Aim, Focus and Scope Aim Sebagai media penyebaran informasi yang bersifat kekinian dalam kerangka Pembangunan Daerah di Indonesia. Focus and Scope Jurnal Manajemen Pembangunan Daerah sebagai media elektronik dengan penerbitan artikel ilmiah yang memiliki fokus pada lingkup pembangunan daerah dan bertujuan untuk meningkatkan teori dan praktik kebijakan publik. Adapun rumpun penekanan keilmuan pada Jurnal Manajemen Pembangunan Daerah, yaitu ekonomi, keuangan, manajemen, kebijakan publik, pembangunan daerah dan pembangunan sosial. Ekonomi (Economy) pada Jurnal Manajemen Pembangunan Daerah mencakup pada kegiatan ekonomi pembangunan yang mencakup proses dimana pemerintah daerah dan pengelolaan sumber daya oleh masyarakat untuk menstimulus berkembangnya kegiatan ekonomi (pertumbuhan ekonomi) disuatu wilayah. Keuangan (Financial) mencakup pada peran dan fungsi lembaga keuangan bank dan non bank, pajak dan investasi daerah, pembangunan kewirausahaan daerah serta jasa keuangan dalam perekonomian daerah. Manajemen (Management) yang mencakup pada proses pemetaan, strategi, perencanaan dan tata kelola pembangunan daerah. Kebijakan Publik (Public Policy) terkait tentang analisis kebijakan dan metodologi pembangunan daerah. Pembangunan Daerah (Regional Development) mencakup pada teori ekonomi pembangunan daerah dan pembangunan daerah berkelanjutan. Pembangunan Sosial (Social Development) berfokus pada penyelarasan antara kebijakan sosial dengan tujuan pembangunan daerah, peningkatan ekonomi daerah dan kesejahteraan rakyat daerah secara menyeluruh dan terpadu.

Abstract

success of an integrate agribusiness system of a commodity must be followed by the increase of farmers’ bargain position, especially the small scale agribusiness runs by farmers. Otherwise, farmer will continue to be marginalized, and sustainable production is hard to be achieved. Farmer organization in Indonesia is relatively has weak position and cannot improve farmers’ bargain position since it is still in social institution form (i.e. farmer group), and yet become a socio-economic institution (cooperative). In many countries, farmers’ cooperative not only improves the production, productivity and product quality, but also lead to increase in welfare and life quality of its members. This study specifically aimed to develop corn farmer co-operative in Gorontalo Province. SWOT analysis was being used to formulate the strategy, followed by strategy mapping in road-map as guidance for local government to develop corn farmer co-operative that suitable with its character.Keyword: agribusiness, corn, farmer group, farmer co-operative, Gorontalo.

Abstract

Kuantan Singingi is one of the regencies in Riau Province. Formerly, It was a sub district of Indragiri Hulu regency. Kuantan Singingi regency doesn’t have income from oil and gas sector, however it has great potential natural resources. One of the development policies to advance Kuantan Singingi is to give attention for developing leading sectors which is hoped can be rising up or be locomotif of economic regional. The result of research showed that leading sectors in Kuantan Singingi regency are agriculture, mining and quarrying. The results of skalogram analysis found that Kuantan Tengah district take the firt level on development facilities availability and promoting leading sectors. The lowerest level went to Hulu Kuantan district.Local Government of Kuantan Singingi regency is hoped to be able to support its society economic activities by making priority on agriculture sector, mining and quarrying sector. This priority is important, because LQ analysis found that both sectors are the basis of economy sectors which can increase both the economy and regional development as well as can support non basis of the economy development sectors.Keywod: leading sectors, the economy, development regional

