Abstract

Fenomena flutter merupakan salah satu fenomena yang kritis dan dapat membahayakan pesawat. Ketika, pesawat terbang semakin cepat dan mencapai kecepatan flutter, maka akan terjadi ketidakstabilan struktur. Oleh sebab itu, untuk menjamin keselamatan Pilot saat uji terbang, perlu dilakukan analisis awal pada kecepatan flutter. Uji terowongan angin selalu dilakukan untuk memvalidasi hasil dari analisis numerikal. Penelitian ini meliputi analisis program NASTRAN pada model separuh sayap pesawat N219 saat uji getaran di tanah. Prediksi kecepatan flutter secara analisis hampir sama dengan hasil uji terowongan angin. Parameter modus struktur yang ditemukan, seperti frekuensi natural, modus getar dan rasio redaman, dapat digunakan untuk analisis parameter flutter sebagai metoda analisis baru. [The Design and Experiment of Ground Vibration Test of N219 Aircraft Half Wing Model] Flutter phenomena is a critical phenomenon that can be dangerous for aircraft. When an aircraft fly faster until reach flutter speed, the structure will become unstable. Therefore, it is important to conduct preliminary analysis of flutter speed to ensure the safety of Pilot. Wind tunnel test is necessary to be conducted to validate numerical analysis results. This research consist of NASTRAN software analysis of half wing model of N219 aircraft for ground vibration test. The prediction of flutter speed which is obtained from software analysis is similar with the wind tunnel test result. It is found that the modus parameter of structure like natural frequency, modus of vibration and damping ratio can be used on the parameter analysis as a new analysis method.

Abstract

The complex activities that occur at the airport lead to several negative impacts, such as air pollution, noise, and high levels of water consumption. If these negative impacts are allowed to happen without any treatment then environmental degradation will be increasingly out of control. Airport sustainability is one of the concepts offered as a solution to overcome or minimize the environmental damage caused by activities that occur at the airport. Although its main focus is on environmental awareness, this concept basically covers three aspects; environmental, economic, and social. Soekarno Hatta International Airport is one of the airports in Indonesia that apply airport sustainability concept. Even though this concept has been implemented since 2009, its implementation has not been maximized so far. This is in contrast to the application of airport sustainability in Schiphol International Airport in the Netherlands that has achieved ACI Europe Best Airport Award. The aim of this study is to provide recommendations in what steps that can be taken by Soekarno Hatta International Airport to make improvements in the application of airport sustainability by comparing the existing application of airport sustainability between Soekarno Hatta International Airport and Schiphol International Airport. Comparisons were made using ten variables grouped into environmental, economic, and social aspects. Based on data collection and analysis conducted, Soekarno Hatta International Airport has to do some improvements as the results, namely fostering good relationship with stakeholders, establishing policies related to airport sustainability concept, and encouraging technology development on airport facilities. Kompleksnya kegiatan yang terjadi di bandar udara menyebabkan beberapa dampak negatif, seperti pencemaran udara, kebisingan, dan tingginya tingkat konsumsi air bersih. Airport sustainability merupakan salah satu konsep yang ditawarkan sebagai solusi untuk mengatasi atau meminimalisasi kerusakan lingkungan yang terjadi akibat aktivitas-aktivitas di bandar udara, meliputi tiga aspek, yaitu lingkungan, ekonomi, dan sosial. Bandar Udara Internasional Soekarno Hatta merupakan salah satu bandar udara di Indonesia yang menerapkan airport sustainability. Penelitian ini bertujuan untuk memberikan rekomendasi langkah-langkah apa saja yang dapat diambil oleh Bandar Udara Internasional Soekarno Hatta untuk melakukan perbaikan pada penerapan airport sustainability dengan cara membandingkan penerapan airport sustainability pada Bandar Udara Internasional Soekarno Hatta dan Bandar Udara Internasional Schiphol. Perbandingan dilakukan dengan menggunakan sepuluh variabel yang dikelompokkan ke dalam tiga aspek, yaitu lingkungan, ekonomi, dan sosial. Berdasarkan pengumpulan data dan analisa yang dilakukan diperoleh hasil bahwa Bandar Udara Internasional Soekarno Hatta harus melakukan beberapa perbaikan, yaitu pembinaan hubungan baik dengan seluruh stakeholders, penetapan kebijakan-kebijakan terkait pelaksanaan airport sustainability, dan pengembangan teknologi pada beberapa fasilitas bandar udara.

