The Qur'an is always positioned as the main source of social ethics in Islam. The problem is, there are several verses of the Quran that describe non-believers (infidels) as blind people. Such a way makes it as if the Quran marginalizes people with disabilities. Therefore, it is important to understand how the actual existence of the blind in a full context of the Quranic view. This paper uses a semantic approach in analyzing the word al-a‘mā and its various derivatives in the Quran. This study concludes: First, the Quran uses al-a‘mā more in a metaphoric meaning; not the blind of the eye, but the blind of the heart. Second, the Quran gives more appreciation to the people with disabilities and at the same time, it criticizes unbelievers during the Prophet's time.[Alquran selalu diposisikan sebagai sumber utama etika sosial dalam Islam. Masalahnya, ada beberapa ayat Alquran yang menggambarkan orang yang tidak beriman (kafir) sebagai orang buta (difabel netra). Cara demikian membuat seolah-olah Alquran memarginalkan mereka. Oleh karena itu, penting untuk memahami bagaimana sebenarnya eksistensi difabel netra dalam bingkai kesatuan wawasan Alquran. Tulisan ini menggunakan pendekatan semantik dalam menganalisis kata al-a‘mā dan berbagai derivasinya dalam Alquran. Penelitian ini menyimpulkan: Pertama, Alquran lebih banyak menggunakan al-a‘mā bukan secara fisik, tetapi tertutupnya hati. Kedua, Alquran memberikan penghargaan lebih kepada difabel netra dan pada saat yang sama Alquran melakukan kritik sosial terhadap orang-orang tidak beriman pada masa Nabi.]

Persons with disabilities often experience obstacles because there are no accessible facilities available to them in public places. The purpose of this study is to obtain an overview of the accessibility of public toilets in public transportation located in Yogyakarta. The research took the case of Giwangan bus station, Yogyakarta (Tugu) train station, Lempuyangan train station, Wates train station, Maguwoharjo train station, and Adisutjipto airport. This type of research is descriptive evaluative. Data collection is done by using purposive sampling technique and by the method of observation, documentation, and interviews. The results of this study indicate that the accessibility of sanitation services at Adisucipto airport and all train stations is good; while accessibility at the Giwangan terminal is still lacking.[Para difabel sering mengalami hambatan karena tidak terdapatnya fasilitas yang aksesibel bagi mereka di tempat-tempat umum. Tujuan penelitian ini adalan untuk memperoleh gambaran aksesibilitas toilet umum bagi difabel di tempat transportasi umum DIY. Penelitian mengambil kasus di terminal Giwangan, stasiun Yogyakarta (Tugu), stasiun Lempuyangan, stasiun Wates, stasiun Maguwoharjo, dan bandar udara Adisutjipto. Jenis penelitian ini adalah deskriptif evaluatif. Pengumpulan data dilakukan dengan menggunakan teknik purposive sampling dan dengan metode observasi, dokumentasi, dan wawancara. Hasil dari penelitian ini menunjukkan bahwa aksesibilitas layanan sanitasi di bandara Adisucipto dan semua stasiun kereta api sudah baik; sementara aksesibilitas di terminal Giwangan masih kurang.]

The issue of discrimination against persons with disabilities in the field of public services, especially in transportation services, is still often heard. This research is focused on knowing the implementation of public services and how to optimize public services for persons with disabilities in Yogyakarta stations and Lempuyangan stations. This research is a normative-empirical study that combines the results of legal research with reality in the field. Field data was collected through observation and interview methods. The study found that accommodating the rights of persons with disabilities to public services at railway stations has several problems: lack of procedural mechanisms related to the implementation of human rights, institutions of persons with disabilities, and the existence of social-political factors of public policymakers who are not aware of the accommodation of human rights for disabled people.[Isu diskriminasi terhadap penyandang disabilitas di bidang pelayanan publik, khususnya dalam pelayanan jasa transportasi, masih sering terdengar. Penelitian ini difokuskan untuk mengetahui penyelenggaraan pelayanan publik dan cara mengoptimalkan pelayanan publik terhadap penyandang disabilitas di stasiun Yogyakarta dan stasiun Lempuyangan. Penelitian ini adalah penelitian normatif-empiris yang memadukan hasil-hasil penelitian hukum dengan kenyataan di lapangan. Data lapangan dikumpulkan dengan metode obersvasi dan wawancara. Penelitian ini menemukan bahwa: pengakomodasian hak penyandang disabilitas terhadap pelayanan publik di stasiun kereta api memiliki beberapa permasalahan: kurangnya mekanisme prosedural terkait pelaksanaan HAM, kelembagaan penyandang disabilitas, dan adanya faktor sosial politik pemangku kebijakan publik yang belum sadar akan pengakomodasian HAM bagi difabel.]

