Abstract

In accordance with the Rules of DGCA number: 83 2005, about the testing procedures on the ground (ground inspection) equipment electronics and electrical facilities, the cost of all existing facilities at the airport including ILS localizer testing should be carried out on land with parameters determined in order to maintain the operational performance of equipment in accordance with the standards and operational requirements that have been set. And in accordance with ICAO Annex 10 Document 8071, then to determine the performance of the localizer equipment mandatory calibration flight. This calibration flight periodically for localizer equipment provisions must be implemented four months in which the airport in cooperation with the Ministry of Transportation calibration.Sesuai dengan Peraturan dari Direktorat Jenderal Perhubungan Udara nomor : 83 tahun 2005, tentang prosedur pengujian di darat ( ground inspection ) peralatan fasilitas elektronika dan listrik penerbangan maka semua fasilitas yang ada di Bandara termasuk ILS, Localizer harus dilaksanakan pengujian di darat dengan parameter yang telah ditentukan guna mempertahankan kinerja operasional peralatan sesuai dengan standard dan persyaratan operasional yang telah ditetapkan. Dan sesuai dengan annex 10 Document 8071 ICAO, maka untuk mengetahui kinerja dari peralatan localizer maka wajib dilakukan penerbangan kalibrasi. Penerbangan kalibrasi ini berkala untuk peralatan localizer ketentuannya harus dilaksanakan 4 bulan sekali dimana pihak Bandar udara bekerja sama dengan Balai kalibrasi Kementerian Perhubungan.

Abstract

The growth number of passenger of air transportation increased rapidly as an indicator of industrial development of air transport services must be balanced with the service and information from the airlines' services to service users in order to feel the services delivered as expected. Airline companies should be able to provide services as required passengers who have different characters. Services provided by the airlines in carrying out its activities are divided into 3 (three) groups: service with a maximum standards (full service), service with a medium standards (medium service) and services with minimum standards (no frills). Passengers PT. Lion Mentari Air Jakarta – Yogyakarta route with minimum service standards (no frills) is a sample in this study. The results of calculations using the average performance (X) 3.56 and the average expectation of passengers(Y) 4.45 indicating that the performance of PT. Lion Mentari Air is still low compared with the expectations of passengers. The results of the analysis of customer satisfaction index of 17 indicators of service provided through the 71.14% scored less satisfactorily interpreted so that the performance of PT. Lion Air still needs refinement and improvement.

Abstract

Fungsi keamanan dan keselamatan penerbangan di bandar udara pada dasarnya terdiri dari fungsi pembinaan, fungsi pengawasan, dan fungsi kegiatan dilakukan oleh pemerintah, dalam hal ini adalah Departemen Perhubungan cq. Direkorat Jenderal Perhubungan Udara, yang meliputi aspek pengaturan, pengendalian dan pengawasan terhadap kegiatan pembangunan, pendayagunaan, pengembangan sistem pelayanan keamanan dan keselamatan penerbangan dalam upaya untuk mewujudkan penyelenggaraan penerbangan yang selamat, aman, cepat, lancar, tertib dan teratur serta terpadu dengan moda transportasi lain. Berdasarkan hasil analisis pelaksana fungsi keselamatan penerbangan di bandar udara yang berkenaan dengan pelaksanaan kegiatan pelayanan lalu lintas udara serta hasil pengamatan dapat diberikan beberapa masukan yang dapat dilakukan oleh pihak terkait untuk meningkatkan peranan dan pelasanaan fungsi-fungsi keselamatan penerbangan tersebut sebagai fungsi pelaksanaan kegiatan pelayanan lalu lintas udara dengan upaya peningkatan perlu adanya penambahan jumlah personil unit ADC dan unit AMC. melihat yang dilayani saat ini semakin padat dan perlu segera diadakan penambahan peralatan yang mendukung kinerja unit AMC, agar koordinasi di lapangan tetap terjaga.

