JWP (Jurnal Wacana Politik) diterbitkan dua kali dalam setahun, di mana setiap artikel yang diterbitkan telah melalui proses peer review. Beberapa isu empirik dalam sub kajian yang dibahas dalam jurnal ini antara lain politik regional dan kebijakan publik, relasi agama dan demokrasi, kampanye dan pemilu, ekonomi politik, pemilu dan partai politik, serta relasi kekuasaan dan komunikasi politik. JWP (Jurnal Wacana Politik) menggunakan sistem online (Open Journal System) mulai dari publikasi hingga proses penerbitan. Jurnal Wacana Politik mengundang para penulis dari kalangan akademisi, mahasiswa, birokrat, dan LSM untuk mengunggah artikel hasil penelitian atau kajian kepustakaannya. Setiap artikel dituntut memenuhi standar penulisan karya ilmiah yang beretika. Saat ini, Jurnal Wacana Politik terbit berkala dua kali dalam satu tahun yaitu pada bulan Maret dan Oktober.

Abstract

Dalam menentukan ketua tim pemenangan, Tim Kampanye Nasional (TKN) Jokowi-Ma’ruf memilih Erick Thohir (ET), pemilik surat kabar Republika, sebagai Ketua TKN Jokowi-Ma’ruf. Hal ini bertentangan dengan pernyataan yang pernah disampaikannya terkait independensi dan afiliasi politiknya selama ini. Pada saat yang lain, Republika juga menurunkan berita utama yang dianggap menonjolkan salah satu pasangan calon, tepatnya pascapenunjukan ET sebagai Ketua TKN Jokowi-Ma’ruf. Penelitian ini menganalisa bagaimana relasi media massa, khususnya media massa nasional dan politik pada Pemilihan Umum Presiden (Pilpres) 2019. Metode penelitian yang digunakan adalah analisis framing model Robert N. Entman. Hasil penelitian menunjukkan dari seluruh pemberitaan Republika, sedikit banyaknya media massa turut memperhitungkan simbol politik. Media massa akan mencari sumber berita yang dianggap mampu mendukung pemberitannya. Peristiwa yang panjang, lebar, dan rumit juga akan disederhanakan melalui framing fakta-fakta sehingga layak diterbitkan kepada khalayak ramai. Terkait dengan relasi antara masyarakat dan media massa, masyarakat tidak menjalankan tugasnya dengan baik. Sementara terkait dengan relasi antara pemerintah dan media massa, pemerintah tidak menaruh perhatian sama sekali terhadap media massa.

Abstract

Islam politik pasca Orde Baru semakin menunjukkan sepak terjang dengan beragam artikulasi gagasan. Tak jarang artikulasi gagasan antar partikularitas Islam politik itu saling bertolak belakang, termasuk pemaknaan mereka dalam mengimplementasikan syariat Islam. Untuk melihat kenyataan itu, tulisan ini berupaya menjelaskan pertarungan diskursif partikularitas Islam politik dalam penerapan syariat Islam. Islam politik ini mengacu pada Islamisme, Islam liberal, dan Islam progresif yang berperan sebagai subjek politik. Dalam mencapai tujuan itu, penelitian ini menggunakan metode kualitatif dengan pendekatan teori diskursus yang dikembangkan dalam tradisi post-marxisme. Hasil penelitian ini menunjukkan varian Islam politik memiliki perspektif yang berbeda dalam mengartikulasikan pemaknaan dan tuntutan penerapan syariat Islam, bahkan pada taraf yang lain saling menegasikan. Hal ini menegaskan bahwa dimensi logic of difference-nya lebih kuat, sehingga tak memungkinkan adanya subjek hegemonik.

Abstract

Penyelundupan manusia merupakan salah satu masalah bersama yang dihadapi Indonesia dan Australia. Hal ini diakibatkan oleh letak geografis kedua negara yang bertetangga. Australia dikenal sebagai surga bagi para pencari suaka sehingga menjadi negara tujuan utama praktek penyelundupan manusia. Sedangkan Indonesia merupakan negara transit praktek penyelundupan manusia yang menuju ke Australia. Praktek penyelundupan manusia mayoritasnya dilakukan melalui jalur perairan karena lebih sedikit pengamanan dibandingkan di wilayah daratan dan udara. Artikel ini bertujuan untuk memahami kerja sama Indonesia dan Australia khususnya di bidang keamanan maritim dalam menangani kasus penyelundupan manusia yang melibatkan kedua negara dengan menggunakan teori keamanan maritim, people smuggling dan kerja sama keamanan. Dengan menggunakan metode kualitatif, artikel ini menunjukkan bahwa Indonesia dan Australia memiliki perjanjian kerja sama keamanan kolektif bernama Lombok Treaty yang berjalan sejak tahun 2006. Termasuk di dalamnya adalah penanganan bersama masalah penyelundupan manusia oleh kedua negara melalui berbagai jenis bidang kerja sama keamanan. Kerja sama keamanan maritim kedua negara terlihat dari patroli keamanan laut yang telah berlangsung sejak tahun 2012. Namun demikian, pada kenyataannya kerja sama yang dilakukan kedua negara sangat bergantung pada kebijakan yang dikeluarkan Australia. Selain itu, ketiadaan Undang-Undang atau Peraturan di Indonesia yang mengatur tentang penyelundupan manusia juga merugikan posisi Indonesia yang menjadi negara transit atau tempat tinggal sementara para imigran dan pencari suaka yang sedang menunggu keputusan UNHCR.

