Abstract

This research is a qualitative research that aims to evaluate the scout extracurricular program in the 2013 curriculum in SMA Negeri 1 Pekanbaru. This study focuses on the evaluation of mandatory extracurricular program in the curriculum of 2013 in SMA Negeri 1 Pekanbaru with aspects observed as subfokus of this research problem to support the focus of research is 1) Evaluation of extracurricular context of scout in SMA Negeri 1 Pekanbaru, 2) Evaluation Inputekstrakurikuler mandatory scout in SMA Negeri 1 Pekanbaru, 3) Evaluation The process of extracurricular implementation of compulsory scout in SMA Negeri 1 Pekanbaru. The data collection of this research is done by observation, interview, and documentation with Evaluation Models (Substantive) model approach, that is the evaluation model of goal achievement. The results of this research in terms of implementation of context evaluation in extracurricular activities must be good scout. Looks good because it is based on Permendikbud Number 63 Year 2014 About Scouting Education, the implementation of this scout extracurricular is to include teachers in training and get MD certificates to be a supervisor on the extracurricular must scouts. Invite resource persons to increase knowledge of Scout Coaches. Preparing facilities and infrastructure periodically to support scout activities. Evaluation of inputs where for extracurricular activities is mandatory scout in SMA Negeri 1 Pekanbaru students' ability about scout is very minimal because of the number of students from various junior high schools that have not used the Curriculum 2013 and do not place the scout as a compulsory extracurricular. Results of Evaluation Process Implementation of scout activities in SMA Negeri 1 Pekanbaru for planning is made by involving principals, student representatives, scout coodinator and scout coach. This planning is made for 1 year where the beginning of its implementation in the new school year. Types of activities undertaken in this scout activities are social work, ceremonial education, scouting skills, UN and monitored directly by the supervisor of the Education Office Pekanbaru City.

Abstract

This study was a qualitative research. The thoug collection was done withtechnical documentation, observation and interviews. Objective (1) To know planning in instituteof suluk, (2) To know management in institute of suluk, (3) To know organization in institute ofsuluk, (4) To know observation in institute of suluk, (5) To know follow-up in institute of suluk.Institute education of suluk one of the informal education system. Of cours, owning separateprocedures and oder in management execution it, including into management education of suluk.Suluk management below/ naqsabandi tarikat head as tarikat head executor have the followingladder : someone which have been permitted to lead suluk dubed by Mursyid while undermursyid proxy and under referred as tarikat khalifah, while head as a whole and becomemursyid from entire referred as Mursyid Syaidul. Usually in mursyid lifing after executin educationof suluk, diploma mursyid syaidul perform mursyid, mursyid proxy and tarikat khalifa to peoplewho assumed competent and fulfil its condition. Each time suluk is sometimes lifted by twomursyid people, three mursyid proxy people and a number of khalifa as according to itsrequirement. Education decentralization give to education institute and local society to processeducation. Thereby can be expected reaching of productivity and quality education of it self.This matter also form independence institute education.

Abstract

This research was aimed at finding out the structuring and equality policies of the teaching loads of the state Senior High School (SMAN) teachers of Tembilahan Kota, Indragiri Hilir District.  The data were gathered through observation, interview and documentation. The informants of the research were employees of the District Education Office, school supervisors, head teachers, and a number of teachers in the Sub-district of Tembilahan Kota. The data analysis used in this study was policy analysis since the research employed the qualitative approach. The findings of the research indicated that (1) the program planning of the structuring and equality of the teachers’ teaching loads has been implemented. (2) In its implementation, however, there were teachers who could not have 24 teaching hours in a week. (3) The implementation of the planned program of the structuring and the equality of the teachers’ teaching loads was running smoothly, but not yet as maximal as expected.

Abstract

Management of Adiwiyata Programme consist of four aspect are environmentpolicy, environment curriculum, activity of environtment based participative, and facilitiessupported environmentally friendly. This research aims to analysed management of AdiwiyataProgramme and descripted of planning, organizing, actuating and controlling Adiwiyata programmeat State Junior High School 2 Pangkalan Kerinci The Distric Pelalawan. The qualitative reseachaproach and type of the reseach is a descriptive analytic study. For data collection tecniques areinterviews, observation and documentation. From the analysis of the data in State Junior HighSchool 2 Pangkalan Kerinci obtained results, (1) management of environment policy has beenmanaging trought revision the vision and mission of the school and the allocation of funds forAdiwiyata Programme, (2) management of environment curriculum has been managing troughtcurriculum integrated, (3) management of environment activities based participative has beenmanaging through various environment action like a “Sabtu Bersih Programme,” invite studentto participate trought extracuricular activities like PLH, KIR and Scouting, also ensure schoolpartnerships with “Puskesmas” to environment instigation, (4) management of facilities thesupporting environmentally friendly like provision of disposal waste, provision of coposting, andschool gardens. Improving the quality of facilities and infrastructures are improving the qualityof healthy canteen service and friendly environment like to canteen not use plastical stuff tofood packing, used of electricity, water and “ATK” eficiently, improving management of schoolsanitation. From some of research are found that the management of Adiwiyata programmehave optimal.

