Abstract

The corruption crisis in Indonesia has reached a dangerous level and must receive attention from all parties, including higher education institutions. Otherwise, it could lead to destruction in Indonesia. Despite focusing merely on describing anticorruption education ecosystems in religious universities, this study is significant for Indonesia's sustainable growth. Hence, this research aims to identify anticorruption education ecosystems at State Islamic Universities (PTKIN) in Indonesia. Using a descriptive quantitative method, the data was collected through a questionnaire with the indicators: (1) anticorruption value-creating networks; (2) a clean and transparent governance system, and (3) collective awareness of the need for a movement to fight corruption (shared logic). The questionnaire was distributed to Vice Rectors II (general administration, planning and finance) and the Heads of the SPI (Internal Supervisory Unit) at PTKIN. The results of this research proved that the characteristics of the educational ecosystem at PTKIN were quite supportive of anticorruption education, with an average score of 3.4833 (score category C). This finding still did not meet community expectations. Therefore, to create a better anticorruption education ecosystem, tighter laws and dedication from PTKIN leadership were required.

Abstract

Integrity as a concept is usually associated with and measured by one of two separate scopes: personal or organizational. This paper argues that in educational institutions such as schools or universities, integrity measurement should not be done by separating personal and organizational concepts. In addition, integrity in education sector is often discussed just from academic perspective such as cheating, plagiarism or other wrongdoings in classroom or research activity. The measurement concept in this paper also includes non-academic aspects such as administrative services, financial management, and procurement. Educational integrity in this paper combines three concepts which are the character dimension (Istiani, 2015), the Corporate Ethical Value model (Kaptein, 2007), and the classification of corrupt behaviors in education compiled by KPK from various resources (2018). To conclude, the concept of educational integrity should be looked as holistic one which can be assessed from the integrity character of students, the ecosystem that influences them, and also the compliance level of school’s governance. This offered concept tries to fulfill the strategic role in encouraging educational stakeholders to massively and systematically evaluate the achievement of integrity improvement in the education sector, including the human capital result.

Abstract

Indonesia has a serious corruption problem. All parties must participate in finding solutions to this issue, both through punitive and preventative measures. Education must have a role as a medium for building moral character. This study intends to explore anti-corruption value insertion implementation across a range of academic and extracurricular endeavors. A systematic literature review is applied in this study. This research reviews and analyzes articles on various anti-corruption value insertion strategies. This study makes use of 44 collected articles published within the last seven years. There have been several instances of anti-corruption value insertion through a variety of mechanisms. Anti-corruption principles can be indoctrinated within individuals through a variety of methods such as integration into subjects or courses, the use of teaching techniques, extracurricular activities, and administration or education management with an anti-corruption philosophy. Numerous parties have been active in anti-corruption preventative efforts. Therefore, it is hoped that this endeavor will support the government's plan for eradicating corruption.

Abstract

Attacks against officials of the Corruption Eradication Commission (KPK) often happen. The attacks show that there is an attempt to hinder the progress of corruption cases being handled by the KPK or perhaps to take revenge. Therefore, in carrying out their duties, officials of KPK should receive legal protection, namely limited immunity rights. The limited immunity rights are not new in Indonesia; the law has granted it to several state institutions/agencies. The purpose of this paper is to offer a model for the regulation of limited immunity rights for the KPK. This paper proposes a model of limited immunity rights for KPK leaders, investigators,r and public prosecutors within the scope of carrying out their duties and exercising their authorities. The proposed model stipulates that KPK officials cannot be interrogated, arrested, detained, prosecuted, or sued when occupying their positions. However, the rights to immunity is limited only to the period of occupying a position at the KPK and does not apply if KPK officials receive severe sanctions for ethical violations or commit special crimes.

Abstract

The term money laundering emerged in the early 19th century. Although various prevention and enforcement efforts have been developed since then, money laundering still occurs throughout the world. Therefore, it is necessary to carry out continuous evaluations to ensure that the applicable policies to curb money laundering remain adequate. This research aims to evaluate the effectiveness of anti-money launder-ing programs in Indonesia using the opportunity element approach in fraud models that are represented by the regulations, implementations, and supervisions. This research will evaluate: (1) the effectiveness of money laundering control, (2) banks levels of compliance, (3) the regulatory and supervisory body’s performance, and (4) the problems in implementation of the anti-money laundering program. This study uses a qualitative research method with an evaluation approach. This study obtained data from Indonesia’s Financial Service Authority, the Financial Intelligence Unit and the relevant banks as well as other relevant evaluations reports and indexes. The results of this study are that the implementation of the AML program in Indonesia is good but still needs improvement in its risk-based preventive measure and enforcement measures. The results of this research also shows that the identification of beneficial owner is one of the problems faced by banks.

