Abstract

Metode FMEA merupakan salah satu tool yang dapat diterima dengan baik untuk menganalisa realibility dan safety dari peralatan karena bersifat visible dan mudah digunakan. Namun tim FMEA akan mengalami kesulitan dalam penerapan pada industri nyata karena terdapat kelemahan (Yeh et all, 2007, Wang et all, 2009). Dalam menentukan komponen kritis dan prioritas perbaikan, FMEA tradisional masih memiliki kelemahan, dimana FMEA tradisional menempatkan faktor severity, occurance dan detection pada tingkat kepentingan yang sama, walaupun pada kenyataannya memiliki tingkat kepentingan yang berbeda serta bobot kepentingan tim penilai FMEA diabaikan. Pada penelitian ini diintegrasikan metode fuzzy pada FMEA dimana faktor severity,occurance dan detection dinilai dalam bentuk lingusitik. Pada metode fuzzy ini, bobot kepentingan tim penilai FMEA diperhitungkan. Untuk melakukan perangkingan dan prioritas perbaikan digunakan metode Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) berdasarkan kriteria-kriteria seperti tingkat resiko, economic cost, ketersediaan spare part, economic safety dan maintenance personal ability. Penerapan metode Fuzzy dan TOPSIS pada FMEA untuk menentukan komponen kritis serta prioritas perbaikan dari berbagai alternatif yang terpilih terhadap kerusakan komponen diterapkan pada sistem Radar Navigasi Sperry Marine, sehingga diharapkan dengan penerapan metode ini dapat meningkatkan kinerja operasional KRI untuk menjaga wilayah yurisdiksi nasional.

Abstract

ABSTRAK In carrying out its main duty as a guardian of the territorial water sovereignty republic Indonesia, the strength of the Navy is directed as a strategic force developed under the SSAT. The strength of the Navy can be measured by the arsenal and the quality of the personnel who are responsible for it. The performance, quality of personnel is strongly influenced by the work load it receives. Measurement of personnel workload in Indonesian Warship to determine the class of his current position using the Factor Evaluation System (FES) method that is more oriented on the volume of work and work time. While the mental workload has not been accommodated in the measurement of workload using this method. In this research will carry out the measurement of mental workload of Indonesian Warship personnel for each type of work when the Indonesian Warship operates, using the NASA TLX method integrated with the Fuzzy method. The questionnaire data collection was obtained from 82 respondents Indonesian Warship personnel. From the research results obtained data that of 11 (eleven) types of work in Indonesian Warship at the time of operation, Main Engine Operators work is the work that has the highest mental workload with a value of 74.33. Abstract

Navy as a marine core in the defense force is responsible for providing security for realizing stability and security of the country. At any time there was an invasion of other countries past through sea, TNI AL must be able to break the enemy resistance line through a sea operation to obtain the sea superiority. But this time the endurance of Striking force Unit at only 7-10 days and required replenishment at sea to maximize the presence in the theater of operations to meet a demand of the logistics: HSD, Freshwater, Lubricating Oil, foodstuffs and amonisi. For the optimal replenishment at sea required scheduling model supporting unit to get the minimum time striking force unit was on node rendezvous. Replenishment at sea scheduling model for striking force unit refers to the problems Vehicle routing problem with time windows using Genetic Algorithms. These wheelbase used is roulette for reproduction, crossover, and mutation of genes. Genetic algorithms have obtained optimum results in the shortest route provisioning scenario uses one supporting unit with a total time of 6.89 days. In scenario two supporting unit with minimal time is 4.97 days. In the scenario, the changing of the node replenishment Genetic Algorithm also get optimal time is 4.97 days with two supporting units. Research continued by changing the parameters of the population, the probability of crossover and mutation that can affect the performance of the genetic algorithm to obtain the solution. Abstract

Sea transportation is a major factor connecting the islands of Indonesia which has strategic and important value in supporting the sustainability of the national economy. Along with the government's policy on the sea highway program and the development of the domestic shipping industry, the growth of the commercial fleet, especially vessels, is currently experiencing rapid progress. In supporting the government program and the demand for reparation and procurement of new ships in domestic production, readiness is required from the shipyard. However, the current condition of the shipyard is only able to meet 83% of the demand for new shipbuilding so that the shipyard still needs to be developed in order to improve its capabilities, so that it can meet the needs and be able to carry out its functions in accordance with the progress of shipping technology. In this study discusses the strategy of developing shipbuilding using qualitative descriptive methods and quantitative SWOT analysis. In this case study shipyard development strategy by increasing the ability of shipyards to meet the demands of ship building by increasing supporting facilities and accompanied by increasing the ability of human resources in the mastery of science and technology. Abstract