Abstract

Domestic aviation industry is currently in a growing state. This year, some airlines make a purchase of new aircraft to strengthen its fleet. Some types of aircraft procured by the Indonesian airline is Sukhoi Superjet 100, the Boeing 737 Next Generation aircraft, the Airbus A330-200 and MA-60. Those aircraft type is the medium range aircraft that could potentially become competitors to each other. This research aims to determine the type of medium range aircraft with has most efficient operational costs in serving a particular route. Operating costs calculation for 7 (seven) types of aircraft i.e. Airbus 1319, A320, 8737-300, B737-400, 13737-500, 13737-800 and 13737- 900ER showed that Boeing 737-900 ER aircraft operated by Lion Air has the most efficient direct operating costs ( 0.07981 USD / seat- nmi) followed by Boeing 737-400 aircraft with a seating capacity of 170 seats operated by Citilink Garuda Indonesia (0.08636 USD / seat-nmi). Industri penerbangan dalam negeri saat ini semakin berkembang. Mulai tahun ini, banyak perusahaan jasa angkutan udara yang melakukan pembelian pesawat baru untuk memperkokoh armadanya. Beberapa tipe pesawat udara yang didatangkan oleh perusahaan jasa angkutan udara Indonesia adalah pesawat Sukhoi SuperJet 100, Boeing 737 Next Generation, Airbus A330-200 dan MA-60. Tipe pesawat udara tersebut merupakan tipe pesawat udara medium range yang berpotensi menjadi kompetitor satu sama lainnya. Penelitian ini bertujuan untuk menentukan tipe pesawat udara medium range dengan biaya operasional paling hemat dalam melayani rute tertentu. Dari 7 (tujuh) tipe pesawat yang dihitung biaya operasionalnya yaitu Airbus A319, A320, B737-300, 18737- 400, B737-500, B737-800 dan B737-900ER, pesawat tipe Boeing 737-900ER yang dioperasikan oleh Lion Air menjadi pesawat udara dengan biaya operasional langsung paling hemat yaitu 0,07981 US$/seat-nmi, diikuti oleh Boeing 737-400 dengan kapasitas kursi sebanyak 170 kursi yang dioperasikan oleh Citilink Garuda Indonesia. sebesar 0,08636 US$/seat-nmi.

Abstract

In accordance to Aviation Law Number 1 of 2009, airport facilities are provided to give proper airport services in terms of security, comfort, and regularity. Since airport facilities are strongly relevant in determining excellent services in flight performance, airport administrators have currently provided free wifi connection for passangers in the airports to make them comfortable. It is done so under the fact that internet has been a necessary need to find the updated information and technology.Berdasarkan Undang- Undang Nomor 1 Tahun 2009 tentang Penerbangan, Fasilitas bandar udara merupakan sarana yang memberikan pelayanan jasa kebandarudaraan yang menyediakan fasilitas yang memadai (aman, nyaman dan lancar/teratur). Karena fasilitas bandar udara merupakan unsur yang sangat terkait dalam menentukan pelayanan jasa yang prima dalam penyelenggaraan penerbangan maka fasilitas dibandara saat ini telah didukung fasilitas WIFI/internet gratis yang disediakan oleh pihak pengelola bandara untuk memberikan kenyamanan bagi penumpang yang ada dibandara.. Karena akses internet menjadi suatu kebutuhan bagi orang dalam mengetahui perkembangan teknologi dan informasi yang semakin canggih.

