Abstract

Manajemen perawatan sangatlah diperlukan dan mempunyai peran yang sangat vital bagi sebuah KRI Kelas Sigma, mengingat jenis KRI ini merupakan salah satu Alutsista TNI AL yang memiliki frekwensi aktifitas yang tinggi, daya jangkau yang luas serta kemampuan dukungan operasi yang variatif sehingga otomatis aktifitas Sonar juga tinggi dan pada akhirnya keandalannya akan menurun. Metodologi Failure Mode Effect and Criticality Analysis (FMECA) adalah alat yang diakui secara luas untuk studi analisis dan keandalan desain atau proses. Banyak penulis dilapangan telah menekankan secara khusus kegunaan metode ini serta keterbatasannya. Pada penulisan ini mengingat usia pakai dari Sonar dan elemen didalamnya secara khusus komponen-komponen unit RXU telah memasuki masa kritis. Berdasarkan langkah-langkah Failure Mode Effect and CriticalityAnalysis (FMECA) melalui perhitungan Risk Priority Number (RPN), maka dapat ditentukan komponen kritis dari 16 peluang kerusakan diperoleh 8 komponen yang memiliki kekritisan yaitu KM3SSC PCB, KVPE PCB, KHUB PCB, KVPDI PCB, BIBAU9 PCB, KD4L PCB, Power Suply, dan Electro Valve. Komponen-komponen tersebut apabila rusak dapat mengakibatkan Sonar breakdown. Dari hasil optimasi menunjukkan bahwa komponen KHUB PCB memiliki waktu penggantian tercepat, yaitu 68 hari. Sedangkan komponen dengan waktu penggantian terlama, yaitu 165 hari adalah komponen Electro Valve.

Abstract

ABSTRACT Scheduling is an assignment activity related to a number of constraints, a number of events that can occur in a period of time and place or location so that the objective function as closely as possible can be fulfilled. In the hierarchy of decision making, scheduling is the last step before the start of an operation. Scheduling the assignment of KRI in Koarmatim is an interesting topic to be discussed and resolved using a mathematical method. The scheduling process of KRI assignments at Koarmatim is done to produce annual JOP / JOG. This process requires not only rapid follow-up, but also requires systematic steps. The scheduling of assignments applied by Koarmatim is currently carried out by personnel by not using mathematical calculations. The ship assignment scheduling process in this research was carried out using the Binary Integer Programming (BIP) method approach with the aim of minimizing costs and maximizing the purpose of the ship assignment. The scheduling observed was 25 ships carrying out operations for 52 weeks (1 year). The mathematical formulation of the BIP model is made up of one objective function and Three constraint functions. Then the development of the BIP model is then completed, the computer uses Excel Solver. The results obtained that the BIP model applied to scheduling KRI Koarmatim assignments is the maximum coverage area reached is 93,651,234 NM2, with an area safeguard level of 76,11 from the entire area of operating sector I to IX (1,230,442 NM2). BIP is an appropriate method to be used as a method in scheduling the assignment of KRI in Koarmatim. Keywords: Scheduling, Ship assignments, Binary Integer Programming

Abstract

Dalam Rancangan Postur TNI Angkatan Laut Tahun 2005 sampai 2024, kesiapan organisasi TNI Angkatan Laut ditentukan oleh komponen kekuatan TNI AL yang terdiri atas personel, alat utama sistem senjata (alutsista) maupun sistem metodenya. Akuntansi Keuangan TNI Angkatan Laut sebagai Badan Keuangan Tingkat IV merupakan satuan kerja yang bertugas membantu Komandan/Kepala (Dan/Ka) Satuan Kerja (Satker) dalam pengurusan pengelolaan dan administrasi keuangan negara. Proses seleksi atau penentuan personil yang menjabat tidak hanya berdasarkan job description tetapi harus melibatkan faktor soft dan hard kompetensi. Penelitian ini memfokuskan pada analisa sistem penilaian dengan beberapa kriteria dalam seleksi jabatan Ka Akun meliputi soft dan hard kompetensi serta menggunakan metode ANP. Penelitian ini bertujuan untuk mengembangkan model serta kriteria yang relevan untuk dipergunakan dalam melakukan seleksi calon Ka Akun dan memberikan suatu alternatif metode pemilihan yang dapat dipertimbangkan sebagai perbandingan terhadap metode yang telah digunakan sebelumnya untuk mendapatkan calon terbaik yang mampu dalam mewujudkan tugas pokok TNI Angkatan Laut. Selanjutnya untuk mengolah data, dilakukan studi literatur tentang konsep MCDM, konsep Analytic Network Process (ANP). Untuk aplikasi sistem penilaian calon Ka Akun menggunakan Hypertext Preprocessor (PHP). Dari hasil penelitian, didapatkan 5 Kriteria dalam penentuan Calon Ka Akun, yaitu Pendidikan, Kompetensi, Kesehatan, Kesamaptaan dan Performance. Dan juga dihasilkan suatu sistem penilaian Calon Ka Akun dalam bentuk software. Abstract