Sea security operation is one duties the navy in enforce laws against criminal offences specified the sea. The Navy base is one part of the Integrated Fleet Weapons System which has the capability of sea security operations by optimizing and empowering the existing patrol elements including naval vessel and security Sea patrol in implementing law enforcement at sea. Limited ability and number of facilities patrol and control personnel who are not adequate compared to the extent of the working area of Naval Base causes the unoptimal implementation of law enforcement in the sea. Data collection is obtained from the survey results from the respondents of the operator who is a patrol element of the Naval Base and supported by interviews from the informant who is the Commander and Officer of operations in the Naval Base. The Data obtained next is processed using mixed methods Concurent Embeded where the quantitative method is processed with SPSS 25 Statistic and qualitative method is processed with NVivo 12 Plus implemented simultaneously. This research hypothesis is the sea security operation capability of Naval Base can be improved in implementing more optimal law enforcement, which is proven through data processing with SPSS 25 Statistic and the results of triangulation of data interviews with NVivo 12 Plus. The research is getting the end result that sea security operations have two factors, which are elements of patrol and personnel that influence the simultaneous enforcement of marine law by 89.5%, so that it deserves a priority increase in capability and amount and its patrol personnel in order to implement law enforcement in the upcoming seas. Abstract

Alur Pelayaran Timur Surabayamerupakan bagian dari alur pelayaranbarat surabaya tersibuk kedua di Indonesia setelah alur masuk Tanjung Priok (Departemen Perhubungan, 2006).Dengan kondisi alur pelayaran yang panjang dan sempit ditambah banyaknya arus kapal yang keluar masuk pelabuhan mengakibatkan sangat rentan terhadap kecelakaan laut baik itu kandas, tabrakan kapal ataupun jenis kecelakaan yang lainnya, yang tentunya akan memberikan dampak negatif terhadap pelayaran intersulair. Dengan melihat fakta seperti tersebut diatas, sehingga perlu untuk melakukan kajian lebih mendalam tentang penilaian risiko kecelakaan terhadap alur pelayaran timur surabaya.Kajian ini bertujuan untuk memperoleh jenis kecelakaan apa saja yang mempunyai risiko tinggi di Pelabuhan Surabaya, mengetahui dampak apa yang dapat ditimbulkan dari kecelakaan dengan risiko tinggi dan memperoleh langkah yang bisa dilakukan untuk mengurangi kecelakaan di Alur Pelayaran Timur Surabaya dengan menggunakan Metode Formal Safety Assessment (FSA).Dari enam jenis kecelakaan yang terjadi, terdapat tiga kecelakaan dengan risiko tertinggi yaitu kapal kandas, kecelakaan manusia, tabrakan kapal dengan dermaga pada saat kapal layar maupun sandar. Dampak dari ketiga kecelakaan tersebut menimbulkan kerugian materi yang besar. Untuk menurunkan risiko dari ketiga jenis kecelakaan tersebut dilakukan pengukuran Implied Cost of Averting a Risk (ICAR) terendah dari setiap pilihan penurunan risiko. Penanggulangan risiko yang dilakukan adalah memberlakukanpatroli rutin dan pemasangan rambu alur pelabuhan mempunyai ICAR sebesar 234 juta, memberikan pelatihan penyelamatan manusia dikapal yang mempunyai nilai ICAR sebesar 112 juta dan yang terakhir adalah memperketat area pelabuhan dengan ICAR 84 juta agar pihak yang tidak berkepentingan tidak masuk di area pelabuhan.

Abstract

Tujuan dari penelitian ini adalah untuk menganalisa dampak tingkat pendidikan terhadap ketahanan nasional masyarakat di Kabupaten Bangkalan, serta mendapatkan skenario kebijakan yang tepat dalam pengembangan tingkat pendidikan sehingga dapat meningkatkan dampaknya terhadap ketahanan nasional masyarakat di Kabupaten Bangkalan. Metode yang digunakan dalam penelitian ini adalah Decision Making Trial Evaluation and Laboratory (DEMATEL) untuk mendapatkan variabel kunci dari suatu sistem serta mendapatkan hubungan keterkaitannya, dan pendekatan sistem dinamik untuk menganalisa dampak tingkat pendidikan terhadap ketahanan nasional di wilayah Kabupaten Bangkalan. Terdapat tiga skenario kebijakan yang diterapkan pada penelitian ini, antara lain; skenario peningkatan prosentase dana lembaga pendidikan (skenario 1), skenario peningkatan dana beasiswa (skenario 2) dan skenario kombinasi (skenario 3). Hasil penelitian menunjukkan bahwa tingkat pendidikan berdampak positif terhadap nilai ketahanan nasional di Kabupaten Bangkalan melalui Indeks Pembangunan Manusia (IPM). Skenario kebijakan yang tepat untuk diterapkan ke dalam sistem adalah skenario 3 dan skenario 2, dengan nilai ketahanan nasional Kabupaten Bangkalan sebesar 0,77 atau tangguh pada periode tahun 2020.

