Abstract

Abstract Public information control strategies that can enhance positive investor perceptions in Central Java. Investor perceptions of a region are crucial in determining their investment decisions. Disseminated public information can influence investor perceptions, both positively and negatively. Therefore, an effective public information control strategy is needed to strengthen positive perceptions and encourage investment in Central Java. This research used qualitative and literature-based methods, involving interviews with stakeholders in Central Java. The results indicate that positive investor perceptions of the Central Java Provincial Government are formed through a combination of factors: maintained political stability, adequate infrastructure development, ease of licensing and investment services, government transparency and accountability, diverse regional economic potential, competitive human resource quality, and effective communication and public information provision. These factors contribute to creating a conducive investment climate and increasing investor confidence in investing in Central Java Province. Abstract

This study aims to analyze how the integration of the Immigration AdministrationInformation System and the information system of the Indonesian National Police can improveservice quality. The increasing intensity of human activities and cross-border mobility requiresthe state to ensure immigration services are fast and precise. These services are also expectedto be accurate and secure to support supervision when dealing with immigration-related risks.This study was initially conducted based on the finding that inter-agency coordination remainssuboptimal and that the existing regulations are not yet sufficiently appropriate. Therefore, thestudy employed a qualitative approach using a literature review method based on 15 scientificarticles. The data were analyzed through content and thematic analysis before the finalconclusions were drawn. The findings show that the proper integration of immigration and policeinformation systems can improve inspection accuracy and strengthen service coordination. Theanalysis also confirms that successful integration does not depend solely on technology, butalso requires attention to several elements, including appropriate regulations and the accuracyof officers in carrying out their duties. In addition, cybersecurity measures are needed to preventdata breaches and unauthorized access. Based on these findings, it can be concluded thatinformation system integration is a strategic step toward achieving immigration services that aremore effective, efficient, and accountable.

Abstract

This study examines the effects of budget participation and information asymmetry on budget slack at the Tebo Regency Manpower and Transmigration Office. Budget slack occurs when employees intentionally underestimate revenue or overestimate expenditures, reducing the efficiency and accountability of public financial management. A quantitative approach with an associative research design was employed. The study involved all 30 employees responsible for budget preparation, using a saturated sampling (census) technique. Data were collected through structured questionnaires and analyzed using Partial Least Squares (PLS). The findings indicate that budget participation has a positive and significant effect on budget slack, suggesting that greater employee involvement in budgeting may increase the likelihood of creating slack. Information asymmetry also has a positive and significant effect, indicating that unequal access to information between subordinates and supervisors encourages budget slack. Furthermore, budget participation and information asymmetry jointly have a significant influence on budget slack. These results highlight the importance of improving transparency, communication, and internal control to minimize budget slack and enhance accountability and effectiveness in public sector financial management.

Abstract

In order to handle incomplete information systems, numerous extended rough set theories have been introduced, primarily because the classical version of this theory is limited to complete information systems. Even though these approaches can deal with incompleteness, however they have an issue due to poor performance in terms of uncertainty measures. Thus, this paper aims to handle incomplete information while improving the performance of uncertainty measures based on a new semantic interpretation using set-valued terms. Firstly, the interpretation of missing attribute values is proposed based on the semantics of set-valued information systems. The transformation from an incomplete to a complete one leads to a new information system called the Possible Equivalent Value-Set Information System (PEVS). Based on this system, a rough set model constructed from the similarity relation of a set-valued information system is developed. Similarity precision, which measures the similarity between sets of attributes, is also defined. Secondly, δ-rough set model induced by similarity precision is discussed. Based on this model, δ-accuracy, δ-roughness, and δ-approximation accuracy are constructed to measure the uncertainty in PEVS. Experimental analysis is conducted on real-life datasets to compare the performance of the uncertainty measures between the proposed approach and other rough set approaches. The results show that the proposed approach is feasible in handling incomplete information while providing better uncertainty measures in terms of accuracy, roughness, and approximation accuracy.

Abstract

Strategic site selection for micro, small, and medium enterprises (MSMEs) requires transparent assessment of spatial and operational criteria. This study develops an Android geographic information system integrating the Analytic Hierarchy Process (AHP) and OpenStreetMap to screen 30 locations across 25 sub-districts in Asahan Regency, Indonesia. Five criteria were defined from literature, field observation, and consultation with one local-government practitioner. Accessibility received the highest weight (0.3333), followed by safety and comfort (0.2667), proximity to crowds (0.2000), infrastructure (0.1333), and local resources (0.0667). Sekitar Stasiun Kisaran ranked first (0.0391), only 0.0004 above the next two alternatives. The system links numerical priorities with interactive mapping and provides an auditable mobile workflow for preliminary location screening. However, CR = 0.000 results from deterministic ratio construction, not broad expert consensus, and the ranking should not be interpreted as a causal prediction of business performance.

