Abstract

This research highlights the significant role of POJK Number 57/POJK.04/2020 in establishing a legal framework for equity crowdfunding in Indonesia, aiming to balance investor protection and transaction flexibility. Despite its progress, challenges remain, particularly with restrictions on stock trading and limited investor flexibility. Equity crowdfunding services are rapidly growing in Indonesia as an alternative funding source for micro, small, and medium enterprises (MSMEs). However, the implementation of related regulations, particularly the Financial Services, faces challenges in protecting the rights of investors, especially regarding the restriction on share trading, which can only occur twice a year. This study aims to analyze the implementation of the POJK in accommodating investor rights and evaluate the role of platform providers in safeguarding investors' interests. Using a normative-empirical legal research method, the results show that although the regulation provides protection for investors, liquidity limitations and transparency of project reports remain significant challenges. The study concludes that increasing trading flexibility, technological development, and enhancing financial literacy are necessary to strengthen the equity crowdfunding ecosystem in Indonesia.

Abstract

This study aims to evaluate the effectiveness of the street vendor control policy (PKL) on Street Kartini, Bojonegoro Regency. This policy is designed to create a more orderly, comfortable trade environment and support economic activities without disturbing the aesthetics of the city and public order. This study uses a descriptive qualitative method with a case study approach. Data was collected through in-depth interviews with street vendors, direct observation at the relocation site, and analysis of policy documents and implementation reports from related agencies. The study results show that this policy has successfully achieved several targets in strategic locations such as Street Kartini, where traders reported an increase in customer visits and revenue. However, the effectiveness of this policy is still uneven, especially in other locations such as Street Rajekwesi and Veteran, which are considered less strategic and lack adequate facilities. The main challenges of this policy include traders' resistance to relocation, lack of supporting facilities, and weak supervision of policy implementation. To improve the success of the policy, the government is advised to improve inter-agency coordination, improve facilities at relocation sites, and actively involve traders in the planning and evaluation process. These measures are expected to ensure that the policy provides fair economic benefits for merchants while improving the aesthetics of the city and public order.

Abstract

The quality of public services is an important factor in building public trust and satisfaction. In Indonesia, the Online Single Submission (OSS) system was introduced to simplify the licensing process and increase transparency. In Blora, DPMPTSP manages OSS implementation, but challenges such as service instability, slow response, and technical issues are still found. This research aims to analyze the influence of public administration services through the Online Single Submission (OSS) system at the Blora Investment and One Stop Integrated Services Service (DPMPTSP) This study uses a qualitative descriptive approach to understand the influence of the service quality of the Online Single Submission (OSS) system on user satisfaction at DPMPTSP Blora. The data was collected through semi-structured interviews and observations, focusing on timeliness, officer response, and user barriers. The sample was purposively selected from employees involved in OSS management, with data validation through source triangulation and expert consultation. The results of the research in show that the inline single submission (OSS) system at the Blora Investment and One-Stop Integrated Services (DPMPTSP) has a positive impact on the efficiency of licensing service. The OSS system at DPMPTSP Blora improves licensing efficiency, supports the economy, and is supported by infrastructure and human resource development. Challenges such as limited human resources, internet access, and information need to be overcome to make OSS an inclusive and sustainable public service model.

Abstract

Based on oil and gas reserve data, the Bojonegoro Regency government has the potential to build a gas distribution network for households (JARGAS) which is useful for reducing the use of petroleum. The Regent of Bojoengoro and 17 and the mayor, signed a memorandum of understanding with the Director General of Oil and Gas, Ministry of Mineral Resources (ESDM) for the provision and distribution of natural gas through the gas network. This study examines the role of Good Governance in environmentally friendly energy governance through a case study of the Jargas Program in Bojonegoro, which aims to replace LPG with clean energy. With a descriptive qualitative method, data will be collected through observation and interviews with stakeholders such as the regional government of the Economy and Natural Resources Section of the Bojonegoro Regional Secretariat, PT PGN Area Bojonegoro, and the community in Bojonegoro and secondary sources such as publications. This study examines the application of Good Governance principles, such as transparency, accountability, openness, and the rule of law. The study results indicate that strategic steps are needed to improve information transparency, transparency of use, and accountability from the regional government to expand access to gas networks to be more effective, transparent, and meet community needs. In conclusion, implementing Good Governance supports the sustainability of clean energy, but it is necessary to strengthen community participation and active socialization.

Abstract

The Resettlement of Alienated Communities (PKMT) program, in the aspect of social development carried out by the government. This research focuses on the effectiveness of the SAD settlement development program through the PKSTM program. The formulation of the problem How is the effectiveness of the special housing construction program for SAD through the Program for the Welfare of Alienated Communities (PKSMT). The purpose of this research is to analyze the effectiveness of the special house construction program for SAD through the Development of the Welfare of Alienated Communities (PKSMT) program. The urgency of the research is as a forum for the development of government programs for disadvantaged communities, especially SAD, through this program can provide welfare and openness of SAD to the outside world. The method used in this research is field research with a qualitative descriptive approach, with the type of data used primary data and secondary data. Data sources were obtained from the Social Service, mass media, journal articles and documentation. Data collection was carried out using the interview method. This research was conducted. The results of the analysis show that the SAD settlement building program has not been effective, because: the construction of special SAD settlements is not evenly distributed throughout the SAD community, the government's efforts are not optimal in running the PKSMT program and psychologically it takes a long time to change the patterns and habits of life of the SAD community from living in melangun (moving) to living in a settled area.

