Abstract

Metode quick count (hitung cepat) mulai merebak ditanah air semenjak diberlakukannya pemilihan umum langsung, baik nasional maupun pemilihan kepala daerah langsung (pilkada). Metode ini dengan cepat menjadi sebuah alternatif baru yang diidolakan para pemangku kepentingan atau pihak-pihak yang terkait dengan perebutan kekuasaan (pemilu) baik dalam skala nasional dan dalam konteks lokal. Penelitian ini dilakukan pada bulan Januari 2012. Metode penelitian yang dipakai adalah kualitatif analisis dengan studi pustaka dan observasi pilkada Kabupaten di Lampung sepanjang tahun 2011.. Abstract

The objectives of this research was to identify the effectiveness of consultant?s communication strtegy in giving proper comprehension to the society about BLM PNPM-MP and to identify the effectiveness distinction of the four applied communication methods in communication strategy, that are informative method, educative method, persuasive method and mixed method (informative and persuasive methods). The method used in this research was mixed method (Quantitative and Qualitative). The total number of samples in this research were 30 for each communication method applied and determining randomly. The informant for qualitative approach consisted of 6 respondents. The data of the research were analyzed using descriptive statistic and anova. The results of the research showed that the consultant?s communication strategy was ineffective because every communication methods applied still used single media strategy. From four communication methods applied, educative method had higher such as informative method, persuasive method and mixed method (informative and persuasive methods).

Abstract

The authority of SMA / SMK, originally managed by the Regency / City Government, has been transferred to the Provincial Government. It aims to increase and equal the quality of education. In Banten Province. there are several issues related to the transfer of authority, including asset administration, both human and physical assets, as well as the ability to provide good and equitable services, and budget readiness. There are two approaches to solve it. The first approach is cluster quality and achievement, the second is cluster of educational access. Both approaches have different program priorities. Inventory and validation of personnel, facilities and infrastructure of SMA/SMK must be submitted to the Province in order to obtain certainty related to the number and needs.

Abstract

Desa sudah ada sejak dahulu jauh sebelum NKRI lahir, oleh karena itu sudah sepatutnya desa mendapatkan perhatian yang serius dari pemerintah. Eksistensi desa dalam struktur pemerintahan di Indonesia terus mengalami perubahan seiring dengan kepentingan rezim yang berkuasa. Ketika orde baru, desa ditempatkan sebagai unit pemerintahan terkecil yang langsung berada dibawah kecamatan. Masa orde baru, desa-desa di Indonesia mendapatkan perlakuan yang sama karena memakai pendekatan "penyeragaman" demi tujuan stabilitas politik. Memasuki masa reformasi, secara normatif desa mempunyai posisi yang berbeda dengan orde baru. Hal tersebut dapat dilihat dari UU yang menjelaskan bahwa negara mengakui desa beserta hak-hak traditionalnya selama masih dalam konteks NKRI, atau dengan kata lain desa sudah mempunyai otonomi. perdebatan tentang konsepsi otonomi desa masih terus bergulir hingga melahirkan argumentasi bahwa desa harus diatur oleh UU tersendiri. Proses panjang perumusan konsep ideal otonomi desa harus berorientasi pada kemandirian dan kesejahteraan masyarakat.

Abstract

Kinerja merupakan hasil kerja yang dicapai oleh seseorang atau kelompok dalam organisasi dilihat dari kualitas dan kuantitas pekerjaan yang dilakukan. Kabupaten Timor Tengah Utara mengalami permaslahan yang sangat kompleks berkaitan dengan tingkat pertumbuhan penduduk yang tidak merata dari berbagai aspek seperti ekonomi, pendidikan, kesehatan, sosial politik dan lain-lain. untuk mengatasi permasalahan kependudukan tersebut pemerintah Kabupaten TTU berupaya mengatasinya dengan melaksanakan program KB. untuk mendukung program tersebut diperlukan kinerja yang baik dari penyuluh KB. Kinerja penyuluh KB pada BP2KB TTU belum optimal karena belum memadai dana operasional lapangan dan pelaksanaan tugas penyuluh oleh PPLKB belum tepat waktu, namun kekurangan tersebut masih ditopang oleh aspek-aspek yang mendukung antara lain tersedianya fasilitas yang memadai, adanya kerjasama yang baik.

Abstract

Implementation of Good Corporate Governance (GCG) driven by two objectives:the implementation of Good Corporate Citizenship and the interests strengthening of the company and economy.Attention employee relationship with companies that implement good corporate governance with two objectives:1. Employee have the benefit of the company is growing. Employee need income for survival and self- actualization of the company. Because it requires continuity of income for their livelihoods, they also need employee who have continuity of work where continuity of their business. 2. Employee have an interest in the fulfillment of the rights of employee. Labor as a factor of production need to be treated well and secure their rights in accordance with the Act in force, so that the industrial relations that occur going well. Employee and Labor Union in GCG implementation can act as a responsible wishetlblower, which is intended only for the betterment of the company, not for personal interest or a certain group or competitor companies. Besides as wishetlblower also play an active role in the creation and implementation of the Perjanjian Kerja Bersama (PKB) with respect to internal and external conditions, so there is always harmony between the employer / company management in order to progress

