Abstract

Penelitian ini bertujuan untuk menganalisis pertanggungjawaban pidana notaris atas pemalsuan akta otentik yang didasarkan pada keterangan palsu atau manipulatif, dengan studi pada Putusan No. 898/Pid.B/2022/PN.Jkt.Brt. Metode penelitian yang digunakan adalah yuridis normatif dengan pendekatan peraturan perundang-undangan dan studi kasus. Hasil penelitian menunjukkan bahwa notaris sebagai pejabat umum memiliki kewajiban untuk memastikan kebenaran formal dari data yang disampaikan oleh para pihak, namun tidak bertanggung jawab atas kebenaran materiil sepanjang telah bertindak sesuai prosedur. Akan tetapi, apabila notaris terbukti mengetahui adanya keterangan palsu atau turut serta dalam perbuatan manipulatif, maka dapat dimintai pertanggungjawaban pidana berdasarkan ketentuan hukum yang berlaku. Dalam putusan yang dikaji, hakim mempertimbangkan unsur kesengajaan dan peran aktif notaris dalam proses pembuatan akta. Dan unsur Pasal 266 ayat (1) KUHP Jo Pasal 56 ayat (1) KUHP telah terpenuhi dalam perbuatan Terdakwa, sehingga terdakwa harus mempertanggungjawabkan perbuatannya secara pidana dengan pidana penjara selama 1 (satu) tahun. Penelitian ini menegaskan pentingnya kehati-hatian dan integritas notaris dalam menjalankan jabatannya

Abstract

The Sidoarjo Regency Government, as one of the innovative regions, has developed various public service applications, one of which is the SIMPEL Application (Reporting Information System) used to accelerate village administrative reporting. However, in its implementation, several issues remain, including low reporting compliance and disparities in application utilization among districts and villages. This study aims to describe and analyze the effectiveness of the SIMPEL Application in accelerating village administrative reporting at the Department of Community and Village Empowerment of Sidoarjo Regency. This research uses a qualitative descriptive approach. Data collection techniques include interviews, observations, and documentation. The analysis applies Duncan’s (1973) effectiveness theory, which consists of three indicators: goal attainment, integration, and adaptation. The results show that in terms of goal attainment, the SIMPEL Application has not been fully optimal, as indicated by the low level of village reporting that has not met the established deadlines. In terms of integration, socialization and technical guidance have been conducted by the department, but they have not been fully understood by all village officials, resulting in implementation challenges. Meanwhile, in terms of adaptation, there are still limitations in human resource capacity and readiness of village officials in transitioning from manual to digital reporting systems. In conclusion, the effectiveness of the SIMPEL Application in accelerating village administrative reporting in Sidoarjo Regency is not yet optimal. Improvements in human resource capacity, strengthening of socialization efforts, and increased commitment and discipline among village officials are necessary to enhance the effectiveness of the application.

Abstract

This study aims to examine and analyze the effect of information technology competence and human resource development innovation on work motivation and employee performance at the Department of Agriculture and Food Security of Selayar Islands Regency. This research employs a quantitative approach. The population of this study consists of all employees of the Department of Agriculture and Food Security of Selayar Islands Regency, totaling 98 employees. The sampling technique used is saturated sampling, in which the entire population is included as respondents. Data were collected using questionnaires as the research instrument. The data analysis technique applied in this study is path analysis, assisted by AMOS software, to examine both direct and indirect effects among variables. The results indicate that information technology competence and human resource development innovation have a positive and significant effect on employee work motivation. Work motivation is also proven to have a positive and significant effect on employee performance. However, information technology competence and human resource development innovation do not have a significant direct effect on employee performance. Furthermore, the findings show that work motivation is able to mediate the effect of information technology competence and human resource development innovation on employee performance. These results suggest that improvements in employee performance are not solely determined by technological mastery and human resource development innovation, but are highly dependent on the role of work motivation as the main driving factor within the organization.

