Abstract

Civil space in Indonesia is commonly understood through the lens of coercive restrictions, yet a less examined dimension is how education and the design of public participation shape young people’s access to policy processes. This study employs a sequential embedded design, combining document analysis of the regulatory framework for participation with an online survey of 567 Indonesian youth aged 16–30, selected through convenience sampling. The findings reveal three participatory capacity gaps: (1) the knowing–understanding gap—96.3% of respondents are familiar with the concept of policy participation, but only 43.7% understand its processes; (2) the understanding–doing gap—direct involvement is very low (19.2%); and (3) the access–influence gap—informational access does not translate into substantive influence. These patterns indicate that participatory exclusion is structural and reproduced through the disjunction between learning processes and regulatory design. This article contributes by offering an integrative framework for public policy–legal education that emphasizes procedural literacy and deliberative experience as strategies to expand a more inclusive civil space for youth.

Abstract

This study aims to analyze public accountability in the Gorontalo Search and Rescue (SAR) Office across five dimensions: performance, financial, legal, moral, and innovation. These dimensions are theoretically anchored in Bovens’ multidimensional accountability framework, which distinguishes procedural, professional, and outcome-based responsibilities; this grounding clarifies the conceptual meaning and analytical basis of each dimension. Accountability is viewed as a central pillar of institutional legitimacy, especially in crisis settings where public expectations are heightened. A descriptive qualitative approach was employed, supplemented by a structured quantitative scoring procedure. Qualitative indicators derived from interviews, observations, and document analysis were converted into numerical values using predefined rubrics aligned with the accountability framework, allowing transparent and non-arbitrary visualization through radar and bar charts. Findings show that moral accountability received the highest score, reflecting strong humanitarian responsibility, emotional support to victims’ families, and dignified victim handling. Performance accountability also scored well, supported by response speed, procedural compliance, and inter-agency coordination, although resource constraints limited operational effectiveness. Financial and legal accountability demonstrated moderate results, indicating persistent tensions between bureaucratic compliance and operational flexibility. Innovation accountability was the weakest dimension due to limited adoption of advanced technologies such as drones, satellite-based communication, and digital dashboards.Overall, the study indicates that the Gorontalo SAR Office has established a credible accountability foundation but requires strengthened innovation capacity and improved regulatory harmonization. By explicitly grounding the five accountability dimensions in a recognized theoretical framework and employing a transparent qualitative-to-quantitative scoring process, this study offers a more analytically rigorous contribution to understanding accountability within crisis-response institutions in developing countries.

Abstract

Transmigration has long served as a tool for regional equity and reducing population pressure in Java-Bali, but its success was often judged by physical outputs alone. This study synthesizes cross-era evidence to (i) map shifting policy rationales and instruments, (ii) summarize recurring socio-ecological impacts, and (iii) draw operational lessons for village governance. Using a Scopus-based Systematic Literature Review of publications from 1959 to 2025, 95 articles were selected after title, abstract, and full-text screening. Thematic synthesis covers three periods: 1959-1999, 2000-2014, and 2015-2025. Over time, there has been a shift from standardized interventions to context-sensitive and governance driven approaches: spatial planning based on land and water suitability, basic services aligned with livelihood cycles and market access, community forest management, and stronger procedural justice through inclusive participation and rights recognition. Recent trends emphasize rapid land conversion, frontier related relocations, and the need for conflict mediation at the village level. Today, transmigration success is better measured by the quality of spatial choices, livelihood stability, and policy legitimacy. Village administrations play a central role through participatory socio-biophysical mapping, adaptive service SOPs, socio-ecological regulations, and transparent mediation tools bridging national policies with practical, local outcomes.

Abstract

This study aims to find out how to fulfill the objectives of the capital investment policy that has been carried out by the Regional Government of Majalengka Regency to one of their regional-owned enterprises, namely PD Sindangkasih Multi Usaha. Research method used in this study is mixed methods with concurrent transformative strategies. Qualitative data obtained through unstructured interviews and observations, while for quantitative data obtained through the study of documents related to the indicators that will be examined. The results of the study show that the objectives of equity participation as stated in the regulation of equity participation have been achieved, but further steps are needed to determine whether there is a need for a policy of capital investment again or not.

