Abstract

In the application of the digital attendance system, problems still often occur, an online attendance system that can be misused by the absence of employees at the workplace. The purpose of this research is to find out the discipline of the State Civil Apparatus by innovating new developments about the location-based ASN attendance monitoring system called SiKepo, making it easier for employees to access this system from anywhere. Researchers used qualitative research techniques in this study, using a qualitative approach to the case study method. Based on the results of the study, the innovation of the SiKepo application can improve employee discipline, efficiency, and effectiveness. Because there is data monitoring where employees are required to leave in the morning, with attendance using electronics. And can also use a fingerprint machine that is connected to the application if there are system error problems. After the implementation of SiKepo, there was an increase in the percentage of attendance, which used to be employees who deliberately skipped school with an average of 5 to 6 times a month, now employees are more disciplined. However, frequent error constraints require the uprage system to be better.

Abstract

Untuk terciptanya tata kelola arsip yang baik Pemerintah kabupaten Bojonegoro memiliki Kebijakan yang mengatur tentang tata kearsipan yaitu Peraturan Bupati Bojonegoro Nomor 30 Tahun 2010. Tujuan Penelitian ini adalah untuk mengetahui dan menganalisa faktor-faktor yang menghambat pelaksanaan implementasi Peraturan Bupati Bojonegoro Nomor 30Tahun 2010 pada Bagian Umum dan Keuangan Sekertariat Daerah Kabupaten Bojonegoro. Dan fokus penelitian ini adalah pada Pengendalian naskah dinas yang terdiri atas pengurusan surat masuk dan pengurusan surat keluar, Penyimpanan arsip, Penemuan kembali arsip, penyusutan dan pemusnahan arsip. Adapun metode yang digunakan adalah metode deskripsi dengan pendekatan analisa kualitatif. Teori yang digunakan untuk mengetahui faktor yang mempengaruhi implementasi adalah teori yang diungkapkan oleh George C Edwards III yang meliputi faktor: komunikasi, Sumber daya, Kecenderungan- kecenderungan/disposisi dan Struktur Birokrasi. Pada penelitian ini menunjukkan bahwa Implementasi Peraturan Bupati Bojonegoro Nomor 30 Tahun 2010 tidak berjalan dengan baik. Ini dibuktikan dengan tidak ada pembedaan antara file, record dan arsip yang ditempatkan tidak tertata sebagaimana mestinya. Di sini tampak implementasi dari segi komunikasi sangat kurang. Berkenaan dengan hal tersebut, penulis memberikan beberapa saran yaitu Pada pelaksanaan tata kearsipan pada Bagian Umum dan Keuangan Sekertariat Daerah Kabupaten Bojonegoro secara teknis apabila ada yang kurang dipahami sebaiknya dilakukan koordinasi dengan kantor arsip.

Abstract

Sebagai program Pemerintah, pelaksanaan program Proyek Operasi Nasional Agraria (PRONA) di lapangan masih menyisakan masalah. Secara umum permasalahan yang terjadi dalam program ini adalah masih banyaknya tanah yang diwariskan secara turun temurun dan belum ada kepastian kepemilikan hak atas tanah. Banyak tanah yang dimiliki secara lisan tanpa bukti kepemilikan yang sah. Penelitian ini bertujuan mengetahui bagaimana Implementasi Program PRONA di Kabupaten Bojonegoro pada Tahun 2017. Dalam penelitian ini peneliti menggunakan metode kualitatif deskriptif. Tujuan dari penelitian ini adalah agar peneliti dapat membuat gambaran, deskripsi atau lukisan secara sistematis. Fokusnya pada pelaksanaan program PRONA di Kabupaten Bojonegoro Tahun 2017. Ada enam tim yang bekerja, yang dijadikan sebagai sampel dalam penelitian ini (31 orang), dalam menyelesaikan PRONA sebanyak 26.401 bidang tanah yang tersebar di 16 kecamatan di Bojonegoro. Untuk mengetahui berhasilnya suatu implementasi program, peneliti menggunakan pisau teori implementasi yaitu organisasi, interpretasi, dan penerapan, dalam organisasi dapat dilihat dari sumber daya yang ikut serta dalam pelakasanaan program PRONA. Hasil penelitian, implementasi program PRONA tahun 2017 di Kabupaten Bojonegoro sudah berjalan sesuai dengan aturan, namun perlu ditambah lagi sumber daya yang kompeten agar penyelesaian tepat waktu dan tidak memberatkan hanya beberapa petugas saja.

