Abstract

Ngurah Rai Airport, Denpasar can be categorized as a gate economic activity nationally and internationally. This is because the Ngurah Rai Airport, Denpasar, Bali Island which lies an icon of tourism in Indonesia. Most foreign tourists in Indonesia chose Bali as their holiday destination. Traffic density of international flights at Ngurah Rai Airport, of course, needs to be balanced quality of the facilities the land (land side). These needs to be a top prioriy for quality of services and facilities available in the departure terminal and the international arrivals at Ngurah Rai Airport became a general picture of the culture in Bali and tourism traffic in Indonesia, Therefore, the quality of services and facilities at the airport is to note whether it is in Ecordance with The density of the number of passengers coming maupum left. From the results of the analysis showed that some land side facilities for passengers on international flights need to be a development priority by referring to SKEP/77/VI/2005 About Technical Requirements Engineering Facilities Operation Airport.

Abstract

The increase of air transport demand during Eid always occurs in every year. However, air transport still has not met the expectation of its user, especially the aspect of services. The aim of study is to provide the overview of air transport services during the period of 2014 Eid. Quantitative method was used to determine the number of passengers and the capacity of aircrafts, whilst Importance Performance Analysis (IPA) was conducted to measure the services of destination airport of traveler during Eid period which is Solo Adi Sumarmo Airport. The results indicate that the peak of homecoming period occurred at three days (H-3) before Eid and the peak of returning period occurred at four days (H+4) after Eid. Service categories that perceived good at Solo Adi Sumarmo Airport are comfort and security of the airport, and the speed of officer in informing delay, while service categories that still need improvement are the attitude of officer in delivering services, x-ray scanning process, and the number of trolley, toilet, and disable facility. Permintaan jasa angkutan udara pada masa lebaran setiap tahun selalu mengalami peningkatan. Sarana transportasi yang memadai belum dapat memenuhi harapan masyarakat terlebih menyangkut aspek pelayanan. Kajian ini bertujuan untuk memberikan gambaran pelayanan jasa angkutan udara pada masa lebaran tahun 2014. Metode yang digunakan adalah metode kuantitatif untuk mengetahui jumlah penumpang dan kapasitas pesawat, sedangkan untuk mengukur pelayanan di bandara dilakukan dengan metode Importance Performance Analisis yang dilakukan di salah satu bandara yang menjadi tujuan pemudik yaitu bandara Adi Sumarmo, Solo. Hasilnya dapat diketahui bahwa puncak arus mudik terjadi pada H-3 sedangkan arus balik terjadi pada H+4. Pelayanan yang dirasakan baik di bandara Adi Sumarmo adalah Keamanan dan kenyamanan di bandara, Kecepatan petugas dalam memberikan informasi keterlambatan/delay pesawat, sedangkan yang masih memerlukan peningkatan adalah Sikap Petugas bandara dalam memberikan pelayanan, Proses pemeriksaan X-ray, dan Kecukupan jumlah troley, toilet, fasilitas penyandang cacat.

Abstract

Evaluation of air side facility (runway sweeper) maintenance at Juanda airport in Surabaya is to know whether the air side facility (runway sweeper) maintenance system at Juanda airport in Surabaya meets the maintenance standard which is set by the Directorate General of Civil Aviation and still qualify to be operated. Assessment method used is descriptive qualitative method; detailed explanation based on the compilation of primary data and secondary data which have been processed. The results show that runway sweeper equipment maintenance done by technician at Juanda airport in Surabaya is still less than the maximum level according to the procedures established by the Directorate General of Civil Aviation about equipment maintenance.

