Jurnal Pemberdayaan Masyarakat: Media Pemikiran dan Dakwah Pembangunan (ISSN : (p) 2580-863X | (e) 2597-7768 ) is a peer-reviewed journal published and managed by Islamic Community Development, Faculty of Da'wah and Communication, UIN Sunan Kalijaga Yogyakarta in collaboration with Asosiasi Pembangunan Sosial Indonesia (APSI) and Perkumpulan Pengembangan Masyarakat Islam (P2MI). This scientific journal specifically addresses findings, new methods, and research experiences on Muslim society development. This journal includes, but not limited to, research in social policy of development, community-based tourism, Islamic philanthropy of development, and Islamic community development. The journal has been indexed in DOAJ and accredited by the Indonesian Ministry of Research Technology and ranked Sinta 2 (second grade) by Science and Technology Index.

Abstract

Halal tourism analyses of the development goals often stress the importance of the locality-asset promotion, in which dynamic changes to support the development of potential asset and enterprises players have become driving factors in producing generous well-being outcomes. Challenging such analyses, this article highlights the importance of understanding how locality-based halal tourism contributes to the wider-ranging of reformulated tourism policies in Bangka Belitung. Using a qualitative method, the article investigates the promotion strategy of the development of halal tourism involved the role of policymakers, where the data obtained interviews and documentation. The informants were selected by purposive sampling to understand how halal tourism developed. As it turns out, significant variables expanded in terms of halal tourism's features and advantages, and it is necessary to involve the religious institution driving forces that issued the halal production legality. It is profitable to provide various facilities to support halal tourism development. The collaboration between the Indonesian Ulama Council and the Ministry of Religious Affairs has been significantly affected to arrange reformulated the development of halal tourism to reference local governments to formulate policies in the local context. As an implication, promoting a new tourist destination needs a readjusting of the term halal friendly that implicated business players in managing the tourism industry.

Abstract

The COVID-19 outbreak has harshly accelerated existing future of social life and changed how people approach and act toward it, including in the aspect of sport and tourism, that can be claimed to have created the pandemic's new social orders. This article, in essence, examines the cycling meanings and experiences of Yogyakarta’s cyclists in both individual and communal contexts during the pandemic. Having been categorized as an active sport which supports social and physical distance campaigns, the shift of meaning of cycle tourism both to increase immune system and to enjoy sightseeing at once is applied to critically explain the way people understand the cycling itself. In line with the motivational aspects, the meaning of cycling has shown fascinating facts shifted from regular sport to be more valuable due to disruptions during the pandemic. By applying qualitative descriptive methods, this research conducted observations and interviews with cyclists and cycling communities. This article shows two findings. First, the shift of meaning and awareness of cycling is considered as a pandemic sport because of a compatibility with its health protocols and as a sustainable tourism sector; and second, the emergence of cycle tourism as a pandemic lifestyle shaped constantly with social narratives of a pandemic. The psychological aspects have also become additional notes explained by this article.

Abstract

This study aims to describe three discussion topics about the importance of the coffee commodity for the Gayo community, the impact of COVID-19 on Gayo coffee farmers, and to analyse the policies implemented by the government in minimizing the losses of farmers affected by COVID-19 in the framework of maqāṣid sharia. This type of research is qualitative, with data methods through in-depth literature reviews of primary and secondary sources of previous scientific research, government agency reports and online media. The results showed that Gayo coffee has made a major contribution to food security, but since Covid-19 it has implications for coffee price fluctuations which have an impact on decreasing people’s income. Therefore, the government issued a Warehouse Receipt System policy, with the aim that Gayo coffee farmers could use warehouse receipts to obtain financing facilities from banks in financing food security and coffee production needs. The policy taken by the government in minimizing the risk of loss for Gayo coffee farmers is a manifestation of the value of the maqāṣid sharia values in maintaining self-preservation (ḥifẓ nafs) and preserving property (ḥifẓ Mal) so that they can continue to survive in order to maintain welfare even during the pandemic. This effort can also be used to strengthen the Gayo coffee production chain because in addition to obtaining financing to meet production needs, it can also be used to meet food during a crisis.

Abstract

Mosque has a pivotal role during the most critical phase in a natural disaster. However, mosque administrators frequently have no good comprehension of the other function of mosques other than a place of worship. When refugees of a natural disaster took shelter in the mosque, the mosque administrators were uncertain between keeping the mosque holiness as the house of God or prioritizing humanity first. This study discussed the responses and challenges of mosque administrators and refugees during making mosques as emergency shelters. This paper applied a qualitative approach to gather responses and challenges experienced by the administrators of Baiturrahim Mosque and a quantitative approach to survey why refugees chose the mosque as shelter. The value of this paper was to describe the different views of the mosque administrators regarding the function of the mosque, including the many challenges faced due to lack of knowledge and experience. Nine reasons why refugees chose mosques as shelters were assessed based on percentage. Refugees were faced with strict norms of decency and ethics from the mosque. Equalization of perceptions among administrators about the function of mosques and education to the community is essential in the mitigation phase. Therefore, we recommend the disaster authority make regulations and standard operating procedures to guide the work and direction of building mosques in disaster-prone locations for future preparation.