Abstract

AbstractThis paper is part of the research results that reveal the communicative action by the virtual community Forum Anti Fitnah Hasut dan Hoax (FAFHH) on Facebook to reduce disinformation on social media as a new public sphere. This paper is viewed from the perspective of the Theory of Communicative Action initiated by Jurgen Habermas. Habermas's idea is very important for this paper because it offers a broader framework for understanding social media as a public sphere. It is also to understand how individuals or communities seek to achieve common understanding within groups to promote cooperation, not just to achieve personal goals. This paper uses a critical, qualitative paradigm with a virtual ethnographic method. Data collection was carried out by observing participants in virtual communities FAFHH on Facebook. In addition to observations, the author also conducted in-depth interviews with virtual community managers (admins and moderators). The results of this study indicate that the FAFHH virtual community has fulfilled the requirements as a public sphere. In addition, the FAFHH virtual community has also fulfilled the validity claim in communicative actions.Keywords: disinformation, virtual community, social media, communicative action, public sphere.

Abstract

Social media (Instagram) with embedded text in various forms of multimedia content have become an important battleground for politicians to place the relevance of their policies to the public during election campaigns. The narratives played by politicians in the digital space are aimed at securing the mass base and votes of supporters, while seeking early certainty of their victory. This study aims to analyze Maruf Amin’s political communication strategy in dealing with hoaxes in the 2019 Indonesian election campaign. In this study, the researchers used a qualitative method with a descriptive approach to analyze the data. Primary data were taken from interviews. Meanwhile, the secondary data ware from journal articles, books, news, report releases, and digital contents. The data analysis model used in this study is inductive analysis, an analytical model in qualitative research that does not depart from theoretical deductions but rather empirical facts. This article was prepared by applying research steps, starting with data collecting, data reduction, data display, and conclusion drawing/verification. Results indicated that digital political communication strategies applied in campaigns against hoaxes can be seen from how the digital presence with the identity of politicians, authentic character, and having intellectual and social capital as ulama is indirectly attached to scientific authorities who are bound by responsibility for delivering scientific truth. In addition, another finding is that coherence and consistency in campaigns can play an important role in success against hoaxes. To conclude, anti-hoax narratives in elections are inevitable. In other words, it is political resources that are free to use at any time and ready to be used by politicians to reaffirm an agenda, neutralize an issue, instill new ideas about nationalism, and provide educational and literacy messages for the wider audience.

Abstract

Regional Head Elections (Pilkada) on 2020 have a positive effect on the implementation of a constitution and at least democracy for measuring political participation, the elections that were held after reform started from a Regional Head who was elected by the Regional People’s Representative Council (DPRD), then elected directly by the community (one man one vote). The direct election then became a simultaneous election in all parts of Indonesia. Until the latest development, namely the presence of a single candidate. The Single Candidate then implies the Empty Box as a companion because there are no candidates or no eligible candidates. This consequence must be accepted due to the Direct-Simultaneous Election system with the threshold record regulations as full of regional head nominations. This gave birth to various interests of political elites and party elites playing in it so that party elites inevitably intervened to whom the letter of recommendation would be given, or consolidation at the elite political level had agreed on a political dowry which then gave birth to a single candidate. This research uses qualitative methods with comprehensive analysis through data collected from the General Election Commission (KPU) and previous research. This paper examines the main factors that gave birth to a single candidate and the political elite’s role in compiling the party’s recommendation letter. The hypothesis that can be seen from the phenomenon of fighting empty boxes is the political dowry factor and the party cadre system’s ineffectiveness in producing leader candidates.

