Abstract

Ghanjaran Park, which is located in Ketapanrame Trawas Village, Mojokerto, is part of the BUMDes business unit which has been successfully managed and has received many awards. This study aims to determine how the role of transformational leadership of village head in the governance of Ghanjaran Park is. This study used qualitative research methods. Data was collected by interviews, direct observation and documents related to the development of Ghanjaran Park. The data was obtained by using an in-depth interview instrument. There were 7 informants in this study, consisting of village heads, BUMDes staff, business actors, and village staff. Data analysis using inductive method. The results showed that the success of the BUMDEs in Ketapanrame Village, especially Ghanjaran Park, to get awards at the local, provincial and national levels could not be separated from the role of the village head. The village head of Ketapanrame has a central role, starting from planning (with the BPD creating village regulations related to village asset management), conducting an assessment of the potential of the village, to the success of empowering the community by increasing the participation of many parties. The village head’s character is also a role model for the wider community with its values, including honesty, openness, caring for others, responsibility and trust.

Abstract

The issuance of the Law no. 8 year 2014 on Village had grown an optimism in accelerating village development in Indonesia. However, technical issues such as the late disbursement from the local government, disbursement phases that limit the flexibility in managing the funds, and village governments’ human resource limitations to fulfill the administrative tasks have hampered the effectivity of village funds utilization. Therefore, the Authors try to analyze the existing issues and explore the solutions by using normative legal research method based on regulation, data, theories, and research on the implementation of village funds. As the results, the options such as direct disbursement from the central government to village account and applying two-phase disbursement mechanism of independent villages to all villages should be considered to overcome the aforementioned technical issues.

Abstract

Regulation Number 28 of 2009 on the Regional Taxes and Levies mandated delegation of Land and building tax-rural and urban (PBB-P2) policy to the Regional Government. However, tax database has a problem, including double determination of one tax object. This study aims to analyze the implementation of PBB-P2 policy in DKI Jakarta Province. This study used descriptive qualitative method. Data collection techniques using documentation, interviews, and observation. According to Edwards III’s theory, the results showed that implementation of PBB-P2 policy in DKI Jakarta Province is influenced by four aspects: communication, resources, disposition, and bureaucratic structure. The leaders have a clarity and consistency for transmitting policy goals to the implementers. Human and financial resources allocated to support PBB-P2 policy are limited, thus hampering tax database validation process. The implementer has integrity, commitment, and responsibility to carry out the policies. The bureaucratic structure clearly illustrates the separation of duties and functions between implementers.

Abstract

In recent years the world has experienced ups and downs in biofuel production, from an annual figure of 9.2 million tonnes in 2000 to 95.4 million tonnes in 2018.National policies are not made to stabilize the sugar and palm oil sectors, but to develop the industry. National BBN (Biofuel). The aim of this paper is to analyze biofuel development policies between Colombia and Indonesia in relation to the sugar and palm oil sectors. The method used is descriptive analysis by means of literature studies, data collection, and analysis of biofuel development policies in Indonesia and Colombia. The Colombian government provides incentive mechanisms to promote biofuel fuels, including a mandate for biofuel blending. The pricing policy is set by considering the opportunity cost of using alternative raw materials. Meanwhile in Indonesia, the mandatory biofuel policy is in order to reduce dependence on imported diesel oil in order to save the country’s foreign exchange. In Colombia, the adoption of a biofuel policy has allowed the creation of a market for ethanol and biodiesel which comes partly from the substitution of sugar production with ethanol production, and the dynamic interaction between palm oil and biodiesel production. In Indonesia, biodiesel production has not been optimal compared to its installed capacity due to political economy and price factors. The low absorption of biodiesel is an indirect obstacle to the sustainability of the national bioenergy program.

Abstract

The current paradigm regarding disability has evolved. Starting from the terminology of the difable that has evolved and the policies that govern it. Other developments are manifested by the growing community, institutions, study, policy research and other elements that are concerned with increasing the dignity of people with disabilities. The purpose of this research is to see trends in policy research as seen from policy research models and research themes based on the rights of people with disabilities as regulated in policies The Systematic Literature Review technique was used to collect literature related to disability policy research in Indonesia in the Scopus database. There were 36 articles relevant to research on disability policy in Indonesia. The results show that following Law Number 8 of 2016 concerning persons with disabilities influenced the development of disability policy research in Indonesia. The policy content research model and the policy environment are the most widely used models in research. Meanwhile, the most discussed theme trends are the right to education, the right to social welfare, the right to justice and legal protection, the right to disaster protection and the right to be free from stigma. Recommendations for further research are to look at research with policy implementation and evaluation models. Further practical implications are discussed in the article.