Abstract

The purpose of this study was to determine and examine how student career perceptions are handled by students related to the environmental impact, talents, and COVID-19 circumstances on career services at State Vocational School 3 Klaten. This study uses a qualitative approach. Respondents were students and teachers of Guidance and Counselling at state vocational high school 3 Klaten. The findings indicate that students' career conceptions are connected to the environmental influence, skills, and the COVID-19 settings surrounding career services and that these beliefs favourably affect students' self-development. The findings indicate that the results of interviews with students regarding factors influencing their perceptions of career counselling and career development, including talents, promising career planning with parental support and the impact of the environment, career exploration, career development, and support from learning facilities during the COVID-19.

Abstract

Maher Zain is an icon of Islamic pop culture with the largest market share in the world. Indonesia constitutes the largest Maher Zain's fan base with multiple platinum awards and recorded million copies of album sale. Maher Zain's rise to fame coincided with the shifting of conventional Islamic authority, which turned from Kiai or Ulama to popular Muslim preachers. These preachers seek aspirations of Islamism in social and political movements through the da’wah institutions they lead. This article is aimed to examine the intersection between the Islamic pop culture industry, Maher Zain as a leading Muslim singer icon, and the strategies of Islamic activism of da’wah in Indonesia. This research found that popular preachers utilize their charitable activities, philanthropy and Islamic da'wah to legitimize and capitalize on Maher Zain's popularity in Indonesia, by playing role in the capitalistic mechanism of the Islamic music industry. These da'wah institutions operate through industrial mechanisms for the benefit of Islamic da'wah activism in Indonesia and even become an advantage in the midst of the struggle for political Islam in Indonesia.

Abstract

In recent years, Canada has become a global leader in refugees and the top world leader in refugee resettlement. Direct participation by civil society, mainly dominated by the religious congregation and faith-based organizations in resettlement, has been the hallmark of Canada's private sponsorship program and a significant element in its success.  This paper explores the evidence base of existing literature covering religious engagement within Canada's umbrella of refugee resettlement. Religious engagement is exemplified by the involvement of religious groups, congregations or communities in refugee resettlement which defines and shapes this policy, particularly in the private refugee sponsorship program.  Despite challenges shadowing the process, religious engagement contributes to more outcomes given its potential social capital. It is predicted that religious groups will continue to be leading actors within Canada’s resettlement programs.

Abstract

This study aims to determine community empowerment that can be done through the Village-Owned Enterprises (Badan Usaha Milik Desa/BUMDes) program to support village income. Problems related to disparities in villages in areas that require a development strategy through empowerment programs, require the role of government and society in carrying it out. The type of research of this article uses the literature review method which comes from previous research indexed by the Scopus Database and processed in the Vosviewer application. In this study, it is revealed that the role of BUMDes can increase village income and prosper the village community, and then it can support development in the region. The role of rural communities is very much needed for regional development efforts; especially during the COVID-19 pandemic the existence of BUMDes can increase the country's economy which had experienced a decline. The main key in increasing BUMDes as a regional development strategy is through increasing community participation.

