Abstract

The research conducted aims to implement policies regarding the arrangement of railroad border areas, especially settlements located in Labuhan Ratu District based on Regional Regulation Number 4 of 2021-2041 concerning the Regional Spatial Plan (RTRW) of Bandar Lampung City. The research method used is descriptive qualitative. The research was conducted along the railroad tracks in Labuhan Ratu Subdistrict. The data collection stage was carried out using field observation methods and interviews with resource persons both local residents and related parties. The results showed that the existence of settlements has become a problem in itself both for the safety of train travel and the security and quality of life of the community. This happens because the existing policies have not been implemented optimally, so there is a need for alternative policies in structuring residential areas located on the railroad border. his research provides a theoretical contribution in making alternative policy directions in structuring residential areas on the railroad border, especially in Labuhan Ratu District, Bandar Lampung City.

Abstract

Tujuan dalam pembangunan ekonomi adalah mencapai pertumbuhan ekonomi yang kuat. Terdapat enam indikator untuk menilai Tata Pemerintahan yang Baik diantaranya dengan Voice and Accountability, Political Stability, Government Effectiveness, Regulatory Quality, Rule Of Law, dan Control Of Corruption. Kajian ini berpusat pada analisis sepuluh negara ASEAN, termasuk Indonesia, Malaysia, Singapura, Filipina, Myanmar, Brunei Darussalam, Kamboja, Laos, Thailand, dan Vietnam, dengan rentang waktu penelitian tahun 2017 hingga 2021 menggunakan metode analisis data panel dengan pengolahan data yang digunakan dalam penelitian ini adalah aplikasi Eviews versi 10. Teknik pengambilan sampel menggunakan purposive sampling. Penelitian ini mengindikasikan variabel Voice and Accountability, Political Stability, Regulatory Quality, dan Control of Corruption tidak memiliki dampak yang signifikan terhadap pertumbuhan ekonomi. Hal ini menunjukkan bahwa partisipasi masyarakat dalam pemilihan partai dan pemimpin, berserikat, kebebasan berpendapat, dan berekspresi, dan kebebasan dalam menentukan public policy tidak akan mempengaruhi pertumbuhan ekonomi di negara tersebut. Political Stability dan pertumbuhan ekonomi merupakan dua aspek yang berbeda, dan kemajuan dalam mencapai salah satu aspek tidak selalu berdampak pada kemajuan pencapaian aspek yang lain. Selain itu, sebaik apapun kemampuan pemerintah dalam memberikan regulasi, implementasi kebijakan, public regulations (peraturan publik), serta efektifitas dalam perkembangan tidak mempengaruhi terhadap peningkatan pertumbuhan ekonomi. Korupsi memiliki peran sebagai dorongan finansial yang mendorong pengusaha menghindari keterlambatan, sehingga membuat proses transaksi lebih efisien dibandingkan dengan melibatkan sektor publik. Korupsi yang bersifat "speed money" berpotensi memberikan dampak terhadap pertumbuhan ekonomi. Sebaliknya, variabel Government Effectiveness dan Rule of Law memiliki pengaruh pertumbuhan ekonomi di negara-negara ASEAN. Government Effectiveness ditandai dengan meningkatnya tingkat kepatuhan dan penegakan hukum dalam mematuhi peraturan yang berkontribusi pada peningkatan pertumbuhan ekonomi. Rule of Law berfungsi membatasi wewenang pemerintah, mencegah terjadinya korupsi dalam pemerintahan sehingga dapat berkontribusi secara signifikan pada kemajuan ekonomi dan memacu pertumbuhan ekonomi secara menyeluruh. Pemerintah diharapkan mampu meningkatkan kualitas kinerjanya dan menaati aturan hukum yang berlaku agar dapat menjalankan tugas dan fungsinya secara efektif, serta bertanggung jawab terhadap kewenangannya agar dapat meningkatkan tata kelola pemerintahan yang baik, sehingga pertumbuhan ekonomi di negara nya semakin baik dan terus meningkat. Para pelaku ekonomi maupun seluruh lapisan masyarakat hendaknya dapat meningkatkan kesadaran akan tingkat kepatuhan dan penegakan hukum dalam mematuhi peraturan agar dapat menciptakan good governance dan meningkatkan pertumbuhan ekonomi.