Abstract

Pesawat Wing In Surface Effect A2B tipe B konfigurasi Lippisch mempunyai hambatan air yang cukup besar dibandingkan tenaga mesin saat hydroplaning. Makalah ini berisikan bagian dari analisis dalam perancangan untuk mengetahui karakteristik aerodinamika dan hidrodinamika dari remote control model jenis Flying Boat pada fase hydroplaning. Pada awalnya, dilakukan pemotretan 3D terhadap pesawat model Flying Boat menggunakan kamera laser untuk menghasilkan solid drawing pada program CATIA. Model 3D dianalisis dengan menggunakan piranti lunak CFx pada program AnSys. Planform sayap, memiliki dihedral dan menggunakan airfoil jenis NACA 23012. Karakteristik aerodinamika dan hidrodinamika untuk model 3 D dipresentasikan pada posisi sudut alpha =00. Sedangkan kecepatan yang digunakan adalah 0 sampai25 knots. Untuk memverifikasi data hasil simulasi, digunakan data uji terbang pesawat udara tanpa awak Alap-alap yang mempunyai T/W rasio yang sama, yaitu sudut pitch, kecepatan arah sumbu Z pada sumbu benda, ketinggian dan kecepatan. Gaya angkat aerodimaka arah sumbu Z pada simulasi RC model Flying Boat sebanding dengan gaya angkat aerodinamika arah sumbu Z pada UAV Alap-alap saat take off. [The Hydroplaning Flight Performance Simulation and Verfication of a Flying Boat Remote Control Model] The Wing in Surface Effect Aircraft A2B type B with Lippisch configuration has higher hydrodynamics drag compared to engine powered aircraft during hydroplaning. This paper explains parts of analysis in aircraft design to identify the aerodynamics and hydrodynamics characteristics of flying boat remote control model during hydroplaning phase. At first, flying boat model was three dimensional photographed using laser camera in order to produce solid drawing for CATIA program. The three dimensional model, later, analyzed by using CFx software in AnSys program. The wing planform has dihedral angle while the airfoil used is NACA 23012. The aerodynamics and hydrodynamics characteristics of this three-dimensional model is represented for alpha =00. Whilst the speed used in simulation was 0 to 25 knots. In verifying the data of the simulation results, the Unmanned Aerial Vehicle UAV Alap-alap flight test data was used in which it has the same T/W ratio for the pitch angle, acceleration in Z body axis, altitude, and speed. The aerodynamics lift in Z axis of flying boat model during simulation is proportional to the aerodynamics lift in Z axis of UAV Alap-alap during take-off.

Abstract

Pengukuran kualitas pelayanan di bandara dapat memberikan banyak masukan penting bagi manajemen bandara terutama dalam menentukan strategi pengelolaan bandara yang baik. Penelitian ini bertujuan untuk mengkaji hubungan kausal faktor-faktor yang diasumsikan dapat mempengaruhi proses pelayanan di terminal kargo. Model hubungan kausal dibangun berdasarkan persepsi kepuasan pengguna jasa terhadap kinerja fasilitas, kinerja Sumber Daya Manusia (SDM), dan kinerja pelayanan di terminal kargo bandara. Pengembangan model hubungan kausal menggunakan metode jaringan probabilistik. Hasil analisis pada kasus terminal kargo Bandara Juanda - Surabaya menunjukkan bahwa peningkatan kinerja fasilitas dan kinerja SDM dapat meningkatkan kinerja pelayanan di terminal kargo. Adapun faktor-faktor penting yang mempengaruhi peningkatan kinerja PELAYANAN adalah fasilitas penyimpanan barang, kelengkapan atau ketersediaan peralatan penanganan barang di apron, dan keterampilan kerja dan pengetahuan petugas terminal kargo. [Quality Analysis of Cargo Terminal Services Using Probabilistic Networks] Service quality measurement at the airport can give a lot of essential input for the airport management, especially in determining the appropriate airport management strategy. This study aims to assess the causal relationship of several factors that are assumed may affect the service process at the cargo terminal. The causal relationship model is built on the perception of the service user satisfaction on the performance of the facilities, the performance of Human Resources (HR), and the performance of services at the airport cargo terminal. Thedevelopment of causal relationship model using probabilistic networks. The analysis results on the case of cargo terminal of Juanda Airport in Surabaya show that the performance improvement of facilities and HR can improve the performance of services in the cargo terminal. Furthermore, the important factors that affect the performance improvement of SERVICES arethe storage facilities, the availability of handling equipment in apron, and the skill and knowledge of the officer in the cargo terminal.

