The Jurnal Arsip Rekayasa Sipil dan Perencanaan (Journal of Archive in Civil Engineering and Planning) is a peer-reviewed journal published four times a year (March, June, September, and December) that publishes reviewed articles which contribute new results in all areas of the Civil Engineering and Planning. The journal is devoted to the publication of high quality papers on theoretical and practical aspects of Civil Engineering and Planning. The aim of this journal is to bring together researchers and practitioners from academia and industry to focus on Civil Engineering and Planning advancements and establishing new collaborations in these areas. Theoretical papers, practice-oriented papers including case studies, state-of-the-art reviews are all welcomed and encouraged for the advance of science and engineering in Civil Engineering and Planning. All submissions must describe original research, currently under review or not published for another conference or journal.

The Cubo Trienggadeng Irrigation scheme has a potential area of 1,545 Ha while the functional area is 1,090 Ha. Based on the Irrigation Network scheme, Cubo Trienggadeng Irrigation Area consists of 3 (three) zones: Zone I, Zone II and Zone III. In Zone III of the Cubo Trienggadeng Irrigation Area which is the latest area receiving water from the Cubo Trienggadeng Weir often occurs in water shortages especially during the Gadu planting season (second planting season). Paya Sepat irrigation is the reservoir found in Zone III D.I. Cubo Trienggadeng that is not being fully optimized in use. This study aims to optimize the utilization of Paya Sepat Reservoir so that it can meet irrigation water demand in Zone III D.I Cubo Trienggadeng by using the Water Balance method. This reservoir does not have a channel that supplies inflow discharge, so rainwater harvesting becomes a parameter in analyzing the supply of water to the reservoir. The optimization technique used uses a non-linear program using the Solver facility in Microsoft Excel software. Based on the results of the calculation of irrigation water requirements for an area of 204.50 Ha in the Gadu planting season, the maximum volume of irrigation water demand is 40,461.55 m3 at the first period in June, from the results of the optimization using the Maximize Release method, the results show that the water reservoir in Paya Sepat Reservoir can meet the water requirements in the Gadu planting season with an average reliability of 100%. Therefore, it is necessary to regulate the release of irrigation water that is well regulated and coordinated between the reservoir management and water users/farmers.

The provision of clean water in Takengon City, Aceh Tengah Regency is provided by PDAM Tirta Tawar, one of which is through the water network of Oregon Mendale Water Treatment Plant (IPA). However, a preliminary survey at the Oregon Mendale IPA source suggested inadequate water for the community. The aim of this research is to know the factors that must be fulfilled so that a clean water network system can run smoothly. This includes water flow, pressure and flows continuity, maximum daily factor (Fmax) and real peak factor (Fpeak) of the existing network. This study is also to understand the clean water distribution network in the Oregon Mendale IPA resource area. This research uses a descriptive method and field observation. This study suggests the following: the average water consumption is 0,426 m3/customer/day, the maximum water pressure is 1.517 m and the continuity of flow is 6 hours every day. The maximum daily factor value (Fmax) in Kecamatan Kebayakan is 1.13-1.39 and the peak hour factor (Fpeak) is 1.13-1.41. These results suggested that the existing Oregon Mendale IPA is not running optimally.

The influence of brick walls to performance of space frame is often being ignored, even though in this condition walls are participating in strengthen the building. Contribution of brick walls to performance of space frame structure with push over method goal is to know how the impact of walls in building structure performance which is being ignored all this time. Building of alumnus association was being modeled in two condition, first condition with the walls were being ignored and second condition with brick walls were modeled as a strut force. Modeling brick walls as strut alumnus association building Syiah Kuala university increased structure performance at this building. Modelling with brick walls as strut in pushover analysis x direction at MTS model minimize the displacement 6,36% from MTS model and increased building ability to accept base shear 301,71% from MTS model. Modelling with brick walls as strut in analysis displacement at Y direction increase 4,38% from MTS model. This thing showed that walls impacted building performance in bearing base shear. Plastification condition structure element at X direction without strut modeling, there is 54 element which had already collapsed (greater than collapse prevention) whereas at building with strut modelling has 6 element which already collapsed (greater than collapsed prevention). Plastification condition element structure at Y direction in building without strut modelling has 14 element which already collapsed (greater than collapsed prevention).

