Abstract

Local governments hold economic based policies of one another through the revitalization of traditional markets. But the problems found in the field and the basis of important reasons to be researched because there is a problem that is, the first available buildings such as stores and both have not been filled, second lack of customer compliance in complying with regulations, third Market manager has not been adequate in terms of quantity, parking in the market is not well managed, parking is premanism and not managed by the market, obscurity in the market retribution, the five rental costs are given variatively but There are some traders who don't last long.  This research aims to determine and assess the trade market revitalization policy as well as its impact on the market Sampay district of Lebak, this researcher uses evaluation indicators namely: effectiveness, adequacy, equalization, responsiveness, accuracy and impact of the policy. The method of research is to use qualitative descriptive. The results of this study showed that the evaluation policy of revitalization of traditional markets (case studies in the market Sampay District Lebak has been successful and has a social impact it can be seen from aspects of (1) responsiveness, society responds well The existence of this market, (2) social impact, that is, change the shopping behavior of shopping habits in the modern market into shopping in the traditional market.Keyword : Impact evaluation, market revitalization policy

Abstract

Solo destination is a public service innovation from the  Surakarta City Communication dan Information Departement in the form of a mobile based application. The application in Solo Destination consists of various features including culinary, hotels, public facilities, shopping centers, cultural events, community services, children?s radio and historic sites. The launching of  Solo Destination application service received the MURI award as the first city in Indonesia to provide technology based tourism services through the application. The purpose of this researh is to explain the innovation of public service in the field tourism through Solo Destination. The method used is desk research that utilizes secondary data as a source of literature. The results of the study show taht the implementation of Solo Destination in the Surakarta City provides positive benefits for all parties including the Surakarta City Goverment to provide public services to the public quickly. For the public and tourists can provide services on the potential of Surakarta City easliy and completely

Abstract

ABSTRACT One of the supporting factors for the success of the bureaucracy in carrying out its functions as executor of public services is the existence of quality of bureaucratic leadership. As a means of improving the quality of public services organized by the bureaucracy, some developed countries have implemented Electronic Government. This study aims to explore new concepts for the development of bureaucratic leadership theory and electronic government implementation of the quality of public services. The design of the study used a quantitative approach to test the truth of the theory against empirical reality from the influence of bureaucratic leadership variables (X1) and the implementation of Electronic Government (X2) on the quality of public services (Y). The results of this study, Bureaucratic Leadership proved to have a positive effect on Public Service Quality, amounting to 39.6%. The implementation of Electronic Government proved to have a positive effect on the Quality of Public Services, amounting to 33.9%. Bureaucratic leadership and Electronic Government Implementation together have a positive effect on the Quality of The Population and Civil Registration services in the Cilegon Municipality Population and Civil Registration Agency, at 28.6%. In order to preserve this positive influence, Cilegon Municipality Bureaucracy leaders are advised to continue to improve: Employee Motivation, Employee Quality, Effectiveness of Electronic Government-based Service Socialization, Electronic Government-based Organizational Culture, and e-Leadership.Keyword: Bureaucratic Leadership, Electronic Government, Public Services ABSTRAKSalah satu faktor penunjang keberhasilan birokrasi dalam menjalankan fungsinya sebagai pelaksana pelayanan publik adalah adanya kepemimpinan birokrasi yang berkualitas. Sebagai sarana dalam upaya meningkatkan kualitas pelayanan publik yang diselenggarakan oleh birokrasi, beberapa negara maju mengimplementasikan Electronic Government. Penelitian ini bertujuan untuk menggali konsep  baru bagi pengembangan teori Kepemimpinan Birokrasi dan Implementasi Electronic Government terhadap Kualitas Pelayanan Publik. Desain penelitian yang digunakan dengan pendekatan kuantitatif untuk menguji kebenaran teori terhadap kenyataan empirik dari pengaruh variabel kepemimpinan birokrasi (X1) dan implementasi Electronic Government (X2) terhadap kualitas pelayanan publik (Y). Hasil penelitian ini, Kepemimpinan Birokrasi terbukti berpengaruh positif terhadap Kualitas Pelayanan Publik, sebesar 39.6%. Implementasi Electronic Government terbukti berpengaruh positif terhadap Kualitas Pelayanan Publik, sebesar 33.9%. Kepemimpinan Birokrasi dan Implementasi Electronic Government secara bersama berpengaruh positif pada kualitas Pelayanan Publik Kependudukan dan Pencatatan Sipil di Dinas Kependudukan dan Pencatatan Sipil Kota Cilegon sebesar 28,6%. Guna menjaga kelestarian pengaruh positif ini, pimpinan Birokrasi Kota Cilegon disarankan untuk terus meningkatkan: Motivasi Pegawai, Kualitas Pegawai, Efektifitas Sosialisasi Pelayanan berbasis electronic Government, Budaya Organisasi berbasis Electronic Government, dan e-Leadership.Kata Kunci: Kepemimpinan Birokrasi ,E-Government, Pelayanan Publik.