Abstract

The zoning system of Admission of New Students (PPDB) 2018 has been highlighted. This system is considered to be detrimental to pupils, especially successful students. Since the zoning system was introduced, there have been many complaints and grievances from some students' parents, because the zone system prioritizes the closest home distance to the school of destination and ignores the national test results. This study aims to determine the implementation of the Zoning System Application Policy for the Admission of New Students in the 4th Bojonegoro State High School in the 2021/2022 academic year. The results show that the socialization of the zoning system policy in the admission of new pupils is carried out by the school to the target group through social media. However, there are still parents who are unaware of the policy due to a lack of reading the news on social media. In terms of human resources, it is sufficient to support all activities in the implementation of the policy. The implementer's position in the implementation of the zoning system policy is very well visible in the commitment and attitude of the implementers towards a program or policy. The bureaucratic structure of 4 Bojonegoro State High School in the implementation of the zoning system of admission of new pupils has been quite well seen from the division of work in PPDB where it divides two special teams namely teams for implementation PPDB and special teams for complaints.

Abstract

Abstrak: Penelitian ini fokus pada penanganan kebakaran hutan dan lahan di Kabupaten Bojonegoro, wilayah penghasil minyak dan gas terbesar di Jawa Timur. Peningkatan suhu yang signifikan akibat aktivitas industri telah mempercepat kebakaran hutan dan lahan. Tujuan penelitian adalah mengungkap proses kolaborasi antar stakeholder dalam penanganan ini dan mengidentifikasi tantangan yang dihadapi. Metode penelitian kualitatif dengan pendekatan deskriptif melibatkan observasi dan wawancara. Hasilnya menunjukkan bahwa kolaborasi antar stakeholder berjalan efektif, meskipun masih ada hambatan seperti keterbatasan sumber daya manusia, kurangnya sarana prasarana pemadaman, dan kesadaran masyarakat yang rendah. Implementasi Collaborative Governance dinilai sangat baik, dengan komitmen stakeholder berhasil menekan jumlah kasus kebakaran hutan dan lahan setiap tahunnya. Penelitian ini memberikan wawasan berharga untuk meningkatkan efektivitas penanganan kebakaran di masa mendatang.Abstract: This study focuses on the handling of forest and land fires in Bojonegoro Regency, the largest oil and gas-producing region in East Java. The significant increase in temperature due to industrial activities has accelerated forest and land fires. The research aims to uncover the collaborative processes among stakeholders in addressing this issue and identify the challenges faced. The research method employed is qualitative with a descriptive approach involving observation and interviews. The results indicate that collaborative efforts among stakeholders are effective, although challenges such as limited human resources, inadequate firefighting infrastructure, and low public awareness persist. The implementation of Collaborative Governance is considered highly successful, with stakeholder commitment successfully reducing the number of forest and land fire cases each year. This study provides valuable insights to enhance the effectiveness of future firefighting efforts.