Abstract

Reducing import tariff rates under the ASEAN-CEPT scheme was considered not significantly to enhance trade flows within the region. Trade facilitation instruments such as mutual recognition arrangement, harmonization on customs procedure and the improvement of other trade-supporting infrastructure were then introduced by the members. Gravity model used in this paper identified a positive impact of such policies in improving trade atmosphere. Local governments can actively play an important role in supporting the conducive environment by providing an efficient bureaucratic system and facilities surrounding harbors. This then reduce transaction cost facing by the private sector and expectedly improve local economic activity in the region.Keyword: ASEAN, Trade Facilitation, Local Government

Abstract

Efficient public service can be achieved by private or state company, depend on the competency of the service. There are some theories explain the public service efficiency; the ownership theory, public choice theory and organization theory. In the case of PDAM (Perusahaan Daerah Air Minum - Municipal Waterworks), external and internal factors are the source of a non optimal service. External factors are: local government multi role (as operator and regulator), the double role as a company and official agency, monopolistic market, single shareholder, political driven tariff, and ineffective community control. Those external factors affect the internal PDAM such as work motivation based on sense of belonging and incentive structure, spirit of innovation, and service and customer orientation service. Therefore a clean water service regulation is required in order to get dynamic competition, tariff which support company financial condition and high efficiency followed by fair and broad scope of service. Abstract

The increasing rate of forest degradation and lack of local communities’ access to forest, have been a significant stimulus for the implementation of community-based forest management (CBFM). This study aims to assess and analyze the role of NGOs in the implementation of the CBFM program and formulate strategies to improve the role of NGOs in the implementation of the CBFM program. This study use two methods of analysis, which are analyzes the performance of NGOs in the CBFM program and analysis of the institutional development of local institutions. The results of this study, are: 1) Most of NGos (5 NGOs) have good performance in the implementation of the CBFM program funded by UNDP and 2 NGOs have good performance and less well. 2) Development of local institutions influenced by local resource conditions, international, national, and local political-economic factors, and local socio-political factors. 3) The strategy to increase the role of NGOs in the implementation of CBFM in the context of regional development can be done through several ways, are: development in institutional capacity of NGOs, development in empowerment and institutional capacity of community, development in advocacy of local government, development in business of community with the private sector.Keywords: Community-Based Forest Management, Non-Governmental Organizations, Strategy

Abstract

TPA Bantargebang is an asset owned by DKI Jakarta Provincial Government and the only final disposal site for all solid waste from Jakarta. The increase of solid waste volume buried in the site will have concequence of shorter use. The bad practice of sanitary landfill also makes the condition worse. The research is intended to know the existing condition of TPA Bantargebang and to determine the alternatives of management strategy of TPA Bantargebang that could be adopted by DKI Jakarta Provincial Government using qualitative approach with analytic descriptive design. The sample of the research is the stakeholder in solid waste sector namely government, expert and community. The data collection is through questionnaire, interview, observation and documentation. The technique of data analysis using SWOT analysis. Based on the result of analysis, can be conclude that optimizing the management of TPA Bantargebang could be achieved through four alternatives of strategy increasing infrastructures, involving investors in the construction and operation of TPA, promoting social participation and promoting the quality of human resources. The result of the research shows that priority of the choice is the development of investors in the construction and operation of TPA with a big government role in its management.Keywords: Final Disposal Site, SWOT Analysis, Waste ManagementABSTRAK Tempat Pembuangan Akhir (TPA) Bantargebang merupakan aset milik Pemerintah Provinsi DKI Jakarta dan satu-satunya TPA bagi seluruh sampah dari DKI Jakarta. Semakin meningkatnya volume sampah yang dibuang ke TPA tersebut akan memperpendek usia pemanfaatannya. Kondisi ini diperparah dengan belum diterapkannya SOP Sanitary Landfill. Penelitian ini ditujukan untuk mengevaluasi kinerja pengelolaan sampah TPA Bantargebang dan menentukan strategi pengelolaan TPA Bantargebang yang dapat digunakan oleh Pemerintah Provinsi DKI Jakarta dengan menggunakan pendekatan deskriptif analitik dengan metode kualitatif. Sampel penelitian ini adalah para pakar di bidang persampahan baik dari pihak pemerintah, pakar maupun masyarakat. Pengumpulan data dilakukan melalui kuesioner, wawancara, observasi dan dokumentasi. Teknik analisis data yang digunakan adalah analisis SWOT. Berdasarkan hasil analisis, dapat disimpulkan bahwa optimalisasi pengelolaan TPA Bantargebang dapat dicapai melalui empat alternatif strategi, yaitu: peningkatan infrastruktur, yang melibatkan investor dalam pembangunan dan pengoperasian TPA, mempromosikan partisipasi social, dan meningkatkan kualitas sumberdaya manusia. Hasil penelitian menunjukkan bahwa prioritas pilihan adalah mengembangkan dari investor dalam pembangunan dan pengoperasian TPA dengan peran pemerintah yang besar dalam pengelolaannya.Kata kunci: Tempat Pembuangan Akhir, Analisis SWOT, Pengelolaan Sampah

