Abstract

Increasing the volume of air cargo in Indonesia showed increasing national economic growth. airport is the first system for cargo movement. Therefore, airport has to provide adequate facility of cargo terminal. The second system is a flight network system. Flight network needs to be optimized to approach the concept of hubs and spokes for cargo airports. This study uses a GAP analysis. Result shows, there is the biggest gap for parking areas in the cargo area attribute. This indicates that the main priority of the increase in air cargo transportation services according to the respondents regulated agent is the indicator of the parking facility in the cargo area. Peningkatan volume kargo udara di Indonesia tahunan menunjukkan adanya geliat pertumbuhan ekonomi secara nasional. Indonesia memiliki konsep perekonomian berupa MP3EI. kebandarudaraan adalah sistem yang pertama menjadi titik simpul pergerakan kargo. Tindakan yang harus dilakukan pada bandar udara adalah menyiapkan fasilitas terminal kargo udara yang memadai. Sistem kedua adalah sistem jaringan penerbangan. Jaringan penerbangan perlu dioptimalkan dengan pendekatan konsep hub dan spoke bandar udara kargo. Metodologi dilakukan dengan melakukan analisis GAP. Berdasarkan data nilai gap, dapat dilihat bahwa gap terbesar terdapat pada atribut ketersediaan area parkir yang memadai di area gedung kargo (No. atribut 5) dengan nilai gap sebesar 1,50. Hal ini menandakan bahwa prioritas utama peningkatan pelayanan angkutan kargo udara menurut responden regulated agent adalah pada indikator fasilitas parkir di area kargo. Dengan nilai gap sebesar 1,50; 1,35 dan 1,34 (nilai gap ≥ 1,00), maka ketiga atribut ini masuk Kategori 5 (pelayanan buruk).

Abstract

Safety is a major factor every flight. National aviation safety oversight is one of the functions that are the responsibility of coaching the Derectorate General of Civil Aviation to encure compliance with the standards, procedures and regulations, in order to see the fulfillment of the terms and condition in general aviation safety standards and safe operation of airports in particular that carried out by the organizers airports and other stakeholders. The method of analisys used to determine the operational supervision airport is gap analysis between the observation and collection of primary data from airport managers with operational safety performance indicator airport contained in KM, 24 2009 on Civil Aviation Safety Regulation Part 139 on the airport (aerodrome) issued by the Directorate General of Civil Aviation. The analysis showed that the safety oversight of the airport operation in airport Sultan Mahmud Badaruddin II Palembang in the surveillance system consists of four systems which are airport management system, air side system control, the airport environment systems, inspection systems and reporting systems and safety management system has been appropriate and meets CASR 139.Pengawasan keselamatan penerbangan nasional merupakan salah satu fungsi pembinaan yang menjadi tanggung jawab Direktorat Jenderal Perhubungan Udara memastikan kesesuaian standar, prosedur dan peraturan terkait, guna melihat pemenuhan peraturan dan ketentuan standar dan keselamatan penerbangan pada umumnya dan keselamatan operasi bandar udara pada khususnya yang dilaksanakan oleh penyelenggara bandar udara dan pemangku kepentingan lainnya. Metode analisis yang digunakan untuk mengetahui pelaksanaan pengawasan operasional bandar udara adalah metode analisis kesenjangan (gap analysis)antara hasil observasi dan pengumpulan data primer dari pengelola bandar udara dengan performance indicator keselamatan operasional bandar udara yang terdapat dalam KM. 24 Tahun 2001 tentang Peraturan Keselamatan Penerbangan Sipil Bagian 139 (Civil Aviation Safety Regulation Part 139) tentang Bandar Udara (Aerodrome). Hasil analisis menunjukkan bahwa pengawasan keselamatan operasi Bandar udara di Bandar udara Sultan Mahmud Badaruddin II Palembang dalam sistem pengawasan terdiri dari 4 sistem yaitu sistem manajemen bandar udara, sistem control sisi udara, sistem lingkungan bandar udara, sistem pemeriksaan dan sistem pelaporan dan sistem Manajemen keselamatan sudah sesuai dan sudah memenuhi referensi CASR 139.

