Industri kecil memiliki peranan strategis dalam perdagangan nasional hal ini karena proporsi usaha skala kecil mempunyai daya serap tenaga kerja yang sangat besar. Kota Tasikmalaya memiliki banyak sumber daya yang dapat dikembangkan, baik industri bordir, makanan atau kerajinan. Industri Kecil Menengah telah terbukti mampu menghasilkan berbagai komoditas, lokal maupun pasar internasional, tetapi daya saing dari produk yang dihasilkan pengusaha tersebut belum maksimal. Tujuan penelitian ini adalah untuk mengetahui besar pengaruh koordinasi dengan pengembangan industri kecil produk usaha kerajinan tangan dan bordir di Kota Tasikmalaya. Hasil penelitian menunjukkan bahwa pengaruh koordinasi terhadap pengembangan industri kecil produk usaha kerajinan tangan dan bordir sebesar 29,7 % sedangkan 70,3 % disebabkan oleh faktor lain.

Abstract

The low compliance of vehicle owners, weak supervision, and manual services that are slow and prone to extortion remain challenges in the implementation of vehicle roadworthiness tests (uji kir). Sibanter (Non-Cash Motor Vehicle Assistance System) is an innovation in vehicle testing services at the Karanganyar Regency Transportation Agency, which has been simulated since 2019. This application is designed to facilitate the process of application submission, scheduling, and monitoring of kir inspections online. However, until 2024, the adoption of Sibanter Application still faces various obstacles, so its development goals have not been fully achieved. This study aims to identify the factors influencing user acceptance of the Sibanter Application by applying the UMEGA model (Unified Model of Electronic Government Adoption). The research employed a quantitative method with PLS-SEM analysis, involving 96 respondents selected through convenience sampling, and data were collected via questionnaires. The results indicate that the acceptance of Sibanter Application is influenced by four factors: effort expectancy, social influence, facilitating conditions, and attitude.

Abstract

This research aims to identify gaps in the implementation of stunting prevention policies in Kendari City. The study employs a qualitative research approach with a descriptive method, utilizing data collection techniques such as in-depth interviews, participatory observation, and document analysis. The research subjects include officials from the Kendari City Health Office, healthcare workers from community health centers, and cadres from the Integrated Family Planning and Health Service Posts involved in the stunting prevention program. Data analysis follows the stages of data reduction, data presentation, and conclusion drawing with verification. The findings reveal that stunting prevention policy strategies in Kendari City encompass corporate strategy, program strategy, resource support strategy, and institutional strategy. Despite the program's implementation, several challenges persist, including suboptimal cross-sector coordination, limited access to healthcare services, and socio-economic factors influencing children's nutritional intake. This study highlights the need for stronger stakeholder synergy, enhanced community-based education, and optimized resource allocation to improve policy effectiveness. The study's recommendations include expanding program outreach, implementing economic interventions for families at risk of stunting, and strengthening technology-based recording and reporting systems to ensure the policy is implemented effectively and sustainably

Abstract

This research evaluates the effectiveness of the Climate Smart Agriculture–Strategic Irrigation Modernization and Urgent Rehabilitation Project (CSA-SIMURP Programme) in fostering sustainable civic engagement within the Mekar Jaya Farmers Group, Sei Bamban Village, to address climate change. Employing a qualitative case study strategy, the research utilised purposive sampling to select nine subjects, including farmers, management, and government functionaries. Data collection relied on methodological triangulation via semi structured interviews, overt observation, and documentation, with validity confirmed through technical and source triangulation. Qualitative data were analysed inductively using the Coding Colour Analysis Procedure (CCAP), focusing on interpreting power relations through Arnstein’s Ladder of Citizen Participation. The findings confirm that the CSA SIMURP implementation was ineffective, with farmer participation only reaching the level of tokenism rather than genuine citizen power, evidenced by the total regression of CSA practices and institutional deterioration post project. This failure is structurally rooted in the programme's centralistic top down design and feudalistic bureaucratic characteristics, which neglected primary farmer needs and eliminated farmer involvement across all implementation, assistance, and evaluation stages. This systemic approach severed the essential causal link between civic awareness and sustainable civic participation, thereby perpetuating structural dependency. The study concludes that the programme must transition from tokenism to genuine citizen power by revising the technical guidelines to grant farmers negotiation power, integrating infrastructure needs, and reforming the evaluation system to include social outcomes.

Abstract

This study is motivated by the challenges of political communication during local elections (Pilkada) in archipelagic regions with distinct geographical and social characteristics, such as the Thousand Islands (Kepulauan Seribu). The central problem explored is how the Indonesian Democratic Party of Struggle (PDI Perjuangan) designed and implemented a communication strategy that effectively adapted to the local context. The objective of this research is to analyze the contextual communication strategy and assess its effectiveness in building political trust and engagement in a marginalized island setting. This study employs a descriptive qualitative approach, using interviews, observations, and literature review as data collection techniques. Theoretical grounding is provided by political communication and strategic communication concepts, including communicator, message, medium, audience, as well as segmentation, positioning, and branding. The findings reveal that PDI Perjuang an utilized a hybrid strategy that combines face-to-face interaction and digital communication, reinforced by community-based outreach, involvement of local figures, and the use of culturally resonant symbols. Unlike most prior research that centers on urban or mainland political dynamics, this study offers a unique contribution by focusing on the adaptation of political communication strategies in geographically isolated and socially cohesive island communities. The originality of this study lies in its emphasis on the effectiveness of localized communication approaches in areas often overlooked in mainstream electoral research.