KRI Halasan - 630 is one of the Fast Missile warships with a length of 60 Meters which apart of fast patrol boat class which belongs to TNI-AL. Accordance with the main function not only as a fast missile boat but also as a patrol ship killer, this ship was made to have a high ability in “hit and run”. Since the beginning of the manufacture and after being inaugurated as KRI in 2014 this ship is able to reach speed until 27 knot in full load. As time goes on the same conditions the speed that this ship can achieve is 25 knot at maximum speed. This can be caused by increase in value from the resistance of the ship. One way to reduce the value of the resistance of the ship is to minimize the Wet Surface Area(WSA) from the ship. By adding hydrofoil technology will produce lift force which could lift apart of the hull ship from the water so that Wet Surface Area from the ship will reduce. From the calculation, to lift on the hull of KRI Halasan Class 20 cm in full load condition at 25 knot knows that dimension for fore foil with tapered straight type are wingspan 4,6 m, wingroot 1,33 m, wingtip 0,5 m, and swept angle 11°. And dimension for aft foil with rectangular straight type are wingspan 5,3 m, wingroot and wingtip 1,365 m, and swept angle 0°. The ship resistance with hydrofoil is 265,5 KN, while in the same condition and speed from the ship without hydrofoil the value of ship resistance is 267 KN. By adding hydrofoil technology could reduce the ship resistance 1,5 KN. This values could make 19,29 KW or 25,86 Hp in power saving.Keywords : Hydrofoil technology, Ship Resistance, Halasan Class

Abstract

Alur Pelayaran Barat Surabaya merupakan alur pelayaran tersibuk kedua di Indonesia setelah alur masuk Tanjung Priok (Departemen Perhubungan, 2006). Dengan kondisi alur pelayaran yang panjang dan sempit ditambah banyaknya arus kapal yang keluar masuk pelabuhan mengakibatkan sangat rentan terhadap kecelakaan laut baik itu kandas, tabrakan kapal ataupun jenis kecelakaan yang lainnya, yang tentunya akan memberikan dampak negatif terhadap pelayaran intersulair. Dengan melihat fakta seperti tersebut diatas, maka dirasa perlu untuk melakukan penelitian secara ilmiah sehingga kita dapat menentukan faktor dominan yang menyebabkan terjadinya kecelakaan pelayaran di Alur Pelayaran Barat Surabaya, sehingga nantinya diharapkan akan diketahui juga kriteria-kriteria utama penyebab terjadinya kecelakaan.Dalam pengambilan keputusan penyebab terjadinya kecelakaan di Alur Pelayaran Barat Surabaya, dimana permasalahan yang ada tidak dapat disusun dalam bentuk hirarki karena melibatkan interaksi dan dependensi elemen-elemen yang lebih tinggi tingkatannya terhadap elemen yang lebih rendah levelnya. Maka dari itu pada penelitian ini digunakan metode Analytic Network Process (ANP) yang mempunyai kemampuan mengakomodasi keterkaitan antar kriteria atau alternatif.

Abstract

Indonesia sebagai negara kepulauan dengan garis pantai yang panjang dan posisi geografis yang strategis. Dalam kondisi tersebut, penguasaan dan kemampuan sistem dan teknologi informasi (IS/IT) kemaritiman menjadi kritikal dan strategis untuk dimiliki oleh Indonesia. Untuk melakukan tugas pertahanan wilayah laut Indonesia, TNI AL merumuskan produk strategis yang disebut Strategi Pertahanan Laut Nusantara (SPLN). Strategi ini diharapkan menjadi landasan bergerak TNI AL dalam pertahanan laut Indonesia baik dalam kondisi damai maupun kritis atau perang. Dengan demikian, IS/IT kemaritiman yang seharusnya dimiliki oleh TNI AL memiliki peranan penting dan mampu mendukung penyelenggaraan SPLN. Kajian akan berfokus pada dua hal, yaitu penyusunan rancangan sistem dan kapabilitas inti IS/IT TNI AL yang mampu mendukung dan selaras dengan SPLN. Tinjauan kepentingan nasional Indonesia, peluang dan ancaman dalam keamanan maritim Indonesia, UU No. 34/2004 tentang TNI, doktrin pertahanan negara, doktrin TNI, dan doktrin TNI AL, pemetaan sistem SPLN, kondisi kekuatan dan kelemahan IS/IT TNI AL menjadi dasar rancangan sistem dan kapabilitas inti IS/IT TNI AL. Rancangan sistem IS/IT TNI AL mencakup sasaran, strategi, arsitektur, aplikasi, dan infrastruktur IS/IT TNI AL dengan pengaruh dari perkembangan teknologi IS/IT dan komunikasi. Rancangan sembilan kapabilitas inti IS/IT TNI AL mencakup kapabilitas kepemimpinan dalam IS/IT, kesatuan pemikiran sistem IS/IT dalam organisasi, perencanaan arsitektur IS/IT, membuat IS/IT dapat dimanfaatkan, membangun hubungan dengan pengguna IS/IT dalam organisasi, informasi perkembangan IS/IT maritim, fasilitasi kontrak, pemantauan kontrak, dan berkaitan dengan pembangunan vendor IS/IT maritim.