Various sectors seem to ignore the existence of persons with disabilities, including the tourism industry. The majority of tourist destinations have not provided accessible facilities for them. Transportation services also do not accommodate the mobility needs of persons with disabilities. This study focused on Ojek Difa in Yogyakarta. Through observation and interviews, qualitative data was obtained to see the recreational needs of persons with disabilities and how the roles of Ojek Difa. The study found that people with disabilities have different ways of defining tourism activities. Ojek Difa offers Difa City Tour to provide services for disabled people who want to take a tour in the city or visit other tourist destinations. The existence of Difa City Tour in the Ojek Difa organization shows the importance of involving service providers from groups of persons with disabilities in the tourism sector, especially in serving disabled tourists.[Berbagai sektor tampak mengabaikan keberadaan difabel, termasuk industri pariwisata. Mayoritas destinasi wisata belum menyediakan fasilitas yang aksesibel bagi difabel. Layanan transportasi juga kurang mengakomodasi kebutuhan mobilitas difabel. Penelitian ini terfokus pada Ojek Difa di Yogyakarta yang memberikan layanan mobilitas bagi para difabel. Melalui observasi dan wawancara, data kualitatif diperoleh untuk melihat kebutuhan wisata para difabel. Penelitian menemukan bahwa para difabel memiliki cara berbeda dalam mendefinisikan kegiatan wisata. Ojek Difa menawarkan Difa City Tour untuk menyediakan layanan bagi para difabel yang ingin melakukan tur dalam kota atau mengunjungi destinasi wisata lainnya. Eksistensi Difa City Tour dalam organisasi Ojek Difa menunjukkan pentingnya melibatkan pegawai atau penyedia layanan dari kelompok difabel di sektor pariwisata terutama dalam melayani para wisatawan difabel.]

This study examines the implementation of inclusive elementary education in Pati district. Data collection was carried out through interviews and observations of eight students with disabilities who attended inclusive elementary schools in Pati Regency, 6 teachers, and 3 school principals. Data analysis was performed using data reduction techniques, data presentation, and conclusion drawing. The results of the study indicate that the implementation of inclusive basic education in Pati Regency is not under idealized conditions because in its implementation the school still limits students with disabilities who are accepted. Schools only accept those who have non-physical disabilities (intellectual disability, slow learning, and sensory disabilities). School considerations are: 1) easy in learning services; 2) worry if parents of non-disabled students refuse and move their children to another school; 3) there are obstacles in learning services because they do not have special support teachers and the lack of inclusive learning facilities and infrastructure.[Makalah ini meneliti pelaksanaan pendidikan dasar inklusif di kabupaten Pati. Pengumpulan data dilakukan melalui wawancara dan observasi terhadap delapan siswa difabel yang bersekolah di SD inklusif di Kabupaten Pati, 6 guru, dan 3 kepala sekolah. Analisis data dilakukan dengan menggunakan teknik reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pelaksanaan pendidikan dasar inklusif di Kabupaten Pati belum sesuai dengan kondisi yang diidealkan karena dalam pelaksanaannya sekolah masih membatasi siswa difabel yang diterima. Sekolah hanya menerima mereka yang mengalami disabilitas non-fisik saja (disabilitas intelektual, lambat belajar, dan disabilitas sensorik). Pertimbangan sekolah adalah: 1) mudah dalam layanan pembelajaran; 2) merasa khawatir jika orang tua siswa non-difabel menolak dan memindahkan anaknya ke sekolah lain; 3) adanya kendala dalam layanan pembelajaran karena tidak memiliki guru pembimbing khusus, dan kurangnya sarana dan prasarana pembelajaran inklusif.]

This study answers the question of how the politics of protection and fulfilment of the rights of persons with disabilities in the case of Regional Disability Regulations in Wonogiri Regency. With a mixed-method between normative legal research and empirical law, the research found that: 1) Regional Regulation No. 8 of 2013 concerning Disability and Empowerment of the Disabled in Wonogiri shows concern and attention to the fulfilment of disability rights along with social security; 2) The politics of disability law is the response of all factions in the DPRD who approve and support the fulfilment of the rights of persons with disabilities through accommodation in regional regulations; 3) Regional Regulations have been implemented largely in stages. Such as the implementation of inclusive education, health services, disability political participation, accessibility for people with disabilities in public facilities and infrastructure.[Penelitian ini menjawab pertanyaan bagaimana politik perlindungan dan pemenuhan hak penyandang disabilitas dalam kasus Peraturan Daerah Disabilitas di Kabupaten Wonogiri. Dengan metode campuran antara penelitian hukum normatif dan hukum empiris, penelitian menemukan bahwa: 1) Peraturan Daerah No. 8 Tahun 2013 tentang Kesetaraan dan Pemberdayaan Difabel di Wonogiri menunjukkan kepedulian dan perhatian terhadap pemenuhan hak-hak disabilitas beserta jaminan sosialnya; 2) Politik hukum disabilitas merupakan respon semua fraksi di DPRD yang menyetujui serta mendukung terpenuhinya hak-hak difabel melalui akomodasi peraturan daerah; 3) Peraturan Daerah ini telah diimplementasikan sebagian besar secara bertahap. This study aims to determine how the experience of being a good stepmother for children with cerebral palsy (CP children). With the stigma of a stepmother who tends to be negative, is it still possible to be a good stepmother for a CP child? In answering this question, the writer uses Talcot Parson's functionalism-structuralist theory to see the fulfillment of certain conditions for the creation of a stable/harmonious family. Data collection is done by interview and observation techniques. This research concludes that stepmothers are not always bad, not ideal, or evil-tempered. The determinants of how a stepmother is accepted are inseparable from the background of her life and acceptance and support from the family, both the nuclear family or extended family.[Penelitian ini bertujuan untuk mengetahui bagaimana pengalaman menjadi ibu tiri yang baik bagi anak dengan cerebral palsy (anak CP). Dengan stigma ibu tiri yang cenderung negatif, masih mungkinkah menjadi ibu tiri yang baik bagi seorang anak CP? Dalam menjawab pertanyaan tersebut, penulis menggunakan teori fungsionalisme-strukturalis dari Talcot Parson untuk melihat pemenuhan syarat tertentu demi terciptanya keluarga yang stabil/harmonis. Pengumpulan data dilakukan dengan teknik wawancara dan observasi. Penelitian ini menyimpulkan bahwa ibu tiri tidak selalu buruk, tidak ideal, atau berperangai jahat. Adapun faktor penentu bagaimana ibu tiri diterima tidak terlepas dari latar belakang kehidupannya dan penerimaan dan dukungan dari keluarga, baik keluarga inti atau keluarga besar.]