Abstract

This research aims to evaluate the factors that influenced the behavioral intensity of apparatus for using official electronic mail in public organization based on perceived user with Theory Acceptance Model  approach. Data used in this research is primary data by using questionaire. Sample collection methods used in this research was random sampling technique. Data analysis in this research uses Structural Equation Modelling (SEM) with component or varian based with Partial Least Square. The result showed that perceived ease of use significantly positive influence to perceived usefulness, perceived ease of use significantly positive influence to attitude toward using, perceived usefulness significantly positive influence to attitude toward using, behavioral intention to use significantly positive influence to actual system usage. In the other correlation path, this research also show that perceived usefulness has no significant effect on behavioral intention to use, and  attitude toward using has no attitude toward using behavioral intention to use.

Abstract

Many government organizations have implemented e-government. The use of information and communication technology in governments business process spreads only in the central and local government but also in the village level. One of the most important issues in e-government implementation is institutional readiness. This paper aims to examine village government readiness through comparative analysis. The study is located in the Pemalang regency, one of the most active regencies in developing e-government in the village level.  Semaya and Pegiringan Village was chosen as research loci since they represented successful and un-succesful outcome of e-government initiatives. To address the research objective, a case study was conducted. The data was drawn from in-depth interview, observation on website and business process, and relevant documents. We find that e-government readiness in the village level can be assessed from the following aspects: data system, regulatory framework, institutional arrangement, human resources, technological infrastructure, and strategic thinking of leadership. Some policy implications can be drawn to improve the e-government readiness in village level.

Abstract

Konsep pembangunan berkelanjutan (SDGs) masih terus diimplementasikan sampai tahun 2030. Komitmen yang dibangun harus sesuai dengan tujuan SDGs seperti pada aspek perekonomian untuk mencapai tujuan yang dilakukan  sampai pada tingkat desa seperti di Desa Sukaratu. Untuk mencapai tujuan tersebut, tidak hanya pemerintah yang berperan aktif namun partisipasi besar dari masyarakat lokal sangat dibutuhkan sehingga mudah bagi desa untuk dikembangkan contohnya telah terbetuk desa wisata di Desa Sukaratu. Namun tidak hanya sebatas terbentuk desa wisata, perlu adanya pengembangan berkelanjutan sehingga status desa wisata mandiri dapat dicapai dan secara langsung berdampak adanya pergerakan perekonomian masyarakat desa menjadi lebih baik.  Penelitin ini bertujuan untuk menganalisis bangaimana tata kelola desa wisata berbasis kerakyatan di Desa Sukaratu. Metode yang digunakan yaitu deskriptif kualitatif. Hasil penelitian didapat bahwa tata kelola Desa Wisata Sukaratu berbasis kerakyatan masih belum berjalan dengan baik. Hal ini disebabkan  masih banyaknya warga desa yang tidak mengetahui konsep desa wisata yang berdampak pada sulitnya mengimplementasikan unsur-unsur sapta pesona serta pemenuhan kriteria desa wisata dengan baik.

