Abstract

This study aims to examine the digital transformation adaptations undertaken by the Yogyakarta City Inspectorate and the Sleman Regency Inspectorate, functioning as Government Internal Supervisory Apparatus (APIP), and to assess how these adaptations influence the inspectorates’ supervisory roles in today’s digital era. The internal supervision process includes auditing, reviewing, evaluating, monitoring, and conducting other oversight activities to ensure that the tasks and functions of regional apparatus organizations are executed in alignment with established indicators. This qualitative descriptive research collects data through interviews, observation, and document analysis at the Yogyakarta City Inspectorate, Sleman Regency Inspectorate, and the Financial and Development Supervisory Agency (BPKP) Representative Office in the Yogyakarta Special Region. The data analysis involves data reduction, data presentation, and verification or conclusion drawing. The study specifically examines digital tools and processes such as electronic audit management systems, digital reporting platforms, and data analytics software used by the inspectorates. Results indicate that, as APIP entities both at Level 3, the Yogyakarta City and Sleman Regency Inspectorates have not yet fully integrated digital adaptations into their supervisory roles. However, both inspectorates have made notable progress, advancing from basic digitization toward digitalization and digital transformation, though the process remains incomplete. The use of these digital tools has begun to impact supervisory functions by enhancing data accuracy and streamlining some oversight activities, yet challenges remain in terms of system interoperability and user proficiency. Strong commitment from regional leadership and the inspectorates is essential to enhance regulatory readiness, budgeting, infrastructure, and human resource capabilities to achieve comprehensive digital adaptation in their supervisory functions

Abstract

Archive management plays an important role in public administration services implemented by government agencies, both central and regional, especially in meeting the needs of the community. Effective archive management can improve organizational efficiency, which ultimately supports the principles of good governance. In the villages of Jatilawang District, archive management has not been fully optimized, resulting in public administration services not meeting community expectations. This study aims to analyze archive governance, the challenges faced, and their impact on the effectiveness of organizational work. In the long term, this study is expected to contribute to the development of administrative management science, especially in maintaining organized archives to support village development towards good governance. This study uses a mixed method approach, data collection through observation, interviews, and questionnaires. The findings show that although the villages in Jatilawang District have implemented an archiving process from recording to disposal, these villages have not fully complied with existing regulations due to certain constraints. This has an impact on the efficiency of the organization in providing public services, because archive management has a direct impact on organizational performance.

Abstract

This study aims to see research trends related to the digital transformation of public services globally and combine them with field studies to see the readiness of government agencies in digital public service transformation using the government-to-citizen theory consisting of support, capacity, and value. This study uses a bibliometric analysis method sourced from Scopus as a database and a descriptive qualitative method with data collection techniques carried out by observation, interviews, and documentation. The data used are data from 2019-2024 using Scopus and bibliometric analysis using Vosviewers software. The results of the study show that in terms of support, Disdukcapil has allocated human resources and created several digital innovations such as PACAKELAH TERUS, SIJAGO, and AMPERA CAKEP. Then in terms of capacity, employees are considered competent because they have undergone training, but the technology used is still limited, the waiting room is uncomfortable, and there is a limited budget for the construction of a new building. Then the bibliometric study shows that research on service digitalization, especially in the 2021-2023 period, is growing with a focus on the use of big data, artificial intelligence, collaboration and process automation to improve service effectiveness. The connection is by knowing and understanding this trend, so it is recommended that Disdukcapil can align digitalization strategies with global developments, such as agency preparation in this case meaning strengthening internal capacity and collaborating with other parties to achieve goals.

