Abstract

One of the tourism development concepts that is currently popular is geopark. There are 10 Indonesian National Geoparks that have received UNESCO Global Geopark (UGGp) status, one of which is the Belitung Geopark located in Belitung Regency, Bangka Belitung Province. However, this status was not a significant factor in policy formulation at the national level. This is because Belitung Regency Airport has been removed from the list of Indonesian International Airports. This UGGp status will be validated every 4 (four) years by assessors from UNESCO.  This revalidation activity will provide an assessment of the Geopark in several aspects, namely conservation, education and community empowerment. UNESCO uses a “card” system to evaluate and categorize UNESCO Global Geopark status. Geoparks that fail to meet UNESCO standards significantly risk losing their UNESO Global Geopark status if they fail to make comprehensive improvements within 2 (two) years. Therefore, it is very important to audit strategies in geopark development, especially in geoparks that already have UNESCO Global Geopark status, so that the status can be maintained to increase regional competitiveness, sustainable economic development and open opportunities for international cooperation

Abstract

The purpose of this study is to ascertain how the Department of Population and Civil Registration in the Pangkep district has improved public services through the use of e-government core. Qualitative research using a descriptive research design is the method employed. Techniques for gathering data include documentation, interviews, and observation. The study's findings include 1) Components of Support, Since the icore application's formal introduction, the government is stated to have offered excellent support for the development of e-government implementation, and this support has only increased. 2) Components of capability, The Pangkep Regency Population and Civil Registration Office's capacity to implement e-government core and improve public services has been deemed ideal in terms of financial, infrastructural, and human resources. This is derived from the APBD and has to do with the accessibility of financial or budgetary resources. 3) Valuable Components (advantages) Because of the many conveniences provided, the community has experienced the value or benefits of the icore application.

Abstract

  This research is based on the implementation of the free school policy in State Vocational High Schools (SMK) in Kutai Kartanegara Regency. Although this policy aims to improve access to education and ease the economic burden of low-income families, its implementation faces a number of significant obstacles. The main objective of this study is to analyze the free school policy implementation process deeply, focussing on the evaluation of free school policy implementation in Kutai Kartanegara, the impact on education quality, student motivation and achievement, and stakeholders' perceptions. This study used qualitative methods with a population consisting of SMKN in Kutai Kartanegara Regency, and samples were taken from two SMKN in the middle, upstream, and downstream sections. Descriptive and content analysis methods analyzed data from interviews and observations. The results show that: 1) The policy has been successful in some aspects, such as improving access to education, but there are serious obstacles that hinder the achievement of optimal results. These include inadequate facilities, limited resources, and ineffective fund management. The findings enrich the existing literature by showing that greater attention to technical and managerial aspects is needed to achieve the long-term success of the free school policy. 2) There is a decrease in learning motivation among some students from well-off families, which seems to be due to the perception that education becomes less valuable when no fees are charged. This highlights the need for adjustments in the policy to ensure that the free school program provides balanced benefits to all students, regardless of their economic background.

Abstract

This study aims to analyze food security policies in island villages and evaluate the extent to which the utilization of Village Potential and Characteristics in food security programs using village funds. This study was conducted in Bintan Regency which has many villages separated by the sea. Food security is a strategic issue in island areas because they have limited access to transportation, infrastructure and dependence on food distribution in outside areas. The objectives of the food security policy can be achieved, namely food availability, food affordability and the use of nutritious, quality and balanced food. This study aims to analyze the implementation of food security policies based on village potential, namely village funds, natural resources and human resources. The research method uses a descriptive qualitative approach with interview and observation data collection techniques. The results of the study found that the food security policy has not utilized resources according to needs, human resources, natural resources and village funds. The target of economic improvement has not been significantly felt by farmers, ranchers and fishermen so that the food security system has not been formed. It is necessary to increase the capacity of policy implementers to understand the objectives of the food security program policy based on potential.