Abstract

In 2022, Indonesia will serve as the forum's president. This brings Indonesia to the attention of the global community. Due to restrictions, the COVID-19 pandemic has been plaguing the world for about two years, making it difficult to implement the G20 in Indonesia. Thus, the three main topics of discussion at the 2022 G20 will be: 1) digital transformation; 2) sustainable energy transition; and 3) global health architecture. This paper employs the Collaborative Governance model developed by Ansell & Gash (2008) to examine how the Indonesian G20 Presidency in 2022 collaborates on important global health architecture issues. A review of the literature and internet-based data analysis using the Vos Viewer application comprise the qualitative research methodology. The results of this research are: 1) the relevance of collaborative governance theory to the G20 forum. Seeing how G20 members and participants interact in discussing priority issues of global health architecture. 2) describe the G20 collaboration process using the Ansell & Gash (2008) collaborative governance model. 3) pentahelix as a tool to further emphasize the role of G20 members and participants in the ongoing collaboration process. This research has theoretical implications which prove that collaborative governance can be used to analyze the G20 forum and answer the challenges of the Covid-19 Pandemic.

Abstract

Putus sekolah adalah suatu keadaan dimana murid tidak dapat menyelesaikan program belajarnya sebelum waktunya selesai dari masa studinya. Banyaknya kasus anak putus sekolah akan berpengaruh terhadap rendahnya tingkat pendidikan di suatu negara yang kemudian akan menghambat indeks pembangunan manusia. Kemiskinan menjadi faktor utama penyebab banyaknya anak putus sekolah pada masyarakat kurang mampu di Kecamatan Pantai Labu, khususnya pada kawasan pesisir. Penyelengaraan pendidikan merupakan bagian dari tanggungjawab bersama baik pemerintah maupun masyarakat dan berhasil tidaknya suatu pendidikan sangat bergantung dari usaha terpadu yang dilaksanakan secara sinergis antara unit-unit terkait. Penelitian ini bertujuan untuk mengetahui dan menganalisis bagaimana koordinasi intansi pemerintah daerah di Kabupaten Deli Serdang yang dalam hal ini mengarah kepada Dinas Pendidikan dan Dinas Sosial Kabupaten Deli Serdang. Metode yang digunakan pada penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Pengumpulan data yang digunakan melalui observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa masih lemahnya koordinasi antara instansi terkait yang dibuktikan dengan tidak adanya kesatuan tindakan  dalam mengatasi permasalahan anak putus sekolah dan cenderung memiliki ego sektoral.

Abstract

Kebijakan Penerimaan Peserta Didik Baru (PPDB) online merupakan kebijakan pemerintah dalam kegiatan penerimaan calon peserta didik berdasarkan Peraturan Menteri Pendidikan Nomor 1 Tahun 2021 tentang Penerimaan Peserta Didik Baru Taman Kanak-Kanak, Sekolah Dasar, Sekolah Menengah Pertama, Sekolah Menengah Atas dan Sekolah Menengah Kejuruan. Adapun tujuan dari kebijakan Penerimaan Peserta Didik Baru online ini adalah untuk memberikan layanan pendidikan yang bermutu dan berkeadilan baik dari keluarga tidak mampu, anak buruh dan penyandang disabilitas. Penelitian ini bertujuan untuk mengetahui dan menganalisis bagaimana implementasi kebijakan Penerimaan Peserta Didik Baru (PPDB) Online di Kota Medan yang berfokus pada komunikasi dan ketersediaan sumber daya Dinas Pendidikan Provinsi Sumatera Utara. Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Teknik pengumpulan data yaitu wawancara, observasi dan dokumentasi. Hasil penelitian diperoleh menggunakan analisis teori implementasi kebijakan yang dikemukakan oleh George Edward III. menunjukkan bahwa kebijakan Penerimaan Peserta Didik Baru (PPDB) online di Kota Medan dari indikator komunikasi, proses penyampaian informasi masih perlu diperbaiki seperti kejelasan informasi, penggunaan kata ayng mudah dimengerti serta kemudahan pengaksesan infomasi sehingga kedepannya dapat menghindari adanya ketidakpahaman orangtua siswa serta meminimalisir tindakan kecurangan yang dilakukan oleh oknum penyelenggara serta oknum orangtua siswa karena hal tersebut sangat bersebrangan dengan tujuan adanya kebijakan PPDB ini. Melalui indikator sumber daya dapat diketahui bahwa jumlah panitia pelaksana masih sedikit jumlahnya, sehingga banyak orangtua siswa dan siswa yang mengeluh menengenai lambannya tanggapan yang diberikan panitia dalam menangani keluhan. Dengan demikian, berbagai kendala yang telah dipaparkan harus diperbaiki sehingga implementasi kebijakan PPDB dapat berjalan dengan maksimal.

Abstract

Deep pluralism is used to describe post-colonial global society. At this point, power, wealth, cultural and political authority are widely distributed in a system that is highly interactive and interdependent. This concept has empirical and normative value for understanding Indonesian foreign policy. Empirically, this concept can help explain that Southern countries are the main drivers in the use of deep pluralism in modern history. While normatively, this concept helps to understand Indonesia's role in consensual and contested forms of deep pluralism. Using system dynamics, this article examines how deep pluralism is applied to Indonesia's foreign policy patterns under the Joko Widodo administration. It concludes that Indonesia has a policy pattern that tends towards a consensual form of deep pluralism in the spirit of raison de system.

