Abstract

Village midwives are at the forefront of maternal health services, yet they often face overwhelming administrative burdens due to manual recording and reporting systems. The transition to digital health applications is essential, but it must be tailored to the specific infrastructural and usability contexts of rural and coastal areas to ensure high adoption rates. This study aims to explore the context of use, identify operational bottlenecks in current manual practices, and define the functional requirements for a proposed maternal health application designed for midwives in coastal and rural settings. A descriptive quantitative approach was utilized. Data were collected via a structured questionnaire from 8 frontline healthcare workers, predominantly village midwives (87.5%), operating within the working area of  Ujungpangkah Public Health Center, Gresik, Indonesia. The survey assessed current data management practices, infrastructural constraints, and digital feature preferences. The findings reveal a 100% reliance on physical register books for initial data entry, with 75% of respondents utilizing manual, paper-based reporting. The most significant bottlenecks identified were the redundancy of manual data re-entry (75%) and the universal difficulty in monitoring high-risk pregnancies (100%). Furthermore, 50% of the respondents experience unstable internet connectivity. Consequently, users strongly demanded automated monthly reporting (100%), robust data search capabilities (100%), and an offline-first architecture (75%). Previous digital solutions were criticized for overly complex interfaces (62.5%). To effectively support maternal health monitoring and reduce administrative fatigue, digital interventions for rural midwives must prioritize offline capabilities, automated data recapitulation, and a highly simplified, intuitive user interface tailored to regional infrastructural realities.

Abstract

This study aimed to design and implement an integrated Semester Learning Plan (RPS) information system to support course content alignment monitoring and digital signature automation in higher education. The research employed a system development–oriented methodology consisting of needs analysis, system design, development, testing, and deployment. The resulting web-based system integrated RPS document management, structured monitoring of instructional alignment, and secure digital signature workflows within a single platform. Functional testing and initial system utilization demonstrated that the system successfully standardized RPS formats, improved the effectiveness of learning implementation monitoring, and significantly reduced approval time through automated digital validation. Role-based access control ensured data security and workflow integrity, while audit logs enhanced traceability and accountability of academic documents. User feedback indicated positive acceptance, improved usability, and better coordination among lecturers, administrators, and quality assurance officers. Overall, the implementation of the integrated RPS information system contributed to increased transparency, efficiency, and accountability in academic planning and governance. The system also supported institutional digital transformation efforts by promoting paperless administration and sustainable academic quality assurance practices.

Abstract

Tourism in Samosir Regency has significant potential as a key sector in North Sumatra Province; however, there is an imbalance in the number of visitors across various tourist sites. This study aims to develop a decision support system for identifying and prioritizing tourist destinations based on accessibility and traveler preferences by integrating Geographic Information System (GIS) and Multi-Criteria Decision Analysis (MCDA) using the Analytical Network Process (ANP) approach. The system utilizes both spatial and non-spatial data to map tourist locations and determine priorities based on relevant criteria such as accessibility, distance, cost, attractiveness, and safety. The results show that Bukit Sibea-Bea emerges as the leading tourist destination with the highest priority weight (12.45%), followed by Godang Beach and Paromasan. The web-based system provides not only accurate geographical information but also recommends the best tourist destinations based on traveler preferences, making it a useful tool for more targeted and equitable tourism planning and development in Samosir Regency.

Abstract

Urban circulation and parking systems are essential elements shaping city structure and influencing the sustainability of urban infrastructure. This study aims to analyze circulation patterns and parking distribution in Marisa City using a Geographic Information Systems (GIS) approach to support sustainable infrastructure planning. A quantitative spatial analysis was applied through network analysis, buffer analysis, and overlay analysis to evaluate road connectivity, accessibility, parking service coverage, and the interaction between traffic intensity and parking locations. The results indicate that circulation in Marisa City is dominated by collector and local roads with moderate connectivity, leading to traffic concentration in commercial areas. Parking analysis reveals a heavy reliance on on-street parking, resulting in reduced road capacity and circulation inefficiencies. Spatial mismatch between parking demand and supply is evident, particularly in commercial zones. The findings highlight that poorly integrated circulation and parking systems negatively affect accessibility, land use efficiency, and environmental sustainability. This study emphasizes the importance of GIS-based planning as a decision-support tool for optimizing circulation and parking management to promote sustainable urban infrastructure development in Marisa City.

Abstract

Digital transformation is driving universities to optimize the use of information technology not only in the delivery of academic services but also in strengthening institutional branding and improving the quality of Public Relations (PR) services. The implementation of the Smart Campus concept has become one strategy for integrating various digital services, including institutional information management and PR services. This study aims to develop a Smart Branding and PR Services Information System capable of integrating institutional information management and PR services into a single centralized digital platform. The developed system facilitates the management of institutional profile and department information, as well as the digitization of PR services, such as graphic design requests, event coverage, social media posts, and passport photo production. In addition to serving as an official information channel accessible to the public, this system also supports a more structured, documented, and integrated public relations service process. The system’s implementation demonstrates that institutional information management has become more centralized, public relations service processes are more efficient, and it supports improved effectiveness in information dissemination and the strengthening of the institution’s image. Thus, the developed information system can serve as a solution to support the implementation of Smart Campus through integrated information management and public relations services, thereby enhancing the effectiveness of institutional branding in the era of digital transformation.