Abstract

This study examines the Makassar City government's strategic program in promoting island tourism, identifying the inhibiting and supporting factors that arise, and examining regional investment through tourism promotion. This study uses a qualitative approach with data collection sourced from interviews, documentation, observation, and document review. The data obtained were then coded with Nvivo 12 Plus. The results of the study indicate that the government's strategic steps related to island tourism promotion include branding and destination image, holding events and festivals, providing integrated tourism packages, improving information services, and using digital promotional media. The hampered tourism promotion activities are caused by inadequate infrastructure and low public awareness. To overcome this, the government needs to provide clean water infrastructure, provide bathrooms to meet tourist needs, provide trash bins, educate the public, and improve the security of tourist locations. Meanwhile, supporting factors include the presence of strong local community participation and the use of digital platforms as promotional media. Increasing regional investment through tourism promotion includes expanding creative economic opportunities and MSMEs, creating new jobs, and increasing local revenue.

Abstract

This study aims to analyze e-government user satisfaction using the D&M IS Success Model. Digital literacy is added as an additional variable to provide a broader explanation of the contradictory research results from previous studies. A quantitative research approach is employed. Research data were collected by distributing an online questionnaire to users of the BPS-Statistics Sulawesi Barat Province official e-government website who accessed the site in the last year. Multiple linear regression is used to analyze the impact of system quality, information quality, service quality, and digital literacy on user satisfaction, both partially and simultaneously, using RStudio. Findings indicate that the variables from the D&M IS Success Model have a significant influence on user satisfaction. On the contrary, digital literacy was found not to significantly influence user satisfaction when tested partially. Simultaneously, the four variables have a significant influence on user satisfaction. The R-squared value indicates that system quality, information quality, service quality, and digital literacy collectively explain 75.26% of user satisfaction. In comparison, the other 24,26% is covered by different variables that are not included in this research. These results offer valuable insights for governments implementing e-government websites to enhance user satisfaction and deliver improved public services. The study contributes to the existing literature on user satisfaction with e-government in Indonesia.

Abstract

NTPD 112 bertujuan untuk meningkatkan kualitas sistem pengaduan darurat di Indonesia. Salah satu Pemda yang diterapkan adalah Kabupaten Sidoarjo pada tahun 2022. Dari sejak diterapkan hingga tahun 2024 jumlah aduan yang diterima pihak NTPD 112 Sidoarjo sejumlah 103.738 panggilan. Panggilan yang diterima Call Taker 112 tidak hanya terkait pengaduan masyarakat saja, namun juga pengaduan non darurat, informasi umum, dan prank call. Jumlah panggilan ketiga tersebut lebih tinggi dari aduan darurat yang diterima Call Taker 112. Disisi lain, terdapat hambatan lain seperti yang berhubungan dengan respon petugas serta hambatan di lapangan yang dirasakan petugas L3 OPD dalam menangani aduan masyarakat sehingga seringkali penanganannya kurang sesuai dengan SOP yang ada. Penelitian ini berguna untuk menganalisis implementasi layanan NTPD 112 di Kabupaten Sidoarjo dengan menggunakan hasil kajian dan penelitian Harvard JFK School of Government sebagaimana dikemukakan oleh Indrajit (2016) meliputi support, capacity, dan value . Penelitian ini bersifat deskriptif kualitatif dengan data yang dikumpulkan melalui teknik wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa penerapan layanan NTPD 112 dapat dikatakan sukses. Hal tersebut karena dalam pelaksanaannya telah mendapat support dari Pemerintah, capacity penunjang yang cukup baik dan juga memberikan value bagi Pemerintah maupun masyarakat, meskipun masih ada beberapa aspek yang perlu disempurnakan.

