Industri kecil memiliki peranan strategis dalam perdagangan nasional hal ini karena proporsi usaha skala kecil mempunyai daya serap tenaga kerja yang sangat besar. Kota Tasikmalaya memiliki banyak sumber daya yang dapat dikembangkan, baik industri bordir, makanan atau kerajinan. Industri Kecil Menengah telah terbukti mampu menghasilkan berbagai komoditas, lokal maupun pasar internasional, tetapi daya saing dari produk yang dihasilkan pengusaha tersebut belum maksimal. Tujuan penelitian ini adalah untuk mengetahui besar pengaruh koordinasi dengan pengembangan industri kecil produk usaha kerajinan tangan dan bordir di Kota Tasikmalaya. Hasil penelitian menunjukkan bahwa pengaruh koordinasi terhadap pengembangan industri kecil produk usaha kerajinan tangan dan bordir sebesar 29,7 % sedangkan 70,3 % disebabkan oleh faktor lain.

Abstract

Banten Province has the highest Open Unemployment Rate (TPT) for Vocational High School (SMK) graduates in Indonesia, becoming a serious concern in the world of education and employment. This study aims to analyze the policy strategy for overcoming unemployment for SMK graduates in Banten Province. Using a qualitative method with a descriptive design, data was obtained through interviews and documentation studies from various sources with a purposive sampling technique. The research locus covers 8 districts/cities in Banten with a sample of 80 informants from state and private SMKs. The results of the study show that the five majors that are most absorbed by the business world and industry (DUDI), namely informatics engineering, automotive engineering, graphic design, accounting, and health. The three main factors causing the high TPT of SMK graduates are limited productive teachers, suboptimal education quality, and the mindset of students who are only ready to work without relevant skills readiness. The policy gap can be seen from the lack of integration between vocational education policies and the real needs of DUDI in the regions. Recommendations include formulating policies for vocational schools based on superior vocational skills, equalizing vocational schools across all sub-districts, and strengthening graduates' soft skills and hard skills that are relevant to industry needs.

Abstract

Gender equality is prominently featured in Indonesia’s National Long-Term Development Plan (RPJPN) 2025–2045 as part of its commitment to inclusive development. However, the integration of gender perspectives across development sectors remains largely normative, lacking a clear framework for empowering women as active agents rather than passive recipients. The gap between rhetoric and practice raises concerns about whether national development planning can effectively contribute to structural gender transformation. To explore this issue, a qualitative literature review was conducted, drawing on academic publications, policy documents, and institutional reports from 2015 to 2025. Longwe’s Gender Analysis Framework consisting of five levels: welfare, access, conscientization, participation, and control was employed to assess how the RPJPN addresses various dimensions of women’s empowerment. The analysis reveals that while the RPJPN expands women’s access to education, health, and economic programs, it falls short in promoting critical awareness, institutional participation, and control over resources and decision making. Structural barriers, including patriarchal norms, limited ownership rights, and lack of gender-responsive governance, remain largely unchallenged. The findings indicate that the RPJPN offers inclusion without empowerment. Without embedding mechanisms for redistributing power and transforming institutional cultures, gender mainstreaming efforts risk remaining symbolic, failing to achieve the transformative change necessary for long-term gender equality.

Abstract

Serang City Regional Regulation Number 2 of 2010 concerning Prevention, Eradication, and Management of Social Diseases explicitly prohibits homosexual and lesbian acts and prohibits transgender people from engaging in sex work. The prohibition is framed as an act that violates public order and health, this regional regulation also reflects the moral panic over LGBTQ+ issues in Indonesia when there is no national law for LGBTQ+ status on any basis. The gap between regional moral regulations and human rights principles, along with reports of a growing underground LGBTQ+ community and increasing HIV cases in Serang, demands a policy evaluation regarding the effectiveness and implications of Serang City Regional Regulation Number 2 of 2010, and reframing the issue from the perspective of public policy and human rights, no longer a moral issue or “social disease”. The evaluation is structured using Charles O. Jones’ framework that assesses the political, organizational, and substantive dimensions of policy performance and is enriched with insights from the policy literature. The results of the study show that evaluations based on the political and substantive dimensions show regulatory failure and have not been effective in achieving the objectives of handling the LGBTQ+. Meanwhile, evaluations based on the organizational dimension are viewed positively. The LGBTQ+ receives more attention when viewed from a health perspective compared to morals and social contexts in Serang City. Evaluation notes require policy attention based on values and human rights because these two things are not the basis for the presence of this policy.

Abstract

This study aims to analyze the application of the due process principle in the procedure for imposing disciplinary penalties on the civil servants based on a comparison of Government Regulation Number 53 of 2010 and Government Regulation Number 94 of 2021. The four main principles of due process namely notice, hearing, impartiality and right to appeal are the basis for evaluation. The analysis shows that both regulations include notice and hearing as a form of respect for the right to self-defense. However, in the aspect of impartiality, there is a weakness because the initial examination is carried out by direct superiors who have a potential conflict of interest. Government Regulation 94 of 2021 provides greater rights of objection or appeal than Government Regulation 53 of 2010 but still does not include an explicit conflict of interest prevention mechanism. Therefore, this study recommends revising regulations and strengthening independent supervision mechanisms to improve objectivity and integrity in civil servant’s discipline enforcement.

