Aim, Focus and Scope Aim Sebagai media penyebaran informasi yang bersifat kekinian dalam kerangka Pembangunan Daerah di Indonesia. Focus and Scope Jurnal Manajemen Pembangunan Daerah sebagai media elektronik dengan penerbitan artikel ilmiah yang memiliki fokus pada lingkup pembangunan daerah dan bertujuan untuk meningkatkan teori dan praktik kebijakan publik. Adapun rumpun penekanan keilmuan pada Jurnal Manajemen Pembangunan Daerah, yaitu ekonomi, keuangan, manajemen, kebijakan publik, pembangunan daerah dan pembangunan sosial. Ekonomi (Economy) pada Jurnal Manajemen Pembangunan Daerah mencakup pada kegiatan ekonomi pembangunan yang mencakup proses dimana pemerintah daerah dan pengelolaan sumber daya oleh masyarakat untuk menstimulus berkembangnya kegiatan ekonomi (pertumbuhan ekonomi) disuatu wilayah. Keuangan (Financial) mencakup pada peran dan fungsi lembaga keuangan bank dan non bank, pajak dan investasi daerah, pembangunan kewirausahaan daerah serta jasa keuangan dalam perekonomian daerah. Manajemen (Management) yang mencakup pada proses pemetaan, strategi, perencanaan dan tata kelola pembangunan daerah. Kebijakan Publik (Public Policy) terkait tentang analisis kebijakan dan metodologi pembangunan daerah. Pembangunan Daerah (Regional Development) mencakup pada teori ekonomi pembangunan daerah dan pembangunan daerah berkelanjutan. Pembangunan Sosial (Social Development) berfokus pada penyelarasan antara kebijakan sosial dengan tujuan pembangunan daerah, peningkatan ekonomi daerah dan kesejahteraan rakyat daerah secara menyeluruh dan terpadu.

Abstract

ABSTRACTBalanced Fund is a part of the fund transfers by the central government to the regional government in implementing fiscal decentralization. The aims of this policy are to: (1) reduce the inequality of funding sources between central and regional governments (vertical imbalance), and the inter-regional imbalance (horizontal imbalance), (2) reduce public service gap among regions. The objectives of this study are to (1) describe the implementation of Balanced Fund in Indonesia, (2) analyze the effects of Balanced Fund on economic growth, (3) formulate optimization strategy of Balanced Fund management in Indonesia. This study used descriptive analysis,panel data regression analysis, and SWOT analysis. Descriptive analysis indicates that Balanced Fund has not been able to optimize equitable regional distribution of financial capability, particularly for regencies and cities. Panel data regression analysis shows that General Allocation Fund and Special Allocation Fund have positive effects on economic growth, except in Banten in which Special Allocation Fund has no effects. Meanwhile, Revenue Sharing Fund results in negative effects on economic growth, except in East Java in which it has no effects. SWOT analysis formulates eight alternative strategies which may be implemented by the Central Government in optimizing the Balanced Fund management.Keywords: General Allocation Fund, panel data, Revenue Sharing Fund, Special Allocation Fund, SWOTABSTRAKDana Perimbangan merupakan bagian dari dana transfer Pemerintah Pusat kepada PemerintahDaerah. Dana ini bertujuan:(1) mengurangi ketimpangan sumber pendanaan antara pusat dan daerah (vertical imbalance), dan ketimpangan antar daerah (horizontal imbalance), dan (2) mengurangi kesenjangan layanan publik antar daerah. Tujuan dari penelitian ini adalah (1) mendeskripsikan implementasi Dana Perimbangan di Indonesia, (2) menganalisis pengaruh Dana Perimbangan terhadap pertumbuhan ekonomi, dan (3) merumuskan strategi optimalisasi pengelolaan Dana Perimbangan di Indonesia. Penelitian ini menggunakan analisa deskriptif, analisis regresi data panel, dan analisis SWOT. Analisis deskriptif menunjukkan bahwa Dana Perimbangan belum sepenuhnya mampu menciptakan pemerataan kemampuan keuangan daerah terutama untuk wilayah kabupaten dan kota. Analisis regresi data panel digunakan untuk menganalisis pengaruh Dana Perimbangan terhadap pertumbuhan ekonomi provinsi-provinsi di Indonesia. Analisis ini menunjukkan bahwa DAU dan DAK memiliki pengaruh positif terhadap pertumbuhan ekonomi, dan DBH berpengaruh negatif. Hasil analisis SWOT merumuskan delapan alternatif strategi yang dapat dilaksanakan oleh Pemerintah Pusat dalam rangka optimalisasi pengelolaan Dana Perimbangan.Kata kunci : Dana Alokasi Umum, data panel, Dana Revenue Sharing, Dana Alokasi Khusus, SWOT