Abstract

The analysis result shows that the main problems are in terms of lost, damage and pilferage, there are approximately 45 cases/day or 1,356 cases/month. Meanwhile, damage compensation according to the type, brand, size and shape of the baggage, for the case of lost and destroyed is ranged from Rp 200,000/kg to Rp 4,000,000/passenger and compensation for delay is Rp 200,000/day. Therefore, PT Garuda Indonesia has conducted an evaluation on the problems by improving its baggage handling services in certain methods like: additional personnel, more proactive Branch Office in the control and surveillance of loading/unloading processes and firmness in personnel who conduct pilferage and damage to passengers’ baggage.Hasil analisis ditemukan permasalahan yang utama diantaranya baggage handling (Lost, Damage, Pilferage) rata-rata sebesar 45 kasus/hari atau 1.359 kasus/bulan, dengan ganti rugi kerusakan dengan penggantian sesuai jenis, merk, ukuran dan bentuknya, kehilangan dan musnah sebesar RP. 200.000,- /kg dan maksimal Rp. 4.000.000,-/penumpang, keterlambatan dengan uang tunggu sebesar Rp. 200.000,-/hari, untuk itu PT. Garuda dengan mengevaluasi permasalahan tersebut dengan meningkatkan layanan bagasi antara lain: perlu penambahan SDM, Branch Office lebih proaktif dalam pengendalian dan pengawasan proses loading/ unloading, ketegasan kepada oknum SDM yang melakukan kecurangan/pengrusakan bagasi.

Abstract

Lalu lintas penerbangan di Indonesia mengalami tren peningkatan dari tahun ke tahun. Peningkatan frekuensi penggunaan pesawat terbang tentunya akan meningkatkan kemungkinan kejadian kecelakaan. Konsep kelaiktabrakan pesawat terbang menjadi hal penting yang perlu mendapat perhatian untuk mencegah kerusakan struktur dan cedera pada penumpang. Desain kelaiktabrakan struktur pesawat berada pada tahapan desain awal yang terintegrasi kedalam proses desain pesawat secara keseluruhan. Struktur subfloor pada pesawat terbang menjadi bagian yang digunakan untuk menyerap energi kinetik tabrakan dalam kasus pembebanan vertikal pada pesawat terbang. Crash box merupakan komponen pada subfloor yang akan menyerap energi kinetik tabrakan dengan mengubahnya menjadi deformasi plastis. [A Review of Aircraft Crashworthiness Design] Air traffic in Indonesia is experiencing a positive trend in recent years. The increase in the frequency of aircraft operation might particularly increase the possibility of accidents occurrence. Aircraft crashworthiness concept becomes an important matter that need to be considered in order to prevent structural damage and injuries to the passengers. Aircraft structural crashworthiness design is developed in the aircraft preliminary design phase which is, later, integrated into the overall aircraft design process. Aircraft subfloor structure is the part of the aircraft that is used to restrain the kinetic energy of a collision in the case of vertical loading on the aircraft. Subsequently, crash box is a component of the subfloor that will absorb collisions kinetic energy by turning it into plastic deformation.

Abstract

The movement of passengers, goods and mail in North Maluku rely on air transport mode, known as Flight Pioneers. This research focused on the flight route, flight frequency and availability of aircraft in North Maluku. The method used is Descriptive Analysis and Observations on the location of the survey. Results of the analysis shows that on the Ternate – Morotai route which is the local government cooperation with Air Express Airlines (commercial) has higher ticket price not in accordance with Minister Decree KM Number 73 Year 2011 on Airfares Pioneer.This condition also apply on other flight routes where the local government had a role in the determination of tariff. Also note also that the district Emalamo Sanana airport temporarily not operating because there is the issue of land acquisition from the local airport. Pergerakan penumpang, barang dan pos di Maluku Utara lebih mengandalkan moda transportasi udara atau dikenal dengan Penerbangan Perintis. Penelitian ini difokuskan kepada rute penerbangan perintis apakah rute penerbangan perintis pada daerah tersebut perlu penambahan frekuensi penerbangan dan bagaimana ketersediaan pesawat, rute dan frekuensi penerbangan di Maluku Utara. Metode yang digunakan adalah Deskriptif Analisis dan Pengamatan di lokasi survey. Hasil dari analisis adalah pada rute Ternate – Morotai yang merupakan kerja sama Pemda setempat dengan Maskapai Penerbangan Express Air (komersil) dengan tarif yang cukup tinggi (tidak sesuai dengan KM Perhubungan 73 Tahun 2011 tentang Tarif Penerbangan Perintis) demikian pula pada rute-rute penerbangan lainnya dimana Pemda setempat ikut berperan dalam penentuan tarif. Selain itu diketahui pula bahwa bandara Emalamo di kabupaten Sanana untuk sementara tidak beroperasi karena ada persoalan pembebasan lahan bandara dari masyarakat setempat.

