JWP (Jurnal Wacana Politik) menggunakan sistem online (Open Journal System) mulai dari publikasi hingga proses penerbitan. Jurnal Wacana Politik mengundang para penulis dari kalangan akademisi, mahasiswa, birokrat, dan LSM untuk mengunggah artikel hasil penelitian atau kajian kepustakaannya. Setiap artikel dituntut memenuhi standar penulisan karya ilmiah yang beretika. Saat ini, Jurnal Wacana Politik terbit berkala dua kali dalam satu tahun yaitu pada bulan Maret dan Oktober.

Abstract

This study aims to identify the typology of the United States foreign policy towards North Korea’s ballistic nuclear weapons test during the Donald Trump administration. The typology of foreign policy will be explained by using James N. Rosenau’s adaptive foreign policy model which refers to two factors that influence it, namely external and internal changes in the United States environment which are influenced by three classifications, namely personal change, political change, and social-economic change against each factor, both externaly and internaly. This research is a descriptive qualitative research. The data collection method used in this research is literature study. The data were obtained from various books, journals, electronic media and digital documents/reports, while the data analysis used sorting from the various data that had been collected and analyzing the data that was close to the focus in this study. Interpretation of the data obtained can then be poured through a description in form of writing and graphics. Based on the research that has been done, it was found that the typology of US foreign policy adaptation is promotive adaptation.

Abstract

This study aims to conduct a bibliometric analysis of the theme of political identity. This topic has recently become a center of attention and the strengthening of right-wing populism, for example, has succeeded in giving victory to several leaders such as Donald Trump, Josh Bolzonaro, and Duterte. Using the Scopus database from 2016 through 2021, concept mapping and clustering related to the theme of political identity will be seen. Data was collected through searching the Scopus database with the keyword political identity which resulted in 520 related articles. The data analysis focused on cluster analysis, dominant topics, related themes, and mapping of political identity study topics, based on the number of articles visualized and analyzed using VOSviewer and WordStat 8 software. This research shows that the study of political identity has four dominant keywords that often appear, namely: Political Identity, identity, Politics, and Political Ideology. This means that these four topics are the main focus of attention written by most authors. This shows that the topic of politics is very closely related to its use as a basis for one’s politics and will become a big challenge for democracy in the future.

Abstract

Tangerang City is the most populous city in Banten Province, it has the potential to cause environmental problems. One of the problems in Tangerang City is the management of domestic wastewater. This study aims to analyze the politics in public services of Tangerang City Government for Domestic Wastewater Management. This study used a qualitative method with descriptive analysis, where the data sources consisted of primary and secondary data. Primary data were obtained from interviews and observations and secondary data was obtained from documents issued by the Tangerang City Government. The results of this study indicate that the Tangerang City Government has assigned several agencies, such as the Regional Planning Agency, the Health Office, and the Department of Housing, Settlement, and Land, to respond to political demands from the community in managing domestic wastewater. In public service politics, the Tangerang City Government not only provides facilities and formulates service management, but also makes democratic local regulations and opens up space for the community to provide input and evaluation. In addition, this study finds that local regulations do not regulate substantive issues as institutions that bind domestic wastewater management in Tangerang City. The Tangerang City Government realizes that meeting the needs of the community is a political responsibility that must be fulfilled.

Abstract

Erik Kuhonta, a Southeast Asian expert, describe in his article on institution of the states in Southeast Asia that among the spectrum of clientelism and regal-rational bureaucracy, only Singapore and Malaysia could be considered as having an administrative system of rule and law based – of administrative state – the closest to being labeled as legal-rational bureaucracy. Among others he observed, the Philippines is categorized as a patrimonial system, whilst Thailand and Indonesia are recognized as in the middle, with some patrimonial practices still occurring but functioning bureaucracy legal system. This study tries to find the answer to these questions: How do the clientelism and patrimonialism practices in democratized Indonesia and the Philippines local politics? The study concludes that both in Indonesia and the Philippines patronage politics is very much marring the democratization process, economic development, welfare parity, and bureaucratic reform through practices of various kinds of clientelistics approach. Democratization is not a strategy for the elimination of clientelism and patrimonialism, moreover we see meritocratic and Weberian legal-rational bureaucracy still existing in countries with clientelism and patronage politics, such as Taiwan, Japan, and South Korea, or in countries that do not need full-fledge democracy, such as Singapore and Malaysia. We could even see clientelism being regulated in more developed democracy. This study shows that in countries that has clientelism practices yet do not have the effect of corruption and could manage poverty reduction program has society of better economic welfare and higher education background.

Abstract

ABSTRACT. Money politics conducted by political actors has inadvertently harmed the order of democratic civilization, which seeks to produce exemplary leaders with competence and morality. The practice of money politics is still prevalent in the local community of Singkil Regency, where it is considered pervasive. This is evident in every political contest for the Pileg and Pilkada, where candidates distribute cash, goods, and basic necessities. Observations on the ground indicate that there is a strong suspicion that the people there are extremely pragmatic in their political choices; they do not see the potential figures of the candidates but rather candidates who can give money to the people they favor. For the analysis of the aforementioned issues, a qualitative method involving observation, interviews, and documentation was employed. The study’s conclusion demonstrates that money politics is a form of buying and selling votes, which is one of the issues that must be addressed in general elections. However, state election supervisors in the regions, such as Panwaslih, continue to have limited manpower, time, and resources to oversee the practice of money politics during elections. As a result, the establishment of Gampông Politik as a socio-political institution is an important strategy for eradicating money politics by instilling democratic values, providing political education, and enforcing the law.