Abstract

Safety is the main aspect that the most concerned in the air transportation industry. Two of the elements that play important role in order to maintain aviation safety are the ability of ATC personnel in navigating the aircrafts over the Indonesia’s air space and the availability of air navigation facilities so that an effective and safe air traffic management can be achieved.The ability of ATC is absolutely a key factor in aviation business. The competent one, not only required to have decent knowledge and able to navigate and guide the aircrafts, but also have to be supported by adequate navigation system and facilities. As for enhancing the level of safety, smart system is offered as a tool to aid the ATC in making a decision to prevent the collision in the air.Automatic Dependent Surveillance Broadcast (ADS-B) is one of the air navigation instruments which have high accuracy in surveilling the aircrafts movement. The information that are retrieved from ADS-B, such as positional data (latitude, longitude and latitude) and speed, can assist the ATC to analyze the level of safety as well as the level of density of aircrafts in certain area. Dalam mendukung keselamatan penerbangan, ATC yang bertugas di darat, belum dilengkapi sebuah sistem peringatan bahaya seperti halnya TCAS yang digunakan di pesawat. Sama halnya seperti TCAS, sistem pintar ini akan memberi peringatan dini untuk mencegah terjadinya tabrakan. Selain itu, sistem ini akan memberi peringatan berdasarkan hasil prediksi data live pesawat, bukan ketika sudah pada posisi kemungkinan tabrakan seperti halnya TCAS. Sistem pintar prediksi trajektori merupakan sebuah sistem yang berfungsi sebagai sistem bantuan yang dapat digunakan oleh ATC ketika sedang mengawasi lalu lintas udara. Sistem pintar ini memprediksi posisi pesawat selama beberapa waktu ke depan. Dengan hasil prediksi posisi oleh sistem ini, akan diberikan early warning kepada ATC, jika prediksi posisi dua pesawat atau lebih memungkinkan untuk terjadi tabrakan (collision) atau near miss. Dengan adanya peringatan prediksi, ATC dapat mencegah kemungkinan tabrakan dengan lebih cepat. Sistem pintar menggunakan data ADS-B, yang merupakan salah satu fasilitas navigasi penerbangan karena memiliki tingkat akurasi data yang tinggi. Data ADS-B tersebut, diolah menggunakan metode Kalman Filter untuk menghasilkan prediksi trajektori dengan tingkat error yang kecil. Kalman filter sendiri banyak digunakan untuk mengolah dan memprediksi data-data pergerakan yang linear, seperti pergerakan pesawat, pergerakan manusia, pergerakan angin dan yang lainnya.