Abstract

One of the environmental problrms facing the world today is the phenomenon of global warming that is caused by greenhouse gas emissions. Many human activities that cause greenhouse gas emissions that cause global warming, among others, is the consumption of energy derived from fossil fuels, including fuels for the transport sector, particularly air transport. This research conducted the calculation of greenhouse gas emissions produced by aircraft operation in Indonesia in 2012 and the predictions of greenhouse gases up to 2030. The calculation refers to the emission inventory Guidebook 2013, and following the procedure has been set by the International Civil Aviation Organization (ICAO). Based on the calculation results showed that aircraft greenhouse gas emissions in Indonesia in 2012 dominated by C02 gas that is equal to 8145 kTon (99.7%) while the hydrocarbon gas emissions of 1.04 kTon. By 2030, greenhouse das emissions aircraft in Indonesia is expected to reach 16814 kTon.Salah satu permasalahan lingkungan yang dihadapi dunia Saat ini adalah adanya fenomena pemanasan global yang antara lain disebabkan oleh emisi gas rumah kaca. Aktifitas manusia yang banyak menyebabkan emisi gas rumah kaca penyebab pemanasan global antara lain adalah konsumsi energi yang berasal dari bahan bakar fosil termasuk bahan bakar untuk sektor transportasi khususnya transportasi udara. Dalam penelitian ini dilakukan perhitungan emisi Gas Rumah Kaca yang dihasilkan pesawat udara di Indonesia pada tahun 2012 dan prediksi gas rumah kaca sampai dengan tahun 2030. Perhitungan dan prediksi emisi gas rumah kaca pesawat udara pada penelitian ini mengacu pada emission inventory guidebook 2013 dan mengikuti prosedur yang telah ditetapkan oleh Civil Aviation Organization (ICAO). Berdasarkan hasil perhitungan didapatkan hahwa emisi GRK pesawat udara di Indonesia pada tahun 2012 didominasi oleh gas CO2 yaitu sebesar 8.145 kTon (99.7%) sedangkan emisi gas hidrokarbon sebesar 1,04 kTon Pada tahun 2030, emisi gas rumah kaca pesawat udara di Indoneisa diprediksikan mencapai 16.814 kTon.

Abstract

The formation or mangement transition of Air Traffic Control or Air Traffic Services (ATC/ ATS) policy in reference to the Law Number 1 of Year 2009 on Aviation, in article 271 paragraph (1) and (2) and (4), international regulation of ICAO Document 9 191 / 3 Manual on Air Navigation Services Economy as well as other related regulations and policies in participating the increase of aviation safety and service quality, Air Traffic Services performance and Airport Service in entire national air space. In order to make transition formation of Air Traffic Control/Air Traffic Services management to the goverment, it is necessary to do steps to review some aspects as follow : legal/regilation aspect, institutional/organization al aspect and operational/service aspect. Management of Air Traffic Control/Air Traffic Services (ATC/ATS) has to be caharacterized as public services, reducing bureaucracy, integrated service, non-profit oriented and financially independent and organizationally effective and efficient in atool to create unity and entity as well as state's security. The unitary Stafe of Republic of Indonesia has be run by the goverment nationally in a single container.

Abstract

So far, Cargo transportation ran as well as there is no spesific problem, be cause commercial air transportation activity and special transportation company have spescial market segment clear regulation. If we see on Government no 40 tahn 1995 about air transportation that has been changed with government regulation no 3 th 2000 about air transportation in point 33 ayat 1 dan 3 that the tariff consist of passangers tariff and cargo tariff. cargo tariff is divided to be two tariff, there is cargo tariff International scheduled commercial transportation and domestic scheduled commercial transportation no scheduled transportation's price is based on agrement between service customer and transportation service provider. In Ministry of transportation’s regulation No. KM 25 Tahun 2008 about provider air transportation point 50 ayat 1, special domestic cargo air transpotation can be done schedully or not, meaning in this government regulation no prohibit limitation for commercial air transportation cargo.
