Abstract

Community participation in supervision of development in Taripa Village, the low levelof community participation is due to several factors, for example during meetings or Village meetings,representatives who attend are very minimal, the cause of community absence is the activities of thecommunity who have to work, there is also a factor in low community participation on the supervisionof development is the minimal mindset of the people who consider development to be the responsibilityof the government. The purpose of the study was to determine community participation in monitoringdevelopment in Taripa Sub-District, East Pamona Sub-District, Poso Regency. The research methodused in this research is descriptive qualitative research method. Data collection techniques used areobservation, interviews and data collection with documents. Based on the results of the research anddiscussion, the authors draw conclusions about Community Participation in the DevelopmentSupervision of Taripa Village, East Pamona Sub-District, Poso Regency: Community participation insupervision of development can be said to run well even though there are still people who do not takepart in planning and supervising existing development. The supervision carried out by the communitytowards development in the village of Taripa has experienced an increase where most of the developmentcarried out goes well according to what was previously planned. Suggestions that can be given includethe need for coordination between the village government and the community in implementingdevelopment. The community is expected to participate in development planning and supervision. Theneed for the village government to provide clear information to the community regarding thedevelopment that will be carried out.Keywords: Community Participation, Civil Service, development

Abstract

Abstrack :This research is based on the process of management of Public Market which is not in the order of therule that should be. The policy of Pasan sub-district market management is still constrained by the technicalguidelines of implementation. Not all parties are related to the policy of the People's Market management such asonly some of the implementing parties involved, for example the Department of Trade Industry of Cooperatives ofUMKM and Pasar is involved in the implementation. Utilization of unoptimal market facilities and inadequatemarket facilities. This research is to know the implementation of policy of management of Pasar Rakyat Pasan inRegency of South Minahasa. The theory used is the theory of policy implementation according to Charles O'Jonesnamely, organizing, interpretation, and implementation. The method used is qualitative method with descriptiveapproach. With his instrument as a researcher himself with informants seven people.Data analysis techniques include observation, interviews, and documentation. The results showed that theimplementation of the policy of Pasan Village Market management in South Minahasa Regency has not beenoptimal. This can be seen from the lack of involvement from the parties related to the policy of management ofPasar Rakyat as the implementer so that the implementation of the field is found to be the problem of itsmanagement, such as unsuitable market utilization and limited operational cost so that many facilities andinfrastructures are not fulfilled, garbage, no electricity and clean water. The researcher gives suggestion about thisresearch that is to increase cooperation between field of management of Public Market with implementer of policyof management of Pasar Rakyat in Regency of South Minahasa and Department of Trade Industry of UMKMCooperative and Market must perform its duty not only as executor only but must always monitor and evaluate sothat policy on the run on target.Keywords: Policy Implementation, Management of Public Market.

Abstrac: Farmers groups conduct various activities to increase farm farmersgroup. Abstract: Policy Implementation social security organizing body (BPJS) health, is an important in the world of health. Through Policy Implementation BPJS health.Is expected to help people who are less able in the world health, especially in terms of treatment a hospital or puskesmas.success of policy implementation bpjs heatlh, depending on the aspect of communication, resources, disposition, bureaucratic structure. If the four variables support each other, then policy implementation BPJS heatlh can be achieved effectively and on target. The purpose of policy implementation BPJS heatlh is to achieve the degree of the poor or economically weak in the needs of treatment. On of the efforts made by the government is to take health card BPJS program.and by providing facilities and infrastructure at heatlh center for the implementation of health on target. The purpose of this study is to know Policy Implementation BPJS Health At Puskesmas . The benefits of this research are to provide input to the Health Center or stakeholders within Policy Implementation BPJS Health At Puskesmas Patlean, North Maba District, East Halmahera District. The method used is qualitative method, with type of descriptive approach and research location patlean village North Maba District, East Halmahera District. Data collection is done by observation and in-depth interview to informant. Based on the results of the study there are several factors that must be corrected communication, resources, disposition, bureaucratic structure.so inside Policy Implementation BPJS Health At puskesmas goes according to expectations.Based on the results of the study there are several factors that must be corrected : communication, tesources, disposition, and bureaucratic structure. Abstract : Informal leaders are legitimate is not the leader/legality in Government, but theinformal leaders are part of the villagers whose role is crucial in giving influence to the residentsof the village. the role of informal leaders does not appear, this is because the formal leader ofthe village head is not too empowering the role of informal leadership. the purpose of thisresearch is to know the role of the Informal Leader in improving community participation indevelopment in the village Research methods used in this study is a qualitative method ofanalysis is the efforts made by way of working with data, organizing data, sifting through datainto units that can be managed, menyintesiskan data, search for and find patterns, find what isimportant and what is learned, and decide what can be told to others.The results of this research show that the informal leader's role in improving publicparticipation is very important amongst the people, but not too effective in terms of informingand invites the public to take part in development activities to increase the participation ofcommunity development need for sinerginitas between formal and informal leaders leadersKeword: Informal leaders, community participation in development