Abstract

Kabupaten Kapuas Hulu terletak di Provinsi Kalimantan Barat, Waktu tempuh ke Pontianak kurang lebih empat puluh lima menit penerbangan menggunakan Pesawat Udara jenis ATR 42 Seri 300/F27 atau kurang lebih 16 jam dengan kendaraan darat. Kabupaten ini merupakan salah satu daerah perbatasan dengan wilayah Malaysia. Maksud penelitian ini untuk mengevaluasi ketersediaan sarana dan prasarana angkutan udara di daerah Kabupaten Kapuas Hulu Kalimantan Barat. Tujuannya adalah memberikan rekomendasi untuk pengembangan pelayanan angkutan udara di daerah perbatasan Kabupaten Kapuas Hulu Kalimantan Barat. Metode yang digunakan adalah analisis SWOT agar dapat mengetahui kekuatan, kelemahan, peluang dan ancaman di daerah perbatasan Kabupaten Kapuas Hulu Kalimantan Barat. Dari hasil perhitungan pembobotan dan rating bahwa Kabupaten Kapuas Hulu mempunyai kekuatan lebih besar dibanding kelemahan, serta peluang lebih besar dari pada ancaman, maka strategi yang tepat adalah strategi SO (agresif) terletak di kuadran (2,48 : 3,02) ini merupakan situasi banyaknya peluang yang sangat besar di kabupaten ini serta mempunyai kekuatan di kabupaten ini yaitu meningkatkan pemanfaatan potensi sumber daya alam dan pariwisata.[Border Air Transport Assessment in Kapuas Hulu District West Kalimantan] Kapuas Hulu district located in the West Kalimantan province. It takes about forty five minutes flight to capitalcity Pontianak using ATR 42 series 300 and F27 or approximately 16 hours by land transportation. This district is one of the border area with Malaysia region. This study aim to evaluate the air transport infrastructure in the Kapuas Hulu District West Kalimantan. The goal is to provide recommendations for the development of air transport services in the border area of Kapuas Hulu District West Kalimantan. This research used SWOT analysis in order to determine the strengths, weaknesses, opportunities and threats in the border area Kapuas Hulu West Kalimantan. From the calculation of the weighting and the rating, the Kapuas Hulu has more strength than weakness, as well as a greater opportunity than a threat, the right strategy is SO strategy (aggressive) is located in quadrant (2.48:3.02). There are many opportunities in this district. Furthermore it also has strength in natural resources and tourism.

Abstract

Berdasarkan Peraturan Pemerintah Nornor 70 Tahun 2001 tentang Kebandarudaraan dan dijabarkan dalam Keputusan Direktur Jenderal Perhubungan Udara Nomor SKEP,/13B/Vl/1999 tentang Petunjuk Pelaksanaan Usaha Kegiatan Penunjang Bandar Udara, kebaradaan perusahaan penyedia jasa ground handling, diwajibkan memiliki atau menguasai sarana sesuai dengan bidang usaha dan mempunyai kelayakan operasi, serta memiliki personil dan/atau organisasi yang bersertifikat dan masih berlaku. Namun kenyataan masih tardapat beberapa parusahaan ground handling dalam pelaksanaan pelayanan jasa ground handling tidak sesuai dengan paraturan dan standar peralatan serta sistem operasi prosedur (SOP) yang berlaku.Perusahaan ground handling yang beroperasi di Bandar Udara SM. Badaruddin II Palembang berjumlah 3 perusahaan ground handling yaitu PT. Gapura Angkasa menangani pelayanan ground handling terlengkap sebanyak 8 komponen, PT. Prathita Titian Nusantara (PTN) menangani 6 komponen pelayanan dan CV. Buana Adhi Karya (BAK) melayani 5 kornponen pelayanan, sedangkan komponen yang lain dengan alasan efisiensi telah ditangani langsung oleh pihak operator penerbangan. Sedangkan perusahaan penerbangan yang menggunakan pelayanan ground handling adalah PT. Garuda Indonesia, PT. Lion Air, dan PT. Adam Air.