Abstract

Korupsi di Indonesia sejak memasuki era reformasi justru semakin meningkat kuantitasnya. Komisi Pemberantasan Korupsi (KPK) meningkatkan usahanya dalam melakukan penangkapan tersangka korupsi. Hal ini menunjukkan bahwa pemberatasan korupsi di negeri ini belum tuntas. Salah satu pihak yang sering terkena Operasi Tangkap Tangan (OTT) KPK adalah pejabat publik, yang umumnya berasal dari partai politik. Selama ini pihak yang harus bertanggung jawab adalah pejabat publik itu sendiri. Namun, menurut penulis partai politik juga mempunyai peran yang tidak sedikit. Partai harusnya mempersiapkan kader-kader terbaiknya sebagai calon pejabat-pejabat publik di semua tingkatan. Partai harus melatih mereka sedemikian rupa agar tidak tergoda oleh perbuatan korupsi. Oleh karena itu, jika kader-kadernya melakukan korupsi saat mereka sudah duduk di pemerintahan, maka sudah seharusnya partai bertanggung jawab. Korupsi adalah kejahatan luar biasa, untuk itu penulis mengusulkan agar jika sebuah partai korupsi, maka ia harus dibubarkan. Mekanisme pembubaran partai sudah diatur dalam UU Partai Politik, dengan kewenangan pembubaran ada pada Mahkamah Konstitusi. Sekalipun sampai saat ini belum ada partai yang dibubarkan, bahkan sekedar diajukan untuk dibubarkan, karena kasus korupsi. Implikasi teoritis dari riset ini adalah parpol yang melanggar prinsip-prinsip dasar dari demokrasi, apalagi terkena kasus korupsi, sebaiknya dibubarkan. Penelitian ini menggunakan metode kualitatif dengan data primer diperoleh melalui teknik observasi lapangan, sedangkan data sekunder didapatkan menggunakan studi dokumentasi. Pencarian data dilakukan pada awal sampai pertengahan tahun 2021 dengan melakukan observasi lapangan dan pengumpulan data sekunder melalui buku, jurnal ilmiah, dan artikel di media massa daring. Tulisan ini akan melihat bagaimana mekanisme pembubaran partai politik secara umum berdasarkan UU Partai Politik. Namun, secara khusus penulis akan membahas pembubaran partai politik jika terbukti melakukan tindak pidana korupsi.

Abstract

Increasing population growth can be a problem not only for social and economic aspects but also for the environment. The impact of an increasing population on the environment causes an increase in the amount of waste. Organic waste generation has a higher percentage than other types of waste, both nationally and specifically in Sidoarjo Regency. One of the innovations in reducing organic waste is by using Black Soldier Fly (BSF) larvae. In dealing with waste problems, not only the government but also the active participation of the community and the private sector are needed. PT. Pertamina Gas is one of the BUMN initiated the innovation of the Corporate Social Responsibility (CSR) program for organic waste management using BSF to empower the community in Penatarsewu Village, Tanggulangin District, Sidoarjo Regency. This study aims to analyze the sustainability of the CSR program of PT. Pertamina Gas manages organic waste using BSF in Penatarsewu Village. The research method used in this research is a qualitative research method. The data in this study was collected through observation, interviews, and documentation. The results showed that the CSR program of PT. Pertamina Gas waste management with BSF is quite sustainable. From six aspects, there are three aspects that show good results, while the other three aspects require review and improvement to support the sustainability of the program.

