Abstract

This study aims to analyze the role of political parties in formulating foreign and security policies, especially in responding to world geopolitical developments. Dynamic global geopolitical changes demand a strategic response from the state, where political parties play a key role in determining policy direction. Using a descriptive qualitative approach, this study explores data through in-depth interviews with political actors, political observers, and diplomats, as well as analysis of related documents. The results of this study indicate that political parties play an important role in formulating foreign and national security policies, especially in facing the ever-evolving dynamics of world geopolitics. Although political parties play an active role in the legislative and executive processes, the major challenges faced are differences in ideology between parties, pressure from domestic interest groups, and limited capacity of human resources with expertise in international relations and security. To overcome these challenges, it is important for political parties to improve the competence of their members through training, cooperation with experts, and maintaining domestic consensus so that foreign and security policies remain focused on national interests, stability, and the welfare of the people. The conclusion of this study confirms that political parties have a significant influence in determining foreign policies that are adaptive and responsive to geopolitical dynamics. This research provides practical implications for policy makers to strengthen the role of political parties in facing global challenges as well as theoretical contributions to the literature on international relations and domestic politics.

Abstract

The Partai Keadilan Sejahtera (PKS) in several regions in principle has significant differences with national achievements in terms of increasing electability. Although the national achievement stagnated at 7-8%, in Bandung Regency, PKS succeeded in disrupting the dominance of the Golongan Karya (Golkar) party, which for almost 20 years controlled Bandung Regency in both the executive and legislative realms. This is based on the fact that in 2019, PKS took second place in the legislative vote. This research uses Peter Schroder's political marketing strategy theory with two variables, namely offensive strategies (market expansion strategies and market penetration strategies) and defensive strategies (market defense strategies and market closing strategies). This research is also dissected with a qualitative approach, where data analysis is operated with a mixed method between unstructured interviews with PKS leaders in Bandung Regency and the use of secondary data collected from mass media and PKS official social media. The results showed that PKS was able to move to the second position of the legislative election vote because it managed to take advantage of several strategic moments ranging from the 212 Islamic Defense Action in the national realm to populist program campaigns such as lifetime driving licenses and tax-free motor vehicles and was agile in positioning itself to respond to the internal conflict of the Golkar party in Bandung Regency by then carrying Golkar cadres who left the party.

Abstract

This study aims to investigate the Dynamic Governance Model in Jakarta's Mass Rapid Transportation (MRT) system. The fundamental principle of Dynamic Governance is the integration of culture and capability to foster change that aligns with evolving societal needs in an era marked by uncertainty. Organizations must dynamically and flexibly adapt to effectively navigate the complexities they face. A qualitative approach was employed in this research, utilizing data collection methods such as interviews, observations, and document analysis. The findings reveal that the implementation of the three pillars of Dynamic Governance is consistently preceded by preparatory processes. For example, research is conducted prior to the application of thinking ahead, internal reviews precede thinking again, and benchmarking is undertaken before implementing thinking across. Additionally, the study identifies interconnections among the three pillars, emphasizing their mutual reinforcement. Furthermore, culture is found to play a vital role in fostering work commitment and ensuring operational consistency in the field.

Abstract

This research is motivated by the suboptimal supervision of the rural development strengthening program in Rancatungku Village, Pameungpeuk District, Bandung Regency. Based on that background, the researcher identified the problem of how the supervision process of the rural development strengthening program in Rancatungku Village is conducted. The theory used in this research is the types of supervision theory from Effendi (2018:211), which includes 3 dimensions: preliminary control, concurrent control, and feedback control. The method used is a qualitative descriptive research method with data collection techniques in the form of observation, interviews, and documentation. Based on the research results, it shows that the supervision of the Rural Development Strengthening Program in Rancatungku Village, Pameungpeuk District, Bandung Regency, based on the Bandung Regent Regulation Number 31 of 2014 concerning the Implementation of the Rural Development Strengthening Program, has not been optimal due to the existence of infrastructure development that has not yet been realized.

Abstract

The existence of several government program failures that occurred finally forced the government to issue Presidential Regulation Number 39 of 2023 concerning National Development Risk Management or “Manajemen Risiko Pembangunan Nasional” (MRPN). MRPN is aiming to manage cross-sectoral risks crucial to achieving Indonesia’s 2045 vision. However, the formulation of this policy needs to be analyzed so that its impact on the common good becomes clearer.  Regulatory Impact Analysis (RIA) is essential in shaping policies to mitigate overlapping regulations and enhance national development. The research uses a qualitative paradigm that combines document reviews and in-depth interviews with key informants who focus on their roles in policy drafting and risk management. The results, MRPN, are a significant step toward national development risk management, but improvements in policy alternatives, stakeholder engagement, and cost-benefit analyses are required for better outcomes. Enhancing inter-entity coordination to ensure technical guidelines are actionable policies and making a user-friendly technological tool to facilitate communication and data management among stakeholders is also essential to make policy implementation effective.

