes, visualizations, and navigation features—were particularly effective in enhancing comprehension.In conclusion, the interactive web-based video module is feasible, effective, and aligned with digital-native learning needs. It provides a valuable alternative learning resource that supports student-centered learning and improves the quality of Information Systems education.

Abstract

This article examines how the use of information technology is reshaping the management of the Family Welfare Education Department at a university within the context of digital transformation. The research focuses on changes in managerial processes, academic governance, learning services, and operational support triggered by the adoption of digital systems. This study uses qualitative methods through in-depth interviews with department heads, lecturers, and educational staff, as well as analysis of relevant policy documents and managerial practices. The findings indicate that information technology integration improves decision-making speed, administrative transparency, and the effectiveness of internal coordination. Digital learning platforms expand flexibility and enhance the quality of pedagogical interactions, while integrated academic management systems improve data accuracy and service quality. However, this study also identifies challenges such as varying human resource readiness, the need to strengthen digital literacy, and dependence on unstable infrastructure. Theoretical implications confirm that digital transformation in vocational education requires structural changes, an adaptive work culture, and continuous investment in technology. Practically, the research findings provide strategic recommendations for universities in formulating more systematic, inclusive, and quality-oriented digital transformation policies.

Abstract

The development of information technology has significantly transformed commercial practices and communication, including the growing prevalence of online gambling promoted on social media by influencers or affiliators. This phenomenon raises legal concerns because such promotions constitute the distribution of gambling-related information, which is explicitly prohibited under Article 303 of the Indonesian Criminal Code (KUHP) and Article 27(2) jo. Article 45(3) of the Electronic Information and Transactions Law (UU ITE). This study aims to analyze the form of criminal liability imposed on influencers acting as online gambling affiliators and examine the application of criminal provisions under the UU ITE in relation to their involvement. Using a normative juridical method with statutory and conceptual approaches, this research finds that any affiliator who intentionally uploads, distributes, or provides access to online gambling websites may be held criminally liable unless a valid excuse eliminates their culpability. Paid promotional activities indicate intent, thereby fulfilling the element of unlawfulness and allowing the perpetrator to be charged based on their level of involvement, whether under Article 303 of the KUHP or the provisions of the UU ITE. However, the enforcement of criminal sanctions remains challenging, particularly in the evidentiary process, as it relies heavily on the validity of electronic evidence such as transaction records, social media uploads, or other digital traces. The absence of detailed technical guidelines for the collection and examination of digital evidence hampers optimal investigation and prosecution

Abstract

This study compares the Good Corporate Governance (GCG) regulations concerning the transparency of material information for minority shareholders during Mergers and Acquisitions (MA) in Indonesia (UUPT POJK) and Singapore (The Takeover Code CA). The study analyzes disclosure obligations to prevent asymmetric information and the role of Directors' fiduciary duty.It was found that although disclosure obligations in both countries are protective, Singapore is superior in preventing asymmetric information through its principle-based approach which strictly enforces the principle of Equality of Information (Rule 12 The Takeover Code) , prohibiting selective disclosure. Conversely, Indonesia has significant gaps due to reliance on formal materiality thresholds and a lack of universal detailed standards ,thus keeping the risk of asymmetric information high.Regarding Directors' fiduciary duty, this obligation serves as the main catalyst. In Indonesia (Pasal 97 UUPT), the focus is on the Duty of Care and Duty of Loyalty in ensuring document integrity, while in Singapore (Section 157 CA), the focus is directed towards enforcing the principle of equal treatment (General Principle 1). Procedurally, Indonesia excels in granting an explicit legal Exit Right (Pasal 62 UUPT) for dissenting minorities, whereas Singapore emphasizes price guarantee through the Mandatory Offer (Rule 9 The Takeover Code).

Abstract

The growing technology of the public complaint system requires the development to solve the problems that exist in Pangandaran Regency. One of the problems is not applying the classification of complaints based on keywords. So that people still have difficulty understanding the functions of government agencies correctly because there are several government agencies that have similar functions. The development of the complaints system can minimize these errors. System development used is the Extremme Programming method which has four frameworks including planning, design, coding and testing, using UML modeling (Unified Modeling Language). Extreme Programming is the development of the previous method, the Agile method. For testing applications using Black Box Testing is done only to observe the results of execution through test data and check the functional of the software. So that the results obtained are classifiers of public complaints that are directly conveyed to the relevant agencies running well.

Abstract

The advancement of Information Technology (IT) is a crucial prerequisite for bolstering the efficacy and efficiency of organizational operations, encompassing healthcare establishments like RSUD XYZ. But problems like unreliable networks, antiquated computers, and a lack of IT knowledge in human resources (HR) arise. Therefore, to guarantee efficient IT usage, a thorough IT governance assessment is required. In order to help overcome current challenges, this study intends to assess IT governance at RSUD XYZ utilizing the COBIT 2019 framework and ISO 38500 standards.Three primary processes are assessed using the Capability Maturity Model Integration (CMMI) framework: Ensured Risk Optimisation (EDM03), Managed Risk (APO12), and Human Resources (APO07). According to the evaluation results, APO07 successfully attained level 4 as intended, APO12 was at level 3 of goal 5, and the EDM03 process was at level 2 of target 4. The identified competency gaps formed the basis for the preparation of improvement recommendations. In addition, this research also proposes introducing other processes such as ITIL for IT service management and TOGAF integration to support enterprise architecture.It is anticipated that these findings would enable agencies to strengthen their IT governance capacities in order to minimize current gaps and meet more ideal goals. This study offers RSUD XYZ thorough guidelines for enhancing more effective and efficient IT governance, hence facilitating the integration of IT plans with hospital business objectives.

Abstract

The Office of Communication and Informatics (DISKOMINFO) is an agency engaged in the fields of communication, informatics, coding and statistics. Based on the results of interviews with the Head of Application and Informatics DISKOMINFO Tasikmalaya City, it is known that there are obstacles related to limited resources. Starting from human resources, equipment, budget, and also other supporting facilities. So that an evaluation of information technology governance is needed to determine the capabilities possessed by the information technology. This study uses the COBIT 2019 framework using the RACI diagram as a mapping reference for observation and questionnaire distribution. The domains used are BAI02 (Managed Requirements Definition), DSS02 (Managed Service Requests and Incidents), and MEA01 (Managed Performance and Conformance Monitoring). The results of this study are to determine the capability level in each domain so that the current conditions of the Tasikmalaya City DISKOMINFO are obtained. After carrying out the analysis, it was found that the service performance from the BAI02 domain was at level 4, the service performance from the DSS02 domain was at level 2, and the service performance from the MEA01 domain was at level 3. The results of this service performance measurement made a recommendation to be implemented to increase the value information technology governance in accordance with the needs of DISKOMINFO Tasikmalaya City. Capability level objectives can be increased by carrying out activities that are not yet optimal by the agency until it reaches the full value for each level.