Abstract

This study aims to analyze the sustainable waste management policy in DKI Jakarta within the framework of the Sustainable Development Goals (SDGs). This study identifies the challenges faced and evaluates the strategies and efforts implemented to improve the effectiveness of waste management in Jakarta.  Using a descriptive qualitative approach, it reviews policy documents, government reports, and in-depth interviews with 15 key informants from various agencies in Central Jakarta. Interviews were conducted with cleaners, residents, and scavengers, and field observations were made at waste t\ransfer stations, waste banks, and Integrated waste processing facility (TPST) Bantargebang. Document studies included regional regulations and performance reports from the DKI Jakarta Environmental Service. The results show that although the Jakarta Government has introduced initiatives such as waste sorting at source, recycling programs, and public awareness campaigns, these efforts are hampered by inadequate infrastructure, limited public participation, and insufficient funding. In addition, coordination between government agencies and the private sector is still less than optimal, which affects the overall impact of the policy. The results of this study conclude that Jakarta's waste management policy is still not fully aligned with the SDGs targets, due to several significant obstacles including lack of public awareness and suboptimal implementation of environmentally friendly technologies. The study emphasizes that Jakarta’s waste management faces significant challenges, particularly in terms of alignment with SDGs. However, the study offers actionable recommendations to improve cross-sector coordination, encourage the adoption of green technologies, and enhance public engagement. The findings can influence policy decisions by advocating for data-driven policy adjustments and better resource allocation. Future research should explore new technologies and compare Jakarta’s practices with leading cities to refine its waste management strategies and achieve more sustainable outcomes.

Abstract

Universal Health Coverage (UHC) is a program designed to ensure access to quality healthcare services without financial hardship for all people. In the context of regional autonomy, the Medan City government is responsible for managing the health sector according to local needs, including implementing an ID card-based health service program. This study aims to analyze the success rate of UHC implementation in Medan City by assessing four key indicators: human resources, financial capacity, equipment and supplies, and organization and management. The research employs a descriptive qualitative method, with data collected through interviews, observations, and documentation. The study was conducted at the Medan City Health Office and involved various stakeholders, including community members. The results indicate that Medan City has met or exceeded targets across all four indicators. The budget allocation for UHC by the Medan City government surpassed the minimum requirement, positively impacting the availability of healthcare services by expanding access for the community. Additionally, health organizations and management demonstrated significant efficiency despite challenges in inter-agency coordination, as communication relied primarily on essential platforms like WhatsApp groups, needing a more integrated and real-time online information system. While financial commitment and resource management have supported the success of UHC, there still need to be more public awareness, as evidenced by the limited understanding of UHC among community members. These findings suggest that the success of UHC in Medan could be further enhanced by implementing an online information system to improve inter-organizational coordination and increase public awareness of the benefits of UHC.

Abstract

This research was conducted to analyze the establishment of specialized unit aimed at optimizing the utilization of regional assets to increase regional original revenue in the Provincial Government of DKI Jakarta. In order to provide Professional asset management services, DKI Jakarta Province restructured the Organization dan Work Procedures of the Regional Asset Management Agency to perform to supporting function for Government affairs in the financial sector, under the name Unit Pengelola Jakarta Management Center (UP JAMC). UP JAMC was established by the Governor of DKI Jakarta Regulation Number 57 of 2022 concerning the organization and Work Procedures of the Badan Pengelolaan Aset Daerah. this research uses a descriptive qualitative method by collecting data from interviews with key informants, the official website of the DKI Jakarta Provincial Government, and the Regional Government Financial Report of DKI Jakarta Province. The result of this study conclude that with the establishment of UP JAMC, the utilization of regional assets has increased and contributed to the enhancement of regional original revenue.

Abstract

Human resources are the driving force of a company that determines performance in achieving company goals. Each employee certainly has a different performance from one employee to another, for example within one month salesperson A can reach the target, while salesperson B does not reach the target. Companies can stimulate employee performance through the provision of incentives which are interpreted as a form of appreciation for achieving a target or exceeding it. Incentive programs need to be designed in an attractive way to generate, increase, and maintain work motivation, so that performance meets targets. If the incentive program is deemed unattractive, employees may feel unappreciated and bored with the work situation, resulting in a desire to leave the company (turnover intention). This research was conducted at a property company located in Jakarta, PT. X has a sales force of 35 people and all of them are used as research respondents. The purpose of this study was to analyze the effect of providing incentives on the level of turnover intention of PT. X with descriptive analysis techniques, normality test, linearity test, simple linear regression test, coefficient of determination test, correlation test, and t test. The results showed that the incentive variable had a significant negative effect on the turnover intention variable by 11.9%.