Abstract

Forecasting is needed in the planning and designing process structure and infrastructure of airport such as air side facilities, supporting facilities. land side facilities, and even the road network from and to the airport. Airport development is on air traffic forecasting. By using a quantitative model with exponential smoothing and the regression model (causal) will be obtained traffic forecats of air transport passengers and cargo at Soekarno-Hatta Internasional Airport. The results of the study showed that growth prediction of air transport in 2010 for 8.75% and the growth of air cargo decreased by -2.17%

Abstract

Saat ini, kegiatan general aviation memiliki pertumbuhan yang signifikan di dunia penerbangan. Bahkan, kategori bandar udara terbanyak di Amerika Serikat adalah bandar udara general aviation. Penelitian ini bertujuan untuk mendapatkan pemahaman pelayanan bandar udara untuk mendukung aktivitas general aviation berdasarkan pengalaman Amerika Serikat dalam merencanakan skebandarudaraan nasional sehingga dapat memberikan rekomendasi kepada Indonesia dalam mengembangkan bandar udara yang sesuai untuk kegiatan general aviation. Penelitian ini menggunakan strategi kualitatif melalui studi kasus dan metode perbandingan untuk 2 kasus Amerika Serikat dan Indonesia. Data primer dikumpulkan melalui observasi dan wawancara kepada pengelola General Aviation Terminal (GAT) di Bandar Udara Internasional Ngurah Rai dan pengelola Bandar Udara Internasional Halim Perdanakusuma. Data sekunder berasal dari studi dokumentasi. Berdasarkan pengalaman di Amerika Serikat, beberapa rekomendasi antara lain pertimbangan untuk bandar udara general aviation dalam perencanaan kebandarudaraan nasional, pengembangan kriteria bandar udara general aviation, perencanaan fungsi dan aktivitas untuk bandar udara general aviation, dan penyediaan fasilitas di bandar udara general aviation. [Lesson Learned from Airport Services for General Aviation Activities in United States] Nowadays, general aviation activities have significant growth in aviation world. Addition, the highest airport category in United States is general aviation airport. The purpose of this research is to get understanding about airport services to support general aviation activities based on United States; experience in national airport planning to give recommendations for Indonesia in developing airports that compatible with general aviation activities. This research uses qualitative strategy through case study and comparative analysis for two cases the United States and Indonesia. Primary data from was collected through observation and interview with official representative of General Aviation Terminal (GAT) in Ngurah Rai Internasional Airport and manager of Halim Perdanakusuma International Airport. Secondary data came from documentation study. Based on the United States, experience, the recommendations are consideration for general aviation airport on national airport planning, development of basic criteria for general aviation airport, planning of function and activities for general aviation airport, and provision for general aviation airport facilities.

Abstract

Indonesia has many and varied tourism destinations. Tourism sector is one of the five sectors which has the largest foreign exchange. One of transportation mode supporting the growth of tourism is air transportation mode. One service provided by air transportation is the low cost airlines or the Low Cost Carrier (LCC). The aim of this study is to determine the role of LCC in Adisutjipto Airport Yogyakarta in increasing number of domestic tourist. This study using descriptive analysis and qualitative analysis. The results showed, PT. Lion Air was a LCC which bring the highest number of domestic travelers to Yogyakarta, followed by PT. Indonesia Air Asia and PT. City Link.Indonesia merupakan negara kepulauan yang memiliki destinasi Pariwisata yang sangat banyak dan beragam dimana sektor pariwisata merupakan salah satu dari lima sektor yang menyumbang devisa terbesar. Salah satu moda yang menunjang pertumbuhan pariwisata adalah moda transportasi udara dimana salah satu pelayanannya adalah penerbangan berbiaya murah atau Low Cost Carrier (LCC). Penelitian ini bertujuan untuk mengetahui peran LCC di Bandar Udara Adisutjipto Yogyakarta dalam peningkatan jumlah wisatawan domestik dan menggunakan metode analisis deskriptif kualitatif dan analisis kebijakan untuk mengetahui implementasinya di lapangan. Hasil penelitian menunjukkan, PT. Lion Air menduduki peringkat paling tinggi dalam membawa wisatawan domestik untuk tujuan Yogyakarta, diikuti oleh PT. Indonesia Air Asia dan PT. City Link.

