Abstract

Menghadapi era globalisasi berbagai bisnis/profesi masyarakat Indonesia terancam oleh masuknya pendatang luar negeri yang memiliki sumberdaya yang lebih mampu dan professional. Hasil program dalam peningkatan kualitas sumberdaya manusia masih belum optimal tanpa adanya kegiatan sinergi diantara sumberdaya manusia dalam bisnis/profesi tertentu dalam isu-isu yang yang ada di dalamnya, karena isu tersebut tidak hanya rendahnya kinerja yang kompetitif pada sumberdaya internal tetapi juga bagaimana memperkuat posisi tawar, kemudian konsep koperasi antar manusia juga relevan dan bagaimanapun sangat penting untuk diperkenalkan pada masyarakat Indonesia. Koperasi pekerja sudah terkenal dan banyak dikembangkan di negara maju dan beberapa negara berkembang, akan tetapi masih belum diaplikasikan di Indonesia. Koperasi Pekerja masih rancu dengan istilah Koperasi Karyawan yang menyebabkan pentingnya koperasi pekerja dikaji lebih lanjut. Terdapat perbedaan antara kedua koperasi tersebut. Abstract

Wheat is an alternative food product that contains high carbohydrate, which is currently consumed by many Indonesian people in order to substitute their staple food of rice.  However, Indonesia must import large amount of this product, and during the last decade the imported volume has dramatically increased.  In 2008 the imported wheat reached 4.9 million tons. Since 2001, Indonesian Government has developed domestic wheat agribusiness which aimed to establish industrial villages of domestic wheat production.  However, due to some obstacles, the program is not successful yet. Therefore, it is needed to study the competitive position of wheat agribusiness in Indonesia.  The study’s objectives are (1) to portrait the current domestic wheat agribusiness in Indonesia, (2) to analyze the domestic wheat competitive position, and (3) to formulate strategy for developing domestic wheat agribusiness in Indonesia as an effort to fulfill some part of domestic wheat demand and to build industrial villages of wheat production. The study was conducted in 2009. Data have been analyzed by using the frame of Porter’s Diamond Theory in order to find out the competitive position of Indonesian domestic wheat agribusiness.  Afterwards, SWOT analysis is used to investigate internal strengths and weaknesses as well as external opportunities and threats of Indonesian wheat agribusiness in order to formulate the developing strategies. Finally, the approach of strategic architecture is used to arrange the formulated strategies where it can be easier to get the picture. The conclusion of Porter’s Diamond analysis showed that each subsystems of domestic wheat agribusiness in Indonesia still do not support one to another, therefore, its competitiveness becomes weak. In order to strengthen its competitiveness, domestic wheat agribusiness needs to be developed more properly by paying attention to development strategies which have been consciously formulated and put in mapping of strategic architecture.

Abstract

In the last ten years, the performance of Indonesia’s tea agribusiness has been decreased. It is shown by the decreasing of tea estate area by 2.18 percent per year, tea production decreased by 0.8 percent and export volume decreased by 1.07 percent per year. The Porter’s Diamond System analysis shows that the competitiveness of Indonesia’s tea agribusiness is still weak. The main component of Indonesia’s tea that supports each other are : 1) the resources factors with the domestic demand conditions, and also 2) the resources factors with the related and supporting industries. While in the supporting component, the government component only supports the resources factors component, and it’s clearly different with the chance component that supports all the main components. Finally, tea agribusiness development strategies in Indonesia was analyzed by using SWOT and Architecture Strategy, which were more directed to increase the performance of smallholders tea plantation by strengthening the role of farmer group and optimalizing the role of association. In the other hand, the strategies for government and private tea estate are more directed to increase the volume of production and product diversification which are important for improving the export oriented tea products. Other strategies that can be implied are 1) increasing the promotional activity and 2) spreading information about tea and its benefits to increase domestic tea consumption.

Abstract

The purpose of this research was to formulate the strategy of developing agribusiness of red potato in Solok Regency. The research was conducted on the district which has highest production of red potato in Solok Regency, Lembah Gumanti District. The method used on this research was SWOT matrix analysis and architectural strategic analysis. Based on SWOT analysis matrix, ten strategies were recommended in order to develop the agribusiness of red potato in Solok regency. From those ten strategies, sixteen recommended program was formulated based on analytical research. These programs were divided into  two, routine running program and gradually running program.

Abstract

The purpose of this research is to analyze the relationship of personal characteristics on the entrepreneurial behavior and factors affecting the business performance of prawn crackers women entrepreneurs in Jambi Province. This study was conducted using a survey in two regencies in the Jambi Province. The method of analysis used in the study is Structural Equation Modelling (SEM) with Partial Least Square (PLS) approach. The results shows i) training, business experience, education, and family background positively significant affect to the entrepreneurial behavior (including motivation, innovation and risk taking decision); ii) business performance is influenced by personal characteristics, entrepreneurial behavior, internal environment and the external environment. Personal characteristic of women entrepreneur on prawn crackers business in Jambi Province is the most influence factor on woman business performance.

