Abstract

Introduction: The supervision of sand mining in Indonesia remains predominantly reliant on manual methods, which are deficient in accuracy, transparency, and effectiveness. The integration of Artificial Intelligence (AI) and Information and Communication Technology (ICT) presents an opportunity to establish a more equitable and sustainable oversight system.Purposes of the Research: This research aims to analyse the integration of AI-ICT in the supervision of sand mining in Ketapang from the perspectives of business law and maqashid syariah. Methods of the Research: This study employs a qualitative approach, utilising literature reviews, analysis of national and regional regulations, and an examination of maqashid syariah. Data are collected through legal documents, academic articles, and policy reports, and subsequently analysed using descriptive-analytical methods. Triangulation techniques are employed to ensure data validity and consistency of findings. Results Main Findings of the Research: The results of the research indicate that the integration of AI-ICT can enhance the accuracy of detecting mining activities, strengthen legal compliance, and support maqashid syariah values such as environmental protection and social justice. However, the study also identifies limitations related to digital infrastructure and the absence of specific regulations concerning the utilisation of AI-ICT within the mining sector. The integration of AI-ICT has the potential to create a more transparent, accountable sand mining supervision system that aligns with the principles of sharia justice. These findings are significant as a foundation for policy recommendations and regulatory enhancements to support the digital transformation of the mining sector.

Abstract

Introduction: In the field of digital economy transactions, especially information technology-based loan and borrowing agreements, the importance of personal data is increasing. Even so, consumer data protection is still not adequately handled, raising concerns about the many cases of personal data breaches that actually cause losses to consumers with illegal access to consumer personal data. The birth of the Personal Data Protection Law and various regulations related to personal data protection and information technology-based lending and borrowing services is a serious step by the government to provide protection and security of consumers' personal data.Purposes of the Research: This research aims to examine and analyze the legal protection of consumers' personal data in information-based lending agreements, as well as the legal implications of the dissemination of consumers' personal data in technology-based lending agreements. Methods of the Research: The method used in this research is the normative juridical method with a legislative approach and a conceptual approach. The legal materials used are primary, secondary, and tertiary legal materials. These legal materials are analyzed qualitatively to address the issues being studied. Results Main Findings of the Research: The research results show that legal protection of consumers' personal data in technology-based lending agreements in Indonesia is currently well-regulated through Law Number 27 of 2022 on Personal Data Protection (PDP Law) and various related regulations. Although these regulations are comprehensive, their implementation still faces various challenges, particularly regarding the awareness and understanding of business actors and consumers about the importance of personal data protection. Supervision by the Financial Services Authority (OJK) and related institutions needs to be strengthened, and improvements in technology infrastructure and human resources are required to support effective implementation. Legal implications of personal data breaches affect both consumers and business actors. Consumers' rights to security and comfort are not met due to personal data breaches. Business actors who do not comply with their obligations and responsibilities regarding the protection of consumers' personal data may face various legal implications, such as loss of consumer trust, financial losses, administrative and criminal sanctions, service termination by the government, and a decrease in company value.

Abstract

Pengudang Village, Bintan Regency, Riau Islands, is a coastal area that hosts seagrass ecosystems with high biodiversity. However, this area is increasingly experiencing degradation pressures due to climate change and anthropogenic activities. The limited public knowledge regarding the condition of seagrass ecosystems has become a major obstacle to community-based conservation efforts in the region. This community service activity aimed to disseminate information on seagrass density mapping results using the Object-Based Image Analysis (OBIA) technology to the coastal community of Pengudang. The mapping was conducted at 59 survey points distributed across the shallow waters of Pengudang Village in October 2025. The results identified seven seagrass species with a total coverage area of 344.26 hectares, of which approximately 92% fell into the high-density category. The dissemination of the mapping results was carried out in December 2025 using an interactive outreach method supported by visual media and infographics, and was evaluated through questionnaires distributed to 10 respondents. The evaluation results showed that all assessment indicators were within a score range of 3.7–4.0, categorized as Very Good, with no respondents expressing disagreement regarding either the material or the implementation of the activity. This activity demonstrates that a dissemination approach based on modern mapping technology, delivered through participatory and contextual methods, is effective in improving public understanding, awareness, and conservation motivation among coastal communities toward seagrass ecosystems.