Abstract

Rapid developments in Machine Learning (ML) and Data Analytics (DA) are reshaping Information Systems (IS) from transactional tools into intelligent, socio-technical ecosystems. However, existing literature remains fragmented between purely algorithmic focus and organizational adoption. This Systematic Literature Review (SLR) synthesizes 48 high-impact Scopus-indexed studies published between 2020 and 2026, following the PRISMA 2020 framework, to map the architectural and organizational integration of ML and DA in IS transformation. Our findings reveal a paradigm shift across five dominant thematic clusters: predictive forecasting, intelligent automation, big data integration, Explainable AI (XAI), and Human-AI collaboration. Rather than pure automation, the literature strongly underscores a transition toward Human-Centered AI, where model interpretability and socio-technical governance are critical to user trust and system performance. Furthermore, we identify core deployment bottlenecks—specifically regarding algorithmic transparency, cross-system interoperability, data privacy, and ethical governance. This study contributes a novel conceptual framework illustrating the interplay between technical ML capabilities, cross-cutting enablers, and organizational value creation, offering actionable guidelines for designing sustainable, transparent, and adaptive AI-driven IS.

Abstract

This study examines the barriers to the adoption of Accounting Information Systems (AIS) among micro, small, and medium enterprises (MSMEs) in Bali, Indonesia, a setting that reflects many of the institutional, technological, and resource constraints commonly faced by businesses in emerging economies. The study seeks to develop an adaptive framework for AIS implementation that is sensitive to the limited digital capabilities, managerial capacity, and financial resources of MSMEs. Employing a qualitative exploratory case study design, the study draws on in-depth interviews with 19 MSME owners and managers. The interview data were analysed using thematic analysis to identify recurring patterns, challenges, and contextual conditions influencing AIS adoption. The findings reveal six interrelated barriers: resource constraints, limited managerial competence, perceived technological complexity, resistance to change, external pressures, and fragmented integration with cloud-based solutions. These barriers do not operate in isolation; rather, they collectively shape how MSME actors perceive the usefulness, feasibility, and long-term value of AIS implementatio n.The study concludes that AIS adoption in MSMEs should be understood as a contextual and gradual process rather than a uniform technological intervention. Successful implementation requires more than access to accounting software; it depends on targeted digital literacy support, managerial capacity-building, and modular AIS designs that are affordable, user-friendly, and compatible with existing business practices. These findings offer practical implications for policymakers, technology providers, and business support institutions seeking to improve MSME financial reporting, internal control, and decision-making through more inclusive and contextually realistic AIS strategies.

Abstract

Correspondence administration is one of the key aspects in supporting the smooth functioning of bureaucracy in government institutions, including at the Secretariat of the Regional House of Representatives (DPRD) of Minahasa Regency. The current manual management of incoming and outgoing letters often leads to various issues, such as delays in recording, data entry errors, and difficulties in retrieving archived correspondence. Therefore, this study aims to design and develop a web-based information system for managing incoming and outgoing letters to optimize administrative processes within the DPRD Secretariat. The system development follows the prototype method, which allows users to provide direct feedback on the initial system model for iterative improvements. The result of this research is a web-based application that facilitates effective and efficient recording, archiving, searching, and reporting of correspondence. With the implementation of this system, it is expected that the letter administration process at the Secretariat of the DPRD Minahasa Regency will become faster, more accurate, and well-documented.

Abstract

The development of information technology is essentially aimed at making it easier for communities to access accurate information. In the context of village administrative governance, manual population data management often causes various issues such as recording errors and inefficiency. This study aims to design and develop a web-based population information system using the waterfall development method, which includes requirement analysis, system design, implementation, testing, and maintenance. The system is built using PHP programming language, MySQL database, Visual Studio Code editor, and XAMPP server. The result shows that data recording processes become faster, more accurate, and less prone to duplication. The developed website, https://kantordesarantaukadam.online, allows population services to be efficiently performed and accessed online by village officials and residents. Hence, the system improves the quality of public services and supports the digitalization of village administrative processes.

Abstract

Strategic document management for accreditation and Key Performance Indicator (KPI) reporting poses significant challenges for higher education institutions due to unstructured digital archives and high implementation costs of commercial Electronic Document Management Systems (EDMS). This research aims to design, develop, and evaluate SIKURMA (Document Repository and Archive Management Information System), a low-cost and easily replicable document repository solution based on Google Workspace. The development method employs a prototyping approach with user-centered design orientation, including stages of needs analysis, system design, development using Google Apps Script, and evaluation through the DeLone & McLean Information System Success Model framework. The research results demonstrate a functional SIKURMA prototype capable of dynamically displaying file lists from Google Drive, equipped with hierarchical navigation features, global and per-folder search capabilities, and a simple spreadsheet-based authentication system. Quantitative evaluation involving 35 lecturer respondents from various study programs shows that all system success hypotheses were accepted with high significance levels. The system successfully achieves zero-cost infrastructure by utilizing available Google Workspace, making it easily replicable by various higher education work units. SIKURMA proves to offer practical and efficient solutions for optimizing digital document governance in higher education institutions with limited resources
