Abstract

Pelayanan yang diberikan oleh perusahaan penerbangan kepada penumpang angkutan udara berupa pelayanan sebelum penerbangan (Pre-Flight-Service), pelayanan dalam penerbangan (In-Flight-Service) dan pelayanan sesudah penerbangan (Post-Flight-Service). Baik dan buruknya pelayanan yang diberikan merupakan performance dari perusahaan penerbangan yang pada gilirannya berdampak kepada banyak dan sedikitnya jumlah masyarakat yang menggunakan perusahaan penerbangan tersebut. Sejak bertambah banyaknya perusahaan penerbangan nasional yang beroperasi, serta diberlakukannya kebijakan tarif oleh pemerintah melalui Keputusan Menteri Perhubungan Nomor 9 Tahun 2002 yang mengatur tentang tarif Penumpang Angkutan Niaga Berjadawal Dalam Negeri Kelas Ekonomi, terjadilah persaingan tarif diantara perusahaan penerbangan. Di dalam persaingan tersebut terlihat adanya upaya dari masing-masing perusahaan penerbangan untuk meraih jumlah penumpang yang banyak dengan jalan menetapkan tarif rendah tapi meniadakan atau mengurangi beberapa pelayanan seperti snack, minuman segar, bacaan dan koran serta baru menghidupkan pendingin udara/AC pesawat saat tinggal landas. Pada dasarnya berapapun tarif yang ditetapkan oleh perusahaan penerbangan, pengguna jasa/penumpang ingin mendapatkan pelayanan dalam bentuk kenyamanan dan keselamatan penerbangan sesuai dengan harapannya.

Abstract

Research about Cargo and Post Service Charge in Sam Ratulangi Airport has been done. The result show that Cargo and Post Service Charge based fare(Rp.515,- per kg) and cargo companys willingness to pay (Rp.323,- per kg) are higher than current cargo and post service charge (Rp.300,- per kg) and based on their perception it was proved that almost 53,3% stated good 46,7% fair and there is no client stated bad against the facility of Cargo and Post Service Charge outgoing domestic.

Abstract

An airport security from unlawful recruitment must start from the(acceptance) airport security personnel with the support of airport security equipment, as well as its security systems and procedures. Supervision of an airport security needs to be done since the area is not a public area where everyone is free to exit and enter without having to show identity card (Airport PAS), as well as passenger ticket. Furthermore, more stringent security controls imposed on the land side area airports (land side) up into the air side.

Abstract

Recently, the national air transportation experiencing significant growth include the increasing number of airlines in operation and the number of passengers carried. The impact of these developments, one is the increase in aircraft operations and should be supported by human resources in these field including the pilot.Pilot needs to reach 400 people per year have not been fulfilled by the product all the existing flying school. Based on this, conducted a study to observe the implementation of Pilot Training at STPI-Curug with a view to providing input to improve the quality and quantity of graduates majoring in flight.Analysis and discussion in this study using qualitative methods, using both oral and written data obtained from respondents and observations, described in detail, relating to cause and effect that produced a recommendation to the purpose of the study.