Basically, aggregate is the one of pavement capacity. The determining of fine aggregate Sabang has low quality because the value absorption is 4.45% greater than 3%. The purpose of this research is to identify the effect of gum rosin substitution on asphalt penetration 60/70 with fine aggregate sabang for Marshall characteristics.The trial method is Marshall method by using dry process. Based on the research results the value of optimum bitumen is 5.87%. from the research result it can be concluded that if the greater value of aggregate then the weight from those type of aggregate is smaller so the weight of the type of maximum mixture become small, whereas the smaller value of aggregate porosity then the weight of the type from those aggregate is larger so that the weight of the maximum type mixture became much larger. The percentage aggregate variation (AHS 50%:AHI 50%), (AHS 75%:AHI 25%), and (AHS 100%:AHI 0%). The results showed the value stability is lower, when percentage of fine aggregate sabang more excessively. The best value stability is 50% of fine aggregate sabang and 50% and aggregate from Aceh Besar. The utilizing of value percent fine aggregate sabang that excess is poor in quality, because binding strength not efectif. One way anova show the value of density, VIM, VMA, VFA, Stability Flow and Marshall shows is F count is larger than the value F table and the value of sig. smaller than the value of , it’s means Ho is rejected and Ha is accepted, meaning is influential.

The Green path in the road is the part of the landscape in the space area of the road which has safety and comfortability function to the road users, supporting education activities, recreation, conservation aesthetics, and area identity and become a character of a city. The plant is the main element in structuring the green road path. The plant functions on the road landscapes are to reduce exposure to direct sunlight and vehicle lights, as a director, physical barrier, movement control, microclimate controller, and wildlife habitat. The arrangement of plant placement in the green path in the area belong to the road likes tree, shrubs which by the principal and regulation of design will deliver more impact regarding aesthetics. This research purpose is to conduct the assessment against trees planting in the green path of the road regarding aesthetic, comfort and safety, effectively to support the layout of Banda Aceh city. Identifying technical incompatibility of tree planting that occurs on the green path of the road and also the need of strategy determine the implementation of the green path of the road.The purpose of this research is to identify the placement of tree on green road path and define the implementation strategy on the implementation of green road path by using a qualitative descriptive method which is supported by perceptions of officials and expert respondents. Sources of data to be used in this study are primary data and secondary data. The analysis result obtained three alternative strategies that is 1) Increase the quantity and quality of trees and improving the planting systems regulation, spacing, and tree species (type). 2) Improve the socialization of green open space masterplan of Banda Aceh city and technical regulations of green road path to utilize open space in space belong to the road and road monitoring room. 3) Increase community participation and support and related parties in creating a systematic green road path according to Green Open Space master plan and technical regulation of green road path

Indonesia has traditional architecture and traditional custom house that are specific and varied according to locally aplicable tradition, one of them is traditional house located in Aceh province called Acehnese house or rumoh Aceh. Lubok Sukon Village in Aceh Province is one of the village that still maintains the Acehnese houses as the residency and phisically as the identity of its region. The current development of residence is more directed to be current modern model of houses. This will threaten the existency of Acehnese houses sustainability and will impact to the physical of its historical area, therefore an effort to preserve the Acehnese traditional housesis needed through community participation so that a sustainable preservation concept can be realized. The metodology applied in this research is qualitative and quantitativecombination method (mixed method) with descriptive analysis. The result of the research shown that the community participation on Acehnese houses preservation is still high based on their concern and interest along with their eagerness to maintain the existency of Acehnese traditonal houses by 82.5%. This is also in accordance with the conditions of the Acehnese housesalthough some traditional elements of the house have undergone changes, but visually the identity of Acehnese houses generally remains visible. The development of Acehnese houses preservation in Lubok Sukon is not only covered the building arrangements, but also the environment of village area.