Abstract

In the context of globalization and the rapid advancement of information technology, organizations are mandated to adapt and enhance the quality of their human resources to maintain competitive advantage. This situation has posed challenges to the professionalism of administrators in delivering prompt, accurate, and responsive services to students and faculty members. The professionalism of administrators is substantially influenced by their capacity to manage information effectively and to optimize the utilization of information technology. This study aimed to design and develop an administrative information system that functions as a moderator in the relationship between administrators' knowledge and experience and their professionalism. Primary data were collected from a population of 100 operators responsible for managing the PDDikti system at Jember State Polytechnic, with a total sample size of 100 respondents. Structural Equation Modeling (SEM) was utilized for data analysis employing WarpPLS software. the findings revealed that knowledge and experience exert a positive and significant effect on administrator professionalism. Furthermore, knowledge and experience positively and significantly influenced the administrative information system, which in turn mediated the enhancement of administrator professionalism. This study recommends the improvement of training programs, the development of information systems, and the reinforcement of work experience's role within higher education administration.

Abstract

Digital transformation has increased the demand for academic information systems that are accurate, user-friendly, and interoperable. At Universitas Tanjungpura, SEVIMA functions as a central reporting system for lecturer performance within a fragmented digital ecosystem that includes SISTER, Edlink, SKP, and SINTA. This fragmentation often leads to usability issues, unclear information, limited service responsiveness, and reduced work efficiency. This study aims to examine the effects of system quality, information quality, and service quality on system use, user satisfaction, and lecturer performance, as well as the mediating roles of system use and user satisfaction. A quantitative approach was employed by surveying 119 lecturers who actively use SEVIMA, with data analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). The results indicate moderate explanatory power, with R² values of 0.630 for user satisfaction, 0.582 for system use, and 0.618 for lecturer performance. All quality dimensions significantly influence system use and user satisfaction. User satisfaction exerts the strongest direct effect on lecturer performance, followed by system use. Mediation analysis confirms that both variables significantly mediate the relationship between quality dimensions and lecturer performance, with user satisfaction acting as the dominant mediator. These findings emphasize the importance of improving system integration, user-centered design, and institutional support to enhance lecturer performance and reduce digital fatigue in higher education information systems.

Abstract

Financial technology transformation has positioned QRIS as a core component of the Indonesia’s digital payment infrastructure. This study aims to examine the determinants of QRIS usage among Generation Z in Indonesia by extending the UTAUT2 framework. The novelty of this study lies in the integration of Personal Innovativeness to capture internal psychological dimensions in the adoption of a mature national payment system among digital-native users. Quantitative data were collected from 261 Generation Z respondents through questionnaires and analyzed using the SEM-PLS method to evaluate both measurement and structural models. The findings show that Social Influence, Habit, and Personal Innovativeness significantly predict Behavioral Intention. In contrast, utilitarian constructs (Performance Expectancy, Effort Expectancy, Hedonic Motivation, Price Value) are not significant. Additionally, Facilitating Conditions exhibit a significantly negative effect, suggesting that reliance on technical infrastructure is not perceived as a motivating factor. These findings indicate that social and habitual factors play a more prominent role than utilitarian considerations in shaping QRIS usage intention. Functional aspects are increasingly perceived as baseline expectations, while adoption is more strongly influenced by established usage patterns and individual innovativeness. This study suggests that policymakers and service providers should shift their strategic focus from functional promotion toward socially embedded and community-based approaches to strengthen user engagement and sustained adoption.

Abstract

Pemanfaatan teknologi informasi dalam pelayanan pengaduan di lingkungan perguruan tinggi menjadi semakin penting guna meningkatkan efisiensi dan transparansi. Penelitian ini bertujuan untuk merancang dan mengembangkan sistem Trouble Ticketing berbasis web di Unit Management Information System (MIS) Universitas Bandar Lampung dengan menerapkan algoritma First In First Out (FIFO) sebagai logika utama pengelolaan antrean tiket. Pendekatan ini digunakan untuk memastikan bahwa setiap laporan ditangani sesuai urutan waktu masuk, sehingga tidak ada tiket yang terabaikan. Metode penelitian yang digunakan adalah deskriptif kuantitatif, dengan teknik pengumpulan data berupa studi literatur, observasi, dan wawancara. Sistem dirancang menggunakan bahasa pemrograman PHP dan database MySQL, serta diuji menggunakan metode black box testing untuk memastikan fungsionalitas berjalan sesuai kebutuhan. Hasil implementasi menunjukkan bahwa sistem mampu mendukung proses pelaporan dan penanganan pengaduan secara sistematis dan efisien, baik dari sisi pengguna maupun admin. Fitur pemantauan status tiket dan validasi urutan tiket terbukti meningkatkan transparansi dan akuntabilitas layanan pengaduan teknologi informasi.

