Abstract

The number of complaints, the slow performance, and the lack of productivity demands the need for a reformed public sector. Reform can be done with social innovation by involving and making citizens as participants and end users. Not only that, fundamentally, changing the role of various stakeholders in the provision of services. Where citizens act to decide themselves and play an active role in making decisions. “Ruslani” Innovation is one of the forms of social innovations based on the problem of limited access to the fulfillment of healthy habitable home ownership for the poor. How the implementation of Ruslani innovation based on the community empowerment done in Samarinda Seberang Sub-District is analyzed in this research. By using a descriptive qualitative method, data collection is conducted through in-depth interviews of key informants selected purposively and by analyzing secondary data documents. The results show that the implementation of Ruslani program has been aligned based on the principle of Law Number 23 of 2014 on Regional Government, according to principles; increased efficiency; improvement of effectiveness; improvement of service quality; no conflict of interest; oriented to the public interest; done openly; fulfill propriety values; can be accounted for the results that are not for self-interest. On the other hand, the Ruslani program has also followed the criteria; relative advantage, compatibility, complexity, trialability, observability, and criteria of service innovation based on the Regulation of Menpan-RB Number 19 of 2016, which in its implementation has introduced a new, productive, impactful and beneficial approach, and the most important thing is this program has running sustainably. Factors supporting and inhibiting innovation based on environmental categories, organizations, and individuals generally do not hinder the implementation of the program.

Abstract

This research aimed to explore research innovation model in the Office of Religious Research and Development (RRD), Ministry of Religious Affairs (MORA) in Semarang. Research innovation model includes new ideas, practices, and methods in research field to further enhance the quality of research. The new ideas, practices, and methods consist of things that have been implemented, existed and practiced by the research institutions. This research used the qualitative approach and fact-finding method. The data were collected in several ways, such as experience and observation, interview, and secondary data. The result revealed the leader of the Office of RRD Semarang ideas concerning the importance of establishing quality-based policy research. In practice, those ideas were implemented in at least four forms of innovation which are the existences of (1) The Research’s Internal Quality Guarantor Team, (2) Electronic Journals, (3) Collaborative Research and Development, (4) Policy Brief, and (5) MPEP Team. Those innovations were considered as a process and product innovation. Finally, it concluded that the leadership factor had a significant role in this organization to create such innovations.

Abstract

The budget spending in the Regional Government’s Budget (APBD) is one of the indicators of the success of the regional development. DKI Jakarta Province’s APBD spending is seen to be sub-optimal, with the average of 75.79% in the last 5 years (2012-2016), below the 95% target set out by the Minister of Finance. As such, a study is required to review why it happens and what factors need to be addressed to optimize the DKI Jakarta Province’s APBD spending. The previous study conducted to analyze the low spending in the Ministries/Institutions and Regional Government in general. This study is conducted to understand the sustainability of the budget spending and to identify the types of spending that might be the driver to optimize the DKI Jakarta Province’s APBD spending, enabling the province realized its development target and directly providing a desirable impact the public and the business world, increase their trust to the government and in turn will push the DKI Jakarta’s economic growth. This study uses Multidimensional Scaling (MDS) with a secondary data from The Regional Government Financial Report (LKPD) of DKI Jakarta Province for the year of 2012 to 2016 and the End-of-Term Accountability Report (LKPJ-AMJ) of DKI Jakarta Province of the Year 2013 to 2017 (2016a). The result of this study shows that the average DKI Jakarta Province’s APBD spending of the last five years (2012-2016) is 47.64 or fall under the category of “less sustainable”, whereas the spending items causing the unfavorable result are the social benefits, grants, land acquisitions and buildings and structures spending. As such, it is recommended that the DKI Jakarta Provincial Government establishes a more measurable policy on planning, budgeting and execution and to increase the competence of its apparatus.