Abstract

Information systems play an important role in improving efficiency and accuracy in data management, especially for Micro, Small, and Medium Enterprises (MSMEs). Gubug Alit MSME still uses a manual recording system for managing sales data and transaction reports, which may lead to recording errors, data loss, and delays in report preparation. This study aims to design and develop a web-based sales data and transaction reporting information system to support more effective and efficient financial management. The methods used include system requirements analysis, system design, and implementation using the Laravel framework with a MySQL database. The result of this study is an information system equipped with user authentication, dashboard, category management, budgeting, transaction recording, and financial reporting features that can be exported into PDF and Excel formats. This system improves the speed, accuracy, and convenience of managing sales data and generating transaction reports at Gubug Alit MSME.

Abstract

Background:Patient complaints at Hidayah General Hospital, Boyolali, are still handled through direct submissions, WhatsApp, and Google Reviews, which poses a risk of data loss and difficulty in monitoring follow-up. Objective: This study aims to build a website-based patient complaint information system. Method: The study used a descriptive method with a cross-sectional approach. The subjects were Public Relations and Training officers. The instruments were observation and interview guidelines, while data collection was carried out through observation, interviews, and document review. Data were analyzed descriptively. The system was developed using the Systems Development Life Cycle with the Waterfall model. Result: The system provides complaint submission features, automatic complaint tickets, status tracking, responses and follow-ups, satisfaction surveys, statistics, and report printing. Conclusion: The developed system supports more structured patient complaint management and facilitates monitoring of complaint follow-up, thereby supporting hospital service management.

Abstract

This study examines how publicly available commodity and macroeconomic information can be integrated into standard cost review during supply disruptions in rubber expansion joint manufacturing. Using an exploratory case study and conceptual design approach, the paper maps external market signals to key cost drivers to support earlier managerial responses under volatile input conditions. The study identifies natural rubber, synthetic rubber derivatives, imported additives, freight, and exchange rates as critical exposure points. It proposes a three-layer mechanism consisting of signal detection, managerial interpretation, and decision response to trigger partial or full standard cost review before internal variance reports become available. The findings indicate that external indicators, including commodity prices, JISDOR exchange rates, and producer price indices, can function as a supplementary control interface for management accountants. The study concludes that external information improves the timeliness of pricing and cost-review decisions during market instability, although it should complement rather than replace internal cost data. The proposed framework contributes to strategic management accounting by strengthening cost control responsiveness during disruptions.

Abstract

This study examines a public administration issue concerning the effectiveness of the e-catalog system, tender information, and price determination in improving construction procurement services in Tangerang. The research aims to analyze the influence of e-catalog effectiveness, tender information, and price determination on construction procurement services. A quantitative approach was employed involving construction service providers in Tangerang using a saturated sampling technique. The collected data were analyzed using multiple regression analysis and the coefficient of determination to test the proposed hypotheses. The findings reveal that e-catalog effectiveness does not have a significant effect on construction procurement services, whereas tender information and price determination demonstrate significant positive effects. Simultaneously, all independent variables significantly influence construction procurement services. However, effective implementation depends not only on statistical significance but also on technical readiness, adaptive regulatory support, and adequate dissemination among construction service providers.

Abstract

Digital information governance has become a strategic tool for achieving transparent, accountable, and responsive village governance. However, most research on village information systems still focuses narrowly on the development of technical platforms, while the dimensions of organizational capacity and human resources—which determine the sustainability of implementation, particularly at the level of village officials—have not been extensively studied. This study addresses this gap by analyzing how capacity building shapes information system governance in Ngaban Village, Tanggulangin Subdistrict, Sidoarjo Regency, using Grindle’s (1997) framework, which encompasses human resource development, organizational strengthening, and institutional reform. The study employed a descriptive qualitative method, involving three key informants selected through purposive sampling (the Village Secretary, the Head of Government Affairs, and the Head of Planning) due to their direct knowledge of village information management. Data were collected through in-depth interviews, observations, and documentation from October to December 2025. Data were analyzed using the Miles and Huberman interactive model and validated through source and method triangulation. The findings indicate that although village officials possess adequate human resources and a well-defined organizational structure, capacity-building efforts remain focused on general administrative training; no personnel have been specifically assigned to manage the digital information system; and the village website remains underutilized as a public information channel. These findings expand Grindle’s framework by demonstrating that structural readiness alone does not automatically result in functional digital governance without the assignment of specific roles. This study offers practical implications for village governments in strengthening digital information governance and suggests that future policies prioritize role-specific digital training and the placement of dedicated information management personnel at the village level