Abstract

Karakter sungai di Pulau Ambon memiliki ciri hanya satu aliran sungai utama dari hulu ke hilir ataupun satu aliran sungai utama yang akan terbagi menjadi beberapa anak sungai di arah hilir.  Ini berbeda dengan karakter sungai Wai Loning yang membelah Negeri Laha yang menerima aliran dari dua sungai utama lainnya yaitu Wai Sakula dan Wai Tengah, yang menyebabkan potensi debit banjirnya menjadi berkali lipat lebih banyak terutama di musim hujan.Berdasarkan hal tersebut, maka diperlukan suatu kajian studi penelitian tentang potensi karakter muka air banjir aliran sungai pada DAS yang dibentuk oleh kesatuan aliran Wai Sakula – Wai Tengah – Wai Loning, yang pastinya membutuhkan survey kawasan DAS demi mengumpulkan parameter morfometri DAS. Data teknis yang diperlukan untuk DAS Wai Loning berupa morfometri sungai yang meliputi: luas DAS, panjang DAS, lebar DAS, kemiringan data gradien sungai, orde dan tingkat percabangan sungai, kerapatan sungai, dan bentuk DAS.Berdasarkan hasil identifikasi data  WRb= 12,33 dan Rc = 0,25, maka DAS Wai Loning yang terbentang antara 3°40’6,51” - 3°43’19,50” LS dan 128°1’17,20” - 128°5’26,98” BT dengan luas 35.674.050,00 m2 (35,67 km2) atau 3.567,405 Ha, dan keliling 41.990,00 m (41,99 km) termasuk karakter DAS dimana sungainya mengalami kenaikan dan penurunan muka air banjir yang berlangsung dengan cepat serta karakter debit puncak yang datang dengan cepat, begitu juga penurunannya.

Abstract

The lack of a regular maintenance schedule system and millennial farmers' lack of knowledge about maintaining tobacco shredding machines are the issues facing Nahdlatul Ulama (NU) in Magelang.  This scenario results in less than ideal shredded quality and frequent machine failures.  Enhancing farmers' knowledge and proficiency in maintenance, repair, and information technology use for scheduling machine maintenance is the aim of this community service project. The implementation approach consists of training in the use of basic digital programs to record and arrange maintenance schedules, hands-on machine maintenance and repair practice, and teaching through the supply of materials.  Thirteen ladies and seventeen males made up the 30 participants in the exercise. With participants' average comprehension rising from 22% prior to the activity to 86% following it, the outcomes discussed shown a notable improvement. It has been demonstrated that machine maintenance results in finer and more consistent shredded tobacco, and the application of information technology facilitates efficient and sustainable scheduling for participants.  The community service project was successful in enhancing the quality of the shredded output, maximizing machine performance, and motivating millennial farmers to be more flexible when it comes to using information technology in tobacco farming.

Abstract

This study examines external pressures, or isomorphic pressures, that influence organizations to adopt HRIS, considering the mediating role of top management support. Using selected public and private organizations in the Central Region of Ghana, a total of 209 responses were collected for analysis. Both symmetric (PLS-SEM) and asymmetric (fsQCA) approaches were employed to examine how isomorphic pressures and TMS predict HRIS adoption. The PLS-SEM results show that coercive and normative pressures predict HRIS adoption and are partially mediated by TMS. The fsQCA results further identify combinations of pressures and TMS that equally predict HRIS adoption. This study supports the extant, consistently conclusive evidence on the relevance of TMS to successful adoption. Additionally, managers can leverage the pressures necessary for adoption decisions in the appropriate conditions.