Abstract

Indonesia has been running a decentralized reform era since 1 January 2001. The goal of decentralization is to accelerate the realization of prosperity through the improvement of public services. Fiscal decentralization then became the main benchmark of the successful creation of indicators of regional autonomy in addressing various problems in the regions, especially inequality and poverty. According to government data, Sumatra recorded a major contributor to national GDP growth while facing poverty, inequality constraints and also the largest mining sector. By using the shared and growth analysis and quadrant method, this research tries to provide policy-making recommendations based on the characteristics of the regions in Sumatra. Based on shared analysis, the biggest region is Bengkalis Regency, Riau Province, Siak Regency, Rokan Hilir Regency, and Musi Banyuasin Regency. For the smallest region, it consists of West Nias Regency, North Nias, Toba Samosir, Gunung Sitoli and South Nias. From the growth analysis, it was found that Mesuji Regency, Southeast Aceh Padang Lawas Utara, Kota Padang Panjang and West Nias Regency have the highest growth in Indonesia. From the quadrant method, 20 regions are in quadrant I, about 54 other areas are in quadrant II, and 35 areas are in quadrant III. The largest part of the regional classification in the region of Sumatra is in quadrant IV. Based on these findings, fiscal policy in the future should be prioritized to develop on regional eradication in quadrant IV in terms of Transfer to Region.

Abstract

Problematic manual recapitulation led to the development of the use of e-recapitulation technology. This study aims to determine the feasibility of using e-recapitulation of vote counting in the upcoming 2019 general election. The location of this study was in Pekalongan, Central Java Province (pilot project using e-recapitulation). The method used is the descriptive qualitative method, the sources KPUD officers, Bawaslu officers, the DPRD, and the political unit of the Kesbangpol of Pekalongan. Data collection techniques used were the interview techniques. The technique of data analysis is the inductive basis, i.e., the data collected are discussed, interpreted, and collected in an inductive manner, and draw conclusions from the specific data. Field results show that technology basically e-vote election results recap (in particular _ USSD and DMR) is feasible to be used on the 2019 concurrent election, based on its ability to maintain the integrity of the vote-counting results from the polling stations. Although in the technology itself, the e-recapitulation technology is feasible to be used, it is expected that various problems as identified in this study would occur in the field during the implementation of the technology. Therefore, there needs to be a policy to anticipates the problems that might arise in the use of e-recapitulation technology in the 2019 elections. Such as early communication between the Ministry of Home Affairs and the Central Election Commission to require the use of e-recapitulation in 2019 election, to improve the quality of democracy in Indonesia, as well as to prepare the internet network throughout Indonesia.

Abstract

Although its issue could be addressed from of various perspectives over the years, poverty is the object of the government’s policy programs to be alleviated since the Indonesian independence. With the advancement of technology and science in the recent decades, the availability and the completeness of poverty data in Indonesia getting better. In fact, the policy-makers can assess the effectivity of their public-oriented programs easier by effectively utilizing the complete and up-to-date poverty data. However, in various approaches to poverty measurement, the Indonesian poverty data should be accompanied by another approach. This paper aims to evaluate the change of welfare of particular region over a period of several years by using the stochastic dominance method. This method also incorporates the price level impact into its poverty assessment through the extrapolated CPIs. To conduct the measurement, the National Socioeconomic Survey of Tabalong regency data, as well as the Tanjung city’s inflation in the period from 2013 to 2017, are employed. The results indicate that the welfare in 2017 is better than in 2013 since the distribution in 2017 stochastically dominates the distribution in 2013 at the first and second order at any possible level of poverty lines. Therefore, this result could also be the additional input for the poverty alleviation’s evaluation in order to provide a solid conclusion about the welfare changes.