Abstract

Tourism destinations in Depok have not yet been integrated. Thus, tourism site with a concept of one stop recreation area need to be created and developed. By creating two scenarios, those are free and charged area, Situ Pengasinan is selected for its beauty and location. The purpose of the assessment is to find the perception of the community on tourism development, investement cost, the Willingness to Pay, investement suitability as well as the strategies need to be applied in the development. The result shows that most participants agree on the development plan. Financial analysis result says that the building of infrastructure and tourist attractions cost Rp 6,045 billion. Most of 51 percent of participants is willing to spend if it is charged with the amount of WTP value is Rp 7.309,52 per person. The development is also financially proper. The assessment results in several development strategies those are socialization, empowering the community, investor, infrastructure, and also institutional policy or support.Keywords: Financial Analysis, Tourism Development, Willingness to PayABSTRAK Belum terintegrasinya destinasi wisata di Kota Depok mendorong perlu dilakukannya pengembangan wisata dengan konsep one stop recreation. Dengan dua pilihan skenario, yaitu tanpa dan dengan pemberlakuan tarif, Situ Pengasinan dipilih sebagai lokasi pengembangan karena keindahan serta lokasinya. Kajian ini bertujuan untuk mengetahui persepsi masyarakat terhadap pengembangan wisata di Situ Pengasinan, besarnya nilai investasi yang dibutuhkan, kesediaan masyarakat (Willingness to Pay), kelayakan investasi kegiatan pengembangan, dan strategi pengembangan wisata di Situ Pengasinan. Metode yang digunakan dalam penelitian ini adalah regresi logistik, regresi linier, analisis finansial, dan Analytical Hierrachy Proccess (AHP). Hasil kajian menunjukkan persepsi responden yang menyambut baik rencana pengembangan. Hasil analisis finansial memperlihatkan bahwa diperlukan investasi sebesar Rp 6,045 milyar untuk pembangunan sarana prasarana dan atraksi wisata. Sebanyak 51 persen responden bersedia membayar Rp 7.309,52 per orang jika diterapkan skenario pemberlakuan tarif. Hasil analisis kelayakan investasi menunjukkan bahwa kegiatan pengembangan layak dilakukan. Beberapa strategi pengembangan wisata yang dihasilkan meliputi strategi sosialisasi, strategi pemberdayaan masyarakat, strategi peningkatan tingkat pendapatan secara ekonomi, strategi investor, strategi infrastruktur, serta strategi kebijakan/dukungan kelembagaan.Kata kunci: Analisis Finansial, Pengembangan Wisata, Kesediaan untuk Membayar