Abstract

This study aims to analyze the digital communication of PLN UP3 Sibolga in disseminating public service information through social media, focusing on the role of Artificial Intelligence (AI) and human touch in public relations practices. While previous studies have examined digital communication and AI in public relations, studies that integrate both aspects in local public service contexts remain limited. This research employs a qualitative descriptive approach, with data collected through in-depth interviews with public relations personnel and documentation of social media content. The results show that digital communication has been utilized to support the dissemination of public service information, with AI functioning as a supporting tool to improve efficiency in content production. However, human involvement remains essential to ensure clarity, empathy, and appropriateness of the message. In addition, digital communication through social media has not fully replaced the public's need for direct communication. Therefore, effective public service communication requires the integration of technological utilization with a humanistic approach to ensure that information is properly understood by the public.

Abstract

The transformation of learning in higher education places digital libraries beyond simply providing information access, but rather as strategic instruments that determine the quality of student performance and learning outcomes. This study aims to comprehensively examine the influence of digital library use and the quality of digital collections on student performance and learning outcomes, with information literacy as a moderating variable. The study used a quantitative approach with an explanatory design using the Structural Equation Modeling method on 200 students of the Graduate School of PGRI Adi Buana University Surabaya, intakes of 2023 to 2025. Data were collected using a Likert-scale questionnaire and analyzed using measurement and structural models to test the direct and indirect effects between variables. The results showed that the quality of digital collections significantly influenced student learning outcomes and information literacy, while the use of digital libraries had no direct effect on student performance. Information literacy was shown to have a very strong influence on student performance and played a significant role in mediating the influence of the quality of digital collections and the use of digital libraries on performance and learning outcomes. These findings provocatively emphasize that access and intensity of digital library use will be meaningless without adequate information literacy, thus information literacy emerges as a determining factor that transforms the quality of digital library resources and utilization into tangible academic achievements. This research provides theoretical contributions in strengthening the integrative model of digital library-based learning as well as practical implications for higher education administrators to shift the policy focus from merely technology development to strengthening the quality of collections and student information literacy in a sustainable manner.

Abstract

The digitalization of Indonesia’s land administration system through the Sentuh Tanahku application represents a strategic government initiative to establish public services that are transparent, efficient, and based on legal certainty. The background of this study stems from the need to ensure transparency of land information and legal protection for land rights holders in the era of digital transformation. The research focuses on two main issues: the legal framework governing electronic land registration through the Sentuh Tanahku application and the legal force of electronic land certificates for land rights holders. This study is significant because the transition from a conventional to a digital system requires a strong legal foundation to ensure the continued protection of citizens’ land rights. This research employs a normative legal method using both the statutory approach and the conceptual approach. The legal materials used include Law Number 5 of 1960 concerning the Basic Agrarian Law (UUPA), Government Regulation Number 24 of 1997 on Land Registration, Law Number 11 of 2008 in conjunction with Law Number 19 of 2016 on Electronic Information and Transactions (ITE), Law Number 14 of 2008 on Public Information Disclosure, and Ministerial Regulations of ATR/BPN Number 1 of 2021 and Number 3 of 2023.The findings indicate that electronic land registration in Indonesia has a strong and integrated legal foundation, with constitutional legitimacy rooted in Article 33 paragraph (3) and Article 28D paragraph (1) of the 1945 Constitution. The electronic land certificate (e-certificate) holds the same evidentiary power as a physical certificate, provided it meets the elements of authenticity, integrity, and data reliability as regulated in Ministerial Regulation ATR/BPN Number 1 of 2021 and the ITE Law. Meanwhile, the Sentuh Tanahku application serves as a tool for implementing the principle of public information transparency (Articles 9 and 11 of the Public Information Disclosure Law), while maintaining data privacy protection in accordance with Law Number 27 of 2022.

Abstract

This study examines the construction of public trust in artificial intelligence (AI)-based information in digital media through a qualitative approach in the form of a literature review. The study focuses on three main aspects: the mechanism of public trust formation in AI content, the role of audience communication literacy in interpreting and assessing message credibility, and the impact of trust-literacy interactions on the dynamics of contemporary digital communication. Literature findings indicate that audience perceptions of the credibility of AI information are influenced by technological factors, previous media experience, and communication literacy levels, which collectively form a dynamic and heterogeneous trust structure. Communication literacy has been shown to be an important mediator in strengthening audiences' ability to evaluate and verify information, thereby reducing vulnerability to misinformation. The implications of this study emphasize that strengthening communication literacy and transparency in the use of AI by the media are prerequisites for the formation of rational and sustainable trust. The study's conclusions provide conceptual contributions to the development of ethical digital communication strategies and audience capacity building in the AI era.