Abstract

Penelitian ini bertujuan untuk membahas mengenai perilaku politik santri berdasarkan beberapa pendekatan perilaku politik dan derajat kepatuhan santri kepada kiai dalam Pemilihan Bupati dan Wakil Bupati Lampung Selatan Tahun 2020. Santri yang berada di pesantren memiliki kendala mengakses informasi dari luar terutama terkait pilkada yang akan dilaksanakan, sehingga mempengaruhi perilaku politik dalam menentukan pilihan politik santri. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif, dan dalam menentukan informan menggunakan teknik purposive sampling dengan menyesuaikan kebutuhan data untuk kepentingan penelitian. Teknik pengumpulan data dalam penelitian ini adalah observasi, wawancara dan dokumentasi. Penelitian ini menggunakan teori pendekatan politik melalui beberapa aspek yaitu sosiologis, psikologis dan pilihan rasional. Hasil penelitian menunjukan bahwa dilihat dari aspek pendekatannya, perilaku politik santri Pondok Pesantren Assalafiyah Tanjung Rame sangat dipengaruhi aspek sosiologis dan psikologis, namun tidak dipengaruhi aspek rasional. Dari aspek kepercayaan santri kepada kiai, santri dikategorikan sebagai santri patuh mutlak dan santri patuh semu. Di Pondok Pesantren Terpadu Ushuluddin, aspek sosiologis, psikologis dan pilihan rasional tidak berperan secara efektif. Santri dikategorikan sebagai santri prismatik yaitu santri tidak menjadikan kiai sebagai referensi dalam menjatuhkan pilihan politik. Dua pondok pesantren yang dijadikan lokasi penelitian ini menunjukkan aspek yang berbeda; pesantren tradisional dan modern, sehingga aspek-aspek yang di temukan sebagai hasil penelitian juga berbeda.

Abstract

The study of village development is currently popular in political and government discourse in Indonesia. The innovative steps in village development in Indonesia is the application of the smart rural concept. Smart rural is defined as a rural area that is built sustainably with a potential specialization approach, the use of technology, and a bottom-up planning process to improve the regional economy. Therefore, this study will try to look at the development of smart rural areas in Indonesia with focus on developing smart rural-based villages and tourism, precisely in Hanura Village, and Harapan Jaya Village, Pesawaran Regency. The research was conducted by conducting observations, interviews, and documentation. The results of this study are: the Innovation Program for the Prosperous Village Movement (GaDIS) in Jarapan Jaya Village has the aim of creating a strong and independent village in the business unit under the Village Owned Enterprise (BUMDes) that utilizes the local potential of the village (tourism), the use of technology, and the GaDIS Program to encourage community empowerment which leads to increased community welfare. The commitment of BUMDes managers, tourism awareness groups and economic actors is carried out appropriately based on the business plan of the program’s final destination. Meanwhile, Hanura Village has utilized information technology into its government (smart government). participating communities (smart community), utilizing the environment (smart environment) Synergy in the implementation of smart rural-based development is good, the pattern of good communication relationships, feedback, trust and creativity since planning process to the implementation of the smart rural program.

Abstract

The Covid-19 pandemic has changed all aspects of people’s lives around the world, including remittances. Interestingly, Bank Indonesia in 2020 stated that remittances, the majority of which came from migrant domestic workers, from Hong Kong tended to be stable. This study uses a political economy approach to see how several economic and political factors affect the stability of the remittances of Indonesian migrant domestic workers in Hong Kong. This study uses the theory from Dilip Ratha (2003) regarding the stability of remittances during the economic crisis, where there are two factors, namely (1) the presence of automatic stabilizers in migrant worker receiving countries and (2) the ease of remittance financial infrastructure. This study uses qualitative data collection methods to reveal the empirical reality experienced by domestic workers from Indonesia in Hong Kong. As a result, there is a relevance of the financial infrastructure factor for remittances to the experience in Hong Kong during the Covid-19 pandemic. This study found several other factors that were not proposed by Ratha, namely the struggle of migrant workers unions in Hong Kong to respond to the crisis period and the existence of politics of surviving. This politics of surviving is similar to the concept of ‘double movement’ from Karl Polanyi (2001). This factor together with two other factors is cause of the stability of remittances to Indonesia. Comparison with other countries will also show other factors that cause remittances remain stable during the Covid-19 pandemic.

Abstract

Public diplomacy is one of the instruments commonly used in international political activities. More precisely, public diplomacy discusses diplomatic activities carried out by state and non-state actors towards foreign publics in order to fulfill the interests of the relevant state. Various instruments can be used in public diplomacy activities such as books, television programs, brands, festivals, products, and films. In fact, information obtained by the public regarding a country comes from non-government actors. If uncontrolled, information circulating, especially from non-government actors, can cause problems for the national interest of a country. The problem is related to the influence of information on the image of the country in question. As stated by Leonard (2002) that the ideal public diplomacy activity can be formed if there is a synergistic effort between government and non-government actors. This study seeks to discuss public diplomacy activities that use the film industry as an instrument. The actor chosen as the main object in this research is the Indonesian Film Agency (BPI). This study will use the theory of public diplomacy developed by Mark Leonard with descriptive qualitative research methods. The data collection method used in this research is through interviews and literature studies through various sources, both primary and secondary. In general, this research will provide an overview of the understanding of Mark Leonard’s theory of public diplomacy based on what has been done by BPI. In the end, this understanding will show the gap between theory and reality regarding Indonesian public diplomacy activities that use the film industry as an instrument. When referring to Leonard’s theory of public diplomacy, BPI has the potential to produce an ideal public diplomacy effort. Therefore, efforts to build a more integrated relationship between BPI and the Indonesian government are deemed necessary in order to maximize the role of BPI as both an actor in public diplomacy.