Abstract

Since Depok relatively has limited natural resources, creativities and innovation are needed to develop local potential, such as tourism. Several potential tourism objects are located along Ciliwung Riverside. Moreover, this area was also included in the nature area development plan (Rencana Rinci Tata Ruang Bagian Wilayah Kota VIII Sukmajaya for plan development of 2013. The purpose of this research is to determine the level of community participation and potential development of social and economic activities, and also to analyze existing policies related to tourism development in Depok City. Methods used were interviews, observation and questionnaire. Stratified random sampling was applied to 30 respondents grouped by the education level and the work type. Data obtained were tabulated and analyzed descriptively by chi square. Formulation of strategies and policies for the development of ecotourism programs in this study were analyzed using the Analytical Hierarchy Process (AHP). Results showed that the level of community participation in research location was on the first ladder of Non-Participation and the second ladder of Tokenism on Arnstein's theory. Formulations of tourism development strategy are focused in enhancing the society capacity, regional arrangements, financing, infrastructure development, institutional development and also marketing.Keywords: Ecotourism, Community Participation, Depok CityABSTRAK Sumberdaya alam di Kota Depok relatif terbatas sehingga diperlukan kreativitas dan inovasi untuk mengembangkan potensi lokal, misalnya pariwisata. Beberapa obyek wisata yang berpeluang untuk dikembangkan menjadi sarana rekreasi berada di daerah sempadan Sungai Ciliwung, yang berdasarkan Rencana Rinci Tata Ruang Bagian Wilayah Kota VIII Sukmajaya pada rencana pemanfaatan Tahun 2013 merupakan salah satu wilayah rencana pengembangan nature area. Penelitian bertujuan untuk mengetahui tingkat partisipasi masyarakat, jenis kegiatan sosial dan ekonomi yang dapat mendukung ekowisata, serta menganalisis proses kebijakan yang sudah ada terkait dengan pengembangan ekowisata di Kota Depok. Metode penelitian dilakukan dengan wawancara, observasi dan kuesioner. Sampling dilakukan secara purposive pada 30 responden yang dikelompokkan berdasarkan tingkat pendidikan dan jenis pekerjaan. Data kemudian ditabulasi dan dianalisis secara deskriptif serta diuji dengan chi square. Perumusan strategi dan kebijakan guna pengembangan program dilakukan menggunakan analisis Analytical Hierarchy Process (AHP). Hasil penelitian menunjukkan bahwa tingkat partisipasi masyarakat di lokasi penelitian berada pada tangga pertama Non Participation dan tangga kedua Tokenism berdasarkan Teori Arnstein. Rumusan strategi pengembangan kawasan ekowisata diprioritaskan pada peningkatan kapasitas masyarakat, penataan kawasan, pembiayaan, pengembangan sarana prasarana, pengembangan kelembagaan serta pemasaran.Kata kunci: Ekowisata, Partisipasi Masyarakat, Kota Depok

Abstract

Bogor Recency as one region which has high economic growth in West Java practically has problems related to high number of poverty. One of programs applied to overcome poverty based on empowering society are in the form of Kelompok Usaha Bersama (KUBE) approach. The main objective of this research is to formulate strategic development of empowering the poor people through Kelompok Usaha Bersama (KUBE) relevant by needs, characteristic of poor people, and reducing of poverty policy in Bogor District. Data were collected through observation and interview and analyzed by using descriptive analysis, content analysis, and Analytic Hierarchy Process (AHP). This study has identified three alternatives of policy through AHP, namely: improving the rule and management program, empowering the poor people based community, increasing performance of KUBE, with 9 considered aspects and 19 strategic steps. The results showed that alternatives, such as increasing intensity of companion, facilitating non-formal education, and improving the selection of targets, were found to have the highest degrees of importance, those were 0,106, 0,091, and 0,076, respectively.Keywords: AHP, BLPS, Content Analysis, Empowering the Poor People, KUBEABSTRAK Kabupaten Bogor sebagai salah satu daerah yang memiliki pertumbuhan ekonomi yang cukup tinggi di Provinsi Jawa Barat ternyata juga memiliki permasalahan akan tingginya angka kemiskinan. Wujud dari program-program penanggulangan kemiskinan yang berbasis pemberdayaan masyarakat salah satunya adalah dengan pendekatan Kelompok Usaha Bersama (KUBE). Tujuan utama penelitian ini adalah merumuskan strategi pengembangan kebijakan pemberdayaan fakir miskin melalui KUBE yang tepat sasaran sesuai dengan karakteristik fakir miskin dan arah kebijakan penanggulangan kemiskinan di Kabupaten Bogor. Data dikumpulkan melalui observasi dan kuisioner lalu dianalisis menggunakan analisis deskripsi, analisis isi, dan AHP (Analytic Hierarchy Process). Penelitian ini berhasil mengidentifikasi tiga alternatif strategi, yaitu perbaikan tata kelola program, pelaksanaan pemberdayaan fakir miskin berbasis masyarakat, dan peningkatan kinerja KUBE fakir miskin, dengan 9 aspek pertimbangan dan 19 langkah strategis. Hasil analisis menunjukkan bahwa alternatif seperti meningkatkan intensitas pendampingan, memfasilitasi pendidikan non formal/pelatihan keterampilan, serta pembenahan dalam seleksi penerima program adalah langkah strategis yang paling diprioritaskan yaitu dengan bobot masing-masing 0,106, 9,091, dan 0,076Kata kunci: AHP, BPLS, Analisis Isi, Pemberdayaan Fakir Miskin, KUBE