Abstract

Legal policy in developing and providing air transportation’s human resources is the sub system of national transportation policy. There are two problems in this research, first, how is the regulation of Indonesia’s legal policy in air transportation’s human resources development? Second, how is the concept of legal policy of Indonesia’s air transportation human resources development? Regulation scope in providing and developing of air transportation human resources development consists of manpower planning, education and training, working opportunity and surveillance, monitoring as well as evaluation. Legal policy of regulation in providing and developing human resources that is conducted through delegated legislation requires sustainable policy such as the enactment of three Minister Regulations, namely the Minister of Transportation Regulation on The Development and Providing of Air Transportation Human Resources, the Minister of Transportation Regulation on The Implementation of Air Transportation Education and Training, and the Minister of Transportation Regulation on certificate of competency and license as well as arrangement of training program. The writer suggests the Ministry of Transportation to ratify immediately the three of the Minister of Transportation Regulations that have a basic delegated legislation as an answer to face ASEAN open sky policy. Keywords: legal policy, human resources, delegated legislation. Politik hukum pengembangan dan penyediaan SDM penerbangan merupakan sub-sistem dari kebijakan transpotasi nasional. Terdapat dua permasalahan dalam tulisan ini, pertama, bagaimana kebijakan politik hukum nasional Indonesia dalam pengembangan SDM transportasi udara nasional? kedua, bagaimana konsep kebijakan hukum pengembangan SDM transportasi udara nasional? Ruang lingkup pengaturan penyediaan dan pengembangan SDM penerbangan meliputi perencanaan sumber daya manusia (manpower planning), pendidikan dan pelatihan, perluasan kesempatan kerja, serta pengawasan, pemantauan, dan evaluasi. Politik legislasi pengaturan pengembangan dan penyediaan SDM yang dilakukan melalui delegated legislation di atas memerlukan kebijakan lanjutan berupa diundangkannya tiga peraturan menteri yaitu peraturan menteri perhubungan tentang penyediaan dan pengembangan sumber daya manusia di bidang penerbangan, peraturan menteri perhubungan tentang penyelenggaraan pendidikan dan pelatihan di bidang penerbangan, dan peraturan menteri perhubungan tentang sertifikat kompetensi dan lisensi serta penyusunan program pelatihan. Penulis menyarankan kepada Kementerian Perhubungan RI untuk segera mengundangkan ketiga peraturan menteri perhubungan yang telah memiliki dasar delegated legislation sebagai jawaban untuk menghadapi ASEAN open sky policy. Abstract

Perkembangan Perusahaan Penerbangan berjadwal dalam negeri pada tahun 2006 ada sebanyak 18 operator menyebabkan pula terjadinya perkembangan angkutan penumpang domestik pada tahun yang sama berjumlah 34 juta, sehingga diperlukan pelayanan angkutan yang profesional baik angkutan penumpang, kargo dan angkutan bagasi. Angkutan bagasi yang ditangani di bandara MIA telah mengacu kepada ke IATA Standard Ground Handling Agreement dan dalarn pelayanan penanganan bagasi pada bandara ini memperhatikan : Jenis pelayanan (baggage handling saat embarkasi/preflight, postflight) Peralatan ground handling dalam pelayanan bagasi SDM ground handling dalam pelayanan bagasi sistem prosedur penanganan bagasi.

Abstract

The success of airport operators in providing services to passengers is closely related to the provision of security for passengers. It has to be a major concern for every airport operator because airport security is a process to provide aviation safety. There are several things that have to be considered in creating quality and quantity of security equipments including security facilities and human resources as well. Aviation security personnel consist of 52% core personnel (employees of PT Angkasa pura), of outsourcing personnel and 37% of army personnel.
