Abstract

Hindu philosophy is one of the study programs of STAH Negeri Mpu Kuturan Singaraja which contributes to studying various philosophical thoughts both in general and about Hindu philosophy, as well as studying various religious phenomena. This is important to do so that people, especially Hindus, understand the philosophical or tattva values ​​of all religious activities carried out. To examine these matters, especially for students, of course, learning media are needed that can make it easier for students to understand certain concepts, especially those that are abstract. One of the courses that require concrete learning media is the Hindu Aesthetics subject. The choice of learning media that can be used in this course is the ornamens found in Dalem Segara Madhu Temple, Jagaraga Village, Sawan District, Buleleng Regency. This is due to the uniqueness of the carvings found on the paduraksa in this temple. By using a qualitative descriptive method, this paper examines the contribution of the ornamens in Dalem Segara Madhu Temple to the Hindu aesthetics subject at the Hindu Philosophy study program. The results of the study are that the ornamens found in Dalem Segara Madhu Temple can be included in learning about the concept of creating art in society. Thus, students can understand the theory of Hindu aesthetics and explain the relationship between aesthetic values ​​and philosophical values ​​contained in these ornamens.

Abstract

Nowadays, business communication is growing with the presence of user generated content (UGC) as one of the communication strategies through social media. This study aims to examine the influence of UGC Sharing motives on Sharing Intention from a qualitative perspective in the Lemonilo x NCT DREAM collaboration. By 5 motives tested, Self Creation, Community Commitment, Self Expression, Social Relationship and Reward. The method used is a quantitative approach with purposive sampling as the sampling technique. The study population was Lemonilo consumers who knew of the Lemonilo x NCT DREAM collaboration with 100 respondent as a representative sample. By collecting data through surveys using online questionnaires and processig the data through the Partial Least Square (PLS) software application. The results of this study show that Self Creation, Community Commitment, Self Expression, Social Relationship and Reward have a positive effect to UGC Sharing Intention Quality. The positive effect that produced together is 75% according to the Coefficient of Determination (R2) which is 0.757. The results also showed that the Self Creation motive is most dominant in influencing users to share their content compared to other motives. Based on these findings, Lemonilo can communicate its business by increasing content sharing activities in order to direct positive and quality UGC to users.

Abstract

Investigating and understanding the potential and rules for groundwater exploitation is the goal of this study. The issue is centered on sustainable environmental policies, which might serve as an example for local governments developing groundwater utilization regulations. Observation, interviews with relevant persons, documentation, and qualitative analysis were used to acquire the information. This study concludes that the Potential for Underground Water Tax in the City of Palangka Raya is very fluctuating, decreasing from year to year, even though many underground water tax objects are inactive. Unlike to Palangka Raya, which has developed both its public and private sectors. With these facts, the policy regarding the underground water utilization system in the City of Palangkaraya is still not serious. The tax collection system policy must also prepare personnel resources who are competent and focused on analyzing tax potential, especially with the official assessment.

Abstract

The Betteng Pellet Tradition is a tradition of the Madurese people for those who are entering four to seven months of pregnancy for their first child. The purpose of this study was to describe the meaning and value of the Betteng Pellet tradition in the Madurese Tribe Community in Sungai Malaya Village, Sungai Ambawang District, Kubu Raya. This study uses a qualitative method with a descriptive-ethnographic approach. Data collection techniques used are observation, interviews and documentation. So that this research can be realized the implementation of this tradition is marked by the demons of several community leaders (Ustadz / Kyai) and the community, this tradition is as a song as well as a way in seeking blessings, fluency and convenience, and has value in strengthening family ties, creating a sense of togetherness, caring for friendship and most importantly maintaining the betteng pellet tradition so that its existence continues to be a necessity for the Madurese people as well as providing an understanding to the next generation about the purpose and importance of the betteng pellet tradition as a legacy of the ancestors or ancestors of the Madurese people.

Abstract

Tolerance is an important concept when society experiences disputes or conflicts of interest. Misuse of the word tolerance occurs when the word only means there is no conflict on the surface layer of people”s lives. In fact, the potential for conflict is like burning husks. Sowing the seeds of tolerance is not just aimed at eliminating differences or eliminating conflicts. Tolerance is the essence of the existence of society itself. This article will analyze the concept of tolerance and how to raise awareness that tolerance stems from a person”s self-concept in looking at those around him. The following article reviews the ideas behind the term tolerance. Tolerance has breadth and depth of meaning. This study employed qualitative method with literature research design. Data were analyzed with content analysis method. The study results show that tolerance grows as part of the human personality. When humans are able to embrace tolerance, there is a guarantee that the preservation of all differences and all kinds of conflicts can continue constructively. Both must exist for the sake of humanity. It is hoped that the meaning of the value of tolerance will not be manipulated by people who have evil intentions to justify their evil behavior and actions. Nor should the idea of tolerance be used by humble and simple people to hand over their rights to arrogant and greedy people. Tolerance should not benefit the evil one and harm those who live simply.