Abstract

Sejak pemerintah melakukan deregulasi kebijakan di bidang angkutan udara jumlah perusahaan penerbangan mengalami peningkatan yang cukup signifikan. Pada saat angkutan udara mengalami peningkatan pelayanan bagasi penumpang pada proses loading dan unloading secara aktual sering terjadinya penyimpangan bagagi hilang, nyasar, rusak dan tidak terbawa serta komplain bagasi. Untuk permasalahan tersebut di atas, maka dilakukan pendekatan metode analisis diskriptif kualitatif. Oleh karena itu, guna menjaga kinerja perusahaan penerbangan agar tidak terjadinya penyimpangan pada proses loading dan unloading dilakukan langkah-langkah mengatasinya melalui : pada saat check in bagasi petugas menegaskan kepada penumpang untuk mengunci bagasi dan tidak menempatkan barang berharga di dalam bagasi, pada area make up bagasi menempatkan petugas yang terdidik/terlatih dan profesional dalam menyortir barang bagasi, waktu pelaksanaan tugas pemindahan bagasi dari area make up ke ship side/pesawat diusahakan dilakukan sesingkat mungkin sesuai waktu yang telah ditetapkan, baggage break down area bagasi menempatkan petugas professional dan pengawas supervise yang berwenang serta penyelesaian kehilangan dan pengembalian (lost and found) dapat diberikan hak kompensasi ganti rugi sesuai peraturan yang berlaku.

Abstract

Bandar udara merupakan prasarana angkutan udara yang berhubungan dengan sistem pengoperasian angkutan udara dalam aspek ketersediaan kelayakan fasilitas dan peralatan serta aspek pengaturannya. Keberhasilan bandar udara tersebut dalam melakukan fungsi dan perannya adalah tergantung dari bandar udara untuk memenuhi tuntutan pengguna jasa, dapat dikatakan bahwa sebagian besar kegiatan angkutan udara bertumpu pada bandar udara yang semua penerbangannya berakhir dan berawal di bandar udara tersebut. Dengan demikian bandar udara juga harus dapat menjaga dan memelihara dalam rangka mempertahankan fungsinya yang salah satunya menjaga keamanan, kelancaran, ketertiban, dan keselamatan di bandar udara. Maksud pengkajian adalah mengetahui penggunaan peralatan pengamanan (X-Ray) di terminal penumpang secara optimal sesuai ketentuan yang ada (internasional dan nasional) guna mengantisipasi meningkatnya penumpang angkutan udara di Bandara SM. Badaruddin II Palembang.Dengan semakin padatnya frekuensi penerbangan dan jumlah penumpang angkutan udara saat ini, maka diperlukan pengamanan bandar udara terhadap penggunaan peralatan/fasilitas (X-Ray) yang efektif dan optimal sesuai ketentuan yang berlaku khususnya di Bandara SM. Abstract

Maintenance is one of the most important thing in aviation. Maintenance is the process where a systems designed-in level of failure resistance is restored to or as close as economic viable to the most adequate level of the design. In order to conduct maintenance in the right way, each aircraft is required to have a Maintenance Program (MP). There are three main actors relating to the initial development of the MP, which are the manufacturer, the Industrial Steering Committee (ISC) and the Maintenance Review Board (MRB). In the manufacturers, PPH (Policies and Procedures Handbook) process for developing the initial MP is clearly described. The PPH is prepared by the manufacturer and presented to the ISC (Industrial steering committee) for review and approval. ISC then forwards it to the MRB chairpersons and other regulatory authorities for acceptance.Based on MRB review, the manufacturer develop Maintenance Review Board Report (MRBR) and Maintenance Planning Document (MPD). When introducing a new fleet of aircraft into the operator, there is no experience and the organization must follow the MRBR (Maintenance Review Board Report) and MPD (Maintenance Planning Document) when setting up their own MP. It is the operator’s responsibility to ensure that their MP is up to date. When a new revision of the MRBR and MPD is released the operator should incorporate the alterations into their MP and update their maintenance system and make the revision active at next suitable opportunity. The next suitable opportunity would be before next major base input or c-check.Perawatan pesawat udara merupakan salah satu unsur penting dalam penerbangan. Perawatan adalah semua kegiatan yang dilakukan untuk mempertahankan pesawat udara, komponen-komponen pesawat udara dan perlengkapannya dalam keadaan laik udara termasuk inspeksi, reparasi, servis, overhaul dan penggantian part. Untuk dapat melakukan perawatan dengan benar, maka setiap pesawat udara diharuskan memiliki Program Perawatan. terdapat 3 (tiga) pihak yang terlibat dalam penyusunan awal Program Perawatan, yaitu pabrikan pesawat udara, the Maintenance Review Board (MRB), dan the Industrial Steering Committee (ISC). Pabrikan berkewajiban membuat Policy and Procedures Handbook (PPH) yang berisi informasi lengkap dan jelas tentang proses penyusunan Program Perawatan Pesawat Awal. PPH kemudian diserahkan kepada ISC yang berkewenang untuk melakukan peninjauan terhadap PPH dan apabila telah memenuhi persyaratan maka ISC mengeluarkan persetujuan terhadap PPH (approval). Selanjutnya, ISC menyerahkan PPH kepada MRB untuk evaluasi dan analisis lebih lanjut. Berdasarkan evaluasi dan analisis MRB, pabrikan membuat Maintenance Review Board Report (MRBR) dan Maintenance Planning Document (MPD). MRBR dan MPD merupakan panduan bagi operator pesawat udara untuk melakukan perawatan pesawat udara dan membuat Program Perawatan pesawat udara sendiri. Namun, operator berkewajiban untuk memperbahatui Program Perawatannya apabila terdapat perubahan MRBR dan MPD dari pabrikan.