Abstract

The model of zakat management in the modern era is divided into two, namely the charity model (consumptive zakat) and the productive zakat model (zakat empowerment). So far, zakat distribution uses a lot of charity models so that it does not give long-term contribution because it is consumptive. Through this article, I would like to explain the marketing of productive zakat (empowerment model) with the name of the program Mas Zakky and see its impact on society. Distribution Mas Zakky’s model is done in four stages, namely the determination of the right muztahiq (recipient program), debriefing, giving power, and mentoring are tightly controlled. This study found that the keyword for the success of the zakat empowerment program is that it should not stop at giving assistance, but must be assisted within one year so that new habits are formed from the mustahiq. The new habit arises because of awareness, habituation, and strict control through monitoring of good financial management, which mustahiq are required to provide daily business reports, monthly profit reports, savings obligations of at least 2.5 percent of gross sales every month, and learn to invest input “sedino sewu” (one day one thousand rupiah) cans in their place of business. Mas Zakky’s program has an impact on the loss of the mustahiq conditions due to the emergence of new jobs, the growing awareness that trading business is a form of profitable work, the emergence of awareness to save, diligently praying Dhuha, the formation of tissue, and the emergence of habits of infaq (donation).Model pengelolaan zakat di era modern dibagi menjadi dua, yaitu model carity (zakat konsumtif) dan model zakat produktif (zakat pemberdayaan). Selama ini penyaluran zakat banyak menggunakan model carity sehingga kurang memberi kontribusi jangka panjang karena sifatnya konsumtif. Melalui artikel ini penulis hendak menjelaskan pentasarufan zakat produktif (model pemberdayaan) dengan nama program Mas Zakky dan melihat dampaknya bagi masyarakat. Pentasarufan model Mas Zakky dilakukan dengan empat tahap, yaitu penentuan muztahak yang tepat, pembekalan, pemberian daya, dan pendampingan yang terkontrol secara ketat. Penelitian ini menemukan bahwa kata kunci keberhasilan program zakat pemberdayaan adalah tidak boleh berhenti pada pemberian bantuan, namun harus dilakukan pendampingan dalam waktu satu tahun sehingga terbentuk kebiasaan baru dari para mustahik. Kebiasaan baru tersebut muncul karena penyadaran, pembiasaan, serta kontrol ketat lewat pemantauan tentang manajemen keuangan yang baik, yangmana mustahik diwajibkan untuk memberikan laporan usaha harian, laporan keuntungan bulanan, kewajiban menabung minimal 2,5 persen dari penjualan kotor setiap bulan, dan belajar berinfaq dengan menaruh kaleng “sedino sewu” di tempat usaha mereka. Program Mas Zakky berdampak pada mulai hilangnya kondisi fakir para mustahik karena munculnya pekerjaan baru, tumbuhnya kesadaran bahwa usaha dagang merupakan bentuk pekerjaan yang menguntungkan, munculnya kesadaran untuk menabung, rajin sholat dhuha, terbentuknya jaringan, dan munculnya kebiasaan berinfak.

Abstract

Kertajaya Village has a high unemployment problem. But the potential for growth is quite large because it is in the Ring I area of PT. Pertamina (Persero) TBBM Bandung. Correct if the CSR program called Kertajaya Creative Destination becomes a priority agenda. CSR programs must run well. Laterally with the main objectives of the Sustainability Development Goals (SDGs). This paper also describes the CSR program that has been consecutively in Kertajaya Village. The steps taken in unraveling the success of CSR programs through the analysis of the community satisfaction index. This paper finds that CSR programs that are running are considered positive by the community. Showed by the survey conducted for 18 beneficiaries had a final score of 3.48. This assessment is included in the “very good” category. This valuation is applied to 8 programs that have been successively, including the bag craftsmen group, the Eco-Blinder artisans group, West Bandung creative economy forum, Balai Seni Barli (BSB) tourism, Kertajaya youth clubs (karang taruna), Kertajaya culinary producers, Turban groups, and Masebajaya groups. After being analyzed using the sustainability compass method, there are two groups that need to be improved by the program, namely the Turban and Masebajaya groups. The sustainability compass method is used as an offer to stakeholders to follow up on the input generated from this paper. The main schemes studied are nature, economy, society, and well-being. As a dealectically, the main purpose of this paper is not as a discourse but rather a blue print of policy changes.Desa Kertajaya memiliki masalah pengangguran cukup tinggi. Namun potensi untuk berkembang cukup besar karena ada di wilayah Ring I PT. Pertamina (Persero) TBBM Bandung. Tepat jika program CSR bernama Kertajaya Creative Destination menjadi agenda prioritas. Program CSR harus berjalan dengan baik. Seiring dengan tujuan utama sasaran Sustainability Development Goals (SDGs). Paper ini juga mengurai program CSR yang sudah berjalan di Desa Kertajaya. Langkah yang ditempuh dalam mengurai keberhasilan program CSR melalui analisis indeks kepuasan masyarakat. Tulisan ini menemukan program CSR yang berjalan dinilai positif oleh masyarakat. Terbukti dengan survei yang dilakukan kepada 18 orang penerima manfaat memiliki skor akhir 3.48. Nilai ini masuk ke dalam kategori “sangat baik”. Penilaian ini diberlakukan kepada 8 program yang sudah berjalan, antara lain kelompok pengrajin tas, kelompok pengrajin Eco-Blinder, forum ekonomi kreatif Bandung Barat, wisata Balai Seni Barli (BSB), karang taruna Kertajaya, Produsen kuliner Kertajaya, kelompok Turban, dan kelompok Masebajaya. Setelah dianalisis menggunakan metode sustainability compass, ada dua kelompok yang perlu ditingkatkan program, yaitu kelompok Turban dan Masebajaya. Metode sustainability compass digunakan sebagai tawaran kepada stakeholder untuk menindaklanjuti masukan yang dihasilkan dari tulisan ini. Dengan skema utama yang dikaji adalah nature, economy, society, dan well-being. Secara dealektis, tujuan utama paper ini bukan sebagai diskursus tapi lebih tepat menjadi catatan blue print perubahan kebijakan.
