Abstract

RSUD Puri Husada Tembilahan masih menggunakan sistem penilaian manual yang memiliki keterbatasan dalam transparansi dan akurasi. Penelitian ini bertujuan mengembangkan model penilaian kinerja tenaga kesehatan berbasis elektronik menggunakan metode Profile Matching serta merancang sistem menggunakan Unified Modelling Language (UML). Penelitian menggunakan pendekatan kuantitatif dengan 84 responden tenaga kesehatan. Tiga dimensi kompetensi dinilai, yaitu pengetahuan, keterampilan, dan sikap, dengan pembobotan core factor dan secondary factor. Hasil menunjukkan skor komposit rata-rata sebesar 69,98% dengan distribusi kategori Excellent (4 responden), Good (40 responden), dan Needs Improvement (40 responden). Dimensi sikap memiliki kesenjangan kompetensi terbesar dibandingkan standar ideal. Sistem e-Performance yang dikembangkan mampu melakukan perhitungan otomatis, menghasilkan rekomendasi pelatihan, serta meningkatkan objektivitas evaluasi. Model ini berpotensi mendukung pengambilan keputusan manajerial berbasis data dan transformasi digital manajemen kinerja rumah sakit.

Abstract

Public Health Centers (Puskesmas) as primary health care facilities have a strategic role in achieving the Minimum Service Standards and national health program targets. The success of Puskesmas is strongly influenced by the performance of health workers, which is determined not only by individual competence but also by managerial factors such as leadership, work motivation, employment status, and work culture. This study aimed to analyze the relationship between these managerial factors and the performance of health workers at UPT Puskesmas Rebang Tangkas, Way Kanan Regency. This study used a quantitative approach with a cross-sectional design. The study population consisted of all health workers at UPT Puskesmas Rebang Tangkas, totaling 53 respondents, using a total sampling technique. Data were collected using a structured questionnaire that had been tested for validity and reliability. Data analysis was conducted using univariate and bivariate analyses with the Gamma correlation test at a 95% confidence level. The results showed that leadership (p = 0.043; r = 0.512), work motivation (p = 0.043; r = 0.512), and work culture (p < 0.001; r = 0.795) had significant relationships with the performance of health workers. Work culture showed the strongest relationship. Meanwhile, employment status did not show a significant relationship with health worker performance (p = 0.250). In conclusion, the performance of health workers in Puskesmas is more influenced by managerial factors, particularly leadership, work motivation, and work culture. Strengthening Puskesmas management through effective leadership, increased motivation, and the development of a positive work culture is necessary to improve the performance of health workers sustainably.

Abstract

This study aims to analyze disease patterns among outpatients in type A hospitals, specifically those that have implemented digitalization systems in their services. The data were obtained from Electronic Medical Records (EMR) for the year 2024. The study employed a descriptive quantitative method with a retrospective approach. Samples were randomly selected from a population of 33,550 outpatient records using the Slovin formula (with a 5% margin of error), resulting in 400 samples. The analysis covered patients’ demographic characteristics, including gender, age, residence, and disease patterns based on the primary diagnosis. The results showed that female patients accounted for a higher proportion (57%) than males (43%), with the adult age group (19–59 years) being the most dominant (53.8%), and the majority of patients residing in Bandung City (68%). The five most common primary diagnoses were Follow-Up Examination After Unspecified Treatment for Other Conditions (Z09.9) (35%), Counselling, Unspecified (Z71.9) (17%), Follow-Up Examination After Other Treatment for Other Conditions (Z09.8) (9%), Pulpitis (K04.0) (7.8%), and Necrosis of Pulp (K04.1) (6%). The Cramer’s V test indicated no significant relationship between disease patterns and gender (V=0.242; p=0.219), but a significant association was found between disease patterns and age categories (V=0.463; p=0.000). These findings suggest that outpatient services in hospitals are predominantly utilized by patients with chronic conditions that require continuous monitoring, reflecting a shift in healthcare focus from acute illnesses to the management of chronic diseases.