Abstract

Kualanamu Medan Airport Construction is an alternative to overcome the operational limitations and the land that was experienced Polonia Airport. Airport security enhancement program Kualanamu Medan when operating include airport security aspects of the provision of facilities consisting of: X-Ray facility 12 units, Walk Throught Metal Detector (WTMD) 14 units, Hand Held Metal Detector (HHMD) 24 units, Closed Circuit Television (CCTV , Explosive Detection System 2 units, 2 units Liquit Scan Detecto,, Detector Nubikara 2 units (Nuclear, Biological, Chemical, Radio Active), Body Scane 1 unit, Body Inspector, Airport For Perimeter Surveillance, Security Inspection Car and Motorcycle 4. The security officer in Medan Airport Kualanamu totaling 204 personnel consisting of 124 personnel from the PT. Angkasa PuraII, 40 BKO-military personnel who assisted and 40 staff personnel outsoursing. The system and airport security procedures will refer to the Regulation of the Minister of Transportation No. 9 of 2010 about the National Aviation Security Programme and ICAO in Annex17 on Security and Document-8973 on the Security Manual for Safeguarding Civil Aviation Against Acts of Unlawful Interference, that the safety and security systems at airports should be the maximum, using equipment and adequate procedures that ensure safety and smooth flight. Pembangunan Bandara Kualanamu Medan merupakan alternatif untuk mengatasi keterbatasan operasional dan tanah yang dialami Bandara Polonia. Program peningkatan keamanan bandara Kualanamu Medan saat dioperasikan meliputi aspek keamanan bandara, penyediaan fasilitas yang terdiri dari: 12unit fasilitas X-Ray, 14 unit Walking Through Mental Detector (WTMD), 24 unit Hand Held Metal Detector (HHMD), 2 unit Closed Circuit Television (CCTV)dan sistem Deteksi peledak, 2 unit Liquit Pindai Detecto, 2 unit Detector Nubikara (Nuklir, Biologi, Kimia, Radio Aktif), Badan Scane 1 unit, Bandara Untuk Surveillance Perimeter, 4 Mobil Keamanan Inspeksi dan Sepeda Motor petugas keamanan di Medan Bandara Kualanamu sebesar 204 personel yang terdiri dari 124 personil dari PT Angkasa Pura II, 40 BKO-personil militer yang dibantu dan 40 personil staf outsoursing. Sistem dan prosedur keamanan bandara akan mengacu pada Peraturan Menteri Perhubungan Nomor 9 tahun 2010 tentang National Aviation Security Program dan ICAO dalam Annex-17 tentang Keamanan dan manual dokumen-8973 tentang Keamanan Penerbangan Sipil upaya pelanggaran hukum, bahwa keamanan dan sistem keamanan di bandara harus maksimal , menggunakan peralatan dan prosedur yang memadai yang menjamin keamanan dan kelancaran penerbangan.

Abstract

Attempts to create airport security, especially at the Soekarno-Hatta International Airport which is a gate of the Republic of Indonesia is one of the desires of all users of airport services. In an effort to realize and improve airport security must be supported by competent airport security personnel. From the results of field surveys, the number of security personnel Soekarno-Hatta International Airport are: Which already has Personnel Skills Certificates (SKP): Basic Aviation Security 214 persons, Junior Aviation Security 493 persons, Senior Aviation Security 182 persons, and Who haven’t yet Personnel Skills Certificates totaling 562 person are out sourcing. According the interviews results with Head of Security Division existing condition of security personnel at terminals 1 and 2 have been sufficient, while the existing condition of the security personnel at terminal 3 amounted to 124 people who had assessments. From the analysis and discussion in order to meet the needs of security personnel is programmed and to improve the assessments needed 248 persons, lack of security personnel at the desired terminal 3:124 persons. To increase the airport tax assessment organizers can do the addition by way of both internal and external. Internal assessment is done through a test that is taken from the power out sourcing to test, while the external through the recruitment test to provide the opportunity for applicants from outside environment. Through both ways can be realized to increase the number of assessments.