The public open space in the city center is the identity of a city, which is a gathering place for the community for conducting activities, trading, celebrating, or just spending their spare time. Banda Aceh government has launched Aceh market area as one of historic area (heritage) as well as strategic area of Banda Aceh city. The purpose of this study is to identify factors that led to the transition of function and suitability of the arrangement of public open space facilities through Jhon Lang's theory of Urban Park Design Indicators and RTRW Banda Aceh City 2009-2029. The research methodology used is mixed methods with descriptive analysis. The result of the research shows that the arrangement of public open space facility in Pasar Aceh area has not been in accordance with Urban Design Indicator and RTRW Banda Aceh City 2009-2029. Those become the factor causing the shift of public open space function in Aceh market area. The lack of strict rules governing the parking of vehicles and street vendors also become factors causing the transition of public open space functions in the Aceh market area. Data obtained from the results of the study were analyzed by using SWOT. The SWOT analysis where obtained thre alternative strategy could be applied are : implementation of rules on arrangement and utilization of public open space in the Aceh Market area to be well ordered; implementation of rules with clear law enforcement will discipline street hawkers and motor vehicle owners who abuse public open space function in Aceh Market area; providing public open space supporting facilities and infrastructure in Aceh Market area in accordance with the theory of Urban Park Design Components and Indicators, RTRW Banda Aceh City 2009-2029.

The 3R program is a waste management program that starts from upstream to downstream through reducing, reusing and recycling waste. This study aims to evaluate the success level of 3R based waste management and to identify the level of importance and satisfaction of the community towards the construction of 3R waste treatment facility in Aceh Province. This research uses qualitative method through observation and interview and quantitative method through questionnaire. Evaluation of 3R TPS management activities was conducted through observation and interviews with KSM chairmen based on technical guidance from the Ministry of Public Works and People's Housing (2016). The identification of the level of importance and satisfaction of the community towards the development of 3R TPS facilities is done through the distribution of questionnaires to the local community. Data processing used validity and reliability test, while data analysis used descriptive analysis through Statistical Product and Service Solution (SPSS) v.22 software and biplot analysis through Minitab v.16 software. The results showed that the success rate of 3R based waste management in Aceh Province for west coast area less good with a relative value of 12.30. The capital of the province, the east coast and the central region is good enough with a relative value of 18.20, 17.10 and 17.30 respectively. The level of public interest and satisfaction with the development of the 3R TPS facility for the west coast of the community felt important and dissatisfied with the mean of 4.49 (89.80%) and 2.99 (59.80%), while for the provincial capitals, the east, central and Aceh provinces people felt important and less satisfied with mean importance of 4.45 (89.00%), 4.50 (90.00%), 4.47 (89.40%), 4.48 (89.60%) and mean satisfaction of 3.62 (72.40%), 3.56 (71.20%), 3.27 (65.40%), 3.36 (67.20%).

The addition of the existing heap on the ground interface will affect the ability of subgrade to accept the burden of the embankment and other charges on it. The inability of subgrade in accepting the load will result in a decrease in the vertical deformation and collapse. The analysis was conducted on the National Roads Banda Aceh-Medan KM. 83 + 135 of the Seulawah. The purpose of this study is to analyze whether the brunt of the height of the pile (H Critical) have exceeded the carrying capacity of the subgrade. The analysis was performed by using Plaxis software. The implementation method used in the analysis based on the modeling of the pile height variations by reducing the height of the pile with a certain interval gradually until a critical height (H Critical) heap that causes the achievement of maximum decrease of 2.5 cm. The modeling result demonstrates that when the consolidation of the soil embankment on condition of Hheap soil = 6 m, Hheap soil= 5.4 m, Hheap soil = 4.8 m could able to reduce the height of the soil embankment by 10%, 20%, and 30%, and considered in an unsafe condition. While when the soil embankment consolidation reduce by 40% (H heap soil = 3.6 m) showing in a safe condition. This result shows that the forces acting on the pile-soil could not hold the load so that the interface is about to collapse.

Watershed management can be started by evaluation how the response of watershed hydraulic toward rainfall and become run off that will flow downstream. Transformation of rain into flow is a method used to find out effect of land use change and its parameter toward flow hydrograph. Watershed Kr. Pase is one of most rapid reduction of forest area. Land use change occurred in this watershed affecting discharge amount of run off which required further calculation. This calculation using the rational method by calculating rainfall intensity parameter (I),watershed area (A), and flow coefficient (C) in watershed. Data of land use provide in this study are on year 2007, 2013, and 2017 which will examine watershed Kr. Pase into subwatershed model, whereas from map analysis obtained three subwatersheds. After some calculation off run off discharge at watershed Kr. Pase, than it is use sub-watershed with longest concertration time (tc).