Abstract

Conflicts and tensions in the South China Sea are getting bigger after the People’s Republic of China claimed control over the Spratly and Paracel Islands and the waters that intersect with most of the countries in Southeast Asia. China’s efforts to place military forces on the two islands and the intensification of their ship patrols in the waters of the South China Sea indicate that China wants to strengthen its claims and hegemony, although of course these claims immediately receive a response from countries whose borders intersect in the South China Sea, mainly ASEAN member countries. This research used a descriptive qualitative research method. The source of the data for this research consists of secondary data which is gained from reports or media coverage that examine security issues in the South China Sea. Various data that have been obtained are then checked for validity through data validation techniques, where this technique carried out through triangulation of data or sources. As a superpower, the United States does not remain silent but participates in balancing security for countries that feel they are being claimed. Because what China has done is considered to have the potential to limit the rights and freedoms of the international community in using the waters in the South China Sea as their trade access, the United States and its allies who are members of AUKUS (Australia, United Kingdom, and the United States) are indeed pushing for the principle of freedom of navigation. On this basis, the United States took steps to address the problems and tensions in the South China Sea. The legal umbrella used by the United States is the same as that used by ASEAN countries, namely based on the 1982 United Nations Convention on the International Law of the Sea (UNCLOS 1982).

Abstract

This study describes the important role of social media in politics in interacting with digital networks. Eri – Armudji further highlight the advantages of PDIP in order to gain promotional votes on Instagram and Facebook media with embedded text in various forms of campaign content to field implementation. PDIP brings Eri – Armudji as a leader in the City of Surabaya 2020-2024. This study uses descriptive qualitative, data collection through interviews, documentation, and observation. The theoretical approach uses Niffenegger’s political strategy of 4P (Product, Promotion, Prince, Place). Research results, First; shows that the success of PDIP Surabaya as a political party has a high correlation with figures, community members in increasing their popularity and electability through coalitions of parliamentary and non-parliamentary parties to the use of social media. One of them continues to introduce Eri – Armudji by carrying out campaign movements through the 4P strategy that has been proven to win the superior vote of 597,540 voters or 56.94% of political opponents. Second; Eri – Armudji’s political campaign during the pandemic used a candidate platform approach, humanist-religious, economic value, mass communication skills both in the field and in social media as a means of winning political campaigns online with of followers of Eri Cahyadi on Instagram 26,000 – Facebook 6,695, while followers Armudji on Instagram 19,700 – Facebook 1,205. So that social media has an effect on increasing victories of Eri Cahyadi and Armudji with a cross-party coalition strategy approach and strengthening the acquisition of parliamentary seats in the DPRD in the city of Surabaya.

Abstract

Women have an important role in politics, where their representation becomes a role model for other women. PAN and PKB are the two parties that won quite a large number of votes in the 2019 elections. However, the percentage of elected women legislators from these two parties does not represent the fulfillment of the 30% quota. This paper analyzes the strategy for selecting women members of PAN and PKB in the 2019 elections, using qualitative research methods. Through interviews and literature searches in the form of books and journals as well as other supporting references, this research yielded several important results. The results of this study indicate that there is a use of resources and funding by women legislators as part of the campaign. As for the differences in the strategy for electing women legislators between the two parties, that PAN women are more on the use of personal social networks and not through ‘Aisyiyah and PUAN. This is different from the PKB, in which elected women legislators use social and political capital from their involvement in Fatayat NU and women of the nation. The supporting factors for the election of both were due to the socio-political capital possessed and the figure of a female legislature member. While the inhibiting factors come from the patriarchal perspective of society as well as competition with male and female legislative candidates, both from the same party and not.

Abstract

How does decentralization provide good public services among traditional fisherfolk and diminish the exploitation of marine resources? This article discusses the positive impact of decentralization on the patron-client relationship of the fishing community by depicting the articulation of social relations and power relations tied among the fisherfolk Sangkarrang Islands, City of Makassar. By employing the theory of access, this study revealed that the proliferation of the Sub District of Sangkarrang had configured the landscape of socio-political interaction. This condition was restructured by the relation of production among producers and successfully eliminated the over-exploitation of marine resources in Sangkarrang Islands. Social hierarchy became more opened and allowed the vulnerable group to access the services provided by the government. They could also channel their political aspiration without being interfered with by a higher social class. At the same time, the political landscape had been rearranged and control from elites tended to be declined. In conclusion, decentralization had increased democratization for local people and had brought public services to be more efficient, including the decreasing of marine exploitation.

Abstract

This study will identify the pros and cons of active ARMY/POLICE being appointed as regional heads in 2022. In its journey, Indonesia has changed in organizing general elections; from the beginning, the public was allowed to vote for candidates from 2004 to the present. Ahead of the Simultaneous Regional Head Elections in 2024, several regions in the country will experience a leadership vacancy due to the expiration of the terms of office of governors, and regents/mayors starting in 2022. To fill the vacancy in leadership positions, the government can appoint an official until simultaneous regional elections are held in November 2024. This becomes a problem because the appointment of active TNI-Polri officers as acting (Pj) regional heads has caused a polemic. This study uses qualitative research using secondary data from news and journals related to the research. The results of the study indicate that some support this, it can be done with a note that the active TNI/Polri in office must still be supervised, and the positions occupied are equivalent to their duties. However, not a few refuse because this can reduce the value of democracy, and the TNI/Polri, which should focus on state security, will bring back the Dual function (dwifungsi) of the Armed Forces, which can disrupt the political system in Indonesia.