Abstract

ABSTRACT: Indonesia is a country rich in natural resources, the natural resources that Indonesia has thecapital to promote development and the country's economy, but the extent to which it is known that theIndonesian people are less able to use these natural resources, especially people who lack the ability, as thereis in the countryside very need direction or assistance from the government in managing natural resourcesmore effectively. Based on the Human Rights Act Article 28c explains that every person has the right todevelop themselves through the fulfillment of basic needs, is entitled to education and to benefit from scienceand technology, arts and culture, in order to enhance the quality of life and for the welfare of mankind. Withthe role of government is being implemented in accordance with the rules villages minister in 2015 and otherlaws, to direct, inform and even provide facilities for the farming community or rather empowering thelivelihoods of the development will be better than ever. In the present study used qualitative data analysismethod. Informants in this study was taken from the village where the government carry out the role andrural communities where the feel of the role. From the research that has been conducted shows that thegovernment's role in empowering rural farming community in the village of Boyong Pante has not beenimplemented properly because of the lack of ability of village government in directing the villagers, as well asthe lack of compatibility between the villagers with the village government.Kaywords: village government, empowerment farmer

Abstract

Transportation is a very important field in the life of Indonesian society, considering the needs ofthe Indonesian community will be very high. Today the field of transportation in Indonesia is beingintensified with the emergence of transport-based applications or commonly referred to as online transport.Online transport is a transportation that utilizes the application as a media order to facilitate consumers interms of fulfilment of transportation needs. In 2011, standing online transportation company that until nowmuch talked about, that is Gojek. PT Gojek Indonesia is a private company based technology serviceprovider partnered with motorcycle riders in several cities in Indonesia, including Jakarta, Bogor, Bekasi,Bandung, Bali, Surabaya, and Manado. Management systems and operational mockery is to integratemodern start-up technology. Every driver using Android and GPS handphone with always-activeapplication, when customers order services through a gojek application, in a 3 km radius position, the callwill vibrate the connected driver phone until at last the reservation is fulfilled. Today, the ease offered byPT. Gojek Indonesia in meeting transportation needs has had a significant impact in some areas ofIndonesia. Some of the positive effects that gojek is given to the community is the cost of transportation thattends to be efficient, travel time is easy and participal, security is maintained when a passenger and get apolite service. Abstract

Tunjangan Kinerja merupakan tambahan penghasilan yang diberikan kepada Aparatur Sipil Negara dalamhal ini tenaga kependidikan yang besarannya didasarkan pada kelas jabatan dengan memperhatikankehadiran, capaian sasaran kerja pegawai dan integritas. Tunjangan kinerja diberikan denganmemperhatikan penilaian prestasi kerja setiap bulannya. Tunjangan kinerja sebagai bentuk penghargaanterhadap kinerja yang dihasilkan. Diharapkan dapat memberikan motivasi dalam meningkatkan kinerjaguna pencapaian tujuan organisasi.Dengan menggunakan desain penelitian kualitatif, penelitian ini bertujuan untuk mengetahui bagaimanaefektivitas tunjangan kinerja bagi tenaga kependidikan Fakultas Ilmu Budaya Universitas Sam Ratulangi.Hasil penelitian menunjukkan bahwa tunjangan kinerja sudah efektif dalam meningkatkan kinerja tenagakependidikan berdasarkan pada produktivitas, kemampuan menyesuaikan diri, dan kepuasan.Kata kunci: Efektivitas, Tunjangan Kinerja, Tenaga Kependidikan
