The journal is devoted to the publication of high quality papers on theoretical and practical aspects of Civil Engineering and Planning. The aim of this journal is to bring together researchers and practitioners from academia and industry to focus on Civil Engineering and Planning advancements and establishing new collaborations in these areas. Theoretical papers, practice-oriented papers including case studies, state-of-the-art reviews are all welcomed and encouraged for the advance of science and engineering in Civil Engineering and Planning. Abstract

Sabang city has many cultural heritage buildings that were built in 1880’s. These cultural heritage buildings are located around Sabang Bay. These cultural heritage buildings are not properly recorded and there is no detailed planning to preserve and to develope this cultural heritage. The development plan of Sabang free port, which has been set since 2000, requires adequate land and facilities. This development will certainly demerit the existence and drawback the rescue effort of heritage buildings within the free port development site. This research aims to obtain the potential value of the heritage buildings as well as to propose conservation action plan to link the existing heritage buildings to the regional development plan. The collected data was carried out by observation in the form of inventory activities. This study was carried out using a descriptive method. The building exposure both physically and non-physically was observed. Then, descriptive quantification was given in weighting of building values to determine the potential value of the investigated heritage building. This study reveals the buildings with a high value such as Mandiri Bank Building (NV Zeehaven de Kolen Station), Office of Drug Police Unit, Port Office (Harbormaster)/PT Telkom, Tikeng Hwi house (ex-shipping agent office) and Suka Ria Shops. Buildings with medium value are Milan Sports Shops, Riang Shop, and Asia Barber and friend. Finally, buildings in low value are Sabang Mini Market Shops, BNI warehouse and Murah Raya Shops.

Abstract

Lampuuk Beach is the most visited beach by both local and foreign tourists. Based on data from the Aceh Besar Culture and Tourism Office (2018) that in 2017 the number of local and foreign tourists reached 1,075,626 people with a growth of 4.75%, the number was the highest compared to tourist visits to other tourist objects in Aceh Besar. To develop beach tourism activities and increase tourism interest in Lampuuk Beach in Aceh Besar District, it is necessary to conduct research related to the arrangement of coastal areas by improving the environmental quality of coastal areas. The purpose of this study is to identify the characteristics of tourists in the area Lampuuk Beach. The benefits of this research as input for local government and local communities for policy formulation in the development of tourist area, arrange Lampuuk Coast resort management structuring by reviewing current condition and alternative arrangement in the future. The method used in this research is mixed methods between quantitative method and qualitative method, and analysis used is contant analysis). The result of analysis shows identification of tourist characteristic in Lampuuk Coast area is is nusantara tourist equal to 99,42%, tourist gender 86,6% are male, age group often visit with age 25-55 year equal to 47%, education last tourist D3 by 41,86%, work type of worker working equal to 63,92%, tourist expenditure during the beach between Rp. 100,000-Rp. 200.000 is 44,93%, tourist visit destination is 100% travel, visit frequency every year equal to 40,56%, friend of traveler visit trip is with friend equal to 37,11%, stay length of traveler greater than 5 hour at beach 72, 16%, the residence of the majority tourists with no stay of 79.38%, the type of expenditure of tourists for the tickets, the cost of parking, and consumption during the beach, the transportation used by tourists 50.52% by using motorcycles, the motivation of tourists visited Lampuuk Beach because the natural beauty of 45.36%, the source of information to visit tourists get from friends and family, the activities undertaken in Lampuuk Beach is to enjoy the beauty of nature and bathing, the willingness of tourists to return 100% return.

Abstract

The problem of garbage has become a problem together and must be done in special handling. The 3R program is one of the best ways to handle the waste problem in Gampong Nusa Kecamatan Lhoknga, Aceh Besar District. The purpose of this study is to assess the level of community participation in the waste management system of 3R in Gampong Nusa. Data collection is done by observation, questionnaire, interview, and documentation. The sample selection was chosen by random sampling technique based on Slovin equation with an error rate of 10%. The questionnaire used a Likert scale and analyzed by percentage formula. Reliability test carried out with the formula Flanagan, obtained value of 0.996 with reliable conclusions and very high category. Validity test done with Pearson product-moment obtained 100% valid instrument results. The results showed that the participation of the community of Gampong Nusa towards the 3R program activity was good. It means that the community actively participated in the handling of waste with 3R. It can be seen from the result of data analysis found that average of community participation reach 77,30% society strongly agree there is a program of 3R, 16,19% agree and only 5,79% less agree.