Abstract

This research analyzes the principle of legal certainty on the Circular Letter of Yogyakarta Special Region (DIY) Governor Number 29/SE/V/2021 about playing the Indonesia Raya national anthem. Since the issuance of the letter, there have been polemics about the content of the Circular Letter of DIY Governor which are considered to have the potential to be materially and immaterially detrimental if it is going to be implemented. Other polemics arise about the urgency and the content material substance in the Circular Letter of DIY Governor which are potentially contradicting other laws. Even though the Circular Letter is a product of policy, not a product of law, it is juridically impacting institutions under the policymaker. The method used of this research is the normative law research approach. The primary data are the Circular Letter of DIY Governor Number 29/SE/V/2021, Law Number 24/2009 about the national flag, language, symbol, and anthem. Meanwhile, the secondary data are books and research result that are relevant to the topic. The data analysis is conducted by using positive law content and structural analysis. The result of the research shows that the Circular Letter of DIY governor has content material that has the potential to be inconsistent with the content material of article 59 UU Number 24/2009. In addition, the format of the letter does not meet the prevailing terms. In general, the content material of the Circular Letter of DIY Governor may occur of legal uncertainty in the implementation. In addition, in the perspective of critical pedagogy, forcing a national education together with community activities will lead to resistance and apathy.

Abstract

The development of increasingly competitive tourism to boost regional income and grow the economy from the tourism sector certainly opens up space to explore regional potential through tourism development, one of which is the development of the Semarang bridge fountain as the newest tourist destination in Semarang, Central Java, which is interesting to study. The purpose of this research is to develop bridge fountain tourism and to know the Semarang government's strategy for developing bridge fountains and how the role of the community in tourism development. This research uses a qualitative research model. The results of this study found that in the development of a bridge fountain, there are two factors, namely internal and external, internal factors consist of: 1) manager or organization, 2) human resources, 3) relations between human resources, 4) accessibility, 5) facilities, 6) potential and 7) funding. While external factors consist of 1) regulation, 2) competitors, 3) tourists, 4) market share, 5) technology, and 6) promotion. From the results of the study it can be concluded Semarang Bridge Fountain is the newest tourist destination in Semarang City which is managed by the government, namely the Semarang City Public Works Department by presenting its main potential, namely dancing fountains. The Semarang City Public Works Service has created a team of Semarang Bridge Fountain (SBF) Field Officers who are always on guard at the location and have good communication relationships and the Semarang Bridge Fountain is in a strategic location. But it is very unfortunate because there is no cooperation with the surrounding community, the facilities that are owned are still lacking and requires the development of dancing fountains so that they are not boring.

Abstract

The efficiency of government bureaucracy has long been a topic of debate, with the aspiration of establishing a transparent and authoritative government yet to be realized. State Civil Servants (ASN) are frequently found to be unproductive, neglecting their duties and responsibilities, and lacking in innovation and responsiveness, all of which have hindered progress and advancement. As a response to this issue, the government introduced regulation of the Minister for the Utilization of State Apparatus and Bureaucratic Reform Number 28 of 2019, aimed at simplifying and streamlining the bureaucracy by standardizing administrative positions into functional positions. This regulation was further refined by Regulation of the Minister for the Utilization of State Apparatus and Bureaucratic Reform Number 17 of 2021. However, the implementation of these regulations has been challenging, with numerous issues arising. In order to bring about the desired changes, ongoing studies, analyses, socialization, and the strengthening of apparatus that have undergone standardization are essential. To investigate the problems associated with the implementation of these regulations, this study employs a library research method, utilizing regulations as the primary reference. The findings suggest that the implementation of Regulation of the Minister for the Utilization of State Apparatus and Bureaucratic Reform Number 17 of 2021 has presented significant challenges for both the organization and the functional and structural officials involved.

Abstract

The Purpose of writing this reasearch is to comprehensively describe the neglect of the construction of residential houses by the people on the banks of the Anafre river, Jayapura City. This type of research is using a qualitative method, using a social phenomenological paradigm, to data analysis using a flow model. The study's findings, the construction of dwellings on the Anafre River's banks is an endeavor by inhabitants to acquire a residential house. Many others have copied the government and private buildings that have enlivened the growth on the banks of the Anafre River. Residential house building is done permanently or semi-permanently depending on the demands of the occupants. Without licensing certificates, giving up customs and building permissions for buildings on the Anafre River's banks violates current legislation; these letters are proof of physical and legal facts. The convenience of the Jayapura City BPN in the form of a certificate management policy based on the submission of a recommendation letter from the Ministry of PUPR of Jayapura City, which is in violation of Government Regulation No. 38 of 2011 concerning the River. Many locals are unaware of the convenience of Jayapura City BPN housing on the banks of the Anafre River, which is placed behind the Paldam housing (army settlement), so that civilians building houses in the area feel safe from eviction.

Abstract

Rudana Museum is an art museum located in Ubud, Gianyar, Bali and is used to exhibit and promote works of art in the form of paintings and sculptures by Balinese artists. Rudana Museum was founded by Nyoman Rudana, a painting collector who is also the owner of Rudana Fine Art Gallery and Genta Fine Art Gallery. Proper management is very important. This research will discuss how to manage Rudana Museum as a local wisdom-based tourist attraction in Peliatan Village, Ubud District, Gianyar Regency. The focus of this study focuses on three things, namely to determine the potential of Rudana Museum as a local wisdom-based tourist attraction in Peliatan Village, Ubud District, Gianyar Regency, how the management of Rudana Museum, and the implications for the community around Rudana Museum. This research is a type of research with qualitative methods and the determination of informants is done by purposive sampling. The results of the discussion show that Rudana Museum was founded on the basis of the idealism of its founder, Nyoman Rudana, where art is a universal thing, as a result, contributing to the process of harmonization between man and God (parahyangan), between man and man (pawongan) and man and the surrounding nature (palemahan) which is reflected in the Balinese philosophical concept of Tri Hita Karana, where art is very instrumental in helping to spread peace, prosperity and a sense of brotherhood among mankind worldwide. The management of Rudana Museum is based on the application of tourism management functions, namely (Planning, Organizing, Motivation, Actuating, Controlling). Rudana Museum also cooperates with other museums in Indonesia.