Abstract

ABSTRACTRegional assets are an important component of governance and public services. Management of good local assets to produce information in the preparation of financial statements must meet the completeness of the document management of local property in accordance with the regulations. The purpose of this study is to formulate the strategies for management of fixed assets in Kejaksan district. Analytical methods which were specifically implemented in order to achieve the purpose of the study are descriptive analysis, likert scale, and Analytical Hierarchy Process (AHP). Sources of data used in this study are questionnaires and interviews to 10 managers of fixed assets in in Kejaksan district and 4 expert respondents .Strategies resulting from Analytical Hierarchy Process (AHP) are: (1) technical guidance of fixed asset management, (2) guidance and control of direct supervisor, (3) application of reward and punishment, (4) periodic asset management socialization , (5) improvement of infrastructure facilities for fixed asset management, and (6) policy making on the management of new fixed assets. Keywords: Management Of Fixed Assets, Techcical Guidance, Guidance And Control, Facilities Infrastructure, Analytical Hierarchy ProcessABSTRAKAset daerah merupakan komponen penting dalam penyelenggaraan pemerintahan dan pelayanan publik. Pengelolaan aset daerah yang baik guna menghasilkan informasi dalam penyusunan laporan keuangan harus memenuhi kelengkapan dokumen pengelolaan barang milik daerah sesuai peraturan yang berlaku. Tujuan dari penelitian ini adalah untuk merumuskan strategi perbaikan dengan menggunakan Analytical Hierarchy Process. Sumber data yang digunakan dalam penelitian ini adalah kuesioner dan wawancara kepada 4 responden yang dianggap ahli. Strategi perbaikan yang dihasilkan dari Analytical Hierarchy Process (AHP) adalah: (1) pembinaan teknis pengelola aset tetap, (2) pembinaan dan pengendalian dari atasan langsung, (3) penerapan reward dan punishment, (4) sosialiasi pengelolaan aset secara berkala, (5) peningkatan sarana prasarana pengelola aset tetap, dan (6) pembuatan kebijakan mengenai pengelolaan aset tetap terbaru.Kata Kunci: Pengelolaan Aset Tetap, Pembinaan Teknis, Pembinaan Dan Pengendalian, Sarana Prasarana, Analytical Hierarchy Process

Abstract

ABSTRACTThe application of Government Accounting Standards in the preparation of financial statements is one indicator of opinion giving by the Supreme Audit Board of the Republic of Indonesia (BPK-RI). Based on the results of BPK RI 2015 examination of 109 local governments in Indonesia, the efforts made by local governments had not been fully effective, where the results of the examination indicated the problems related to policies, information technology and human resources to support accrual-based financial reporting. The Government of Kepulauan Selayar has only implemented accrual-based accounting in the last two years. This study aimed to analyze the performance of the government of Kepulauan Selayar in overcoming the problems related to the human resources of financial report makers as a consideration to setting strategy priorities to increase human resources readiness that supported the implementation of accrual-based accounting using the method of Importance Performance Analysis (IPA) and Gap Analysis. To solve human resource problems required strategies i.e. creating a mutation and promotion policy that supported the accrual-based accounting implementation, creating competency on planning documents and human resource training, making planning documents on education needs and accrual basis accounting training, and financial administration officials must be from the alumni of accounting training.Key words: Accrual-Based Financial Reporting, Kepulauan Selayar, IPA, AHPABSTRAKPenerapan Standar Akuntansi Pemerintahan dalam penyusunan laporan keuangan merupakan salah satu indikator pemberian opini oleh Badan Pemeriksa Keuangan Republik Indonesia (BPK-RI). Berdasarkan hasil pemeriksaan BPK tahun 2015 terhadap 109 Pemda di Indonesia, menyimpulkan bahwa upaya yang telah dilakukan pemerintah daerah belum sepenuhnya efektif, di mana hasil pemeriksaan menunjukkan adanya permasalahan terkait kebijakan, teknologi informasi dan SDM untuk mendukung pelaporan keuangan berbasis akrual. Pemerintah Kabupaten Kepulauan Selayar baru mengimplementasikan akuntansi berbasis akrual dalam dua tahun terakhir ini. Penelitian ini bertujuan menganalisis kinerja Pemda Kepulauan Selayar dalam mengatasi masalah terkait SDM pembuat laporan keuangan sebagai bahan pertimbangan dalam menetapkan prioritas kebijakan yang dapat menunjang implementasi akuntansi berbasis akrual menggunakan metode Importance Performance Analysis (IPA) dan Gap Analysis, dan merumuskan strategi prioritas peningkatan kesiapan SDM dalam implementasi SAP berbasis akrual menggunakan Analytical Hierarchy Process (AHP). Untuk meningkatkan kesiapan SDM memerlukan strategi membuat kebijakan mutasi dan promosi yang mendukung implementasi akuntansi berbasis akrual, Membuat dokumen perencanaan kebutuhan kompetensi dan pelatihan SDM, Membuat dokumen perencanaan kebutuhan diklat penerapan akuntansi berbasis akrual, dan Pejabat Penatausahaan Keuangan Organisasi Perangkat Daerah harus dari alumni diklat akuntansi.Kata Kunci: Laporan Keuangan Berbasis Akrual, Kepulauan Selayar, IPA, AHP.