Abstract

In Indonesia, Karl-L Bang research in 1994 on the relationship between traffic parameters was included in the Indonesian Road Capacity Manual 1997. The research has undergone many changes between 1994 and 2018 in the growth of traffic that may affect traffic flow and volume, speed and density all urban roads, roads outside the city in an area, In Aceh studies have also been conducted into the relationship between traffic parameters on different roads. On this basis, it is very necessary to know the characteristics of traffic flows that occur on the Banda Aceh - Meulaboh section 65+450 is located in Aceh Jaya Regency, in the province of Aceh. Given that this road is located in an extremely mountainous area, where there are many very steep curves and ravines and rocks on the cliff side of the road. Analysis using models Greenshields, Greenberg, and Underwood. The results of the study show that the Greenshields model is the most satisfying compared to the Greenberg model and the Underwood model with a coefficient of determination (R2) greater than 0.88. The model is by the traffic conditions on the Outer City Road. Then the traffic flow obtained can not reach optimum conditions, namely in a stable traffic flow condition. The relationship between speed and density (S-D) with the model equation is S = 36,525 - 0,815 D; The volume-density (V-D) relationship with the model equation is V = 36,525 D - 0,815 D2; The relationship of volume - speed (V-S) with the model equation is V = 44,835 S - 1,228 S2

Abstract

The limited funding of the Aceh Jaya regency government for development, including the construction of road infrastructure and the way in which road construction projects are still inaccurate and the process of budgeting unproportional work package by the Aceh Jaya regency government itself has not been able to fully meet the needs of road development in Aceh Jaya. Therefore, the need for priority scale that can be used as the basis of consideration in the process of development of road infrastructure development program. The purpose of this study is to determine the priority order of several road infrastructure development projects in Aceh Jaya regency by selecting or considering the appropriate criteria and according to development condition in Aceh Jaya regency using Multi Criteria Analysis (MCA) method. The weight of each criterion was calculated based on an assessment of the importance between the criteria obtained by interviewing stakeholders in Aceh Jaya regency government, while the alternative road performance score was obtained by analyzing and calculating the scale of the assessment quantitatively against each criterion based on secondary data obtained from related offices. Selected criteria are accessibility, environmental aspect, area development aspect, social aspect and development cost. Social aspect criteria get the highest weight of 0.279, it can be interpreted that social aspect is the main consideration in determining priority of road development in Aceh Jaya regency, because social aspect see influence of economic growth and social welfare of society from development of road infrastructure.  Based on the consideration of these criteria, the order of priority scale of road construction project in Aceh Jaya regency, where road in Calang city, Krueng Sabee sub-district is the first priority with score value 6,72.

Abstract

Growth and development of the city or region has implications for the increasing needs of the population. With the increase of population requirement, it will also increase the demand of travel in the form of increased movement activity of people and goods in a region or city, where the activity of this movement absolutely requires adequate transportation facilities and infrastructure both in quality and quantity. This study aims to determine the amount of time cost savings and operational costs of vehicles on alternative roads Krueng Meusagop-Teupin Mane. The data obtained in the form of primary data and secondary data. Primary data are traffic volume and speed data. While secondary data in the form of image data planning, location map, and cost budget plan data. Based on the result of the research, it is found that the operational cost savings of vehicle (BOK) if traffic flow passes Jalan Krueng Meusagop - Teupin Mane Rp 458 / vehicle for passenger car, Rp 1.723 / vehicle for bus and Rp 1.416 / vehicle for truck with BKBOK obtained in the 25th year is Rp. 1,009,412,291,578. while the savings of travel time value obtained if the traffic flow passes through Jalan Krueng Meusagop - Teupin Mane is Rp 21,877 / vehicle for passenger car, Rp 193.229 / vehicle for bus and Rp 24,048 / vehicle for truck with the value of time obtained in year the 25th of Rp. 993.214.592.528.Therefore, the construction of Krueng Meusagop - Teupin Mane Road is very feasible to be built for the achievement of regional development from isolation and also become an alternative way of society from the central region of Aceh if the road in Bireuen City will be congestion.

Abstract

Aceh Tengah District is one of the districts that have slum settlements. Based on the Decree of the Regent of Central Aceh No. 188.55 / 775 / DCKP / 2014, the determination of housing and slums in Central Aceh District includes 23 villages in 6 sub-districts, with a total area of 189.59 Ha. Bale Atu Village, located in Lut Tawar Subdistrict, is one of the very slum hamlets with a value of 4.22 and has a slum area of 0.56 Ha out of a total area of 2.5 Ha. Besides, Bale Atu Village is located in the center of Takengon City and a trade center as a strategic area, which must be immediately addressed so that slum areas do not expand. This study aims to evaluate the current level of a slum in the village of Bale Atu, and identify the current form of slum settlement. This research uses qualitative methods through observation and interviews and quantitative methods through a weighting system. Evaluation of the level of slum and handling is carried out based on the Technical Guidelines (Juknis) of the Regulation of the Minister of Public Works and Public Housing of the Republic of Indonesia (Permen PUPR RI) No. 02 / PRT / M / 2016. Evaluation of the level of slum includes aspects of slum conditions, aspects of land legality, and other aspects of consideration. The form of handling is based on the typology of slums and the physical handling of infrastructure. The results showed that the slum level of the settlements in Bale Atu Village was light slum with a total score of 23, and the slum level of all hamlets was a light slum where the total score of Dusun Barat was 31, Dusun Timur was 33, Dusun Utara was 29, and Dusun Selatan of 21. The form of slum settlement in Bale Atu Village is based on typology by handling hilly typology, and based on physical infrastructure, it is carried out through a restoration pattern. The handling of slum settlements in Bale Atu Village and all its hamlets is included in the 3rd priority scale of handling in Laut Tawar District.

