Abstract

The foot area of the Suramadu bridge on the Surabaya side is one of the most frequently visited locations in the city of Surabaya. The large number of visitors coming to the area has raised the interest of the surrounding community to become street vendors. The objective of this study is to describe the performance of the implementation of the street vendor arrangement policy in the foot area of the Suramadu bridge on the Surabaya side. This study uses a descriptive method with a qualitative approach. Data collection techniques in this study were carried out through observation, interviews, and documentation with the research informants involved. Theory of Policy Implementation by Van Meter and Van Horn consisting of: Policy standards and targets; Resources; Inter-organizational communication; Implementor characteristics; Implementer attitudes or tendencies; Economic, social and political conditions are the main references in identifying the results of this study. The results of this study indicate that the performance of the implementation of street vendor arrangements in the foot area of the Suramadu Bridge on the Surabaya side using the analysis of the implementation theory by Van Meter and Van Horn was less successful. This is due to the problems that occur so that street vendors are still free to trade in the area..

Abstract

The urgency of this research highlights the need for effective solutions to reduce the vulnerability of Makassar City residents to the risk of flood disasters, which consistently result in significant impacts on the lives and security of affected communities. The aim of this research is to evaluate the effectiveness of flood disaster risk mitigation policies that have been implemented in Makassar City and identify the main inhibiting factors in their implementation, including formulating adaptive policies that are responsive to these challenges. This research uses a qualitative approach with data collection sourced from interviews, documentation and observations. The data obtained was then coded with Nvivo 12 Plus. These findings indicate that the effectiveness of flood disaster risk mitigation policies in Makassar City is still hampered by several factors, including weak coordination between the government, developers and the community, as well as inconsistent law enforcement regarding land conversion. Inadequate drainage infrastructure and lack of public awareness are also challenges. To overcome this problem, responsive adaptive policies are needed, including increased cross-sector cooperation, stricter law enforcement, infrastructure maintenance, and more inclusive socialization programs. This holistic approach is expected to increase the resilience of Makassar City to the threat of flooding in the future.

Abstract

This research aims to analyze the strategy of Village-Owned Enterprises (BUMDes) Amanah in managing Pattumba Waterfall tourism in the digital era. A phenomenological qualitative approach was used to provide an in-depth description of the role of the Local Government and BUMDes in the management of this tourist attraction. Data were obtained through direct observation, structured interviews with various stakeholders, and related documentation. Data were analyzed using Nvivo 12 Plus software to support thematic analysis and identify important patterns. The research findings show that advances in Information and Communication Technology (ICT) have contributed significantly to tourism promotion and management through digital platforms such as social media and online ticket reservation systems. The use of digital technology has helped improve the efficiency of recording visitor information and managing daily operations. However, challenges such as the lack of adequate infrastructure and the low digital literacy of the local community still pose obstacles. The implication of this research is that proper utilization of ICT can increase the visibility and attractiveness of tourist destinations, as well as support more efficient management. The original value of this research lies in the in-depth analysis of the role of BUMDes Amanah and the use of digital technology in tourism management, which can serve as a reference for the development of similar strategies in other areas.

Abstract

Di tengah perkembangan era digital, risiko kebocoran data kian meningkat dengan karakter yang semakin rumit, sehingga berpotensi mengganggu aspek kerahasiaan, keakuratan, dan aksesibilitas informasi. Urgensi masalah keamanan data dan informasi di Kota Makassar dalam konteks percepatan transformasi digital mencerminkan perlunya respons proaktif untuk melindungi kerahasiaan, integritas, dan ketersediaan data dari ancaman yang semakin kompleks. Tujuan penelitian ini adalah untuk mengidentifikasi upaya yang dilakukan pemerintah dalam meningkatkan keamanan informasi, serta untuk memetakan hambatan yang dihadapinya. Studi ini menggunakan pendekatan kualitatif, dengan mengumpulkan data melalui beberapa teknik, termasuk wawancara, dokumentasi, dan observasi. Informan kunci terdiri dari para pejabat dan staf di Dinas Komunikasi dan Informatika Kota Makassar yang memiliki pemahaman yang mendalam tentang kebijakan, praktik, dan infrastruktur terkait keamanan data dan informasi. Temuan utama dari upaya pemerintah Kota Makassar dalam meningkatkan efektivitas keamanan data dan informasi meliputi empat aspek krusial yaitu penguatan infrastruktur keamanan, pelatihan pegawai, sosialisasi publik, serta monitoring dan evaluasi berkala. Tantangan utama yang dihadapi termasuk evolusi ancaman siber, keterbatasan anggaran, kurangnya kesadaran pegawai, kompleksitas regulasi, dan integrasi sistem. Rekomendasi untuk mengatasi tantangan tersebut mencakup penerapan prinsip keamanan berlapis, manajemen anggaran berbasis risiko, peningkatan pelatihan, pematuhan regulasi, dan desain sistem yang mendukung integrasi. Mengadopsi pendekatan berbasis risiko dan standar internasional juga dapat membantu meningkatkan keamanan, membangun kepercayaan publik, dan mendukung transformasi digital yang aman dan efisien di Kota Makassar.

Abstract

Kota Makassar menghadapi perubahan iklim ekstrem dengan peningkatan suhu rata-rata tahunan dan cuaca yang tidak terduga, menjadikannya salah satu kota dengan perubahan cuaca paling signifikan di dunia. Penelitian ini bertujuan untuk menganalisis dampak perubahan iklim serta mengevaluasi langkah adaptasi pemerintah dalam mengurangi risiko. Penelitian ini mengadopsi pendekatan kualitatif, dengan pengumpulan data melalui wawancara dengan informan kunci seperti, serta melalui proses dokumentasi dan observasi. Selain itu, FGD (Focus Group Discussion) juga dilakukan untuk memperoleh pandangan yang lebih luas. Alat analisis yang dioptimalkan menggunakan Nvivo 12 Plus. Perubahan iklim di Makassar menyebabkan peningkatan banjir rob, anomali suhu, dan kerusakan ekosistem, berdampak pada infrastruktur, ekonomi, kesehatan, dan lingkungan. Pemerintah telah melakukan langkah mitigasi seperti peningkatan drainase, edukasi masyarakat, dan kampung iklim, tetapi pendekatan proaktif, seperti pengelolaan tata ruang dan adopsi praktik internasional, diperlukan untuk meningkatkan ketahanan kota secara berkelanjutan. Pendekatan proaktif melibatkan perencanaan tata ruang yang mempertimbangkan risiko iklim, seperti membangun kawasan pesisir tahan banjir dan memperluas ruang hijau sebagai area resapan air. Selain itu, adopsi praktik internasional, seperti program edukasi komunitas di Jepang, dapat memperkuat adaptasi berbasis lokal untuk menghadapi dampak perubahan iklim.
