Industri kecil memiliki peranan strategis dalam perdagangan nasional hal ini karena proporsi usaha skala kecil mempunyai daya serap tenaga kerja yang sangat besar. Kota Tasikmalaya memiliki banyak sumber daya yang dapat dikembangkan, baik industri bordir, makanan atau kerajinan. Industri Kecil Menengah telah terbukti mampu menghasilkan berbagai komoditas, lokal maupun pasar internasional, tetapi daya saing dari produk yang dihasilkan pengusaha tersebut belum maksimal. Tujuan penelitian ini adalah untuk mengetahui besar pengaruh koordinasi dengan pengembangan industri kecil produk usaha kerajinan tangan dan bordir di Kota Tasikmalaya. Hasil penelitian menunjukkan bahwa pengaruh koordinasi terhadap pengembangan industri kecil produk usaha kerajinan tangan dan bordir sebesar 29,7 % sedangkan 70,3 % disebabkan oleh faktor lain.

Abstract

The revolution in information and communication technology has caused the existence of an organization to depend on their ability to utilize the technology so that they are able to solve various problems accurately and quickly, including government institutions. Currently, data is a resource that must be maximized by every organization, including government agencies, through the use of technology so that it can be reprocessed into useful information. Business intelligence / BI is an approach that can be used by an organization to build a method and system to get fast information based on large data through the use of technology. This study aims to describe the role of BI in supporting accountability in government institutions. The method used in this research is meta-synthesis with a qualitative approach. The results of the study state that BI can support accountability through five dimensions, namely: transparency, accountability, control activities, responsibility and responsiveness. Data governance is the main aspect that supports the creation of these five dimensions. Not only the needs of the external environment, BI is able to provide accurate information about the internal environment of an organization so that it can improve the quality of data governance for the formulation of more comprehensive policies. The implication of this study is that government institutions must continue to adapt to current technological developments so that accountability can be achieved through the positive side of these technological developments.

Abstract

The utilisation of Wolbachia as a technological innovation to reduce dengue cases in Buleleng district has encountered challenges in its implementation. This study aimed to explore the factors influencing collaborative governance. This research employed a qualitative approach with a case study as the research design. Data were collected through in-depth interviews with 11 informants representing various stakeholders, including local government, non-governmental organisations, community, and mass media. This study identified ineffective leadership, unclear regulations and policies, limited community participation, reliance on the private sector, suboptimal evaluation and monitoring, and limited competent human resources as significant critical issues in the implementation of the Wolbachia programme. Ineffective leadership, both at the central and local levels, resulted in an unclear vision, lack of commitment and poor communication, which ultimately hindered collaboration and programme effectiveness. Based on these findings, this study presents several recommendations to enhance collaborative governance in Wolbachia implementation. These include strengthening leadership and coordination, improving regulations and policies, increasing community participation, strengthening the role of local government, and increasing transparency and accountability in programme evaluation and monitoring. It is anticipated that this research will contribute to the development of a more effective and sustainable Wolbachia implementation strategy.

Abstract

Based on data released by the Central Bureau of Statistics, Yogyakarta Special District Province (hereinafter called DIY Province) is categorized as the poorest province on the island of Java with a poverty rate of 12.8% well above the national figure of 10.6%. Without intending to ignore the data, this study is intended to criticize the prejudice received by DIY Province because at the same time DIY Province is ranked as the province with the longest life expectancy and the highest happiness index compared to other provinces in Indonesia. The method used is a qualitative research method with data collection techniques using documentation techniques that are then analyzed with content analysis methods that are cross-checked with interviews. Based on the results of research found that there are cultural values in DIY province that make the poverty indicators used by BPS need to be perceived more widely.

Abstract

Climate change throughout Earth's history has continued to change in a slow process of time. Today, however, these changes are increasing faster than in previous years. Governments, in this case, the Indonesian government certainly must do anything necessary to take care environmental problems.  Moreover, geographically, the territory of Indonesia is included in the area that is vulnerable to the effects of climate change. In addition, developing countries including Indonesia are considered to have higher vulnerability due to various non-physical aspects. This study will use a qualitative approach with relevant research sources, which will focus on the extent to which the Indonesian governance actors (government, private sector, and civil society) are trying to address climate change and see the dynamic between those actors. This paper highlights the failures of each actor on the efforts in addressing climate change and environmental problems. This paper finally suggests that in the end, civil society hold pivotal role to control the environmental performance of the other two actors.

Abstract

The Maternal and Child Mortality Rate in the last five years is still considered high, because it is below the national mortality rate. The East Java Provincial Government is trying to reduce this figure through the "buaian service" program in line with increasing economic growth. This study aims to assess the effectiveness of the strategies implemented by the Government of East Java to reduce maternal and child mortality. The theory used to analyze is the theory of reduction strategies which are classified into (1) advocacy programs, (2) social support, and (3) community empowerment. This research employs qualitative methods with interactive analytical techniques. The main focus is on the Government of East Java's efforts to develop new strategies to address the increasing maternal and infant mortality rates. The research occurs at the East Java Health Office and involves condensation, data analysis, verification, and conclusion techniques. The study's findings indicate a decrease in maternal mortality rates attributed to comprehensive support provided by health workers and community health volunteers throughout pregnancy and postpartum. Expectant mothers are hopeful that these maternity services will be able to effectively support and manage high risk pregnancies in East Java with patience and care.