Abstract

ABSTRACT The production activities of a company are influenced by sufficient availability of raw materials. The availability of raw materials will be fulfilled if the supplier regularly sends raw materials in accordance with the planned delivery time. However, each supplier has different capabilities in terms of supply capacity, price, product quality, and delivery time. Determining the right supplier will help the company maintain its production process. This study aims to identify which suppliers are selected to fulfill the demand for each production period and determine allocation of raw material orders to each selected supplier. The model developed to determine selected suppliers have been an integer linear programming. The model has the objective function of minimizing the total cost which consists of purchasing, ordering and holding costs. The constraints include supplier capacity, order quantity allocation, demand, inventory balance, safety stock, timely delivery, non negative and binary. Calculation results in giving a numerical example shows that the developed model is able to select suppliers per period. The model is also able to determine the allocation of raw material orders to selected suppliers. Sensitivity analysis is done to find out which parameters are sensitive. The results of the sensitivity analysis indicate that the parameters of supplier capacity and demand are sensitive parameters. Abstract

Independence and advancement of defense equipment in our country demands the professional and high dedication of TNI soldiers, especially the Navy. A soldier must be able and master, operate, and maintain and can solve any problems arising either due to usage or due to technical errors that occur on defense equipment both in operation and hombase. In practice grenade throwing on the field are often found unexploded grenades after being thrown. At this time the handling of unexploded grenades is detonated on the spot, however the tool used to locate the crushing explosives is still very traditional by using bamboo poles. In this final project there will be a tool for placing crushing explosives on unexploded grenade handling procedures in the field, using a long, folded, robotic arm stick that is driven by a gearbox motor, the mechanism of this tool will be made with the arm system using Electromechanical systems. At the end of the stick is installed gripper which serves to clamp the explosives before being placed on unexploded grenades. Stick Manipulator to be created can assist trainers and instructors in the implementation of explosive placement on unexploded grenade handling procedures on target and can be an additional tool of equipment owned by current trainers and instructors and can be useful for units in need , And held a grenade throwing exercise.

Abstract

The Naval Academy must spur its potential to be able to compete with other tertiary institutions. To make it happen certainly need a good improvement. The Navy Academy's performance evaluation system in terms of operational and administrative aspects is not optimal. Based on the planned improvement of the Naval Academy which is compiled annually it is still needed. The report on the implementation of work programs and budgets at the end of the year is not yet sufficient to measure the actual performance of the Navy Academy, by the required assessment system that can be used by management to improve performance and performance at the Navy Academy. The results of this evaluation are very important for the planning and determination of strategic steps and strategies to achieve the vision, mission and coordination objectives. Research Methods that Support Performance Measurement Systems using the Balanced Scorecard method. The design of a performance appraisal system that is in accordance with the concept of the Balanced Scorecard in this study used 8 strategic objectives as a criterion for evaluating the performance of tertiary institutions consisting of 27 KPIs.Keywords: Performance Measurement, Framework, Balanced Scorecard.

Abstract

Pangkalan TNI AL memiliki peranan penting dalam menunjang keberhasilan suatu operasi di wilayah NKRI sebagai negara maritim. Berbagai permasalahan yang dihadapi serta dinamika perkembangan lingkungan strategis yang relatif sulit diprediksi dan semakin kompleks, menuntut jajaran TNI AL untuk mempersiapkan diri sedini mungkin dalam menghadapi setiap kemungkinan ancaman yang dapat mengganggu stabilitas pertahanan negara. Menyadari hal tersebut, pimpinan TNI AL berkehendak melakukan pengembangan pangkalan tertentu untuk dinaikkan status klasifikasinya. Bila dihadapkan pada keterbatasan kondisi anggaran pertahanan negara saat ini, maka perlu adanya prioritas dalam upaya pengembangan pangkalan tersebut sehingga dapat memberikan percepatan kontribusi terhadap operasi TNI AL, sehingga kriteria fungsi pangkalan secara keseluruhan dapat berperan dalam menunjang tugas TNI AL. Penelitian ini menggunakan metode Analytical Network Process (ANP) yang memiliki kemampuan untuk mengakomodasi keterkaitan antar kriteria atau alternatif. Dua jenis keterkaitan yang dimiliki dalam metode ANP yaitu keterkaitan dalam satu set elemen (innerdependence) dan keterkaitan antar elemen yang berbeda (outerdependence). Hasil penelitian berupa nilai bobot prioritas kriteria dan prioritas alternatif Lanal yang akan dikembangkan menjadi Lantamal. Nilai bobot kriteria yang terbesar adalah Fasilitas Pangkalan dan nilai bobot alternatif yang terbesar adalah Lanal Pontianak.
