Abstract

Abstract

Background: Coastal flooding or tidal inundation (banjir rob) is one of the visible impacts of climate change that increasingly affects coastal regions in Indonesia, including West Sulawesi Province. Sea-level rise, land-use changes, and mangrove degradation have intensified the vulnerability of coastal areas to tidal flooding. Objective: This study aims to model the risk of tidal flooding along the coast of West Sulawesi using Geographic Information Systems (GIS) and to formulate climate change adaptation strategies through spatial and SWOT analyses. Methods: The research utilized spatial datasets, including elevation, slope, distance from the coastline and rivers, land use, and mangrove density. The analysis was conducted using a scoring, weighting, and overlay approach to generate a tidal flood vulnerability map, which was validated using observed flood event data from 2021–2025. Results: The results indicate that low-lying coastal zones below 5 meters above sea level with sparse mangrove cover (particularly in Polewali Mandar, Majene, and Mamuju Regencies) are highly vulnerable to tidal flooding. Spatial projections suggest a significant increase in inundation areas by 2075 in line with projected sea-level rise. Based on the SWOT analysis, the recommended adaptation strategy is an offensive (S–O) approach, emphasizing the utilization of coastal ecosystem potential and conservation policies to promote mangrove-based ecotourism, strengthen community adaptive capacity, and enhance collaboration among government, academia, and local communities. Conclusion: The findings are expected to provide a scientific foundation for climate change mitigation and adaptation planning in the coastal regions of West Sulawesi toward sustainable coastal development.

Abstract

The volatility of plastic packaging costs poses a serious challenge to the sustainability of food and beverage MSMEs because it directly impacts the production cost structure, product price stability, and business profitability. This condition encourages the importance of integrating financial, marketing, and management information systems as an adaptive strategy to improve MSME business resilience. This study aims to analyze the effect of integrating financial, marketing, and management information systems on the ability of MSMEs to overcome plastic packaging cost volatility, as well as to examine the mediating role of decision-making quality. The study used a quantitative approach with a survey method of 300 food and beverage MSMEs in the Jabodetabek area. Data collection techniques were carried out using a five-point Likert-scale questionnaire and analyzed using IBM SPSS Statistics through multiple linear regression analysis and path analysis. The results show that the integration of financial, marketing, and management information systems has a positive and significant effect on the ability of MSMEs to cope with plastic packaging cost volatility. The quality of decision-making was also shown to significantly mediate this relationship. This study implies that digital transformation based on information systems integration is an important strategy in improving operational efficiency, business adaptability, and resilience of MSMEs in situations of production cost uncertainty.

Abstract

Digital transformation in the public sector has accelerated the implementation of E-Performance systems as a strategic instrument for enhancing the objectivity, transparency, and accountability of civil servant performance measurement. Despite their widespread adoption within regional government institutions, the effectiveness of these systems remains dependent on several critical information system success factors. This study aims to examine the effects of system quality, information quality, and management support on employee performance measurement in Regional Government Organizations (Organisasi Perangkat Daerah/OPD). A quantitative approach with an associative research design was employed. Primary data were collected through questionnaires distributed to 76 civil servants who actively use the E-Performance system and were selected using purposive sampling. The data were analyzed using multiple linear regression with SPSS version 27 following validity, reliability, and classical assumption tests. The findings indicate that system quality has a positive and statistically significant effect on employee performance measurement. In contrast, information quality and management support do not significantly influence employee performance measurement. Furthermore, the simultaneous test reveals that the three independent variables do not collectively have a significant effect on employee performance measurement. The adjusted coefficient of determination (Adjusted R²) is 9.7%, indicating that the majority of the variation in employee performance measurement is explained by factors beyond the proposed research model. These findings suggest that improving the technical quality of the E-Performance system alone is insufficient to enhance employee performance measurement. Greater attention should also be given to organizational and human resource factors to maximize the effectiveness of digital performance management in regional government institutions.

Abstract

Scientific document classification in large-scale digital repositories requires an efficient process because manual categorization is time-consuming and may introduce inconsistencies. This study evaluates the performance of a Random Forest Classifier (RF) using Continuous Bag-of-Words (CBOW) for feature representation and Mutual Information (MI) for feature selection in scientific document classification. The dataset contains 5,560 titles and abstracts of nuclear-related scientific documents distributed across 10 categories. After data cleaning, 5,374 documents were used for experiments with an 80:20 training-test split. Experiments were conducted using CBOW vector dimensions of 100, 200, 300, 400, and 500 under two scenarios: RF+CBOW and RF+CBOW+MI. Performance was evaluated using precision, recall, F1-score, and accuracy. The RF+CBOW scenario achieved the highest accuracy of 73% at a vector dimension of 100, while the scenario with MI reached a maximum accuracy of 71% across several dimensions. Adding MI increased recall to 73% at dimension 100 but did not improve overall performance and reduced all reported macro metrics to 69% at dimension 300. These findings indicate that feature selection does not necessarily improve classification performance; dataset characteristics and representation dimensionality also influence model effectiveness.

Abstract

The departure of Indonesian citizens (WNI) abroad through Batam Port must comply with immigration regulations, including the obligation to provide truthful information during the immigration inspection process. Law Number 6 of 2011 concerning Immigration, as amended several times, most recently by Law Number 63 of 2024, as well as Law Number 1 of 2023 concerning the Criminal Code and implementing regulations in the field of immigration, constitutes the legal framework for this research. Providing false information during the departure process may hinder the implementation of immigration supervision and, if the elements of a criminal offense are fulfilled, may result in criminal liability. This research aims to analyze the legal regulation, implementation, obstacles, and solutions related to criminal immigration law enforcement. This research analyzes several legal theories based on the views of legal scholars. It employs an empirical legal research method using statutory, conceptual, and sociological approaches. Data were obtained through literature studies and field research concerning the implementation of immigration inspection and supervision. The data were analyzed qualitatively to determine the conformity between statutory provisions and the practice of law enforcement at Batam Port. The results show that law enforcement against Indonesian citizens who provide false information is based on immigration and criminal law provisions, subject to the fulfillment of the elements of a criminal offense. The implementation of law enforcement at Batam Port is conducted through the examination of travel documents, identity, purpose of departure, and clarification of inconsistent information. The obstacles identified include difficulties in proving the element of intent, limitations and suboptimal integration of data, differences in understanding in determining the legal qualification of the conduct, and inadequate coordination among relevant agencies. This research concludes that criminal immigration law enforcement has a legal basis; however, its implementation still requires optimization in the aspects of inspection, evidence, data integration, and inter-agency coordination. Law enforcement must be conducted based on the fulfillment of the elements of a criminal offense while maintaining a distinction between administrative violations and criminal offenses. Optimization is necessary to achieve effective and proportionate law enforcement, provide legal certainty, and strengthen the function of immigration supervision in the process of Indonesian citizens leaving abroad.