Abstract

This research evaluates the effectiveness and challenges of the Digital Public Service Mall (MPP Digital) in West Java, Indonesia, compared to established digital service models in South Korea and Mexico. The study explores critical challenges faced in public administration and service delivery in a global shift towards digital governance. Employing a qualitative comparative methodology, insights were gathered from various stakeholders, including government officials, service users, and community representatives. The findings indicate notable improvements in service efficiency and user satisfaction, with processing times decreasing from an average of 30 days to around 10 days. Furthermore, 85% of users preferred digital services over traditional methods, reflecting a shift towards more responsive governance models. However, the research also identifies significant challenges, including disparities in digital literacy and access, which impede equitable service delivery. To mitigate these issues, the study advocates targeted training programs to enhance digital skills among marginalised populations, ensuring broader access to digital innovations. The novelty of this study lies in its thorough comparative analysis that highlights Indonesia's specific socio-cultural factors and offers insights to refine existing conceptual models in digital governance. By addressing these dimensions, the research contributes to the ongoing discourse on digital transformation in public administration and provides actionable recommendations for policymakers and public administrators

Abstract

Fishermen empowerment programs have thus far failed to sustainably improve the socio-economic conditions of fishing families. According to data from Statistics Indonesia (BPS) in 2023, the national poverty rate remains at 9.36%, far from the 0% poverty target set for 2024, with 70% of the poor population residing in coastal areas, most of whom are engaged in fishing. This failure is attributed to the government's lack of preparedness in understanding the actual conditions of coastal communities, as well as the absence of coordination with innovative university research in the design of empowerment programs. The gap between key actors has rendered intervention efforts less effective. This study aims to integrate the Triple Helix collaboration model as an innovative approach to improve the performance of socio-economic empowerment programs for traditional fishing families by utilizing local waste potential into calcium-based product innovation. The research was conducted in two hamlets of Nelayan Village, Medang Deras Subdistrict, Batubara Regency, North Sumatra, using a social engineering approach through the Participatory Action Research method over one year. The intervention involved mentoring and knowledge transfer through socialization, focus group discussions (FGDs), and training for fisher households. The findings show that the majority of fishers live in conditions of structural poverty, with daily incomes below IDR 50,000 and trapped in debt cycles with middlemen. The training and mentoring intervention on coastal waste processing into calcium-based product innovation successfully led to the formation of innovation-based fisher groups, formalized through the signing of an Institutional Arrangement (IA) with the subdistrict government, which was subsequently adopted as a policy. This study not only presents a contextually relevant collaborative model but also offers a prototype of an empowerment system that is collaborative, circular, and rooted in local needs and potential.

Abstract

This study analyzes the implementation of Max Weber's ideal bureaucracy in the Bureau of Headship within the Secretariat General of the Regional Representative Council (DPD) of the Republic of Indonesia. Weber defines ideal bureaucracy as an organizational system governed by five core principles: legal-rational authority, hierarchical structure, technical competence, impersonality, and a merit-based career system. This research adopts a qualitative approach, utilizing literature review, direct qualitative observation, and in-depth interviews with three informants: two civil servants from the DPD Secretariat (one an IPDN graduate, the other a non-IPDN official), and a governance scholar. The findings reveal that efficiency and rationality are generally well-applied through structured task distribution and formal procedures. However, patron-client relationships among IPDN alumni pose challenges to impersonality and meritocracy. To enhance the validity of the findings, data triangulation was conducted through cross-verification of interviews, field observations, and official bureaucratic documents. Strengthening reform through transparent recruitment, performance-based promotion, and institutional oversight is essential. With these measures, the Bureau of Headship has the potential to become a model of effective, accountable, and professional governance within Indonesia’s public sector.

Abstract

This study investigates the integration of population education within the framework of multilevel governance in Indonesia, focusing on its implementation across formal, non-formal, and informal educational pathways. The objective is to identify the challenges and opportunities that emerge in aligning national policy with decentralized governance practices. Using a systematic literature review method, the study analyzes empirical and theoretical works on education policy, governance models, and demographic strategies, complemented by national data on population education initiatives. The findings reveal a strong concentration of population education in formal institutions, indicating vertical dominance in governance. Meanwhile, non-formal and informal channels remain underutilized, despite their potential for community engagement and contextual adaptability. The study highlights key governance challenges, including fragmented coordination, limited cross-sector collaboration, and weak institutional linkages between government levels. However, it also identifies promising opportunities in decentralized networks and digital policy tools to support more inclusive and adaptive education delivery. The study concludes that a shift toward collaborative, multilevel governance is essential to transform population education into a participatory and equitable policy instrument across Indonesia’s diverse regional contexts.

