Abstract

Abstract

Public financial management transparency and accountability is one of the implementations of good governance. The Geospatial Information Agency (BIG) has developed the Integrated Budget Implementation Information System (SIPADU) application to monitor the government's financial management to achieve accountable and transparent financial management. SIPADU has been built and used, but its implementation has not yet achieved an optimal function. This study found that it is related to the SIPADU management evaluation, maturity level, and SIPADU governance improvement. This study aimed to analyze SIPADU maturity level using the COBIT 4.1 approach. The sampling method used was purposive sampling, and the respondents were users and administrators of SIPADU. Interviews were conducted, in addition to the questionnaire results measurement. The data were calculated to determine the maturity level. The results showed that the SIPADU maturity level was still level 3 below the expected level, namely level 4. The agency's management is recommended to develop SIPADU. Abstract

The existence of standard paddy fields in Eastern Langsa Subdistrict of Langsa continues to experience changes, from paddy fields to non-paddy fields caused by economic growth and increasing population. The purpose of this study was to determine the area of raw paddy fields in East Langsa District and determine the factors that influence changes in the area of raw paddy fields based on Geographic Information Systems (GIS). This research uses on-screen image interpretation techniques combined with field surveys, and uses analytical overlays to find out the conversion of raw paddy fields in 2014 sourced from the Agricultural Extension Agency of East Langsa covering an area of 1,447 hectares and a paddy field area of 2019 results from the interpretation of satellite imagery covering an area of 867.67 Ha, in the last 5 years the conversion of paddy fields was 557.33 Ha (39.90%). If calculated on average, the annual converted paddy fields are 115.46 Ha (7.98%). The factors that cause conversion of paddy fields are four, namely: (1) Demand for land, (2) Conditions of paddy fields, (3) Encouragement to be converted, (4) Distance to the central government of Langsa City, (5) Changing boundaries

Abstract

The use of proper learning model by teachers’ in a class room is crucial to be done in addressing the better learning quality. This study aimed at improving learning quality by choosing the most optimum learning model.  This research was a quasi-experimental study using nonequivalent pretest-posttest control group design. This study was conducted in Senior High School 9 and Senior High School 5 of Ambon in academic year 2018/2019.The total sample used in this research was 127 students. The Critical Thingking Skills (CTS) and Cognitive Learning Outcome (CLO) tests as well as information literacy observation sheets were used as the instruments to gain the data. The data obtained in terms of students’ CTS, CLO ang information literacy were analyzed using inferential statistics (ANCOVA and LSD tests). The results showed that there were significant differences among X graders’ CTS, CLO, and information literacy [F(1,124)  = 64.380, F(1,124) = 68.238  F(1,124) = 26.078 ,  p < 0.05] respectively, who were taught using RBL-TPS learning model in biodiversity material. In the other words, the RBL-TPS learning model is able to empower students’ CTS, CLO, and information literacy compared to the common learning model used by biology teachers. Thus, the used of RBL-TPS is recommended to be implemented in the other biology learning materials.