Abstract

Penanganan pesawat di bandar udara atau ground handling mempunyai fungsi dan peranan penting dalam menjaga keselamatan penerbangan. Sesuai prosedur dalam sistem operasional harus benar benar ditaati dan dijalankan. Peristiwa yang pernah terjadi pada Turkish Airlines penerbangan nomor 981 yang melakukan penerbangan dari Istanbul, Turki menuju London melalui Paris kemudian pada tanggal 3 Maret 1974, pesawat tersebut berakhir celaka sesaat setelah keluar wilayah Paris. Pintu kargo di bagian belakang bawah pesawat terlepas. Menyebabkan dekompresi dan memutus kabel kabel kontrol pesawat. Pilot kehilangan kontrol atas pesawat sehingga pesawat kemudian jatuh menukik. Semua penumpang dan awak pesawat McDonnel Douglas DC 10 yang berjumlah 346 ditemukan tewas. Sebagai upaya dalam meningkatkan keselamatan penerbangan khususnya di bandar udara, maka perlu dilakukan kajian tentang human factor tentang ground handling di sisi udara. Maksud kajian adalah untuk mengevaluasi bagaimana peran ground handling di bandar udara dan bagaimana manajemen dalam mencegah faktor human error. Kajian human factor personel ground handling di Bandara Adi Sucipto yang difokuskan pada sisi udara menemukan hasil bahwa pekerjaan ground handling yang mempunyai human error probability HEP tertinggi personel ground handling dalam menjalankan tugasnya adalah terburu buru menempatkan forward airstair sehingga menabrak pesawat, bagasi yang jatuh dari bag carts dan tugs and tractor saling bertabrakan karena area sempit. Seluruhnya mendapat nilai 0.1800 sedangkan HEP operator tidak melock forward airstairs mendapatkan nilai 0.0900 [The Study of Human Factor of Ground Handling Human Resources in Yogyakarta Adi Sucipto Airport] The aircraft handling in the airport, named as ground handling, has important role and function in maintaining the aviation safety. In accordance with the stated procedures, ground handling operations must be obeyed and held appropriately. The accident related with aircraft mishandling was happened on Turkish Airlines flight number 981 which departed from Istanbul, Turkey, to London via Paris at 3 March 1974, The accident took place shortly after flew out of Paris area. The cargo door at the lower aft of aircraft was detached and causing decompression and cutting off the control cables of the aircraft. The pilot lost control and the aircraft crashed. All 346 of the passengers and cabin crews of the McDonnel Douglas DC 10 aircraft found dead. In the effort of improving the aviation safety, particularly in the airport, it is necessary to examine the human factor of ground handling in the air side of the airport. The purpose of this study is to evaluate the role of ground handling and propose the operational management which can prevent the occurrence of human error. The results of this study indicate that ground handling works with high Human Error Probability HEP are forward air stair that is placed hastily by ground handling personnel that it collides with the aircraft, falling baggage from bag carts, and collision of tugs and tractor due to narrow area. All of three works with high HEP have the score of 0.1800 whilst the operator who does not lock the forward air stair has the score of 0.0900

Abstract

Perusahaan angkutan udara sebagai operator bertugas untuk memberikan pelayanan yang optimal kepada masyarakat sebagai pengguna jasa angkutan udara. Tujuan studi ini adalah untuk mengetahui dan menganalisis tingkat kepuasan (persepsi) dan kepentingan pengguna jasa angkutan udara terhadap pelayanan perusahaan angkutan udara yang melayani rute Mamuju–Jakarta di Bandar Udara Tampa Padang–Mamuju. Analisis yang digunakan menggunakan metode kuantitatif dan kualitatif. Hasil dari perhitungan CSI untuk PT. Lion Air/Wings Air menunjukkan nilai sebesar 68,10% dengan kriteria buruk. Pelayanan kepada pengguna jasa angkutan udara yang harus mendapat perbaikan adalah tanggapan pihak perusahaan atas kompensasi apabila terjadi delay (15 menit, 30 menit dan 60 menit) dan/atau pembatalan keberangkatan oleh perusahaan angkutan udara, kecepatan pengambilan bagasi, dan perhatian perusahaan angkutan udara pada penerbangan transit/ transfer.[Satisfaction Level of Passengers Towards Indonesian Airlines on Mamuju–Jakarta Route] Airlines as the operator of air transportation are in charge in providing services to the people as the user of air transportation. The purpose of this study is to measure the level of satisfaction (perception) and the interests of the passenger on Mamuju – Jakarta route. Both quantitative and qualitative methods were used in this study. The result of CSI calculation for PT. Lion Air/Wings Air is 68,10 %, which is classified as poor criteria. Airline services that have to be improved are the response of the airline over compensation if delay occurred (15 minutes, 30 minutes and 60 minutes) and/or the flight departure get cancelled, speed of baggage claim, and the attention of the airline for transit/transfer flight.