Abstract

The purpose of this study is to analyze the readiness of the potential economy at the developmental areas in West Bogor and to formulate a developmental economy strategy to actualize in the implementation of autonomy development. In general, the result showed that the western region of Bogor has an economic potential that can be developed, therefore it can be made as one of the main factors in the recommendation to become an autonomous district. Western Bogor region has a few growth centers to draw the growth of the region. Growth and service centers are still accumulating in urban areas resulting in a gap caused by the intensity of linkages between urban areas and rural areas in which are relatively limited.The selected strategy priorities are: (1) the development of industries that support the agricultural aspect (agro-industry) as an effort to optimize the utilization and managingsustainable natural resources by utilizing the potentials Bogor Regency has (economic conditions, government policies Bogor Regency, geographical location) as well as cooperation with private sector / other, (2) Finding and promoting the image of commodity and regional superior products that provide value-added (GDP and PAD) for the local community using the criteria of potential value-added direct a commodity / product for poor families, and (3) creating a conducive business climate to support local capacity building by expanding the local tax base and expand the productive sectors of the economy of the people.Implications of policy directed as social, cultural, political, institutional, or spatial aspects of the development budget and policy. Furthermore, the basic sector analysis should be done at sub-district unit so that it can be seen a leading sector per district based on income (GDP) per district.Keywords: Growth and service centers, local economic potential, regional development.

Abstract

Indramayu is regency that produce Oil and Earth Gas in Indonesian and as main paddy granary for West Java Province. So that the investment in this sectors is a strategic effort. Region development study have intention to know investment developing, analyzing investment competitiveness and make Indramayu Regency investment increasing strategy. Methods that is used in this study is competitiveness analysis by using SWOT (Strength, Weakness, Opportunity and Threats) and AHP (Analytical Hierarchy Process) method. The Analysis showing result: First, Indramayu Regency up to year 2000-2005 experience investment decreases. Second, analysis result about investment competitiveness show the priorities factor that most regard Indramayu Regency investment competitiveness alternately which ares strength factor (0,458), weakness (0,280), opportunity (0,162), and threat (0,100). Third, from the competitiveness analysis, priority alternative strategy in increasing Indramayu Regency investment alternately which are developing zone and industrial cluster (0,551), developing agroindustry upstream until downstream (0,237), developing institution (0,138), and increasing human capital quality (0,074).Keywords: Indramayu, Competitiveness, Investment Increasing Strategy

Abstract

Muna Regency is one of the very potential regencies for the development of plantation subsector. Most people (74.20 % of the population) of Muna Regency work in the sector, but the poverty level in the region is also high. For this reason this study takes the following objectives: 1) to identify the condition of the poor farmers in the Muna Regency; 2) to identify the excellent commodities of each districts which have the role in the economy of Mina Regency; 3) to formulate a plan of poverty alleviation program at the farmer level by developing plantation commodities in Muna Regency. Metode analisis yang digunakan adalah: Analisis Location Quotient (LQ), Analisis Kelayakan Finansial, dan Logical Frame Approach (LFA). Hasil penelitian ini menunjukan bahwa: 1) Komoditas unggulan perkebunan yang berperan dalam perekonomian perdesaan di Kabupaten Muna relatif seragam. Komoditi jambu Mete muncul sebagai komoditas unggulan di hampir semua kecamatan di Kabupaten Muna. 2) Komoditas kelapa, kopi, jambu mete, kemiri dan coklat/kakao memiliki kinerja finansial yang masih layak untuk dikembangkan kerana memiliki NPV yang positif, Nilai BC Ratio masih memberikan keuntungan dan nilai IRR yang lebih tinggi dari suku bunga tabungan di bank. 3) Strategi pengembangan komoditas unggulan di Kabupaten Muna adalah melalui kerjasama pemasaran produk dengan pedagang pengumpul desa yang perlu di tingkatkan.Keywords: Strategy, Poverty Alleviation, Plantation Commodities