Abstract

The purpose of this study are to analyze the performance of Universitas Negeri Gorontalo (UNG) in the financial and academic aspects; to analyze the gaps in financial performance and academic performance; and to know the differences in financial performance and academic performance before and after transformation into a State Universities Public Service Agency (PTN BLU). The analysis method used are descriptive analysis, gap analysis by calculating the average expected service level, and average calculation for perceived service actual performance, and t-test. The result of the research shows that the implementation of governance especially in the case of service is increasing and efficient. Besides that, after the transformation into BLU,UNG shows various progress, especially the improvement of financial performance as measured from income level from Non-Tax Revenue (PNBP), and from Revenue Budget and State Expenditure (APBN), while the academic performance, measured from 12 indicators covering tri darma of higher education, has increased significantly compared to when UNG is still part of the Work Unit (SATKER). While the results of gap analysis show that the academic and financial performance perceived by lecturers and UNG employees is higher than the quality of expectedservice. The financial performance of UNG before and after BLU has significant differences, as well as the academic performance.

Abstract

The purpose of this study is to identify internal and external factors that influence CDP business development, formulate business development strategies, and design CDP strategic architecture. Cikarang Dry Port (CDP) is a land port designed to support export and import activities and supply chains in the Jabodetabek and Cikarang regions. The precise business development strategy to optimize resources and opportunities for the CDP business environment is important to develop. The method of this research is descriptive analysis and purposive sampling. The analytical tools used include internal and external analysis and SWOT. The results show that the IFE and EFE values obtained are 3.03 and 3.07. Its main strength is the availability of land port’s capacity with a score of 0.56. The external factors that provide significance relative to the success of dry port development are internet usage and applications on smartphones that scored 0.32. The regulation on expansion and business development of the Kalibaru Port (Newport Priok Container Terminal) is the biggest threat of 0.06 and 0.04.

Abstract

ABSTRACT The North Jakarta Government is the public organization that have primary purpose to provide public service obligations. The North Jakarta Government performance must covered that primary purpose. This research was conducted to measure the performance of The North Jakarta Government using the balanced scorecard approach. As the core of strategic management, balanced scorecard method is used as a tool to improve the quality of planning with translate the vision, mission, purpose and strategy into targeted initiatives strategy that comprehensive, coherent, measurables and comparable. This research aims are to formulate strategies that The North Jakarta Government can do to improve their performance. That strategies build based on the result of performance measurement using balanced scorecard. Penelitian ini bertujuan untuk memberikan strategi-strategi yang dapat dilakukan oleh Pemerintah Kota Jakarta Utara untuk meningkatkan kinerjanya, khususnya kinerja keuangannya. Strategi tersebut disusun berdasarkan penilaian hasil evaluasi kinerja menggunakan Balanced Scorecard. Abstract

ABSTRACTIn the last few years the level of performance accountability of the Bogor City Government has not shown a significant increase, so it needs strategies to improve it. This research included descriptive research type with using primary and secondary data. Analysis methods used were Importance Performance Analysis, and Analytical Hierarchy Process. The purpose of this research were to analyze the weaknesses of the implementation of the performance accountability system of the Bogor City Government, and formulate the strategies to improve the performance accountability of the Bogor City Government. Based on the results of the Importance Performance Analysis showed that there are 7 attributes that become weaknesses of the implementation of the performance accountability system of the Bogor City Government. These attributes are alignment between planning documents, results-oriented performance planning, linkages of programs / activities with strategic planning, preparation of individual performance indicators, tiered performance measurement, and utilization of performance measurement. The strategy to improve the performance accountability of the Bogor City Government is strengthening commitment, implementing performance-based budgeting, SAKIP coaching, and improving the quality of APIP.Keywords: performance, accountabilityABSTRAKTingkat akuntabilitas kinerja Pemerintah Kota Bogor dalam beberapa tahun terakhir belum menunjukkan peningkatan yang signifikan, sehingga dibutuhkan strategi untuk peningkatannya. Penelitian ini termasuk jenis penelitian deskriptif dengan menggunakan data primer dan data sekunder. Metode analisis yang digunakan adalah Importance Performance Analysis, dan Analytical Hierarchy Process. Tujuan penelitian ini adalah untuk menganalisis kelemahan-kelemahan dalam penerapan sistem akuntabilitas kinerja Pemerintah Kota Bogor, dan merumuskan strategi peningkatan akuntabilitas kinerja Pemerintah Kota Bogor. Hasil penelitian menunjukkan bahwa terdapat 7 atribut yang menjadi kelemahan penerapan sistem akuntabilitas kinerja Pemerintah Kota Bogor. Atribut tersebut adalah keselarasan antar dokumen perencanaan, perencanaan kinerja berorientasi hasil, keterkaitan program/kegiatan dengan renstra, penyusunan indikator kinerja individu, pengukuran kinerja berjenjang, dan pemanfaatan pengukuran kinerja. Strategi untuk meningkatkan akuntabilitas kinerja Pemerintah Kota Bogor adalah penguatan komitmen, penerapan anggaran berbasis kinerja, pembinaan SAKIP, serta peningkatan kualitas APIP.Kata kunci: kinerja, akuntabilitas