Abstract

The quality of services at the Primary Health Center (Puskesmas) and the level of utilization of Puskesmas services are closely related to the competency of human resources providing services to the community. Quality health services can provide satisfaction to patients in accordance with the average level of satisfaction of the population as well as procedures for conducting them according to established professional and ethical standards.The purpose of this study to map the competency of knowledge of health workers at Surabaya Coastal Area Primary Health Center. The location of this research is at Puskesmas located in the North Coast of Surabaya, namely Sidotopo Primary Health Center and Sawah Pulo Primary Health Center. This research uses a qualitative approach with a case study research strategy. Then the technique for determining the informant was done using purposive sampling and snowball sampling. This study analyzed the competency of health workers' knowledge with 3 indicators, namely general knowledge, special knowledge and typical knowledge.The results in this study are knowledge competency of health workers at Surabaya coastal area health center is still not good. The majority of health workers do not have special knowledge or specialization. Human resource development is needed by the relevant agencies.Keywords: Competence, Community Satisfaction

Abstract

Surabaya Main Naval Base V Repair and Maintenance Facility is one of the work units under the auspices of the Indonesian Navy that is tasked with carrying out the maintenance and repair of all major weapons systems of the Indonesian Navy. In carrying out their duties Surabaya Main Naval Base V Repair and Maintenance Facility has a big challenge and even there are various kinds of risks to prepare all the Indonesian Armed Forces defense equipment in accordance with the demands of need. Therefore, in this research, risk management will be carried out at the Surabaya Main Naval Base V Repair and Maintenance Facility Operational based on the ISO 31000: 2018 framework. Based on this framework, risk management will be carried out, namely how to carry out risk assessments in the form of risk identification, risk analysis, and risk evaluation for all risks in the operational field. Enterprise Risk Management (ERM) is also used to carry out in-depth risk management processes. One method used to solve existing problems is to use the House of Risk (HOR) method, which is divided into two stages. Stage 1 HOR focuses on ranking the Aggregate Risk Potential (ARP) value and with the help of the Pareto diagram the cumulative ARP value is obtained to determine the risk event (risk agent) selected, which then requires treatment on a priority scale. The results of this HOR phase 1 are then included in HOR phase 2 to rank the most effective prevention measures based on costs and resources. From the results of the HOR phase 2, further brainstorming was carried out with the Surabaya Main Naval Base V Repair and Maintenance Facility in accordance with the actions chosen for preventive actions that could be immediately carried out.Keywords: House of Risk, Enterprise Risk Management, SNI ISO 31000: 2018.

Abstract

Akademi TNI Angkatan Laut (AAL) adalah Lembaga pendidikan TNI AL yang berfungsi mendidik Taruna menjadi Perwira calon pemimpin masa depan TNI AL guna mendukung tugas pokok TNI AL dimasa mendatang. Komandan Batalyon (Danyon) merupakan Jabatan yang sangat penting pada struktur organisasi Akademi Angkatan Laut dalam mendidik Taruna. Pada Perpang TNI no.perpang 138/XII/2011 menegaskan wajibnya setiap personil TNI memiliki soft dan hard kompetensi.Oleh karena itu, penelitian ini memfokuskan pada analisa dan penentuan kriteria jabatan Danyon AAL meliputi soft dan hard kompetensi serta menggunakan metode Kepribadian PAPI Kostick, DEMATEL ANP untuk mendapatkan Komandan terbaik yang mampu dalam mewujudkan tugas pokok TNI AL. Metode Kepribadian PAPI Kostick merupakan tes kepribadian tentang situasi kerja. Bersama dengan kriteria-kriteria lainnya seperti Pengetahuan, Keterampilan, Kesehatan, Kesamaptaan, dan Konduite, kriteria Kepribadian PAPI Kostick akan diuji kaitan hubungan antar kriteria maupun antar subkriteria didalamnya dengan menggunakan kuisioner DEMATEL.Hasil dari DEMATEL tersebut kemudian digambarkan menjadi sebuah model ANP. Selanjutnya disusun kuisioner ANP. Kemudian hasil kuisioner yang telah diolah, digunakan sebagai input dalam software Superdecision. Hasil dari software tersebut adalah bobot dari masing-masing subkriteria yang dapat digunakan dalam penilaian seleksi komandan. Dan pada subbab contoh penilaian, dari hasil software Superdecision, dapat diketahui peringkat dari alternatif calon Komandan, pada model yang telah ditambahkan cluster alternatif.