Abstract

This study aims to find the correlations between various types of corruption, namely state cap-ture, grand corruption, and petty corruption, with foreign direct investment and domestic investment in Indonesia. Using ordinary least squares method, this study analyzes data on corruption court decisions that occurred in 509 regencies from 2015 to 2019. The results reveal that, whilst domestic investment shows clear and significant correlation only with grand corruption, the foreign direct investment has definite and significant correlations with both grand and petty corruption. In addition, grand corruption has a stronger correlation with investment, especially with the foreign direct investment, in comparison to petty corrup-tion. The state capture corruption, on the other hand, shows no significant correlation to either foreign direct investment or domestic investment. These results highlight that the high level of investment in Indonesia is accompanied by an increase in the number of corruptions, especially large-scale corruption such as grand corruption.

Abstract

The practice of money politics by some parties has been considered normal in elections in Indonesia. Money politics has been extensively discussed in the literature regarding voter behaviour in Indonesia from a political, sociological, psychological, and rational choice (political economy) perspective. Some studies focus on the influence of money politics in elections. Several international studies have also discussed academic explanations regarding the electoral impact of money politics. Beginner voters are a segment of voters who are considered more rational and not as pragmatic, with an increased awareness of the importance of holding elections with integrity. This study aims to determine students' perceptions as first-time voters of the normalization of money politics in elections. This research uses qualitative methods with a descriptive approach. The data used in this study is primary data in the form of structured interviews using questionnaires and secondary data. The research results show that most respondents know the prevalence and forms/types of money politics. Respondents have a perception that tends to be balanced regarding whether they agree or disagree that money politics is a common practice in elections in Indonesia. Factors that influence respondents' perceptions include elements in the respondent's self, factors on targets or objects, and situation/context factors.

Abstract

This paper focuses on examining the institutionalization of the Political Party Integrity System (SIPP) which was pushed by the Corruption Eradication Commission (KPK) as part of efforts to prevent political corruption in the National Awakening Party (PKB). Since the 2009, 2014 and 2019 elections, PKB's vote share has increased. The number of party cadres who were caught in corruption cases was relatively small compared to other parties. The main question to be answered is how the institutionalization of SIPP in PKB was initiated by the KPK as part of efforts to prevent political corruption? The theoretical framework used is O'Donnell's institutionalization theory. There are two stages of institutionalization; the spread of values (value infusion) and routine actions against these values (behavioral routineization). Data was collected through literature review and interviews. This research shows that the institutionalization of SIPP in PKB takes place through the stage of spreading SIPP values. This distribution is contained in Mabda' Siyasi, AD/ART, PKB Manifesto, and Party Regulations. It regulates the code of ethics, regeneration and recruitment, internal democratization, and financial governance. The next stage is getting used to the internal provisions of this PKB in carrying out party activities. PKB is one of the parties that welcomes the existence of SIPP. For PKB, SIPP is an acceleration to strengthen party integrity. Become a concrete step to prevent political corruption involving party cadres.

Abstract

Political parties are an important element of democracy. Ethical standards, accountability, and the culture of party democracy all require attention. This study examines the implementation of a whistleblowing system in political parties and its effectiveness in preventing corruption. The data was obtained through interviews and observations were processed into formulating descriptive solutions. The outcome is a system developed by the authorial team called SIAPP (Political Party Information and Complaint System). SIAPP is a digital platform owned by political parties containing information about anti-corruption work and education schemes, interactive community access, and information surrounding complaints. The SIAPP can support the implementation of the Political Party Integrity System Module (SIPP) launched by the KPK RI. Political parties need to be transparent so that the public knows of anti-corruption work schemes, ethical standards for party cadres, and the culture of party democracy. The study results state that political parties and anti-corruption activists agree with the SIAPP mechanism offered because it is felt to be quite effective in preventing political corruption and could encourage party transparency to gain public trust.

Abstract

In the past, Indigenous Papuans had a unique way of teaching their cultural values of hard work, honesty, openness, and authority. These values are contained in the Noken. Noken is a handicraft product made from natural materials which has the same function as a bag. It is used to fill crops, groceries, and personal items and is used in ceremonies as a souvenir and an accessory for women. The philosophy of the Noken is full of values, including transparency and integrity, wherein Papuans were taught an anti-corruption culture from their early life. This contradicts the current situation, where corruption practices are increasing, especially among public officeholders. This study aims to analyse the degradation of Papua’s anti-corruption culture after the implementation of special autonomy by using a qualitative perspective, namely gathering information from selected informants through focus group discussions and in-depth interviews. The results of this study indicate that the causes of the degradation of the anti-corruption culture are due to changes in consumptive lifestyles and weak supervision, a high-cost political system, and convoluted bureaucratic flows. The consequence of this degradation is the fading of Noken-based anti-corruption culture, dependence on special autonomy funds, and the sharpening of social conflicts. For this reason, political action and goodwill from stakeholders are needed to revitalise Noken's noble values through internalising said values in social life.