Abstract

Abstrak. Pelaksanaan Masyarakat Ekonomi ASEAN (MEA) akan dimulai pada awal 2016 sesuai dengan kesepakatan yang ditandatangai oleh semua Kepala Negara ASEAN. Salah satu kesepakatan dalam MEA adalah aliran bebas tenaga kerja ahli dan trampil termasuk di bidang jasa Manajemen Sumber Daya Manusia (MSDM). Praktisi MSDM di Indonesia tidak sepenuhnya siap menghadapi persaingan yang semakin terbuka ini. Kompetensi praktisi Manajemen Sumber Daya Manusia (MSDM) di Indonesia perlu diteliti secara mendalam untuk mengetahui keberadaannya dilihat dari sisi praktisi MSDM. Penelitian ini menggunakan metoda statistik deskriptif untuk memetakan pendapat, persepsi, dan opini praktisi MSDM tentang kompetensinya. Responden yang dilibatkan dalam penelitian ini meliputi praktisi MSDM di Jabodetabek serta kota-kota besar di pulau Jawa, sesuai dengan lokasi utama organisasi/perusahaan swasta. Kerangka sampling yang dipergunakan adalah purposive non random sampling yang ditujukan pada anggota Perhimpunan Manajemen Sumber Daya Manusia (PMSM) Indonesia melalui studi kuisioner secara online. Responden yang telah mengisi kuisioner secara lengkap sebanyak 250 orang. Temuan penelitian menunjukkan bahwa latar belakang pendidikan yang berkarir di MSDM beragam dari berbagai lulusan dan didominasi dari Jurusan Manajemen, kemudian disusul Psikologi, Teknik, dan Hukum. Evolusi profesi MSDM di Indonesia menunjukkan bahwa sebagian besar praktisi MSDM Indonesia (35%) masih terlibat dalam aktivitas administrasi dan Hubungan Industrial, sebanyak 21% sudah terlibat dalam pengambilan keputusan yang strategis, dan 20% sudah bertindak sebagai mitra strategis dan agen perubahan. Standar kompetensi praktisi MSDM beserta program pengembangan dan sertifikasinya dipersepsikan sangat penting serta memiliki urgensi yang tinggi untuk dikembangkan, walaupun pemerataan kesempatan untuk mengembangkan kompetensi tersebut tidak merata di seluruh Indonesia. Organisasi/perusahaan telah memberikan penghargaan yang signifikan pada profesi MSDM dengan 34,8% posisi tertingginya berada di level direktur, 14% berada di posisi general manager, dan 32,4% di posisi manajer. Lebih dari setengah responden menyatakan kurang siap menghadapi Masyarakat Ekonomi ASEAN (MEA), sehingga proses percepatan pengembangan kompetensi praktisi MSDM di Indonesia perlu dilakukan untuk meningkatkan daya saingnya dalam kompetisi regional dan global.Kata kunci: Masyarakat Ekonomi ASEAN, kompetensi, praktisi Manajemen Sumber Daya Manusia Indonesia, purposive non random sampling, statistik deskriptif.Abstract. ASEAN Economic Community (AEC) will be implemented at the early 2016 referred to the agreement signed by all ASEAN countries' leaders. One of the agreement content is the free flow of skilled labor including Human Resources (HR) professional. Indonesia's HR practitioners are not fully ready to face this upcoming more open competition. HR professional competency in Indonesia needs to be examined deeply to find its existence to be seen from HR practitioners' point of view. This research uses descriptive statistic method to map ideas, perceptions, and opinions from HR practitioners pertaining their competencies. Respondents come from Jabodetabek area and the big cities in Java Island due to the main location of private companies. Sampling frame is purposive non random sampling to cover members of Indonesia HR Management Association via online questionnaire study. There are 250 respondents who filled the questionnaries completely. Research findings show that the educational background of Indonesia's HR practitioners is various and dominated by Management, then followed by Psychology, Technic, and Law. HR evolution in Indonesia indicates mostly being exposed in administration dan industrial relations (35%), 21% has been involved in strategic decision making process, and 20% has demonstrated as strategic partner and change agent. HR competency standard and its development and certification programs are perceived very important and urgent to be developed further, although the uqualization of development opportunity is not well distributed across Indonesia areas. Organization/company has already showed significant recognition to HR profession by giving the highest position at director level (34,8%), General Manager (14%), and Manager (32,4%). More than half respondent stated not ready to face the ASEAN Economic Community (AEC), however the acceleration process of HR practitioners' competency development program needs to be done in order to enhance the competitiveness in regional and global competition.Keywords: ASEAN Economic Community, competency, descriptive statistic, Indonesia's Human Resources practitioner, purposive non random sampling.