Abstract

Corporate Social Responsibility (CSR) programs require systematic evaluation to ensure effective implementation and sustainable community impact. This study evaluates the Corporate Social Responsibility of PT Terminal Teluk Lamong in its MSME Canteen Empowerment Program, which began in August 2022 to support Micro, Small, and Medium Enterprises in the company's Ring I community areas. Using a qualitative descriptive research approach, data were collected through interviews with key stakeholders including the Public Relations Manager, CSR Implementation Officer, and MSME participants, supplemented by direct observation over five months (October 2022 - February 2023). The evaluation employed Stufflebeam's CIPP model (Context, Input, Process, Product) and Suharto's 4P CSR framework analyzing Profit, Planet, People, and Procedure aspects. Results demonstrate that PT Terminal Teluk Lamong allocates 2% of net profits (approximately 40 million Rupiah annually) to the MSME Canteen program. Environmental sustainability is maintained through waste segregation and collaboration with For Link Environmental Management Forum. Community empowerment shows positive economic development in Ring I areas, with MSME Canteen sales increasing from 569 packs in Q1 to 929 packs in Q3. The program includes hygiene training for 50 participants from three villages, enhancing food quality standards and business competencies. The evaluation reveals successful implementation across most criteria, with regular monitoring conducted monthly by CSR officers and quarterly by management. However, some procedural aspects require improvement, including enhanced integration with company policy and expanded partnerships with external institutions. The study concludes that the CSR program effectively contributes to community economic empowerment while maintaining environmental sustainability standards.

Abstract

This study aims to examine the effectiveness of community security and order (Kamtibmas) management at the village level, with a specific case study in Manahan Sub-district, Banjarsari District, Surakarta City. A qualitative approach was employed using a case study design to explore the issue in a holistic and contextual manner. The study involved key stakeholders, including village officials, Linmas personnel, Babinsa, Bhabinkamtibmas, and community representatives, selected through snowball sampling. Data were collected through in-depth interviews, participant observation, and documentation. The data analysis used the interactive model of Miles, Huberman, and Saldaña (2014), and findings were interpreted using Steers’ organizational effectiveness framework, which includes the goal approach, system approach, and resource-based approach. The results show that the security management system remains suboptimal in achieving its goals, with weak coordination, limited resource support, and fragmented community participation. Informal citizen-led activities such as night patrols are not integrated into the official security framework, reflecting an untapped potential of community-based security governance. The conclusion highlights the need for structured coordination mechanisms, improved resource allocation, and the institutionalization of citizen involvement. It is recommended that local governments formulate a spatially informed security master plan, enhance the capacity of Linmas personnel, and adopt digital tools for reporting and monitoring. Further studies are encouraged to explore technology integration in grassroots-level public safety systems and conduct cross-regional comparisons to develop adaptive governance models.

Abstract

The School Feeding Program is one of the social intervention strategies adopted by various countries to address issues of stunting, hunger, and nutritional inequality among school-aged children. This study aims to analyze and compare the policies and governance practices of school feeding programs in Indonesia, Brazil, and India in order to derive policy lessons for Indonesia. Using a qualitative approach with a cross-country comparative case study design and the CIPP evaluation model (Context, Input, Process, Product) this study evaluates the policy context, resources, implementation processes, and outcomes of the programs in each country. The research employs a descriptive qualitative method through literature review. The findings show that Brazil has developed a strong decentralized system involving local farmers, community-based monitoring mechanisms, and the use of social control technologies. India applies a centralized model supported by state governments, involving communities and local organizations in implementation, along with an effective real-time monitoring system. Indonesia, through the Free Nutritious Meal Program (MBG), is still in its early stages of implementation and faces major challenges in funding, coordination, and oversight. The study highlights the importance of strengthening legal foundations, involving local actors, integrating technology, and sharing fiscal responsibilities between central and local governments for program sustainability.Keywords; School Feeding Program; CIPP Evaluation Model; Cross-Country Comparison

Abstract

This study aims to explain the existing condition of tourism governance and recommendations for strengthening local tourism development governance based on agile governance in the Dayun Sub-District, Siak Regency, Riau Province. The urgency of strengthening local tourism development governance based on agile governance is emphasized by the potential tourist attractions with various types of natural, artificial, historical, cultural and culinary tourism. Through a qualitative approach, utilizing focus group discussion (FGD) data and literature reviews, this study highlights the critical role of each actor in the tourism sector in strengthening local tourism governance based on agile governance. The research findings emphasize that tourism destination development should aim to show strategic paths and recommendations that must be followed by all stakeholders based on an agile and sustainable paradigm. This study underlines the importance of recommendations for strengthening tourism governance based on agile governance, where every organization and actor in the tourism sector must adopt adaptive governance to face rapid change and uncertainty in the future. This study contributes to understanding the local government governance framework related to efforts to strengthen governance that can act as a stimulus for sustainable tourism growth.
