Abstract

This qualitative research conducted with the study case method tries to point out the impact of scholarship led by the World Bank and the Government of Cambodia for secondary school in Cambodia. The cycle of poverty have used to understand the importance of program with financial support to provide education for all and elaborates the correlation between the essence of education to deal with poverty. Despite the positive impact of the scholarship program on pupils to access secondary education, the paper also analyzes the part which cannot be covered only by the scholarship program. Students with low financial support are most likely to drop out without finishing their education level and are at high risk to re-enter the cycle of poverty. It is because they have to actively participate in household economic continuity. Therefore, financial support, in form of scholarship, might be able to reduce the financial burden of education toward the household and prevent students from not finishing secondary school. Even though scholarships can increase student's chances to finish secondary school, yet they cannot deal with the issue of quality education which will be elaborated on in the paper

Abstract

This study discuss the implementation of public services through SI PATAS innovation program in Banyumas Regency, Central Java Province by utilizing qualitiave research methods. Using digital democracy theory, bureaucracy must deal with new ways of providing public services. We found that street level bureaucracy (SLB) try to innovate by creating a social media based public services through Whatsapp, the so-called SI PATAS in order to make the services delivered faster and easier. However, we found that the society did not perceived this new technology based public service well as it cannot solved the issues. It imply that the experimentation from SLB through SI PATAS did not meet the demands and needs of society in getting public services easier and faster.

Abstract

In the 21st century, the field of public administration has been challenged by various political and social changes that have transformed the way governments operate around the world. The aim of this study was to examine the challenges and opportunities facing public administration in the 21st century, with a particular focus on the qualitative experiences of practitioners in the field. The research utilized a qualitative method, involving interviews with public administration professionals to gather their insights on the challenges and opportunities facing their field. Secondary data was also collected from relevant literature on the topic. The findings indicated that public administration is facing challenges such as changing public expectations, fiscal constraints, technological disruption, and political changes. On the other hand, there are also opportunities such as increased collaboration, innovation, and citizen engagement.

Abstract

The crisis in Crimea caused the world to condemn Russia's invasive actions. China, as Russia's strategic partner, is in a dilemmatic situation because on the other hand, China has authority at the UN Security Council to maintain world peace. At the same time, China is also implementing its non-interference principle to respond to this challenge. This article will discuss further about how China can balance its interests with Russia through its non-interference principle and the interests that China has towards Russia. The method used in this research is a qualitative method through document study. The theory used is David Welch's theory of foreign policy change. The findings of this study are China's interests towards Russia, namely energy, military cooperation, and influence in Central Asia so that China's pragmatism arises to support Russia.

Abstract

The purpose of this study are: 1). Analyzing the forms of strategies used by teachers in improving the quality of diverse students at SMP Negeri 3 Purbalingga; 2). Analyzing the obstacles faced by teachers in implementing strategies to improve the quality of diverse students at SMP Negeri 3 Purbalingga. The research uses Pierre Bourdieu's constructivist structural theory. Using qualitative methods. The results of the research show that there are various teacher strategies for improving the quality of students, namely: 1. Institutional strategies: Distribution of students, habituation of students, improvement of teacher quality; 2, Individual strategies: Peer tutor, Let's talk, Find and Solve, Ojo galak tapi tegas, Jueh (don't be bored), Counseling. The obstacles faced are: 1. Lack of cooperation between parents and teachers and schools; 2. Students who are already working.

Abstract

This qualitative research explores the obstacles to coordinating and communicating between public administration and the defense sector, utilizing secondary data to assess the effectiveness of bridging the gap. The research findings reveal significant challenges hindering effective collaboration, emphasizing the need for improved communication channels. Strategies to enhance knowledge transfer and expertise between public administration and the defense sector are discussed. The study identifies a lack of mutual understanding as a primary obstacle and proposes actionable measures to address this gap. In conclusion, the research emphasizes the significance of fostering a stronger connection between public administration and the defense sector for enhanced national security and democratic governance.

Abstract

This article aims to examine the TikTok music phenomenon among generation Z. The author uses a qualitative case study approach using textual analysis and critical paradigms. The object of study described is the music content published by Idgitaf and Mahalini on their official TikTok channel. There are 2 main points as foundings: the construction of a participatory culture carried out through the Duet Challenge feature and new visual music standards through the Filter Challenge promoted by TikTok. This participatory culture normalizes the standards for duets or performing songs today that can be done by professional musicians with fans/ordinary TikTok users (amateur singers). The existence of TikTok's visual features also emphasizes that TikTok's current standardization of digital music forms must emphasize the quality and beauty of its visuals compared to its audio content.

Abstract

This study aims to explore the motifs behind the collaboration between Malang and Fuqing, China. Through the MRQ approach, this research analyzes how the motif of education emerges as a response to Fuqing's best practices in effective educational management. Furthermore, the study also identifies agricultural motifs driven by the significant potential of Fuqing as a soybean producer, aligning with Malang's characteristics as a tempeh producer. The results of the study indicate that the collaboration between Malang and Fuqing is driven by the real needs and potentials in both cities. This study successfully addresses research question (MRQ) number 3 regarding intercity cooperation through the lens of collaboration motifs. The implications of this research have a significant impact on strengthening the understanding of the dynamics of intercity cooperation, as well as providing a broader perspective on the importance of cross-regional collaboration in advancing local development.

Abstract

This research explains the influence of the #MeToo movement phenomenon on social and political dynamics in the MENA. Against the backdrop of slow structural change and an authoritarian social contract in the region, the #MeToo movement expanded the space for women and men to overcome cultural taboos regarding gender-based violence. With social movement theory, this research analyses this phenomenon through political opportunities, mobilisation structures, and artistic framing. The analysis results show that the #MeToo movement in MENA gives women and men a voice in fighting gender oppression, changing cultural norms, and demanding policy reform by involving social media as a critical tool to trigger a change in society's perception of sexual violence and provide the impetus for broader reform in women's rights in the region.