Abstract

This study aims to describe and analyze the effectiveness of the Layanan Pak Danan Application in administrative services at the Plintahan Village Government. The research employed a descriptive qualitative method with observation, interviews, and documentation, and data analysis was conducted using the Miles and Huberman model. Informants included the Village Head, the Village Secretary as the application operator, and the Head of Services. The findings reveal that in terms of goal achievement, the application has accelerated services, simplified registration, and enhanced transparency and accountability, although several administrative services are not yet accommodated in the system and the application lacks a formal legal framework. In terms of integration, the application encouraged coordination through socialization, tiered signature mechanisms, and handling of duplicate registers, yet initial integration was uneven due to reliance on specific roles. In terms of adaptation, village officials demonstrated improved ability to learn the application independently, adjust services to regulatory changes, and implement technical innovations to meet community needs, although technical issues such as system errors, unstable internet, and power outages remain obstacles. Thus, the effectiveness of the Layanan Pak Danan Application can be categorized as effective, although not yet fully optimal, and still requires improvements in service coverage, regulatory aspects, and supporting infrastructure

Abstract

Tujuan penelitian ini adalah mengidentifikasi indikator kinerja yang diterapkan pemerintah, tantangan yang dihadapi, serta alternatif kebijakan untuk meningkatkan ketahanan pangan berkelanjutan di Kabupaten Gowa. Penelitian ini menggunakan pendekatan kualitatif dengan fokus pada pengumpulan data melalui wawancara dengan informan kunci dari Dinas Ketahanan Pangan Kabupaten Gowa. Selain itu, penelitian ini juga melibatkan dokumentasi, seperti laporan resmi pemerintah. Nvivo 12 Plus dipilih sebagai alat untuk analisis data. Indikator kinerja yang ditetapkan oleh Dinas Ketahanan Pangan Kabupaten Gowa menunjukkan pentingnya strategi komprehensif untuk memastikan ketahanan pangan yang berkelanjutan. Temuan ini menggarisbawahi perlunya perhatian pada distribusi pangan yang merata, stabilitas harga baik di tingkat konsumen maupun produsen, serta pengelolaan cadangan pangan. Selain itu, Tantangan utama yang dihadapi pemerintah Kabupaten Gowa termasuk ketergantungan masyarakat yang tinggi pada beras sebagai sumber pangan utama, serta keterbatasan keterampilan masyarakat dan kurangnya penyuluh khusus ketahanan pangan. Selain itu, ada kekurangan infrastruktur untuk mendukung layanan ketahanan pangan, serta terbatasnya sumber daya manusia di pemerintah yang menghambat efektivitas pengelolaan dan implementasi program ketahanan pangan. Pemerintah perlu fokus pada diversifikasi pangan dan edukasi konsumsi, pengembangan keterampilan masyarakat, serta peningkatan infrastruktur dan dukungan regulasi untuk mengatasi tantangan ketahanan pangan dan mendukung keberlanjutan sistem pangan di daerah.

Abstract

This article aims to formulate the influence of the Integrity Zone launch strategy in the sub-work unit of the Ministry of Defense's Research and Development Agency (Balitbang) to accelerate Bureaucratic Recalibration and realize the Public Integrity Zone. To obtain comprehensive results, this article uses a mixed approach, combining qualitative and quantitative analysis. Data were collected through discussions, technical guidance, in-depth interviews with Experts, and document analysis. Qualitative data were processed using NVivo and Quantitative data using a structural system model. The study shows that the Integrity Zone launch strategy improves employee understanding and roles in managing a clean and accountable organization. In addition, bureaucratic productivity and efficiency significantly increased as a result of the involvement of leaders in providing strategic direction, the benefits of guidance from resource persons who have achieved Public Integrity Zone status, and active participation of employees who play an active role in being responsible for preparing their work units to become areas for the Integrity Zone (ZI). These findings indicate that the launch of the Integrity Zone is very important to help organizations adapt to environmental changes and technological advances. The limitation of this study lies in the scope of the analysis which is limited to the sub-work units of the Ministry of Defense's Research and Development Agency, so that generalization of the results to all ministries requires caution. This study provides original value by recommending the expansion of the implementation of the Integrity Zone to organizational units of the Indonesian National Army to accelerate the achievement of comprehensive bureaucratic reform within the Ministry of Defense. In conclusion, the launch of the Integrity Zone is a strategic step towards a clean organization, and oriented towards public service.