Abstract

Research of improvement airport security performance takes survey at El Tari Airport — Kupang has been implemented. The purpose of the study was to assess the level of security services and know the perception of air transport passengers in the El Tari Airport – Kupang on the security services provided by the airport operator (PT Angkasa pura I). The results of the research found that by using gap analysis can be known 5 (five) in order to prioritize security improvements at the El Tari Airport – Kupang, namely ease of luggage document processing procedures at the airport, the adequacy of the amount of equipment used for baggage inspection at airports, the attitude of the security officer in providing service, convenience checks of passengers and goods at airports and behaviors, skills, and skills of security. Quadrant analysis (importance and performance) shows the attributes that need attention and necessary efforts to repair the attitude of the security officer in poviding services and behavior, skill and ability of the baggage document at the airport.

Abstract

Di Kalimantan Utara saat ini transportasi melalui udara memegang peranan penting sehingga diperlukan mobilitas angkutan udara yang tinggi, dimana ibukota Provinsi adalah Kota Tarakan yang didalamnya terdapat Bandar Udara Juwata yang telah ditetapkan sebagai bandar udara kelas 1 khusus. Disamping menjadi bandar udara internasional, Bandar Udara Juwata juga berfungsi sebagai pusat penyebaran dan merupakan bandar udara perbatasan yang mempunyai tugas pokok melaksanakan penyelenggara pelayanan kepada masyarakat pengguna jasa penerbangan dan penyedia penunjang angkutan udara. Bandar Udara Juwata mempunyai program pengembangan runway/landasan pacu dan taxiway/landas hubung dalam merencanakan pesawat yang dibutuhkan yaitu Airbus A-330 dimasa yang akan datang. Melalui metode peramalan pergerakan pesawat serta menggunakan panduan dari SKEP/77/VI/2005 dalam menghitung perencanaan perpanjangan landasan pacu serta landas hubung, disimpulkan bahwa sampai dengan tahun 2026 terdapat 24.049 pergerakan pesawat, sedangkan hasil perhitungan pengembangan landas pacu yang dibutuhkan untuk pesawat rencana A-330 adalah 3.383 meter dan jarak touchdown ke lokasi taxiway yang dibutuhkan adalah 1.394 meter. Untuk pengembangan tersebut akan dilaksanakan melalui tahapan sesuai program. [Runway Development Planning and Taxiways Airport Juwata- Tarakan] Air transportation in North Borneo region nowadays plays an important role where the mobility by air transportation is getting higher and the provincial capital city, Tarakan, has the Juwata Airport which is classified as the Class 1 Distinguish Airport. Besides it is designated as international airport, the Juwata Airport also act as the distribution center and country border airport in which its main task is serving the air transportation users and operators. The Juwata Airport is planning the development of runway and taxiway so that it can serve the Airbus A-330 aircraft in the near future. Using the guideline in SKEP/77/VI/2005 and applying the method of aircraft movement forecast to calculate the planned runway and taxiway extension, it is found that until 2026 there will be 24.049 aircraft movement while the calculation results give the runway length that is needed so that the airport can serve the targeted aircraft, Airbus A-330, is 3.383 meter and the distance between touchdown point to taxiway is 1.394 meter. The development process will be done in phases according to the appropriate program.
