Abstract

Small and medium industries (IKM) have an important role in the Indonesian economy and in Bandung it is one of the most developed sectors. However, not all SME businesses can survive and develop in a sustainable manner. Therefore, analysis of investment feasibility is very important for IKM business actors in Bandung. In this study, various aspects that need to be considered in conducting an investment feasibility analysis are discussed, including market analysis, financial analysis, technical analysis, and risk analysis. It is hoped that this research can provide guidance for IKM business actors in Bandung to carry out an appropriate and comprehensive investment feasibility analysis, so that their businesses can survive and develop in a sustainable manner. Based on the results of the analysis, it can be concluded that investing in most SMI businesses in Bandung is feasible. However, it is necessary to pay attention to the factors that influence investment feasibility in order to minimize risk and increase investment success.

Abstract

Violence against children is a serious social problem, and the number of cases of violence against children changes every year. Cases of violence against children often occur in families, so the prevention of violence against children in families must be encouraged by everyone, including the government. The Surabaya City Government has made various efforts to prevent child violence in the family, one of which is through PUSPAGA. PUSPAGA Kota Surabaya is a service under the auspices of the DP3APPKB Surabaya City which focuses on strengthening families and preventing violence against children. This study uses a qualitative descriptive approach. The theory used is the theory of policy output evaluation with 7 (seven) indicators of Ripley's policy output, namely access, frequency, coverage, bias, service delivery (accuracy of service), accountability, and suitability of programs with needs. PUSPAGA Surabaya City has provided good service on each indicator. Even so, the Surabaya City Government still has to continue to introduce it to the public so they know more about PUSPAGA services in Surabaya City.

Abstract

Society will always expect the government to provide quality public services.. Providing access to complaints is one of the efforts to improve public services that can be, so public can submit their complaints regarding the services received. The Government of Sidoarjo Regency is seeking to provide maximum service by launching the Call Center 112 emergency complaint forum, which was launched on June 20, 2022. The purpose of this research is to identify and describe the Call Center 112 public complaint service innovation as an emergency complaint forum in Sidoarjo Regency. The type of research used is qualitative with a descriptive approach. The results of the study show that: 1) Relative Advantage: Call Center 112 Innovation has provided benefits for the community to submit complaints. 2) Compatibility: Call Center 112's innovation complies with regulations, community requirements, and previous complaint forums. 3) Complexity. Call Center 112 is said to be quite complicated in technical reporting and operating procedures. 4) Triability.  Call Center 112 has passed the trial stage. 5) Observability: Call Center 112 is easy for OPD to observe, but there is still a lack information on the progress of complaints.

Abstract

Abstract:  The Social Rehabilitation Program for Uninhabitable Houses abbreviated as rutilahu is a program to improve the quality of housing through repairs as a whole and/or entirely with the principles of acceptability, transparency, accountability, integration, partnership, solidarity, benefits and participation. This study aims to describe in depth the process of collaborative governance in the Social Rehabilitation Program for Uninhabitable Houses in the City of Surabaya. This type of research uses descriptive qualitative techniques with the determining informants through purposive and snowball sampling techniques. Data collection techniques used were observations, interviews, and documentation. Data analysis techniques using "interactive model of analysis" by Miles and Huberman (2014). The collaborative governance process is analyzed by theory (Ansell & Gash, 2007) including face to face dialogue, trust building, commitment to the process, shared understanding, and intermediate outcomes. The results showed that the collaboration process had been successfully carried out at the face to face dialogue, trust building, share understanding, and intermediate outcome stages between the DPRKPP of Surabaya City with BP2P Jawa IV, Baznas Surabaya, YMI ITS, Victory Community Church of Surabaya, KTPR, Bank Mandiri, and from private donor. Meanwhile, the collaboration process at the commitment to the process stage has been quite successful between the parties. In the commitment to the process stage, the majority of the collaborating or participating parties do not yet have written documents that can strengthen their collaborative relationship, so at least a letter of agreement is needed stating or known by the parties concerned.

Abstract

This study provides a deep analysis of the contextual variables that affect the Central Java Provincial Government's best utilization of talent pools are looked at. Talent pools are collections of high-performing workers who have been selected for taking on more responsibility and occupying key roles within the company. Since public sector organizations are constantly expected to provide effective and efficient public services while operating in a financially constrained environment and facing a persistent talent shortage as well as rising competition for talent, effective talent pool utilization is especially important in an emerging economy. The study investigates the contextual elements within a local government that could potentially limit the best implementation of a talent management strategy. It does this by drawing on talent management theory and basing its findings on a case study with interviews conducted with thirteen key individuals within the Central Java Provincial Government. The results of this study show that the Central Java Provincial Government's use of talent pools in the public sector is not optimal due to a number of factors, such as the creation of talent pools that do not meet needs, the absence of participant roles, and the absence of an understanding of the appraisal process. The absence of explanation for maintaining abilities is a further element identified. These results are known to be impacted by a lack of resources, a lack of opportunities for talent development, a lack of support from and engagement from leaders, and an incomplete deployment of talent management systems.