Abstract

Bandar udara Sultan Thaha adalah bandar udara yang terletak di Kota Jambi dikelola oleh PT. Angkasa Pura II, tanggal 27 Desember 2015 Terminal Bandara Baru Bandara Sultan Thaha baru dioperasikan seluas 9.801 m2 dapat menampung 1,8 juta penumpang per tahun. Pergerakan Penumpang mengalami kenaikan sebesar 2,66%, pada tahun 2014 menjadi 1.316.379 penumpang. Oleh karena itu, pengelola bandara dapat meningkatkan kualitas pelayanan sesuai dengan standar pelayanan pengguna jasa bandar udara agar dapat memberikan kepuasan terhadap penumpang. Metode analisis yang digunakan adalah Customer Satisfaction Index (CSI) . Hasil yang diperoleh terhadap 24 indikator kinerja pelayanan terhadap kepuasan penumpang sebesar 79,85, hal ini menunjukan bahwa Bandar udara Sultan Thaha Jambi sudah memberikan pelayanan yang memuaskan terhadap penumpang. Berdasarkan Standar pelayanan pengguna jasa bandar udara penilaian terhadap fasilitas proses keberangkatan dan kedatangan penumpang di bandar udara ini dengan nilai 90 yaitu A (istimewa), fasilitas yang memberikan kenyaman dengan nilai 85 yaitu B (baik sekali), dan fasilitas yang memberikan nilai tambah dengan nilai 50 yaitu B (baik sekali). Berdasarkan standar pelayanan nilai tambah Bandar udara Sultan Thaha Jambi belum memiliki ruang bermain anak dan fasilitas air minum, sebagai bahan pertimbangan untuk meningkatkan kualitas layanan pengelola Bandar udara Sultan Thaha agar menyediakan kedua fasilitas tersebut agar standar pelayanan penguna jasa bandar udara terpenuhi. [The Evaluation of Passenger Services Performance in Sultan Thaha Airport - Jambi] Sultan Thaha Airport which is located at Jambi is one of airports managed by PT Angkasa Pura II (Persero). At December 27, 2015, the new terminal of Sultan Thaha Airport officially operated with building area of 9,801 m2 and can accommodate up to 1.8 million passengers per year. In the year of 2014, the airport experienced the increase of passenger movement by 2.66% which made the total amount of 1,316,379 passengers. Therefore, the airport operator needs to improve the services quality in accordance with the standard of the airport user services in order to maintain the customer satisfaction. The analytical method that is used in this study is Customer Satisfaction Index (CSI). The results assign the satisfaction score of 79.85 for 24 service performance indicators which means Sultan Thaha Airport provide satisfactory services for its users. In regard of the airport user services standard, the rank of those services indicators is as follows the departure and arrival facilities indicator receives the score of 90 which is equal to A (exceptional), facilities that provide comfort indicator receives the score of 85 which is equal to B (excellent), and facilities that provide added value indicator receives the score of 50 which is equal to B (excellent). However, Sultan Thaha Airport is still lack of kids playground and tap water facilities that can be proposed as consideration for the improvement of the airport service quality.

Abstract

Permintaan trafik merupakan faktor penting dalam merencanakan kebutuhan kapasitas dan fasilitas di bandara. Peramalan permintaan trafik di masa yang akan datang menjadi suatu kebutuhan dalam menentukan besaran atau dimensi fasilitas bandara. Banyak faktor yang perlu dipertimbangkan dalam memprediksi permintaan trafik. Penelitian ini bertujuan untuk mengkaji hubungan antara permintaan trafik angkutan udara dengan kapasitas bandara, dan membahas hubungan antara variabel-variabel yang mempengaruhi permintaan trafik dan variabel-variabel yang mempengaruhi peningkatan kapasitas bandara. Penelitian ini menggunakan pendekatan kausalitas probabilistik. Hasil analisis pada studi kasus Bandara Soekarno-Hatta, diperoleh bahwa secara umum peningkatan probabilitas pada variabel permintaan trafik dapat mempengaruhi peningkatan probabilitas pada variabel kapasitas bandara. Nilai probabilitas variabel kapasitas yang meningkat secara signifikan adalah landas pacu, apron dan curbside.[Causality Between Traffic Demand and Airport Capacity Based on The Perception of Airport Operator (Case Study: Soekarno-Hatta International Airport)] Traffic demand is an important factor in planning the airport capacity and facility. Forecasting future traffic demand becomes a necessity in determining the amount of capacity or dimension of airport facilities. There are factors that have to be considered in predicting the traffic demand. This study aimed to examine the relationship between the demand for air traffic and the airport capacity, and discuss the relationship between the variables that affect traffic demand and the variables that affect the increase in the capacity of the airport. This study uses probabilistic causality approach. The results ofcase study in Soekarno-Hatta International Airport show that, in general, the increase in the probability of the traffic demand variables can affect the increase in the probability of airport capacity variables. The probability value of the airport capacity variables which significantly increased are runway, apron and curbside.

Abstract

Airport authonrity is the technical unit under The Munistry of Transportation. Airport authority is managing govermental activities in airport, especially about the control of aviation activities. The existence of Airport Authority is expected to have the delegation of authority aviation's licensing from Directorate Generale of Civil Aviation to Airport Authority,so that licensing procedures can be more effective and efficient. Directorate Generale of Civil Aviantion issued 108 licensing about aviation. Airport Authority of Region IV as one of the Airport Authority of class I in Indonesia. Normative analysis and comparative analysis is used to analyze licensing which can be delegated to Airport Authority of Region IV. Generally, Airport Authority of Region IV is capable to received delegations of the authority issuing licenses from the Directorate General of Civil Aviation. Based on the qualification of human resources which is owned Airport Authority of Region IV. Otoritas bandara adalah unit teknis di bawah Departemen Perhubungann. Otoritas bandar udara mengelola kegiatan pemerintahan di bandara, terutama tentang kegiatan pengendalian penerbangan. Keberadaan Otoritas Bandara diharapkan memiliki pendelegasian perizinan otoritas penerbangan itu dari Direktorat Jenderal Perhubungan Udara ke Otoritas Bandara, sehingga prosedur perizinan dapat lebih efektif dan efisien. Direktorat Jenderal Perhubungan Udara mengeluarkan 108 lisensi tentang penerbangan. Otoritas Bandara Wilayah IV sebagai salah satu dari Otoritas Bandara kelas I di Indonesia. Metode penelitian menggunakan analisis normatif dan komparatif digunakan untuk menganalisis lisensi yang dapat didelegasikan kepada Otoritas Bandara Wilayah IV. Secara umum Otoritas Bandara Wilayah IV mampu untuk menerima pendelegasian kewenangan perizinan dari Direktorat Jenderal Perhubungan Udara. Berdasarkan kualifikasi sumber daya manusia yang dimiliki Otoritas Bandara Wilayah IV, ada 29 penerbangan lisensi yang dapat didelegasikan kepada Otoritas Bandara VVi1ayah IV.