Abstract

This research aims to analyze the Policy of Smart Banjar Program (SBP) as a pro  public-budget policies implemented in Banjar city  is a political model that comes after the local financial decentralization. Measuring with the accountability studies expected to find new local political dynamics in the contestation will be the mapping of budgeting and budgeting mechanism to buget review in a decentralized system that is more complex than the previous era. Studies accountability in the process of formulating and implementing policy seen from the distribution of local budgets in accordance with the implementation of Good Governance within the framework of local autonomy is an important study. Because of the budget is driven not only be done in a democratic for formulating process, but also should be more pro-poor and pro improvement of human development indicators. The lack of  public  accountability policy which could be involved in monitoring and evaluation. In this space included in assessing public policies  that are being implemented. Public  know the outcome, impact or implications of policies being implemented. The important part is expected in public accountability is the need review and reform on this policy in terms of free education through SBP in the peride 2013. Using the  analytical tool  from David Easton is combined  JD Stewart that accountability identifies five levels: Policy Accountability as accountability for policy choices are made; Accountability Program as the accountability for the achievement of objectives / outcomes  and effectiveness are achieved; Performance accountabilty as accountability towards the achievement of efficient activity; Process accountabilty as accountability for the use-process, procedure, or a decent size in implementing measures adopted; Probity and legality Accountability as accountability for legality and honesty of the use of funds in accordance with approved budgets or obedience to the laws in force. The methode Based on a qualitative approach uses a type of descriptive with case study. Accountability mechanism from any process of accountability in SBP policy in Banjar in 2013 are still experiencing a gap in minimizing accountability so that the process is less transparent, effective and efficient. SBP policies still biased by political interests ahead of the elections (pilkada) of 2013. In addition, elements of society, NGOs, Banjar community in general who became the subject of accountability does not get valid data and information so that accountability externally inadequate.

Abstract

Pangan merupakan kebutuhan dasar yang permintaannya terus meningkat seiring dengan perkembangan jumlah penduduk dan peningkatan kualitas hidup, namun demikian dalam beberapa hal definisi atau konsep ketahanan pangan sangat bervariasi pada banyak pihak yang berkepentingan. Ketahanan pangan mencangkup paling tidak tiga dimensi utama, ketiga dimensi tersebut adalah penyediaan, distribusi dan konsumsi. Kepentingan ketahanan pangan juga menyangkut kepentingan dua sisi, yaitu kepentingan pemerintah dan kepentingan masyarakat. Pemerintah berkepentingan untuk menjamin ketersediaan dan distribusi pangan bagi masyarakat sedangkan masyarakat berkepentingan untuk dapat mengakses pangan. Untuk dapat mewujudkan ketahanan pangan diperlukan adanya kesatuapaduan lembaga/organisasi yang berkaitan dengan pengadaan panngam yang berinteraksi secara harmonis dalam usaha memenuhi kebutuhan pangan.

Abstract

Beban kerja, kompensasi dan kinerja merupakan bagian-bagian yang tidak dipisahkan untuk menciptakan profesionalisme pada sumber daya manusia Guru dan Dosen, karena dari ketiga elemen ini akan terlihat sejauhmana profesionalisme Guru dan Dosen dalam melakukan pekerjaanya.Layak atau tidak layak Guru dan Dosen disebut sebagai profesi akan terlihat dari tingkat kinerja Guru dan Dosen serta kompensasi yang diterimanya. Undang-undang Guru dan Dosen merupakan suatu jawaban dari pemerintah untuk bisa menciptakan kedua profesi ini menjadi salah satu profesi yang bermartabat. Tetapi dalam perjalannya undang-undang ini pun menimbulkan pro-kontra.

Abstract

Integrated Movement Program in the Field of Health, Economy, Education, Infrastructure, and Environment or abbreviated Gerdu Kempling Semarang City Government was launched based on Local Regulation No. 4 of 2008 on Poverty Alleviation and Instruction of Mayor of Semarang number 054/2/2011 on Acceleration of Poverty Reduction Semarang City. This program targets poverty to fall by 2% every year. To achieve these objectives, Semarang City government cooperates with private parties, state-owned enterprises, universities and NGOs. One of the kelurahans who have implemented Gerdu Kempling program is the Palebon village. The Village get CSR from PDAM Tirta Moedal, PT Telkom and Rotary Club for Rp 200 million which is used to carry out empowerment activities. However, there are some problems that affect the outcome of the Gerdu Kempling program in the Palebon subdistrict. Based on this study, this study evaluates the performance of Gerdu Kempling program in Palebon sub-district by observing the phenomenon of input, process, output, and outcome. The approach used is descriptive qualitative with interview data collection method, questionnaire, and documentation study. The data already collected will be presented and reduced then drawn conclusions. The results of this research are that the program input is correct, but the main problem is in the process of improper policy transformation which involves short time of empowerment that is only 1 year, the types of activities that are not in accordance with the needs of the community and not sustainable, and monitoring evaluation only administrative and no measure of success in the program. These problems affect the results of community appraisal of outputs and outcomes where most people state that they are not yet self-sufficient through the Gerdu Kempling program. However, the community also assessed the greatest impact felt is the field of environment and infrastructure.Keywords: Poverty, Gerdu Kempling, Village
