Abstract

ABSTRACT: This study aims to determine the differences between transactional and transformational leadership styles. Through a comparative quantitative approach, this study compares the effectiveness of the two leadership styles in improving organizational performance in two different locations, namely the POM Center in Sangihe Islands Regency and the POM Center in Banggai Regency. To test the existing differences, the data were analyzed using the independent sample t-test statistical technique. The results of the study indicate that (1) there is a significant difference in transactional leadership styles in the POM Center in Sangihe Islands Regency and Banggai Regency in efforts to improve organizational performance. The transactional leadership style is better than the transactional leadership style in the POM Center in Banggai Regency (2) There is no significant difference in transformational leadership styles in the POM Center in Sangihe Islands Regency and Banggai Regency in efforts to improve organizational performance. The transformational leadership style is better than the transformational leadership style in the POM Center in Banggai Regency

Abstract

This research is motivated by the high frequency of international animal commodity traffic entering through Sam Ratulangi International Airport in Manado without quarantine documents from the country of origin. This situation poses a risk of the entry and spread of infectious animal diseases, particularly African Swine Fever (ASF), which threatens food security, animal health, and the stability of the national livestock economy. This study aims to analyze and describe the leadership strategy of the Head of the North Sulawesi Animal, Fish, and Plant Quarantine Agency (BKHIT) in strengthening human resource capacity and supporting the technical discretion of quarantine veterinarians in mitigating the risks of ASF prevention. The research method used was a qualitative approach with a descriptive case study design. Data were collected through in-depth interviews with key informants, field observations, and analysis of quarantine action documentation. The results of the study indicate that the effectiveness of law enforcement and preventive measures at the border is significantly supported by the five pillars of strategic leadership of the Head of the Center, namely: (1) strict enforcement of work discipline, (2) cross-agency communication and coordination strategies, (3) development of technical competencies of human resources, (4) legitimacy of risk-based decision-making, and (5) management of the emotional stability of the organization under work pressure. This study concludes that responsive and facilitative strategic leadership is the main foundation in optimizing quarantine discretion to maintain the biosecurity status of the region. Abstract

Abstract. The national rice supply chain is vulnerable to information asymmetry and the bullwhip effect, aggravated by conventional production forecasting that ignores spatial heterogeneity and relies on lagging data. This study aims to develop and validate an Early Warning System prototype for rice production forecasting that integrates multi-source satellite data, spatial heterogeneity, and model interpretability. Following a Research and Development approach as a proof-of-concept, the study employs a multi-output Random Forest across six rice-producing regencies in East Java during 2019–2024, with ablation validation, SHAP interpretation, and spatiotemporal robustness testing (LORO-CV and LOYO-CV). The results show that integrating spatial context substantially improves productivity accuracy (R² from 0.3419 to 0.8703). SHAP analysis reveals a biophysical dichotomy: quantity components are governed by the temporal dimension, whereas quality is governed by the spatial dimension. The model is temporally robust (coefficient of variation below 15%) with a transparently mapped spatial generalization boundary. Its outputs are transformed into an illustrative economic value estimate and a package of decision maps. Abstrak. Manajemen rantai pasok beras nasional rentan terhadap asimetri informasi dan bullwhip effect, yang diperburuk oleh peramalan produksi konvensional yang mengabaikan heterogenitas spasial dan bertumpu pada data yang bersifat lagging. Penelitian ini bertujuan membangun dan memvalidasi prototipe Sistem Peringatan Dini peramalan produksi padi yang mengintegrasikan data satelit multi-sumber, heterogenitas spasial, dan interpretabilitas model. Mengikuti pendekatan Research and Development sebagai uji konsep (proof-of-concept), penelitian menggunakan Random Forest multi-keluaran pada enam kabupaten sentra padi di Jawa Timur sepanjang 2019–2024, dengan validasi ablation, interpretasi SHAP, serta uji ketangguhan spatiotemporal (LORO-CV dan LOYO-CV). Hasil menunjukkan integrasi konteks spasial meningkatkan akurasi Produktivitas secara substansial (R² 0,3419 menjadi 0,8703). Analisis SHAP mengungkap dikotomi biofisik: komponen kuantitas dikendalikan dimensi temporal, sedangkan kualitas dikendalikan dimensi spasial. Model tangguh secara temporal (Koefisien Variasi di bawah 15%) dengan batas generalisasi spasial yang terpetakan transparan. Keluaran ditransformasikan menjadi estimasi nilai ekonomi ilustratif dan paket peta keputusan.

Abstract

This study aims to analyze the influence of institutional image, student experience, and trust on word of mouth behavior among students at a private university in Bandung. A quantitative explanatory survey approach was employed to obtain empirical insights into the relationships among these variables.The findings indicate that institutional image, student experience, and trust play significant roles in shaping students’ word of mouth behavior. Apositive institutional image emerges as the strongest driver encouraging students to share favorable recommendations, while student experience and trust contribute to strengthening their attachment and willingness to communicate positive impressions about the university. The three variables are also found to operate simultaneously in enhancingthe likelihood of word of mouth behavior.This study emphasizes that strengthening institutional image, managing holistic student experiences, and building sustainable trust are strategic priorities for higher education institutions inoptimizing students’ roles as organic communicators of the university.

Abstract

This study embodies the implementation and effectiveness of the School Safety Zone (ZoSS) at Pertiwi Junior High School and Senior High School in Manado, located on Jalan A.A. Maramis, a national arterial corridor in Manado City. The research method used a field survey with facility compliance analysis based on the Decree of the Director General of Land Transportation No. SK.3582/AJ.403/DRJD/2018, traffic performance assessment according to the 2023 Indonesian Road Capacity Guidelines (PKJI), and a Two-Sample T-Test statistical test. The evaluation results showed that several ZoSS facilities did not fully meet technical standards due to faded road signs and damaged signs. Statistical analysis confirmed a significant decrease in vehicle speed after entering the ZoSS area. However, its effectiveness is still limited because the majority of drivers continue to drive above the speed limit of 30 km/h. Meanwhile, road performance remains stable at level of service (LOS) C with a degree of saturation value between 0.456 and 0.681. In conclusion, the current implementation of ZoSS is not optimal in controlling vehicle speed and improving pedestrian safety. Technical infrastructure improvement steps are needed.