Abstract

Drug misuse is a complicated issue that contributes to several social and health issues. The National Narcotics Agency (BNN) had previously used various strategies to prevent drug abuse, including outreach, public awareness campaigns, informational media campaigns, and other prevention activities that helped the central and regional levels of prevention targets to be met. In actuality, though, it's believed that the current strategy falls short in terms of lowering the prevalence of drug misuse. A specific action taken by communities of interventionists in an attempt to effect change or develop a tool for reasoned issue resolution is known as the community-based systemic intervention paradigm. The intervention procedure aims to affect the target or social environment in a way that will help the person's capacity to perform social functions return or even improve. A qualitative methodology is used in the research process. A comprehensive intervention strategy for social communitybased prevention, eradication, abuse, and illegal drug trafficking is also the outcome of this research. "By and for the community" is how community collaboration to prevent drug misuse is implemented.

Abstract

The labor protection agenda in the local government landscape faces many problems. Among others, the problem of low participation and consensus rates in the Employment Social Security as mandated by Law Number 13 of 2003 concerning Manpower, Law Number 2 of 2023 concerning Job Creation and Law Number 40 of 2004 concerning the National Social Security System. This study aims to explore and find models of labor protection policy deliberations at the regional level as an integral part of labor protection policies. With a case study in Banyumas Regency and through a descriptive-qualitative data approach and analysis supported by in-depth observations and interviews with a number of policy makers at the regional level, it can be concluded that there are 2 ideal deliberative governance models for labor protection policy formulation that can be applied to accelerate the achievement of labor protection policy performance. Namely it is the core actor deliberation model and the supporting actor deliberation model, all of which involve cross-actors and interests. Through dinamic cross-actor deliberation network, improvements in interaction patterns  and integrated communication flows have proven effective in increasing the roles, tasks and authorities of cross-actors to jointly formulate labor protection policies in accordance with the mandate of central government regulations. Participation and consensus can also be built more democratically, because all actors have autonomy and open and independent dialogue space so that the formulation of labor protection policies that include work accident protection, old age security, pension security, death security and job loss security runs dynamically and productively.

Abstract

Indonesia is a developing country that has a fairly high prevalence of stunting among its poor households. One of the efforts made by the government to deal with this problem is through an accelerated stunting reduction program. Sempor Lor Village, Purbalingga Regency is one of the villages categorized as successful in dealing with stunting. In contrast to Sempor Lor Village, Dayak Village, Karang Klesem Village, Banyumas Regency still faces various poverty problems, which also indicates the high prevalence of stunting there. This research aims to describe the implementation process of the stunting reduction acceleration program in Sempor Lor Village and Dayak Village, as well as how the stunting reduction acceleration program works for handling stunting in general. This research uses a qualitative approach with a case study method. The results of this research show that the implementation process of the stunting reduction acceleration program in Sempor Lor Village was carried out using a bottom up approach and was categorized as successful. The success of this implementation is supported by many factors, such as consistent village government commitment, active community participation, implementation of sustainable community empowerment efforts through various assistance. In contrast to Sempor Lor Village, the implementation of the stunting reduction acceleration program in Dayak Village, Purbalingga Regency was actually carried out using a top down approach, namely by relying only on central government instructions. Until now, the program implementation process still faces various obstacles, such as limited human resources to become Posyandu Cadre volunteers, low levels of community participation in various mentoring activities.

Abstract

The government endeavors to enhance the quality of life of citizens through the development of a Smart City, based on the principle of collaboration among government, society, and technology. In the implementation, public service must be integrated with ICT to support the dimension of a Smart City: Smart Governance. One city that successfully transforms into a Smart City in Indonesia is Surabaya with the excellent digital public service innovation: Wargaku application. The impact of the innovation raises questions about its role in achieving the Smart City concept, this research aims to analyze and explain the role of digital public service innovation that the Surabaya Government implemented through the Smart City dimension to achieve Surabaya Smart City (SSC). This study is qualitative research with a literature review approach, this study found that the various features of the Wargaku application have been accommodated by almost of the public service sector, and each available service in this application has been proven effective to supporting public services in Surabaya, an area of Smart Governance. Wargaku is a form of digital public service innovation that facilitates the top-bottom and bottom-top approach; therefore, this application is indirectly highly influential in the city and national governance.

Abstract

This study aims to examine the implementation of civil servant performance appraisal policy reform, particularly the transition from Government Regulation (PP) Number 46 of 2011 to PP Number 30 of 2019 and Ministerial Regulation of PANRB Number 6 of 2022. A descriptive qualitative approach was employed, using semi-structured interviews and direct observations. The study focuses on one deputy within a central government agency, with Edwards III’s implementation theory as the analytical framework. The findings found that performance appraisals remain a mere formality and have not yet functioned as meaningful tools for performance development. Three main issues support this conclusion: (1) feedback from supervisors tends to be generic and non-specific, making the appraisal process procedural rather than development; (2) the absence of clear and measurable performance indicators allows for subjective assessments; and (3) the existing incentive system is not fully fair or proportional to actual performance. Furthermore, the post-reform structure has shifted appraisal authority to higher-level officials, raising concerns about evaluation relevance and fairness. This study contributes to the limited literature on performance management reform in Indonesia’s public sector by identifying persistent implementation challenges that limit the intended impact of performance appraisal policies. The findings highlight the need to enhance appraiser capacity in delivering constructive feedback and to review existing regulations to ensure a fairer, more objective, and impactful performance appraisal system that promotes employee motivation and well-being. Given that this study was limited to one institution and employed a qualitative approach, the generalizability of the findings remains limited.