Abstract

Cannabis is a plant that has medicinal benefits. However, the use of cannabis is prohibited by Indonesian Law Number 35 of 2009 concerning Narcotics. Cannabis has a million benefits that can be used in medicine. The government must take this effect into account because legalizing cannabis for medical use has many benefits from various perspectives. And this will have an impact on the economy, industry, and a number of other sectors. However, the government's attitude towards the benefits of cannabis for medical use has not responded well, the Indonesian government is still silent without any explanation to the public regarding this issue. This research uses a normative juridical approach with conceptual and case law methods. Cannabis is classified as a Group I narcotic, prohibiting its medical use under current regulations, allowing only scientific research and diagnostic purposes. Despite its potential as a treatment, cannabis has not been approved by the National Narcotics Agency (BNN) or the government for medicinal use. Article 41 of the Narcotics Law suggests revising the classification of cannabis to allow its use for medical treatments or palliative care under strict supervision. A specialized government agency could oversee its distribution, ensuring it is used safely and according to medical prescriptions

Abstract

The purpose of this research is to describe and analyze the implementation of the disaster-resilient tourism development policy in the City of Padang. Data collection techniques include observation, interviews, and documentation. The data analysis techniques employed are data reduction, data presentation, conclusion drawing, and verification. The research results conclude that, overall, disaster-resilient tourism development in the City of Padang has been implemented but is not yet optimal. The absence of regulations and derivative documents that can serve as guidelines for stakeholders and the community has led to hesitation and passivity in executing the policy. In terms of resources, the limited funding available to the subdistricts and districts involved has caused the policy implementation to stagnate in these areas. Furthermore, regarding communication and coordination between organizations, although socialization efforts have been made, the subdistricts and districts involved still lack clarity on the standards and benchmarks of the policy. Poor communication and coordination between the city-level policy implementers and the district- and subdistrict-level stakeholders have resulted in relationships that do not align with the initial plans. Regarding the attitudes of policy implementers, it was found that stakeholders responded positively; however, this positive response was not accompanied by a commitment from stakeholders at the district and subdistrict levels. Finally, the social, economic, and political environments, which are not conducive, have a direct impact on the performance of the policy that has been implemented.

Abstract

Providing adequate facilities to prioritize patient needs to obtain optimal health services, the Halo RSA application appears as a big step. The author sees empowerment in the side of health services through this digitalization steps provided to improve the performance of Aisyiyah hospital services, realize excellent service, and increase patient satisfaction. Improvement in service quality is given based on the less than optimal conventional services received by patients. With this application, the aim is to reduce public stigma towards health services which in fact take too long, are messy and even less responsive. However, despite the sophistication offered through digital service applications, problems are often still found in their application. Where, when patients or users use the Halo RSA application, there are features that experience bugs or errors, mismatches in registered queue numbers, and inpatient room registration. This research uses a qualitative type with a case study approach on the Halo RSA application. The research theory used by the Delone & McLean IS (D&M IS) Model to see the level of success of the Halo RSA application. Based on the results of research in the field, the Halo RSA application is able to meet standard indicators for each dimension where in its application they influence each other and there is a reciprocal relationship between patient and user satisfaction with Aisyiyah Hospital health services through the various features provided

Abstract

The goal of housing and settlement development is to create an environment and human living space that meets the essential needs of life, including security, protection, tranquility, self-development, health, beauty, and other necessities for the preservation of human life. The purpose of this study is to find out the policy of the process of handing over infrastructure, facilities, and housing utilities that have been implemented in areas in Indonesia. This study uses a case study method, namely by reviewing previous studies, to conclude. The results of the study show that there are several stages in the process of handing over housing infrastructure, facilities, and utilities in Indonesia, namely there is a stage of providing and developing infrastructure, facilities, and housing utilities, there is a stage of handing over housing infrastructure, facilities, and utilities from development to the district government, and finally there is a stage of registration or administration of housing infrastructure, facilities, and utilities. In addition, in the process of handing over, there are several weaknesses that are still faced by the local government in its policies, namely, location permits that are not recognized, weak law enforcement against housing developers, and the weakness of the housing monitoring team.

Abstract

The purpose of this study is to analyze and describe the role of the Election Organizer Honorary Council in the process of taking action against organizers who are considered to have violated the code of ethics in carrying out their duties. The method used in this study is Qualitative with content analysis of secondary data including verdict reports, current news on violations of the code of ethics, and relevant academic literature. The results of this study indicate that the firm action of the Election Organizer Honorary Council in handling violations of the code of ethics such as the imposition of administrative sanctions to dismissal still has a significant impact on increasing public trust in the organizers of the General Election. On the other hand, the results of this study also show that there are still limited resources, political pressure and low public understanding of the importance of the code of ethics are factors that cause high ethical violations committed by organizers. Therefore, this study emphasizes the importance of training for election organizers, strengthening election regulations, and socialization of the code of ethics to the community as a strategic step in resolving the problem of violations of the code of ethics of election organizers. Because if this can be realized, it is indirectly part of an effort to increase public trust in the organizers of the General Election.