Abstract

Bandar udara Cengkareng Soekarno — Hatta merupakan salah satu pintu gerbang kegiatan perekonomian nasional dan internasional, serta tempat alih moda transportasi. Salah satu kegiatan pelayanan yang diberikan penyelenggara bandar udara adalah penanganan pelayanan penumpang dan barang bawaan (bagasi) yang dibawa oleh penumpang. Dalam pelayanan yang diberikan oleh penyelenggara bandar udara PT. (Persero) Angkasa Pura II kepada penumpang angkutan udara masih terdapat oknum yang melakukan kegiatan penyelundupan yaitu pelanggaran ketentuan internasional (ICAO) Annex 17 mengenai program keamanan penerbangan sipil dan Annex 18 mengenai pengangkutan barang. barang beresiko, untuk ketentuan nasional mengacu pada KM. Phb. NO. 14/1989 tentang penertiban penumpang, barang dan kargo yang diangkut penerbangan sipil dan pelanggaran KM. Phb. No. 54/2004 tentang program nasional pengamanan penerbangan sipil.Pihak penyelenggara bandar udara telah mengantisipasi dengan menyediakan fasilitas pengamanan, petugas pengamanan dan sistem dan prosedur pengamanan bandar udara sesuai ketentuan yang telah ditetapkan

Abstract

The increasing passenger number movement in several airports has put effect on the airport capacity. Therefore, some airports in Indonesia including those run by PT Angkasa Pura I have been over their capacity.The increasing number of passengers in an airport also is closely related to the increasing flight frequency in that airport. In accordance, the capacity of airside facility in the airport must be announced openly in terms of Notification of Apron Capacity and Notification of Runway Capacity because it will affect the flight safety itself. Based on the data processing and analysis, it can be concluded that some airports need to develop their apron and runway facilities.Peningkatan pergerakan jumlah penumpang di beberapa bandar udara, tentunya mempengaruhi kapasitas suatu bandar udara. Oleh sebab itu, beberapa bandar udara di Indonesia, termasuk bandar udara – bandar udara yang dikelola oleh PT. Angkasa Pura I telah melebihi kapasitas.Peningkatan jumlah penumpang di suatu bandar udara juga berkaitan erat dengan peningkatan frekuensi penerbangan di bandar udara tersebut. Oleh sebab itu, kapasitas fasilitas sisi udara suatu bandar udara harus disampaikan secara terbuka berupa Notification of Apron Capacity dan Notification of Runway Capacity karena berpengaruh pada keselamatan penerbangan. Berdasarkan hasil pengolahan data dan analisis dapat disimpulkan bahwa beberapa bandar udara memerlukan pengembangan fasilitas apron dan runway.

Abstract

Aviation technologi develops increasingly sophisticated marked by producing of super jumbo aircraft Airbus A-380. This aircraft has four engines made by Rolls-Trent Royce-90 is capable to provide 36.280 Kg of thrust or four turbo-fan engine Alliance HP 7200 with 37 003 Kg of frust with passenger capacity up to 850 passengers. In the world, aviation business world today around 15 airlines have ordered the aircraft (total 154 order), such as Emirates, Lufthansa, Qantas, Singapore Airlines, dan Malaysia Airlines.In order to anticipate the development of aviation technologi, Idonesian government have to prepare airport in Indonesia that could be landed by super jumbo aircraft Airbus A-380. For the case, it needs to conduct the study on the readiness of Sultan Hasanuddin Airport in Makasar for the operation Of the super jumbo aircraft Airbus A-380. The evaluation of readiness for area, air side and land side facilities including the support facilities that might be developed to accommodate the aircraft Airbus A-380.