Abstract

The increase in population has impacted on various existing resources particularly in transportation sectors. Motorized transport is one of the noise sources that could cause health problems and further interfere comfort to human. In this case, the noise level needs to be controlled based on the established quality standards as mandated by Ministry of Environment on Decree Number KEP-48 / MENLH / 11/1996 regarding Noise Level Standards. Most of the segments on Manek Roo Road, Sisingamangaraja Road and Gajah Mada Road located in Meulaboh, West Aceh District are roads located in government or private office, education and health buildings. Therefore, this study aimed to determine the noise level due to transportation activities. The study was conducted in the part of the Road and evaluated the buildings in part of Manek Roo Road, Sisingamangaraja Road and Gajah Mada Road located in Meulaboh, such as schools and hospitals to noise level concerning the standard of KEP-48 / MENLH / 11/1996. Data collection conducted in this research consist of primary data and secondary data. Primary data is data obtained directly from the observation such as traffic volume and noise level data while the secondary data obtained from the relevant agencies, and used to support the analysis. The result from the analysis reveals that the noise level due to transportation activities on the part of Road: Manek Roo, Sisingamangaraja, and Gajah Mada in Meulaboh West Aceh at 18 points of measurement is still above the quality standard (greater than 55 dBA). This noise level may disrupt the activities of schools, hospitals, etc. located along the road so that there is a need for such efforts so that the noise level received can be reduced and meet the specified quality standards.

Abstract

In overcoming the growing flow of passenger ship (ferry), a development at the Ulee Lheue ferry port has been carried out. This phase I development activities has been carried out, and has the potential to cause positive and negative impacts on the environment at the operational stage. This study aims to identify the environmental impacts of the Ulee Lheue ferry port after the 2017 development at the operational stage, and its management solutions, as well as identify the level of importance and satisfaction of passengers in the 2017 Ulee Lheue ferry port development activities. Lheue, Deah Geulumpang, Deah Baro and Alue Deah Teungoh. This research uses quantitative and qualitative methods. Environmental impacts in the operational phase that are reviewed are socio-economic aspects and socio-cultural aspects. Data processing consisted of validity and reliability tests, while the data analysis used descriptive analysis using Statistical Product and Service Solution (SPSS) software version 22, as well as biplot analysis using Minitab version 16 software. The results showed that the impact on socio-cultural aspects was labor recruited not from the local population, and conflicts between various drivers, while the impact on the socio-economic aspects was open business opportunities, increased economy of Banda Aceh City, open employment opportunities for security workers, and increased economy outside the City of Banda Aceh. The solution to managing the socio-cultural aspects is to add additional KP3 personnel, KP3 personnel are equipped with handy talky equipment, while the solution to the management of socio-economic aspects is priority placement for local workers according to educational qualifications, and priority placement for local people in business opportunities. An important development activity that is already satisfied is the building of sterile fences, an important but not satisfied development activity is the lobby building, and the development activities that are not important but not satisfied are the drop off buildings.

Abstract

The material has a large percentage of 50-70% of the total project cost. Good management can reduce the occurrence of excess material waste. The remaining material that has not been identified, will make the contractor does not know what percentage of losses caused by the remaining material in the project site. This study aims to identify the dominant factors causing the residual material, and to analyze the relationship and the influence of the remaining factors of material on the cost of building construction projects in Aceh Province. This study uses a mixed method, which combines qualitative and quantitative approaches through the distribution of questionnaires. Respondents addressed to the project manager of building contractor company with sub-field BG004 ranging from medium qualification (M1, M2), and large (B1). Based on the data of Construction Services Procurement Service (LPJK) in 2017 the number of contracting companies obtained as many as 215 companies, using Slovin formula then the research sample obtained as many as 68 companies. The sampling technique used is simple random sampling, randomly regardless of the strata present in the population. Of the 68 companies selected, construction costs range from Rp. 588,000,000 up to Rp. 30,251,965,000, with implementation period from 2010-2017. Data processing consists of validity, and reliability, while data analysis consists of descriptive analysis, simple correlation and multiple linear regression through Statistical Product and Service Solution (SPSS) version 22 software. The results show that the dominant remaining material factor that occurs during project implementation building construction in Aceh Province is a residual factor with a mean of 4.729. The design, procurement, handling and implementation factors have low correlation with Spearman coefficient of 0.260, 0.295, 0.373, and 0.296, while the residual factor has a very low correlation with Spearman coefficient of 0.130 to the cost of building construction projects in Aceh Province.