Abstract

Public Hospital (RSUD) of Banten Province, as the Province Referral Hospital, is required to always improve the quality of service in every line to achieve excellent service and also to give satisfaction to the public. Public satisfaction is one of the goals that must be considered by Banten Province Public Hospital because one indicator in achieving the success of health services is the achievement of public satisfaction. On this basis, it is important for the Banten Province Public Hospital to make measurements on the public satisfaction. Related to that, this study aims to find out the quality of public services in Banten Province Public Hospital, which is measured through Public Satisfaction Index (IKM), including problems faced in the provision of public health services in Banten Province Public Hospital. The research method used is survey method with a quantitative descriptive approach. The data is obtained through questionnaires, observations, and documentation. The sample size is 100 people, which is determined by quota sampling technique. The results showed that quantitatively, the quality of public service in Banten Province Public Hospital based on Public Satisfaction Index reached 75.71, which is qualitatively categorized as good. Although it has been categorized as good, of the ten elements assessed, there are some elements that need to get serious attention, namely elements of information, complaint handling, the behavior of service personnel, service time, and supporting elements.

Abstract

Lampung Province has issued several children programs, but its implementation is still not maximal. Such conditions are possible because, in the context of the actors and substance, the KLA (Kota Layak Anak or Child-Friendly City) program still positions the local government as a single actor. The issue of children has not been the center of attention in the overall development policy. Sectoral, segmented, and structured children programs do not involve community potential. Such patterns and modeling are the products of top-down planning. That is, the location of the constraints is in the centralized model as the applied planning model. Related to this, hence more comprehensive, integrated methods, models and ways to achieve the objectives of KLA program of Lampung Province are required. The purpose of this study is to explain: 1) various central issues of child’s problems, potentials of community institutional support and 2) model structure and phases of acceleration of city/district proper for children that can fulfill child rights, child protection, and child development. On the basis of the expected objectives, used the descriptive qualitative method. The research findings: 1) there are still many problems that occur in Lampung Province; 2) This study provides an overview of the potential of community institutions that have concerns about child issues and support for local government policy, but both are not synergistic, development programs are still implemented partially, segmented, sectoral, not yet integrated and less involving or inclusive to community potential. It can be concluded that the solution that can be developed is to build a collaborative planning model based on dialogue in multi-stakeholder forums as a strategic material for the city/district in accordance with the implementation of the 3 stages which become the acceleration area of KLA.

Abstract

The implementation of regional innovation has not been effective in improving public services and regional competitiveness. Several factors are considered to be an obstacle to implementing regional innovation, namely regulation, institutions, culture and leadership. The purpose of this study is to analyze the readiness of innovation support factors and also to analyze the relationship between these factors in the implementation of regional innovation. Data were collected by interviews and questionnaires distributed in July, August, and September 2016 in 7 (seven) Districts selected to represent HDI High areas, such as Palembang, Surakarta, Bandung and Batam and also represented Low HDI areas: Pesawaran, Bangkalan, and West Lombok. Data were analyzed by descriptive statistic and Pearson Correlation with SPSS ver.16 program. The results showed that the readiness of factors of factorization interpretation, regulatory readiness, leadership, innovation culture, and facilities and infrastructure were in high category, while the preparedness factor from the coordination and facilitation faced by stakeholders was also low category cooperation. The results show that all the factors supporting innovation except for facilitation and coordination in high HDI areas are superior to low HDI areas. The relationship between the supporting factors reveals that there are three types of relationships: very important, important, and not very important. Local innovation development strategies consist of core strategies and support strategies.

Abstract

The Mass Organizations (Ormas) that supposed to contribute to a good, clean government, free of corruption, collusion and nepotism, did exactly the opposite. The Anti-Illegal Levies Raids (OTT) where the alleged perpetrators were caught red-handed by the Anti-Illegal Levies Task Force (Satgas Saber Pungli) involved the mass organizations and thugs. The weak integrity and credibility of Ormas was a major government issue. To that end, the goal of this study was to understand the involvement of Ormas in illegal levies cases in West Java. The method used in this study was the descriptive method with a qualitative approach, Data collection technique was using the interview technique with inductive analysis and purposive sampling. The study found that many unscrupulous organizations pursued illegal levies and that it tended to be difficult to prove, although it massively occurred. Such as corrupted grants, extorted schools, collected illegal levies, demanded Hari Raya (THR) allowances, and exploited the government’s weakness in the Technical Implementation Unit Office (UPTD) of Education. The mass organizations should be registered and monitored as soon as possible to ensure that the problematic organizations can be disciplined.