Abstract

This study aims to determine the headmaster’s participation and school committee participation towards eduaction quality on public junior high schools (SMPNs) in Rokan Hilir district. The research was conducted at the Junior High School in Rokan Hilir. the study was conducted over three months, from September 2015 to November 2015. The results show that there is a positive relationship between headmaster’s participation and quality of education. Partially, the headmaster’s participation affects 90.0% of the value quality of education at Junior High School in Rokan Hilir, meaning the better headmaster’s participation will increase the quality of education. There is a positive relationship between school committee participation with the quality of education. Partially, school committee participation affects 58.3% of the value of the quality of education at the Junior High School in Rokan Hilir, meaning the better school committee participation will increase the quality of education. There is a positive relationship between the headmaster’s participation and school committee participation together with the quality of education. Headmaster’s participation and t school committee participation jointly affect the 90.4% value of the quality of education at the Junior High School in Rokan Hilir.

Abstract

The objective of this study was to analyze the implementation of ‘Permenpanand Birokrasi’ No. 16/2009 on Teachers’ Functional Position and their credit points and itsimpacts on elementary school teachers’ career development at state elementary schools (SDNs)in Kandis Sub-district, Siak District. The study focused on (1) teachers’ understanding of thecontent of the ministerial decree, (2) the procedures of teacher promotion in accordance withthe ministerial decree, (3) the impacts of the implementation of the ministerial decree on theteacher promotion. The study employed the qualitative approach with descriptive method andthe data were collected using interview, observation and documentation. The interview dataindicated that more than fifty percent of the government employed teachers did not understoodthe contents of the ministerial decree because they were not much kept informed by thegovernment through the department concerned. Half of the remaining respondents did notbother about their promotion. The findings of the research also showed that a small number ofteachers understood the contents of the ministerial decree but they found it difficult to deal withthe promotion process. The Ministerial Decree for Empowerment of National Apparatus andBureaucracy No. 16/2009 has given a positive impact on teachers’ promotion and careerdevelopment and also has given a negative impact on the teachers’ career development in theform of no payment for their professional allowance and the postponement of promotion withinsix years.

Abstract

The purpose of this paper is to know the role of school supervisor in inspecting, Advising, Monitoring, Reporting, Coordnating (Coordinating), Performing Leadership (in leading and performing the five main tasks), in improve the quality of education as in SDN. And the factors causing the gap and the effort to eliminate the gap factors in the implementation of the role of school supervision in improving the quality of education in the SDN. Efforts to eliminate the causes of gaps in the implementation of school supervisors in improving the quality of education in SDN. To study it the authors use a qualitative approach with mixed data collection techniques or mix method. It is expected that school supervisors can perform their role in the effort to improve the quality of education in the schools they supervise.

Abstract

This research aimed to analyze the planning program of Out-of-SchoolEducational Institution of Dance Art ‘Yayasan BI Production Pekanbaru, the implementationof its program, and its supervision and evaluation. An evaluative method was used in thisresearch putting more emphasis on holistic results of an event being in progress or on-going.The study was carried out on the basis of qualitative approach framework. The findings of theresearch indicated that the planning program of Out-of-School Educational Institution of DanceArt ‘Yayasan BI Production Pekanbaru’ could be said already good which could be seen fromthe program in terms of its objective, policies, strategies and procedures. The organization andthe direction of this foundation cover the structure of organization, function and duties and thedistribution of the teachers’ teaching loads. In terms of supervision and evaluation, this out-ofschooleducational institution is regularly evaluated by the students, teachers and the managerof the foundation. Furthermore, the supervision includes program supervision, self-evaluation,evaluation and curriculum development, accreditation, evaluation of teachers and making efficientuse of educational apparatus.

Managerial Supervision Head of Technical Implementation Unit of Education and Culture Office of Tapung Hulu Sub-district has not been maximal in supervising and supervising in the preparation and development of school-level curriculum. Head of UPTD does not coordinate in preparing School development plan (RPS). Preparation of Annual School Activity Plan (RKTS). As well as the School Revenue and Expenditure Budget Plan (RAPBS). Abstract

The aim of this research is how the implementation of education policy ofsentosa marginal school. With subfokus viz: (1) Targets in the application of education policyimplementation of Marginal School in Dusun Sentosa Desa Simpang Gaung Kecamatan GaungKabupaten Indragiri Hilir Provinsi Riau (2) the implementation of the education system ofMarginal School in Dusun Sentosa Desa Simpang Gaung Kecamatan Gaung Kabupaten IndragiriHilir Provinsi Riau (3) availability of facilities and infrastructure to support the provision ofMarginal School education in Dusun Sentosa Desa Simpang Gaung Kecamatan GaungKabupaten Indragiri Hilir Provinsis Riau (4) Learning process of Marginal School in DusunSentosa Desa Simpang Gaung Kecamatan Gaung Kabupaten Indragiri Hilir Provinsi Riau.This research used Qualitative Descriptive collected from respondents with data collectionthrough documentation, observation anddeep interview. Furthermore, data analysis through datareduction, data display along with conclusion and verification.The result of the research showsthat: (1) Targets in the application of education policy implementation of Marginal School are inaccordance with educational policy of marginal school that isthe marginalized children of DusunSentosa (2) the implementation of the education system in Sentosa marginal school includes:(a) Curriculum that is used in SMP Marginal following the holding schoolthat is school-basedcurriculum (KTSP) (b) the number of the teacherare 4 person and living close to SentosaMarginal School (c)the budgeting sourced from BOS fund andmanaged by the holding school(3) the availability of facilities and infrastructure to support the provision of Marginal Schooleducation is still very limited, SMP Marginal does not have its own building, the learning tool isonly the teachers textbook. SMP Marginal Sentosa utilizing the existing infrastructure, thingsthat are needed such as chalk directly requested to the holding school (4) the learning processof Sentosa Marginal School are more conditioned to the situation of students as well as facilitiesand infrastructure.