Abstract

The digital transformation of public services has become an urgent necessity, including in civil administration. This study analyzes the efficiency of administrative services through the implementation of the Digital Population Identity (Identitas Kependudukan Digital or IKD) in Riau Province, incorporating Islamic values as a distinctive evaluative and ethical framework in digital governance. Using a descriptive qualitative method with in-depth interviews, observation, and documentation, the findings reveal that IKD has improved service efficiency, reducing processing time from an average of 30 minutes to under 10 minutes per citizen. However, several challenges remain, including limited digital literacy, suboptimal inter-agency coordination, and low public awareness of data privacy. Islamic ethical principles such as amanah (trustworthiness), ihsan (excellence in conduct), and maslahah (public interest or common good) are applied as a normative and evaluative lens aligned with universal values such as integrity, professionalism, and public welfare. Unlike previous evaluations that focused primarily on technical or procedural aspects, this research uniquely integrates faith-based ethics into empirical assessment, offering broader relevance for digital ID initiatives in Muslim-majority contexts and developing nations. This study suggests enhancing digital literacy with value-based content, strengthening infrastructure, and institutionalizing Islamic ethical principles in digital public service policies to ensure trust, accountability, and sustainability.

Abstract

The selection of census and survey enumerators plays a crucial role in ensuring the quality of statistical data produced by Statistics Indonesia (BPS). However, at BPS Kutai Kartanegara Regency, the recruitment process for field enumerators remains administrative and lacks measurable and systematic criteria. The number of accepted enumerators is also disproportionate to actual needs. In 2024, out of 992 applicants, 784 were accepted, but only around 112 individuals (15%) were involved in field activities throughout the year. The unclear selection and assignment criteria creates an impression of subjectivity, resource inefficiency, and potential decline in public trust toward the recruitment process.This study aims to identify, analyze, and prioritize the selection criteria for census and survey enumerators to strengthen the recruitment governance. The Analytical Hierarchy Process (AHP) was employed, as it allows systematic weighting of various criteria through expert judgment and enables objective quantification of qualitative aspects. A total of 21 expert respondents were purposively selected based on their experience in recruitment and field implementation. Although limited in number, this approach emphasizes expertise validity and logical consistency (CR ≤ 0.1) over statistical representativeness. The main criteria were analyzed, namely: field experience, basic competence, digital literacy, commitment and integrity, as well as attitude and work ethics. The results show that attitude and work ethics, along with commitment and integrity, hold the highest weights of importance. This study offers an evidence-based analytical framework that can be replicated to improve recruitment governance for census and survey enumerators at the local/regional level.

Abstract

This research examines the strategic readiness of LPDB-KUMKM in implementing its 2025–2029 business transformation roadmap. Using a qualitative case study approach supported by PESTEL, McKinsey’s 7S, SWOT, IFE, EFE, IE, and TOWS analyses, the study explores strategic alignment, organizational capacity, and external opportunity structures. The data were drawn from institutional documents, policy inputs, and non-direct interview insights designed to capture perspectives from internal stakeholders. Findings show that LPDB holds significant growth opportunities driven by national cooperative policy, digital finance expansion, and emerging green and Islamic financing sectors. However, internal challenges persist, including uneven HR competence, limited ESG assessment capability, cooperative literacy gaps, and the need for stronger digital and risk governance systems. The IE matrix positions LPDB in the Grow and Build quadrant, indicating that strategic expansion is viable if balanced with capability strengthening. The TOWS mapping further suggests scenario pathways emphasizing digitalization, green financing, partnership models, and human capital development. This study contributes to public finance literature by demonstrating how institutional transformation in government financial agencies requires phased implementation, ecosystem support, and alignment between strategy ambition and operational capacity.