Abstract

Varied institutions responsible for agricultural extension in Riau Province have certainly run independently and caused the agricultural extension unproductive, ineffective, and inefficient. This study aims: 1) To identify the structure of agricultural extension institutions in the regional autonomy era in the Riau Province; 2) To analyze the implementation of agricultural extensions in different institutions, 3) To analyze the effect of different extension implementation on the performance of extension workers and the degree of technological application among farmers. This research was conducted from March-April 2008 in Pekanbaru, Kampar Regency and Pelalawan Regency. Methods used in this study were internal and external factors analysis, SWOT analysis (Strengths-Weakness-Opportunities-Threats), and QSPM analysis (Quantitative Strategic Planning Matrix). Result showed that: 1) Implementation of Laws Number 22/1999 and Number 32/2004 along with the regulations under the laws had caused the agricultural extensions in the Province of Riau to experience coevolution in the social infrastructure of agricultural extensions; 2) The functions of services and arrangement still dominate the working system of extension; 3) The frequency of LAKU is not fully implemented yet, and 4) Formulated strategy in developing the agricultural extension institutions in the Province of Riau is to form a separate and specific institution that regulates agricultural extension.Keywords: Agriculture, Extension, Institution, Riau Province, Strategies

Abstract

Natuna regency is a rich area of natural resource products, but still includes underdeveloped areas in Riau Islands Province. Local governments have to make fundamental changes in building the infrastructure aspects, economic, and human resources to eliminate underdevelopment and reduce dependency on central government. The aims of this research are: (1). to evaluate the effectiveness and stakeholders’ perception of the CD program, in terms of participation and partnership; and (2) to formulate a strategy for synergizing the CD Program of Star Energy with the local government’s development program. The analytical methods that are used in this research are descriptive analysis and SWOT analysis. This research was undertaken in Palmatak Sub District and Siantan Sub District of Natuna District of Kepulauan Riau Province, from June until October, 2008. The results indicated that the government stakeholders perceived that the participation of the CD program’s beneficiaries was adequate, and that the partnership between Star Energy and the local government was inadequate. The result of SWOT analysis suggested that Star Energy needs to focus its CD program on sustainable activities, such as economic development and education programs. The strategy for increasing synergy with the local development programs is to intensify communication between the company and the local government through the formation of community development partnership forum.Keywords: Community Development (CD), Effectiveness, Policy Strategy

Abstract

Agribusiness and local economic development have a close connection. Agricultural development through agribusiness approach has proven to improve local economic development in many countries: increase added value and income of farmers, and create job opportunities for the people. Main commodities grown in Kapuas District, Province of Central Kalimantan are rice, rubber, and fish and livestock products. However, those commodities have not yet developed according to agribusiness principals, since most of them are sold as raw materials, thus the region losses its economic potential from processing those products. The objective of this paper is to explore agribusiness development strategy in Kapuas Regency to be able to contribute to local economic development. To meet this objective, agribusiness in Kapuas Regency should be based on local condition and resources, by considering local agro-ecosystem, social principal (fairness, democracy), economic principal (market oriented, competitiveness, added value, and job opportunity), and supported by sufficient local government policy through institutional, technology and capital development.Keyword: agribusiness, local economy development, competitiveness, added value, Kapuas regency.

Abstract

PEMP Program in Sub-province South East Moluccas is executed since 2001-2007 expected can give positive result to coastal community and small islands especially to fisherman community. The objective of this research is evaluate the sustainable status of PEMP program and identify the performance elements that have an effect on to PEMP program execution so it can be formulated the policy strategy of marine and fisheries development of Sub-province South East Moluccas. The result of this research indicates that program performance in totally pertained “enough” based on RAPFISH analysis. Based on Analytical Hierarchy Process (AHP) result there are fourth criterions that must be paid attention that are (1) PEMP program planning base on society aspect, (2) PEMP program socialization aspect, (3) PEMP program companion execution aspect, and (4) PEMP program execution evaluation aspect. From those fourth criterions, there are five alternatives of policy strategies that ought to conducted by local government of Sub-province South East Moluccas in exploiting PEMP program, that are (1) Strategy of institute reinforcement policy PEMP and human resources, (2). Strategy fund sharing policy from Government of Sub-province South East Moluccas, (3). Strategy of community participation quality improvement policy, (4) Strategy of system structuring current fund returns policy, and (5) Strategy of partnership development policy.Keywords: strategy, quality improvement, coastal community economy empowerment program.