Abstract

Pandemi COVID-19 yang merebak pada akhir tahun 2019 menyebabkan seluruh elemen negara di dunia harus melakukan langkah cepat dan tepat agar dampaknya dapat diminimalisir. Akibat penyebaran virus yang berbeda di tiap daerah, serta perbedaan sumber daya masing-masing wilayah subnasional memiliki penanganan dan perkembangan pandemi yang berbeda satu sama lain, termasuk di negara-negara ASEAN-5. Penelitian ini dilakukan secara kualitatif dengan mempelajari data-data COVID-19 di negara ASEAN-5, baik data resmi pemerintah, Lembaga internasional, dan berita dari kanal resmi. Dengan menggunakan analisis pada aktor subnasional, penelitian ini menemukan bahwa aktor subnasional yang menjadi objek kajian menerapkan kebijakan yang berbeda-beda, sesuai dengan sumber daya yang dimiliki, dukungan aktor-aktor, dan kondisi penyebaran virus covid-19. Kesamaan yang dimiliki oleh negara anggota ASEAN-5 dalam penanganan pandeminya adalah kebijakan yang tersentralisir dan digeneralisir, dimana pengambilan kebijakan berada di pemerintah nasional. Hasil analisis menunjukkan, kebijakan tersebut bisa berhasil di negara dengan populasi dan luar kecil seperti Vietnam. Namun, negara besar seperti Malaysia, Indonesia, Thailand dan Filipina, kebijakan yang dikeluarkan oleh aktor subnasional justru lebih efektif dalam menangani pandemi, karena kemudahan aksesibilitas dan pemahaman terhadap permasalahan masyarakat daerahnya

Abstract

Bencana tsunami Selat Sunda meninggalkan trauma dan berdampak pada perekonomian masyarakat. BNPB memiliki misi pemulihan daerah pascabencana dengan recovery yang baik melalui kolaboratif multi stakeholder. Indonesia Islamic Bussiness Forum (IIBF) merupakan salah satu lembaga yang mengambil peran dalam pemulihan ekonomi pascabencana tsunami Selat Sunda. Penelitian ini bertujuan untuk mengkaji peran IIBF dalam mewujudkan pemulihan ekonomi pascabencana tsunami Selat Sunda di Kabupaten Lampung Selatan. Penelitian ini menggunakan pendekatan kualitatif dengan metode analisis deskriptif. Hasil penelitian menunjukkan bahwa pemulihan ekonomi pascabencana tsunami Selat Sunda yang dilakukan IIBF melibatkan dua mitra, yaitu: mitra binaan (warga terdampak) dan mitra “stakeholder”. Melalui kolaborasi stakeholder, muncul kebersamaan dalam menghadapi berbagai permasalahan, berbagai risiko, pemenuhan kebutuhan sumber daya, serta tanggung jawab dan balas jasa yang diharapkan oleh masing-masing anggota kelompok. Tata kelola pemerintah kolaboratif menjadi penting dan dibutuhkan untuk menangani berbagai masalah yang terjadi akibat dari bencana.

Abstract

Political parties must become accountable democratic institutions, but many parties are mired in personalized management. the impact of party personalization in the reform era. Method The research objective is expected to contribute to the understanding of the research used, namely library research. From the results of this study, the reality is that political parties in Indonesia tend to be in a personalization situation, in the form of a very central figure who becomes a determinant for the party. Therefore, the existence of this figure will lead to a very strong dependence of the party on the central figure.

Abstract

Public Service Motivation (PSM) research continues to advance. Based on recommendations from prior research, this study was conducted to determine the strength of the relationship between PSM and Public Sector Innovation (PSI). The researchers decided to conduct their research at the Dinas Kependudukan dan Catatan Sipil (Disdukcapil) Kota Bandung. It is a result of the symptom of a problem in Disdukcapil, which demonstrates that Aparatur Sipil Negara (ASN) treats service users differently based on collusion, and they receive undue benefits from service users. Against this backdrop, this research aims to determine the strength of the relationship between PSM and PSI in Disdukcapil Kota Bandung. This study employs a quantitative method of the survey type. All ASNs in Disdukcapil Kota Bandung, a total of 91 individuals, were recruited to become the respondents in this study using a saturated sampling technique. Questionnaires were used to collect data. The data was then analyzed using the linear regression, t-test, and spearman rank formula to determine the strength of PSM's influence on PSI. The findings revealed that there was a correlation between PSM and PSI. The relationship exists at robust coefficient intervals. However, the effect of PSM on PSI was only 32.3%, with the remainder influenced by other variables not investigated in this study.