Abstract

Abstract: Indonesian Migrant Workers (PMI) who work abroad often receive bad treatment such as violence and neglect, both during pre-deployment and during placement. With the emergence of various problems regarding the protection of Indonesian Migrant Workers (PMI), in 2017 the government issued Law Number 18 of 2017 concerning the Protection of Indonesian Migrant Workers. This Law explains that there are three forms of protection for prospective Indonesian Migrant Workers (PMI) or Indonesian Migrant Workers, namely Protection before work, Protection during work, and Protection after work. This research was carried out in order to measure and assess the success of implementing the Indonesian Migrant Worker protection policy at the Bojonegoro Industry and Manpower Service. The problem formulation drawn from the background is how to implement the Indonesian Migrant Worker protection policy in Bojonegoro Regency. This research uses George C. Edward III's theory which focuses on four indicators, namely Communication, Resources, Disposition and Bureaucratic Structure. The research method used is a descriptive research method with a qualitative approach, and the technique for determining informants uses a purposive sampling technique. To collect data, the author used interview, observation and documentation techniques. The results of this research show that based on George C. Edward III's theory, the protection policy for Indonesian Migrant Workers in Bojonegoro Regency has not been implemented as it should be. Protection before work, during work, and after work or after work has not been implemented at the Bojonegoro Industry and Manpower Service. This is proven by the existence of several deviations from communication factors and funding source factors which make the implementation of the Indonesian Migrant Worker Protection policy carried out by the Bojonegoro Regency Industry and Manpower Service unable to run well. Abstract

This research aims to determine and describe the implementation of collaborative governance carried out by the Bojonegoro Regency Culture and Tourism Office and other actors in promoting thengul as an icon of Bojonegoro Regency. The research approach used is qualitative with descriptive methods. Data collection techniques were carried out through interviews with the actors involved, observation and documentation. The focus of this research is on the collaboration process with indicators found by Ansell and Gash (2008). The results of this research show that the collaboration process carried out by the actors in realizing Thengul as city branding is quite good. However, there are shortcomings in the collaborative governance process, namely that there are several indicators including face-to-face dialogue indicators and indicators of an imperfect commitment process because there is no formal cooperation agreement. The non-involvement of mass media elements as important actors in the process of disseminating information to the public is a problem because in collaboration to realize Thengul as city branding, it is very necessary to utilize mass media for information publication.AbstrakPenelitian ini bertujuan untuk mengetahui dan mendeskripsikan penerapan collaborative governance yang dilakukan oleh Dinas Kebudayaan dan Pariwisata Kabupaten Bojonegoro serta para aktor lainnya dalam mempromosikan thengul sebagai ikon Kabupaten Bojonegoro. Pendekatan penelitian yang digunakan adalah kualitatif dengan metode deskriptif. Teknik pengumpulan data dilakukan melalui wawancara pada aktor-aktor yang terlibat, observasi, dan dokumentasi. Fokus penelitian ini adalah pada proses kolaborasi dengan indikator yang ditemukan oleh Ansell dan Gash (2008). Hasil penelitian ini menunjukkan bahwa proses kolaborasi yang dilakukan oleh para aktor dalam mewujudkan thengul sebagai citra kota sudah cukup baik. Namun terdapat kekurangan dalam proses collaborative governance, yaitu terdapat pada beberapa indikator termasuk indikator dialog tatap muka dan indikator proses komitmen yang belum sempurna karena tidak ada perjanjian kerjasama secara resmi. Tidak terlibatnya unsur media massa sebagai aktor penting dalam proses penyebaran informasi kepada khalayak menjadi sebuah masalah karena seharusnya pada kolaborasi mewujudkan Thengul sebagai city branding sangat perlu memanfaatkan media massa untuk publikasi informasi.