Abstract

Program Sistem Layanan Adminduk Kolaka Utara Offline, Online Dan Terintegrasi (Si LAKU O2T) bertujuan untuk menyederhanakan dan mendekatkan layanan administrasi kepada masyarakat, memastikan prosedur yang mudah, cepat, gratis, dan bebas dari pungutan liar dan perantara. Namun, dalam pelaksanaannya, program ini menghadapi beberapa tantangan seperti masalah disiplin dan tanggung jawab petugas, kurangnya jumlah petugas, dan infrastruktur yang kurang memadai. Penelitian ini bertujuan untuk mengevaluasi implementasi Si LAKU O2T dalam meningkatkan kualitas pelayanan publik di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Kolaka Utara. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data meliputi wawancara, observasi, dan analisis dokumen, dengan sumber data primer dan sekunder. Analisis data meliputi reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pelaksanaan Si LAKU O2T sebagian besar sudah efektif. Variabel komunikasi menunjukkan pelaksanaan yang efektif, transmisi yang mapan di antara para pelaku layanan, pedoman pelaksanaan yang jelas, dan konsistensi dalam persyaratan dan mekanisme layanan. Variabel sumber daya menunjukkan bahwa sumber daya untuk Si LAKU O2T telah dimaksimalkan, termasuk staf yang tersedia dan informasi kebijakan yang dipahami dengan baik. Wewenang telah didelegasikan dengan baik, dan fasilitas pendukung memadai. Sikap pelaksana menunjukkan pandangan yang positif, dengan pemahaman kognitif terhadap tugas, arahan yang selaras dengan tugas pelaksana, dan respon positif terhadap keluhan masyarakat. Variabel struktur birokrasi menyoroti keberadaan Standar Operasional Prosedur, yang menstandarkan tindakan di antara para pelaksana pelayanan. Studi ini memberikan masukan yang berharga bagi Pemerintah Kabupaten Kolaka Utara untuk meningkatkan pelayanan administrasi kependudukan. Namun, penelitian ini memiliki keterbatasan, yaitu ruang lingkup yang terbatas pada satu wilayah dan potensi bias pada data kualitatif. Penelitian lebih lanjut direkomendasikan untuk mengeksplorasi wilayah yang lebih luas dan menggabungkan langkah-langkah kuantitatif untuk hasil yang lebih komprehensif.

Abstract

Pencapaian tujuan reformasi birokrasi di Indonesia untuk menjadi level pemerintahan kelas dunia pada tahun 2025 masih dipertanyakan. Hal ini mengingat luasnya fokus reformasi birokrasi dan tantangan yang dihadapi dalam pencapaian tujuan substantif. Penelitian ini bertujuan untuk menganalisis implementasi penyesuaian pada jabatan struktural menjadi jabatan fungsional di Kementerian Pertanian RI dan kaitannya dengan upaya mewujudkan reformasi birokrasi dan manajemen publik baru. Riset ini menggunakan metode kualitatif melalui telaah literatur tentang reformasi birokrasi di Kementerian Pertanian RI. Hasil penelitian menunjukkan bahwa penyederhanaan birokrasi melalui penyetaraan jabatan menjadi salah satu alternatif mewujudkan sumber daya yang cerdas, produktif, inovatif, dan kompetitif dalam memberikan pelayanan publik terbaik. Tantangan dari budaya organisasi dan pegawai yang skeptis terhadap transformasi jabatan menyebabkan implementasi penyederhanaan birokrasi kurang optimal. Adanya unsur koordinasi dalam struktur organisasi masih membayangi fungsi manajerial pada jabatan fungsional.

Abstract

The purpose of this study was to analyze the implementation of supervision related to employee work discipline at the Ratu Samban District Office, Bengkulu City. This study is classified as quantitative research using primary data in the form of numbers from questionnaires given to 19 employees at the Ratu Samban District Office, Bengkulu City. The method of findings includes data collection through observation, documentation, questionnaires, and literature studies. Quantitative data analysis using SPSS 20. The results of the study indicate that inherent supervision significantly influences the improvement of employee work discipline at the Ratu Samban District Office, with a contribution of inherent supervision of 35.3% to work discipline. This indicates that the more effective supervision that includes monitoring, inspection, and evaluation, the higher the level of employee discipline in carrying it out. This study enriches the literature on the relationship between inherent supervision and work discipline in the context of local government. By referring to the theory of managerial control and reinforcement, the results of this study underline the importance of the role of inherent supervision in creating disciplined behavior in the work environment. Good supervision can increase employee compliance with organizational rules and reinforce positive behavior.

Abstract

This study examines the dynamics of agenda setting and policy formulation for Sustainable Development Goals (SDGs) using bibliometric analysis. Data sourced from Google Scholar covering the period 2019-2023, employing SDGs-related keywords. Network Visualization Co-Occurrence analysis reveals patterns of relationships among concepts, while Overlay and Density Visualizations provide additional context and levels of interconnectedness. Results indicate clusters encompassing sustainable business adoption, urban development, and the impact of COVID-19. Co-Authorship analysis identifies key authors such as Filho, W Leal, and Li, Y. The conclusion presents profound insights into SDGs literature and recommends further research on specific aspects.

Abstract

The assessment of employee performance at KPP Pratama Jakarta Penjaringan refers to the Regulation of the Director General of Taxes Number PER-6/PJ/2023 concerning the Ranking of Employee Performance within the Director General of Taxes, which is carried out using the ranking method. If this assessment is not carried out objectively, it can cause employee demotivation, which can result in suboptimal employee performance. This research aims to analyze the influence of performance appraisal, competency, and motivation on job satisfaction and employee performance. It uses a quantitative method, a census conducted on 113 people (100%) employees. The research instruments are questionnaires and observations. The data collection technique is G-Form. Inferential statistical analysis is used using the SmartPLS 3.2.9 application. The research results show that employees are aged 23-54 (average 34 years), and the majority have a diploma. The level of performance assessment, competency, motivation and job satisfaction is in the Medium category. The variables for assessing employee performance, competence and motivation have positive values and have a significant effect on job satisfaction. There is a significant influence between employee job satisfaction on employee performance at KPP Pratama Jakarta Penjaringan.
