Abstract

The development of information technology encourages government agencies to carry out digital transformation in archive management to increase administrative efficiency and effectiveness. The Communication and Information Service of East Lampung Regency still faces obstacles in the management of cooperation documents that are carried out manually, such as difficulties in searching archives and the risk of data loss. This research aims to design and build a web-based Cooperation Document E-Archive Information System as a solution to these problems. The system development method used is the Prototype method, which allows direct interaction between developers and users in the system development process. The system is built using PHP 8.1 with the Model-View-Controller (MVC) architecture and MySQL 8.0 as the database. Black-box testing conducted on 25 test cases achieved a 100% success rate, confirming that all functional requirements were met without errors. User Acceptance Testing (UAT) yielded an acceptance score of 92%, indicating a high level of user satisfaction and system usability. These results demonstrate that the developed system effectively simplifies the document management process—from storage and retrieval to structured archival grouping, thereby improving work efficiency and supporting the implementation of the Electronic-Based Government System (SPBE) in the relevant agencies.

Abstract

Background: The existing literature on sustainable software and information systems is fragmented, with research often siloed into specific models, applications, or evaluation metrics without a cohesive overview. This fragmentation hinders the development of a unified understanding necessary for researchers, practitioners, and policymakers to effectively implement sustainability principles. Aims: This study aims to systematically analyze and synthesize research on software and information systems for sustainability. Its scope is to identify the dominant models, primary application domains, and key evaluation metrics used in the field to establish a consolidated understanding and guide future efforts. Methods: A Systematic Literature Review (SLR) following PRISMA screened 314 Scopus documents (2017–2026) to 25 articles, analyzed using Biblioshiny, VOSviewer, and thematic synthesis. Result: The analysis reveals a field in a consolidative phase, dominated by systematic review-based research (76%) focused on theoretical synthesis. While geographically diverse, the research centers on "sustainability" and "information systems" as core themes. A critical gap exists between conceptual frameworks and practical application, evidenced by a scarcity of empirical studies (only 4% quantitative) and the absence of standardized evaluation metrics. Conclusion: This review concludes that while significant progress has been made in mapping the conceptual landscape, the field of software and information systems for sustainability must now prioritize empirical validation, the development of AI-driven systems, and the establishment of uniform measurement standards to bridge the gap between theoretical promise and tangible real-world outcomes.

Abstract

The rapid expansion of digital journalism in Indonesia has generated significant challenges regarding legal compliance, journalistic ethics, and the quality of information disseminated to the public. Despite the growing importance of digital literacy in strengthening democratic participation and civil society, studies examining press non-compliance from an integrated legal and socio-legal perspective remain limited. This study aims to analyze the forms of press non-compliance in presenting digital literacy-related information and to examine the effectiveness of legal enforcement mechanisms governing digital journalism in Indonesia during the period 2023–2025. Employing a qualitative normative-juridical approach with a socio-legal perspective, the research utilizes document analysis of statutory regulations, the Journalistic Code of Ethics, Press Council decisions, legal documents, and selected cases of digital news reporting. The findings reveal four dominant forms of non-compliance: inadequate verification of information, sensationalist and clickbait-oriented reporting, violations of privacy and personal dignity, and politically biased news framing. The study further demonstrates that existing enforcement mechanisms remain fragmented due to overlapping institutional authorities, limited monitoring capacity, and the predominantly administrative nature of sanctions imposed by regulatory bodies. These conditions contribute to weak accountability and reduce the deterrent effect of legal regulation in the digital media environment. The research also shows that persistent press non-compliance negatively affects public digital literacy by increasing vulnerability to misinformation, weakening public trust in media institutions, and undermining the deliberative function of civil society. This study contributes to socio-legal scholarship by integrating press law, media ethics, and digital literacy within a civil society framework and argues that press freedom in the digital era must be understood as freedom accompanied by legal responsibility and ethical accountability. Strengthening institutional oversight, professional ethics, and public digital literacy is therefore essential for sustaining democratic communication in Indonesia.