Abstract

Penelitian ini bertujuan melihat gambaran secara nyata mengenai tingkat kemampuan inisiasi anggota DPRD Kota Cilegon dalam perumusan Peraturan Daerah. Metode penelitian yang digunakan adalah kuantitatif. Instrument dalam penelitian ini berbentuk kuesioner berdasarkan teori kemampuan (Wibowo, 2009). Teknik pengumpulan data dengan observasi dan studi kepustakaan. Teknik sampling yang digunakan sampel jenuh dengan jumlah sampel 60. Teknik analisis data yang digunakan dalam penelitian ini adalah statistik deskriptif yaitu pengujian t test satu sampel. Sedangkan untuk pengujian validitas instrument dengan menggunakan rumus korelasi product moment dan Pengujian reliabilitas instrument dilakukan dengan internal konsistensi dengan menggunakan teknik belah dua. Sesuai hasil penelitian diperoleh fakta bahwa tingkat kemampuan inisiasi anggota Dewan Perwakilan Rakyat Daerah Kota Cilegon dalam perumusan Peraturan Daerah sudah mencapai angka 87,54% melebihi angka yang diharapkan yakni 70%. Berdasarkan hasil pengujian hipotesis dengan uji t-test satu sample diperoleh harga thitung lebih besar dari pada harga ttabel (37,037 > 1,671), Dengan demikian maka hipotesis nol (Ho) yang penulis ajukan ditolak dan hipotesis alternatif (Ha) yang penulis ajukan diterima

Abstract

The environmental office of the City of Bukittinggi as the main mover in responsible waste management and encourages the community to be involved in solid waste management, that the waste problem will not be solved if only relying on the government, needs community support and participation, one of them is by establishing a waste bank. This study aims to describe how waste management is carried out by the City Government of Bukittinggi. The method used in this study is descriptive qualitative, data collection techniques using interviews, observation and documentation. To test the validity of the data found in the field with source triangulation techniques. The researcher used management theory by John F. Mee. Based on the results of the study, it can be concluded that the waste management carried out by the City Government of Bukittinggi has been going well. This can be seen from the application of a management perspective that plays an important role in the overall process of waste management starting from planning, organizing, giving motivation and supervision. But in the waste management process by the City Government of Bukittinggi there are still some problems and shortcomings in the management process, namely in the planning and organizing process.

Abstract

Improving the quality of public services is an important concern for the government, this is evidenced by the enactment of Law Number 25 of 2009 concerning Public Services. The recording service for electronic resident identification cards is an administrative service provided by the government to its citizens. However, the reality in the field of electronic ID card recording service at Kanor District Office is not in accordance with the expectations of the community in obtaining public services, this can be explained from the lack of service speed, courtesy and friendliness of service personnel, implementing competence, and facilities and infrastructure in the service room. This study aims to find out and explain the service of recording electronic identity cards in the Kanor sub-district office (study of the quality of public service). The approach mix method in which qualitative data generalised through whislt quantitative data. Determination of informants using purposive snowball sampling. Data analysis uses data collection, data reduction, data display, and conclusion drawing / verifying. The results showed that the service quality of electronic resident card recording at the District Office of Kanor was from the aspect of infrastructure and facilities, implementing competence and good implementation behavior, but from the aspect of slow service time (not good).

Abstract

This study aims to look at the development of agricultural land use in Bungo District for the use of other businesses such as plantations, mining, and other commercial buildings as well as analyze policies in the use of agricultural land to non-agriculture. This research applies qualitative methodology in descriptive analysis. The results of the research are formulated as alternative policies, namely the formulation of policy revisions or renewal of Regional Regulation Number 13 concerning the 2013-2023 Regency Spatial Planning and Regency of Bungo. Next steps are determined from the results of the recommendations as follows: (i) Immediately formulate and formulate policies by inviting all stakeholders to prevent the practice of transferring agricultural land to other uses; (ii) This rule can be implemented by involving various roles from agricultural groups in the village on an ongoing basis and inviting cooperation with the local village government; (iii) When a business actor who wants to use agricultural land for other purposes must go through environmental analysis and studies and can only be used by the community that has the original identity of the village in question. The Bungo District Government needs to do (i) preventive prevention by inviting all stakeholders in the village government (ii) validation of regulations related to the use of productive agricultural land use in the 2013-2023 RTRW Perda.