Abstract

This research aims to determine the level of public satisfaction with the implementation of public services in the infrastructure sector provided by the Regional Government of Serang Regency, as well as the efforts of the local government to improve infrastructure services in Serang Regency. This study was conducted on the local government of Serang Regency. The research period lasted for two months, from July to September 2024. The variables to be examined are related to Physical Availability, Physical Quality, Appropriateness, Utility, and Contribution. The data used is primary data in the form of questionnaires distributed to the residents of Serang Regency aged over 17 years, spread across 29 districts, with a sample size of 205. The sampling technique used is multistage random sampling. The analysis technique employed is quantitative descriptive with the Infrastructure Service Satisfaction Index (IKLI) model. The results of the study indicate that the Infrastructure Service Satisfaction Index value for Serang Regency in 2024 is 2.62, equivalent to 65.62, which falls under the criteria of being fairly satisfied. This result shows that the residents of Serang Regency feel that the performance of the Serang Regency local government in priority infrastructure services is quite good and satisfactory. However, there is still a need for improvements in priority infrastructure services, particularly in bridge services, clean water, housing/settlements, and land transportation.

Abstract

Public service supervision in Indonesia is supported by two crucial regulations: Law Number 25 of 2009 and Law Number 37 of 2008. The determination of public service supervision priorities must be quick because of the high public demand for transparency and accountability, along with increasing access to information and public participation in supervision. Although the quality of public service providers has improved, the resolution of public complaints remains unprioritized due to budget constraints. Therefore, establishing clear oversight priorities is essential to enable the Ombudsman to operate more optimally, effectively, and efficiently within the limits of its available capacity and resources. This study aims to analyze the top issues of public complaint substance related to public services through 2 (two) approaches: manual analysis based on data from the Indonesian Ombudsman and big data with Intelligence Media Analytics (IMA). The method used is descriptive-explorative analysis based on literature studies by comparing complaint data from the Indonesian Ombudsman Annual Report and the results of the IMA analysis. The study results show that agrarian, personnel, education, and police are the 4 (four) main substances most often reported in both approaches. The alignment of these findings reinforces the urgency of using a big data-based approach so that its use becomes essential in determining real-time and evidence-based supervision priorities to increase the effectiveness of supervision of public service maladministration in the future.

Abstract

The IDM provides a critical instrument for evaluating rural development in Indonesia, yet its current conceptualization demonstrates significant methodological limitations. This systematic literature review critically examines the structural deficiencies within the IDM framework, focusing on its inadequacies in comprehensively capturing the multifaceted nature of rural transformations. While the IDM traditionally emphasizes infrastructure, social services, and economic dimensions, the research reveals substantial gaps in addressing essential developmental components serving as participatory governance, regional heterogeneity, and socio-economic complexity. The study systematically deconstructs the existing IDM model through a comprehensive analytical approach, identifying critical omissions, including geographic isolation challenges, nuanced human development indicators, and pervasive financial inequalities. The research methodology employed a rigorous, systematic literature review, synthesizing multiple scholarly perspectives to illuminate the model’s conceptual constraints. Key findings underscore the imperative for a more sophisticated, context-sensitive developmental framework that integrates localized strategies and collaborative methodological approaches. The implications are profound, suggesting that a recalibrated IDM could significantly enhance policymakers’ perception of rural dynamics, ultimately facilitating more effective interventions that authentically reflect communities based on local preferences.

Abstract

This study aims to examine the implementation of deliberative democracy in the policy formulation process of the health fund assistance program in Trayu Village, Kendal Regency. The research is driven by the low level of community participation in village deliberations, despite the normative expectation that public policies should be formulated in a participatory manner to reflect the aspirations of the people. A qualitative approach was employed, using in-depth interviews with village officials, BPD and residents from various social backgrouds. The findings reveal that the health fund policy, which has been implemented since 2024, still follows a top-down pattern in which decisions are often dominated by village elites without the direct involvement of the most affected community groups. Village deliberation forums, which ideally serve as aspirational spaces, function instead as formal arenas for ratifying decisions previously drafted by village authorities and the BPD. Discussions remain confined to certain circles, and the broader community’s aspirations are generally no channeled through formal mechanisms. These findings highlight the need to improve the deliberation process by making it more inclusive-such as integrating informal social spaces (women’s groups, neighbourhood patrols, religious gathering) as avenues for capturing public input, and leveraging information technology to expand citizen participation. The implications underscore that deliberative democracy at the village level has not yet been optimally implemented and requires substantial reform so that village policies genuinely reflect the wider community’s needs. A shift from a top-down to a bottom-up paradigm is essential to ensure justice, transparency, and sustainability in village governance.