Abstract

Central Java Province has a large APBD; the poverty level in this region remains high and has not shown a significant decline. This raises questions regarding the effectiveness of budget allocations and the use of regional financial resources in poverty alleviation efforts. Thus, it is important to conduct research on how big the influence of the APBD as seen from regional financial performance is on poverty levels. This research uses a quantitative approach to analyze data obtained from 35 districts/cities in Central Java Province. The influence of regional financial performance on poverty levels in Central Java during the 2017-2022 period is shown by the coefficient of determination test (adjusted R-squared) of 0.146874 or 14.6874%. This means that financial performance, which includes the income growth ratio, In addition, regional governments are advised to propose transfer funds in the form of block grants for flexibility in budget allocation. Optimizing the Electronic-Based Government System (SPBE) is also important to support the implementation of the APBD. Finally, further research is needed to explore other factors that influence poverty levels in Central Java Province.

Abstract

The relocation of the country's capital has had a positive and a negative impact on the city of Samarinda. The eco-city concept was put forward as a solution to this challenge. This research aims to explore the application of eco-city in the construction of Samarinda City. Descriptive analysis and interviews are the methods employed. The results show that eco-cities can boost economic growth while reducing the impact of excessive urbanization. This research is qualitative, using a literary study approach. The study looks at the concept of eco-cities by focusing on indicators of mass transport development, building decent, affordable, and versatile housing, and reducing pollution and waste. The findings of this study indicate that the Samarinda City Government's vision, mission, and regional excellence programs have indirectly adopted the principle of eco-city. However, in terms of implementation, it is still far from the concept of an eco-city itself.

Abstract

Formulating a youth mainstreaming strategy in village tourism management through village-owned enterprises (BUM Desa) is the purpose of this study. The type of qualitative research using process hierarchy analysis is used in this study. Data collection is carried out through three stages and produces a possible strategic direction to take. The results of this study found that there are five alternative strategies for youth mainstreaming in village tourism development. SWOT analysis shows that the elements of strengths and opportunities must be optimized through digital marketing diversification strategies and human resources capacity building. Meanwhile, internal and external problems must be addressed by increasing collaboration and making policies that support the sustainable management of BUM Desa. This research has limitations in the number of informants used with expert judgment considerations; in the future, hopefully, the next research will be more representative of the number of BUM Desa in Malang Regency.

Abstract

This bibliometric review used Excel spreadsheet tabulations and the VOSviewer software to analyze 92 research articles from 2017 to 2023 to discover productivity patterns, collaboration networks, and research trends in JSEAHR. The findings show a fluctuating production pattern of JSEAHR's annual publications, reflecting the dynamics of contributions by human rights researchers in Southeast Asia. Examination of authorship patterns highlighted individual researcher dedication and collaborative efforts, with 51 single and 41 multi-author articles. The geographic distribution of authors involves 23 countries, and Indonesia emerges as the central contributor with 76 authors. The institutional affiliation analysis highlights the diversity of contributors from leading higher education institutions in various countries as well as government and non-government institutions. Exploration also detected a diversity of research methodologies, with conceptual-normative and juridical-sociological approaches as dominant. The Scopus database confirms the citation influence of JSEAHR, with 71 indexed pieces of literature, 38 of which have citation data. Various global journals across disciplines reference this journal, contributing to its increasingly widespread impact. Relevant to future research directions, there are potential areas that researchers could hope in on further, such as transitional justice, disability rights, and environmental rights. In conclusion, this bibliometric analysis positions JSEAHR as a significant platform for diverse and impactful research on human rights issues. To ensure the continued influence of this journal in shaping a comprehensive global narrative on human rights in the post-COVID-19 era, it is crucial to maintain its collaborative and interdisciplinary spirit as it navigates an evolving landscape.

Abstract

Investment is an important component in regional economic development, but its realization in Garut District is still far from the set target. This research aims to analyze the role of the government in strengthening institutions to support the implementation of investment policies in Garut District. A qualitative method is used to collect and analyze data, with in-depth interviews involving approximately 18 informants, consisting of related services, investors, and the community, supported by a documentation study. The research results show that there is a significant gap between interest in investment and its realization in Garut District, mainly due to the government’s suboptimal role in strengthening institutions related to investment. The main challenges identified include inconsistent regulations, bureaucratic obstacles, and weaknesses in coordination and communication between executing institutions. This research emphasizes the importance of strengthening the institutional framework as a prerequisite for implementing effective investment policies at the regional level. From a theoretical perspective, this research contributes to the development of concepts regarding the institutional role in the implementation of investment policies. From a practical perspective, the results of this research can provide input for the Garut District government in formulating strategies to improve coordination, data availability, and the simplification of investment management procedures, thereby increasing investment realization and fostering regional economic growth.