Abstract

Community-based tourism could increase local income and at the same time maintain the culture, arts and way of life of surrounding communities. The purpose of this research is to study the financing of community based tourism development in Ambon City. Methods used in this reseach are descriptive quantitative analysis, SWOT analysis, and QSPM analysis. Findings of the analysis are: 1) The role of government shoud be increased through friendly investment policy and sufficient government budget; 2) Increase in private financing done through the public private partnerships; 3) Communication, coordination and cooperation among local government and tourism entepreneurs are need to be improved; 4) Communities around the tourist objects can not yet utilize the potential of tourism as a source of their income so capacity building for them is a must; 5) Community can take advantage of the national program of tourism self empowerment (PNPM Mandiri Pariwisata) and “Kredit Usaha Rakyat” program to increase their welfare, and 6) There are six financing strategies for community-based tourism development in Ambon City that can be implemented in 2011-2016.Keywords: Ambon, Community-based tourism, Financing, Policy, Public Private PartnershipsABSTRAK Pariwisata berbasis kominitas dapat meningkatkan pendapatan masyarakat setempat dan sekitarnya sekaligus memelihara budaya, kesenian dan cara hidup masyarakat di sekitarnya. Tujuan penelitian adalah untuk mengkaji pembiayaan pengembangan pariwisata berbasis masyarakat di Kota Ambon. Metode yang digunakan yaitu analisis deskriptif kuantitatif, analisis SWOT, dan analisis QSPM. Hasil analisis yang ditemukan antara lain: 1) Perlu peningkatan peran pemerintah melalui kebijakan investasi dan anggaran yang cukup; 2) Peningkatan pembiayaan swasta melalui kemitraan sektor publik-swasta perlu dilakukan; 3) Komunikasi, koordinasi serta kerjasama antara pemerintah dan wirausaha pariwisata perlu ditingkatkan; 4) Komunitas di sekitar obyek wisata belum bisa memanfaatkan potensi pariwisata sebagai sumber pendapatan sehingga kapasitas pembangunan bagi komunitas perlu dilakukan; 5) Komunitas dapat mengambil keuntungan dari program nasional pemberdayaan masyarakat pariwisata (PNPM Mandiri Pariwisata) dan program “Kredit Usaha Rakyat” untuk meningkatkan kesejahteraan masyarakat; dan 6) Terdapat 6 strategi pembiayaan terkait pengembangan pariwisata berbasis komunitas di Kota Ambon yang dapat diterapkan pada 2011-2016.Kata kunci: Ambon, Pariwisata Berbasis Komunitas, Pembiayaan, Kebijakan, Kemitraan Sektor Publik-Swasta