Abstract

This research intended to examine and assess how successful the implementation of a public policy regarding the control of land and forest fires is. The approach used in this study is qualitative through inductive description and interpretation. Collecting data using interview techniques, observation, and secondary data. Informants, as primary data sources, were determined through purposive and snowball was carried out with a total of 22 people. The data analysis begins with data collection, simplification and data selection, data presentation, and then drawing conclusions. The technique of determining the validity of the data is using triangulation. The results of this study indicate that the effectiveness of policies related to controlling forest and land fire problems in Bayung Lencir District is still considered not entirely attained, which can be seen from 1) procedural aspects, namely not including the legislature and still lack finance; 2) substantive aspects, namely not yet fully guided by the provisions of higher regulations as a reference, and the level of community participation has not been maximized; 3) the transactive aspect, namely the not yet optimal control of resources; 4) normative aspects, namely the inaccuracy of efforts to prohibit land clearing by burning.

Abstract

Since the COVID-19 pandemic hit the world, all daily activities have transformed. People’s online activities for work, study, transactions, and socializing have increased significantly. This phenomenon increases cybercrime, targeting but not limited to government-owned systems. The National Cyber and Crypto Agency (BSSN) issued Regulation No. 10 of 2020, the Cyber Security Incident Response Team (CSIRT), to address this issue.. Of course, establishing a solid and competent CSIRT in every government agency is required to realize cybersecurity resilience, particularly in the government sector. This research aims to explain the BSSN policy regarding the CSIRT team and  explore its implementation strategy. With descriptive-explanatory research methods, the theory used is public policy and implementation strategy. According to the findings of this study, agencies that already have a CSIRT experience fewer cyber incidents and recover more quickly from a cyber-attack.

Abstract

The increase in vulnerabilities and violations demonstrates a concerning state of implementation in Indonesia, particularly in the public sector. The government has made numerous efforts, one of which is the implementation of e-Government through the Whistleblowing System (WBS). As a result, the goal of this research was to determine how the implementation of e-Government through WBS in supervising government administration in Bulukumba Regency. Therefore, the research method is qualitative research in order to reveal the data descriptively. According to the findings, the implementation of e-Government through WBS in Bulukumba Regency was not done optimally. This can be overcome by taking into account several factors that determine the success of e-government implementation, such as support, capacity, and value, in order to achieve optimal e-Government implementation.

Abstract

Inovasi sektor publik menjadi penting untuk meningkatkan kualitas pelayanan sehingga berdampak pada tingginya kepuasan dan kepercayaan masyarakat terhadap lembaga pemerintah. Namun, inovasi yang tersedia justru seringkali tidak selalu efektif memberikan perubahan yang lebih baik dalam tata kelola pemerintahan. Artikel ini berupaya menganalisa hambatan apa saja yang menyebabkan sebuah inovasi sektor publik kurang bekerja optimal dengan mengambil kasus spesifik di Kota Cilegon, Indonesia. Metode kualitatif-deskriptif dipilih sebagai pendekatan penelitian. Sementara, data diperoleh melalui data primer dan sekunder. Hasil penelitian menunjukkan dua temuan utama. Pertama, inovasi pelayanan publik di Kota Cilegon tidak terlembaga secara mapan sehingga cenderung sekedar formalitas untuk memenuhi tuntutan institusi. Kedua, inovasi lebih banyak mengandalkan melalui pendekatan top-down tanpa pelibatan masyarakat yang massif, sehingga inovasi yang tercipta belum berdasarkan analisa kebutuhan publik. Hambatan yang ditemukan diantaranya: rendahnya komitmen dan political will pimpinan daerah, skema dukungan finansial tidak jelas, dan minimnya reward terhadap inovator.

Abstract

This study aims to describe and analyze health service innovations at the Ministry of Health of the Republic of Indonesia in the readiness of the apparatus to serve patients affected by the covid 19 virus. Call center 119 health services are medical emergency services that provide ambulance facilities and the need for a referral hospital for inpatients affected by COVID-19. This study uses the New Public Management (NPM) theory developed by Osborne and Gaebler (1992), which is an improvement from the Old Public Administration marked by the emergence of the concept of managerialism and the need for a new model in public service administration. The benefits of the research are expected to provide constructive input to the Ministry of Health of the Republic of Indonesia, which has made breakthroughs in health services. So that health services are of higher quality by applying the principles of excellent and fast service. The 119 call center service places trained and profesional operators, nurses, and doctors. The research methodology uses qualitative-descriptive, interactive models, creating interactive, deductive situations to obtain accurate data. Primary data sources were taken directly in the field based on interviews with the head of the human resource education center at the Indonesian Ministry of Health, the head of the Covid-19 task force at the athlete’s house, operators, nurses, doctors assigned by the DKI Jakarta Regional Government Health Office. The results show that the call center 119 public health service is a breakthrough in public health services, integrated emergency services, and the speed of medical service actions that can increase the degree and acceptability of health for the community. This public health service is integrated between inpatient home athletes and inpatient hospitals for COVID-19 patients by involving operator officers, nurses, trained and profesional doctors with the assistance of the Indonesian National Army (TNI) and the Indonesian National Police.