This article aims to re-question the relevance of Catholic political theology on the level of acceptance of people with disabilities. The author pointed out that the dominant ideology of liberalism, which separates the religious domain from politics, makes the discussion of disability limited to issues of equality. It missed the most sublime dimensions in the subject, namely recognition. So, how the political theology based on collective movement makes this lacking out? Referring to Jesus’ political action, the author argues that political involvement should presuppose a dimension of love that embraces all particulars. It should be based on agency strategy, without being trapped in claims of morality and binary opposition logic. Furthermore, the concept of disability is understood as a universal constitutive dimension that creates limitations as well as calls to be involved. This awareness is the basis for managing collective vulnerability as fellow sinful, unfixed, lacking, and not autonomous subjects.[Artikel ini bertujuan mempertanyakan kembali relevansi teologi politik agama Katolik dalam hal penerimaan terhadap kaum difabel. Di dalam artikel ini, penulis menunjukkan bahwa dominannya ideologi liberalisme yang memisahkan domain agama dari politik menyebabkan diskusi mengenai disabilitas dari perspektif teologi politik terkunci pada kesetaraan dan tidak memerhatikan dimensi paling sublim dalam diri subjek yakni pengakuan. Mengacu pada gerakan politik Yesus, penulis berargumen bahwa keterlibatan politik hendaknya mengandaikan dimensi kasih yang merangkul semua partikular tanpa terjebak pada klaim moralitas dan logika oposisi biner. Dengan menggunakan beberapa terma kunci dari para pemikir post-marxisme, post-strukturalisme dan psikoanalisis, konsep disabilitas dipahami sebagai dimensi konstitutif universal yang menciptakan keterbatasan sekaligus panggilan untuk terlibat. Kesadaran inilah yang menjadi landasan untuk mengelola kerentanan secara kolektif sebagai sesama subjek yang ‘berdosa’, ‘unfixed’, ‘lack’, dan tidak otonom.]

In an inclusive education setting, students with disabilities often become victims of bullying due to a lack of regular students’ empathy. The purpose of this study was to determine the effectiveness of psychodrama in increasing the empathy of regular students towards students with disabilities in inclusive schools. The study was conducted using an experimental method with one group model pre and post-test design. Sampling was done by purposive sampling technique, with the number of subjects 15 regular students in SMP Muhammadiyah 2 Malang. Data collection was done by interview and empathy scale survey. The data obtained were then analyzed using paired sample t-tests (p = 0.000, N = 15, t = -9.439). The research concludes that psychodrama can increase the empathy of regular students towards disabled students in inclusive schools of Muhammadiyah 2 Malang Junior High School.[Dalam pelaksanaan pendidikan inklusif, siswa difabel sering menjadi korban perundungan (bullying) karena kurangnya empati siswa reguler. Tujuan penelitian ini adalah untuk mengetahui efektivitas psikodrama dalam meningkatkan empati siswa reguler terhadap siswa difabel di sekolah inklusif. Penelitian dilakukan dengan menggunakan metode eksperimen dengan model one group pre and post test design. Pengambilan sampel dilakukan dengan teknik purposive sampling, dengan jumlah subyek 15 siswa reguler di SMP Muhammadiyah 2 Malang. Pengumpulan data dilakukan dengan wawancara dan survei skala empati. Data yang diperoleh lalu dianalisis dengan menggunakan paired sample t test (p= 0.000, N= 15, t= -9.439). Penelitian ini menyimpulkan bahwa psikodrama dapat meningkatkan empati siswa reguler terhadap siswa difabel di sekolah inklusif SMP Muhammadiyah 2 Malang]