Abstract

Bojonegoro Regency is one of the major oil and gas producing regions in Indonesia. On the one hand, increasing regional income. On the other hand, it has the potential to cause social unrest, especially in producing villages. Bojonegoro Regent Regulation Number 48 of 2011 concerning Local Optimization in Oil and Gas Industry Activities in Bojonegoro Regency is expected to be able to suppress the jealousy of local people in exploration activities. This study aims to evaluate the policy of Perbup No 48 of 2011, which is measured by six indicators from William Dunn's evaluation theory. Namely, effectiveness, efficiency, accuracy, adequacy, equity/equality, and responsiveness. The study used a descriptive qualitative research type. The research location is in Ngampel Village, Kapas District. Data collection techniques in the form of observation, in-depth interviews and documentation studies. The results showed that Perbup Number 48 of 2011 went through a process of study/discussion and encouragement from various parties. This Perbup was born after the issuance of Regional Regulation No. 23 of 2011. Thus, it is seen as more efficient in providing a form of partiality to local people, even though it has not been fully effective and efficient.AbstrakKabupaten Bojonegoro merupakan salah satu daerah penghasil migas besar di Indonesia. Di satu sisi, meningkatkan pendapatan daerah. Di sisi lain berpotensi menimbulkan gejolak sosial, terutama di desa penghasil. Peraturan Bupati Bojonegoro Nomor 48 Tahun 2011 tentang Optimalisasi Lokal dalam Kegiatan Industri Migas di Kabupaten Bojonegoro diharapkan mampu menekan kecemburuan masyarakat lokal dalam kegiatan eksplorasi. Studi ini bertujuan mengevaluasi kebijakan Perbup No 48 Tahun 2011, yang diukur dengan enam indikator dari teori evaluasi William Dunn. Yakni, efektivitas, efisiensi, ketepatan, kecukupan, pemerataan/kesamaan, dan responsivitas. Studi menggunakan penelitian jenis penelitian kualitatif deskriptif. Lokasi penelitian di Desa Ngampel, Kecamatan Kapas. Teknik pengumpulan data berupa observasi, wawancara mendalam dan studi dokumentasi. Hasil penelitian menunjukkan, Perbup Nomor 48 Tahun 2011 melalui proses kajian/diskursus dan dorongan berbagai pihak. Perbup ini lahir setelah sebelumnya terbit Perda Nomor 23 tahun 2011. Sehingga, dipandang lebih efisien dalam memberikan bentuk pemihakan kepada lokal, meski belum sepenuhnya berjalan efektif dan efisien.

Abstract

Technological developments in an increasingly advanced era make very important needs for the community, at this time the government is required to make the fulfillment of services that can satisfy the community by utilizing technological developments and encouragement from the community to provide better services. This study aims to determine whether the simaniz application has operated effectively and openly in providing public services. This research examines the implementation of online service programs that contain data, understanding of technology, and also wider access that can also be reached easily. Qualitative research conducted with field observations and interviews with several informants. The focus of this research is on the users of the simaniz application as well as the implementors who are responsible for the implementation of the simaniz application. The results of this study are that the community, especially in the Bojonegoro district area, can use non-business and non-licensing services easily by using the simanis application, the community feels comfortable in using electronic services because they can access anywhere and the requirements in it are not too complicated. The public can also find out and monitor how far the submission has been processed.AbstrakPerkembangan teknologi di era yang semakin maju menjadikan kebutuhan yang sangat penting bagi masyarakat, disaat ini pemerintah di tuntut untuk menjadikan pemenuhan pelayanan yang dapat memuaskan masyarakat dengan memanfaatkan dari perkembangan teknologi dan dorongan dari masyarakat untuk melakukan pelayanan yang lebih baik lagi. Penelitian ini bertujuan untuk menentukan apakah aplikasi simaniz telah beroperasi secara efektif dan terbuka dalam memberikan layanan publik. Pengkajian penelitian ini pada program pelaksanaan pelayanan dengan online yang memuat data, pemahaman teknologi, dan juga akses yang semakin luas juga dapat dijangkau dengan mudah. Penelitian kualitatif yang dilaksanakan dengan pengamatan di lapangan dan wawancara dengan bebeapa informan. Fokus penelitian ini yaitu kepada pengguna aplikasi simaniz juga kepada  implementor yang bertanggungjawab atas pelaksanaan aplikasi simaniz. Hasil dari penelitian ini yaitu masyarakat khususnya pada daerah Kabupaten Bojonegoro dapat menggunakan pelayanan non bisnis dan non perizinan secara mudah dengan menggunakan aplikasi simanis, masyarakat merasakan kenyamanan dalam penggunaan pelayanan elektronik karna dapat mengakses dimanapun dan persyaratan yang ada didalamnya tidak telalu ribet. Masyarakat juga dapat mengetahui  dan mengawasi sampaimana pengajuan yang telah diproses.
